FUNDED\ MEETING DATE: December 14, 1993
TO: Development Review Board
FROM: Steve Hagedorn, Director
SUBJECT: OV 13-93-3* Saddle Valley II Permanent Sign
BACKGROUND:
Contravest Properties Incorporated, owners of the Saddle Valley II property which is located at the
northeast corner of Linda Vista Road and La Canada Drive, is requesting permanent entry-way signs in
two locations on their property. They are requesting approval of a project identification sign and entry-
way sign at the northeast corner of Linda Vista Boulevard and La Canada Drive.
The first entry-way sign is situated at the extreme southwest corner of their property and is being termed
a signature rock by the owners. It consists of a large boulder with 12" carved letters identifying their
project. Additional landscaping is included around the boulder (please refer to site plan). This sign will
be lit at night through use of a ground-mounted spot light. The use of ground-mounted spot lights is
permitted under the Town's new Sign Code provided that the lighting fixture be shielded in accordance
with the Oro Valley lighting code and screened from public and private right-of-ways. The location of
this particular ground-mounted spot light appears to be visible from both Linda Vista and La Canada
Drive. Therefore, staff would recommend that if this particular lighting type is used and approved by
the Development Review Board this evening, that a requirement be made that it be fully shielded and
screened from view through the use of additional landscape materials. As proposed, this ground-mounted
spot light sits at the northern edge of a planing of dahlia gregii and lantana. The color of the carved
letters is not specified on this development plan. The permitted colors under the new Oro Valley Sign
Code are rust, sand, beige and brown. The Development Review Board and the applicant need to specify
and agree on a color for the carved letters.
The second entry-way sign is located at the northeast corner of Linda Vista Road and Preakness Place
at the main entrance into this project. This particular sign will be constructed of concrete masonry units
with a sand-finished stucco painted beige in color. The height of this entry-way wall is 5' and its length
is 18'. The overall square footage of the sign area on this entry wall is 24 sq. feet with 16" black
wrought-iron letters attached. This signage wall conforms with the requirements of the Sign Code for
entry-way wall signage, however, the black wrought-iron letters are not permitted. The color black is
not a permitted color under the Sign Code. Again, those colors are limited to rust, sand, beige and
brown. The Development Review Board and the applicant need to agree on one of those colors for the
wrought-iron lettering. This sign will also be lit at night through the use of two ground-mounted flood
\data\wp\ovcases\13-93-36\DRB-12-14.rpt
lights. Both of these lights appear to be visible from the right-or-ways of both Linda Vista and
Preakness Place. A condition for approval should be that these ground-mounted floodlights be fully
shielded and fully screened from the view of the right-of-way through the use of plant material.
RECOMMENDATION:
Planning staff would recommend approval of both of these signs to be used at the Saddle Valley II
project with the following conditions.
1. The color of the lettering on both signs needs to be agreed on between the Development
Review Board and the applicant. The permitted colors under the code are rust, sand,
beige and brown.
2. All ground-mounted flood lights need to be fully shielded and screened from the view of
the right-of-way through the use of additional plantings.

approval to indicate that there should only be one bar?
Mr. Coutts said that is correct.
Mr. McGann said this whole issue had evolved and finally we are coming to some
resolution as to how this should be dealt with and consistency is important
and he agreed with Mr. Coutts that one horizontal member or cable to support
the net be a condition of this approval.
Mr. McCann then MOVED to APPROVE OV13-93-6 Toutant request for extension of
golf safety net - Canada Hills, Village 11, Lot 12 with the condition included
in staff's report that: 1) poles be painted to match the color of the
structure; and 2) the calculations be resubmitted for review by the Town based
on the adjusted height; and 3) the structure be modified to include only one
horizontal cross member or replace the member with a cable to support the net.
Mr. Coutts SECONDED.
Mr. Kautenburger said Mr. Toutant has two horizontal bars at this time, if he
is to take out the top horizontal bar and put in a cable would that be ok?
Or does he have to move that horizontal bar up?
Mr. McGann said that would conform with the conditions to replace the bar with
a cable.
Mr. Coutts asked staff in order to be fair to the Toutant's if the motion
presented was rejected would they have the ability to go to the Mayor and
Council and appeal the decision and the manner in which we are posing this is
an amended proposal, do they still have the ability to go before Council and
have council make the final decision and modify the decision of the DRB?
Mr. Chatfield said it is my interpretation that they would have that appeal
available to them because the approval would not be in the same format that
they had requested. MOTION CARRI H-fl 3-1.
OV13-93-37 SADDLE VALLEY II PERMANENT SIGNS
The staff report was read by Don Chatfield.
Mr. Chatfield said the applicant visited his office, this date, and apologized
that he would not be able to be present at this evening's meeting and he
delivered two renderings that show both the signature sign, the boulder sign,
and the monument sign (these renderings were displayed) . He indicated that
the color for the carved signature sign (the boulder sign) would be brown and
he also agreed that the iron letters for the monument sign would also be
changed from black to brown in order to meet the Town Sign Code.
Mr. Kautenburger had a question for staff regarding the screening. Mr.
Chatfield said the applicant was open to meeting both of the conditions to
agree to the brown that is permitted under the Sign Code for colors; and, to
provide the additional plantings to screen the lights.
12-14-93 Development Review Board Meeting Minutes Page 11
Mr. McGann asked staff if the boulders were real. Mr. Chatfield said yes, he
did not want to make the applicant's presentation for them but what the
applicant was trying to achieve was a similar feature to the one at Ventana
Canyon where a rock is taken and sand blasted to cut the letters into it and
highlight it with paint in the interior of the carving.
Mr. McGann had a question for staff regarding the flood lights, the plans read
shielded fixtures that shine onto the face.
Mr. Chatfield said his interpretation is that two boulders, that are in the
front are the lower lying ones and the one towards the back is the taller one
with the carving in it.
Mr. McGann asked staff about the comments relating to the screening of the
fixtures and would this be in addition to the shielding?
Mr. Chatfield said that's correct, this is in order to screen the view of the
fixture itself.
Mr. McGann asked staff if they had received color samples on the secondary
sign?
Mr. Chatfield said no, we have not. In fact, we had the discussion with the
applicant in the afternoon about 4:00 p.m. and the applicant said he would
agree to any color the DRB specifies. There were no color samples available.
Mr. Coutts asked staff if they felt capable in choosing a brown (color) ?
Mr. Chatfield said he would rather the applicant come in with the color sample
and continue this to the next meeting so that we have a pallet to look at.
He said he spoke to the applicant regarding the color and the applicant said
he would prefer to see it approved this evening but if that was something the
board wanted to see the applicant would be happy to provide that for the
January meeting.
Mr. Coutts said the applj.cant can go ahead with the basic carving of the stone
and asked the board if they would like to continue this item.
Mr. McGann MOVED to CONTINUE OV13-93-37 Saddle Valley II permanent signs to
the next regularly scheduled meeting. Mr. Coutts SECONDED. MOTION CARRIED

RE : OV 13-93-37 Saddle Valley Permanent Sign Approval
Dear Mr. Volls:
This letter shall confirm that the Planning and Zoning Director has given permission for you to
proceed with wall construction, landscaping, setting the stone, etc. as related to the permanent
signage for Saddle Valley. As we discussed, you need only refrain from applying the sign text
until the DRB has approved your colors and you have reached an agreement with the board as
to the amount of landscaping required to screen the light fixture(s).
We apologize that your case was accidentally omitted from the January llth DRB agenda and
we thank you for your understanding. We promise that you will be the number one item on
February 8th's agenda. (Steve and Don are both of the opinion that, even if we get the list of
approved colors from DRB as a result of tonight's meeting, the minor landscape issue will still
have to be decided upon in open meeting.)
Thank you for your cooperation in this matter.
Sincerely,

DEVELOPMENT REVIEW BOARD
MEETING DATE: February 8, 1994
TO: DEVELOPMENT REVIEW BOARD
FROM: Linda Frew, Planner I
SUBJECT: OV 13-93-37 Saddle Valley II Permanent Sign
BACKGROUND:
The Development Review Board reviewed and, essentially, approved a sign package for two permanent
entry-way signs for the above-referenced project, one at the northeast corner of Linda Vista/La Canada
Drive and one for the main project entry at Linda Vista/Preakness Place.
A representative from Contravest, Inc., the project developer, will be on hand to present the proposed
color for the sign text to appear on both signs. Mr. Wayne Voelz of Contravest has already assured the
Town Staff that he is willing to use any color which appeals to the DRB on the signs. The DRB
members may wish to refer to the Pantone Matching System booklet to assist in determination of the
appropriate color (Mr. Chatfield can supply this at the meeting).
RECOMMENDATION: •
Staff would recommend that final approval be given to the sign package presented for Saddle Valley II,
with the stipulation that the DRB approve the choice of color for the sign text.

DEVELOPMENT REVIEW BOARD
MEETING DATE: March 8, 1994
TO: DEVELOPMENT REVIEW BOARD
FROM: Linda Frew, Planner I
SUBJECT: OV13-93-37 Saddle Valley II Permanent Signs
BACKGROUND:
At the December, 1993 meeting, the Development Review Board reviewed and approved a sign package
for two permanent entry-way signs for the above-referenced project, one at the northeast corner of Linda
Vista/La Canada Drive and one for the main project entry at Linda Vista/Preakness Place. One question
remained, however, the color of the sign text and the case was continued to give the developer an
opportunity to decide on his color palette.
Mr. Wayne Voelz, a representative from Contravest, Inc., the project developer, was present at the
January meeting but, due to the lengthy agenda, this matter was not discussed. At that meeting, however,
the DRB approved a palette of acceptable colors to be used on all permanent and temporary signs. Mr.
Voelz, has made a selection from the DRB-approved palette, a brown tone, no. 492C, and he requests
that this color be approved for use on the two permanent entry-way signs for Saddle Valley II.
RECOMMENDATION:
Staff would recommend that final approval be given to the sign package presented for Saddle Valley II,
with the stipulation that color no. 492C from the DRB-approved color palette be used for the signage
text.
