TO: DEVELOPMENT REVIEW BOARD
FROM: Linda Frew, Planner I
RE: OV13-93-29 CANADA DEL ORO PARTNERS (FRY'S) REQUEST FOR
APPROVAL OF A MODIFICATION TO THE ORO VALLEY SIGN
CODE WITH RESPECT TO SIZE AND COPY CONTENT
SUMMARY:
The overall developers of Rooney Ranch, Canada del Oro Partners, request approval of
modifications to the Oro Valley Sign Code regulations, to permit them to erect two
permanent entry-way signs, one at the First Avenue entry to Fry's and one along Oracle
Road at the east entry to the site. The applicants have presented a plan, which includes
landscaping treatment, for two entry-way signs, 6 feet in height. (The height of walls on
which entry-way signs are mounted is not restricted by Code). Under the Town's current
Sign Code, the height of the sign above grade is restricted to 5 feet. Secondly, the Sign
Code in effect at this time allows only the name of the facility to appear on an entry-way
sign. The proposed signs include the name of the facility and, in addition, the names of four
anchor tenants are to appear. All other aspects of the proposed signs, i.e. the copper patina
letters, halo illumination and area of the sign conform with the Oro Valley Sign Code as
well as the Oracle Road Center (Rooney Ranch) Planned Area Development.
Tonight's public hearing on the requests for modification to the Oro Valley Sign Code has
been duly noticed by Staff.
DISCUSSION:
This is the second proposal submitted for the Rooney Ranch entry-way signs and it conforms
more closely with the Oro Valley Sign Code regulations than the first sign package, which
included internal illumination and anchor tenant signs with multi-colored letters. This latest
submittal includes the use of copper patina letters and halo illumination, which is consistent
with the Code as well as the design "theme" for the project, established with the approval
of the Fry's wall signs in March of 1993.
Modification Request No. 1 - Height of Sign
A modification to allow the sign to be one foot higher than allowed by the existing code is
requested. Staff does not feel that the signs, as proposed, are out of proportion to the size
of the overall development, some 40 acres, therefore, Staff supports approval of this request
for modification to the height of these entry-way signs, allowing the maximum height of
same to be 6 feet above grade.
page 2
Modification Request No. 2 - Copy Content
Under Oro Valley's current Sign Code, only the name of the facility is permitted on entry-
way signs. It should be noted that, under the new draft Sign Code, now in its final stages
of P&Z Commission review, an entry-way sign will be permitted to have the name of the
facility and up to four anchor tenants as well.
STAFF RECOMMENDATION:
Staff concludes that the entry-way signs, as proposed this date, are appropriate to the overall
size of the project, therefore, a request to modify the Code to allow one extra foot for the
height of the sign is reasonable and Staff would support its approval. Further, Staff supports
the use of up to four anchor tenant names on the signs, since the new Sign Code, which
could be in effect by the end of November, if approved by Council, would allow this. Staff
supports approval of the modifications to the Sign Code, as outlined above, and, further,
would recommend approval of the entire sign package, as presented, with the following
conditions:
1. Sight distance shall be reviewed and approved by the Town Engineer.
2. Landscape materials of the size, type and density approved on the final
landscape plans for this project (OV12-92-6) shall be installed and maintained
in a neat, attractive condition. Irrigation, as necessary, shall be utilized to
ensure survival of the plant materials.
3. All colors shall be consistent with the main structure(s) on the site.
