I • 1 ORO VALLEY PLANNING & ZONING DEPARTMENT DEVELOPMENT REVIEW BOARD MEETING DATE: January 11, 1994 TO: DEVELOPMENT REVIEW BOARD FROM: Linda Frew, Planner I SUBJECT: OV13-94-1 Desert Willows Townhomes - Architecture OV13-94-2 Desert Willows Townhomes - Permanent Entry-Way Signs BACKGROUND: On December 14, 1993, the DRB recommended approval of a preliminary plat for Desert Willows Townhomes, a 30 unit attached townhouse project located on the east side of Oracle Road, immediately south of the domed building. This plat has been sent on to Council, with the DRB's recommendations, and will be reviewed on January 5, 1994. The developer, Hank Bowers, now seeks approval for the proposed architecture, as well as permanent signage for the project. Each of these items is discussed separately below (Agenda Items nos. 1 and 2). OV13-94-1 Desert Willows Townhomes - Request for Architectural Approval The architecture proposed for this site may be described as Pueblo in style. It features stuccoed exteriors, parapet roof lines and clerestory windows. These three models, which will be attached, range in size from 1282 to 1473 square feet. The units themselves will be hidden from Oracle, for the most part, behind a 4'8" perimeter wall. Landscaping is also to be provided in front of the perimeter wall, adjacent to Oracle, per the DRB's recommendation. Staff feels that the architecture, as proposed, has very clean lines, is attractive and we feel that the Desert Willows project will be a compatible and unobtrusive addition to the Oracle Road Corridor street scene. RECOMMENDATION: Staff would support the DRB's approval of OV13-94-1, the proposed architecture for Desert Willows Townhomes, with the addition of the following conditions: 1. That a color palette for stucco and for trim, if applicable, be supplied and approved by the Development Review Board. 2. That all windows, on all four sides of the structures, be recessed at least 2 inches to provide additional relief. 3. Roof-tops shall be painted to match stucco colors. } OV 13-94-2 Desert Willows Townhomes - Request for Approval of Permanent Entry-Way Signs Mr. Bowers has presented a plan for permanent signage, prepared by Ron Robinette, Architect. The proposed entry-way signs are to be of painted metal letters placed on a stuccoed 4' 8" perimeter wall. The project name will appear on both sides of the only entry road to this site, Bowers Court, and it appears from the drawings submitted that the corners will be lushly landscaped both in front of, and behind, the perimeter walls. Staff has reviewed this proposed sign package and compared it to both the existing Sign Code and the new Code, which was adopted on December 15th and will become effective mid-January. Mr. Bowers' proposal is in conformance with both, with one exception. The existing code permits two signs, one on each side of an entry, up to 40 square feet each. The new code allows just one sign, not to exceed 24 square feet. Direct illumination, which is proposed for this sign, is permitted under either code, provided the fixtures are shielded, in accordance with our Lighting Code, and concealed from public and private rights-of-way. Staff has had conversations with the applicant and Mr. Bowers has confirmed his willingness to make the painted metal Times Roman style letters proposed any color deemed desirable by the DRB. Colors which are legal, under both the existing and new code, are beige, brown, sand or rust. Metal letters, such as brass, copper or stainless steel, may also be used, with or without a patina finish. With regard to size, Staff calculated each sign to be 11.25 square feet, not 8 square feet as is noted on the plans, however, this still falls well within that permitted by the code in effect at this time (40 square feet per sign). RECOMMENDATION: This proposed signage meets all of the development standards of the existing Sign Code. Staff perceives that the entry-way signs proposed for Desert Willows will be attractive and are in proportion to the project. Therefore, we would recommend approval of the entry-way sign package (0V13-94-2) for Desert Willows Townhomes, with the following conditions: 1. That the color of the metal letters be approved by the DRB. 2. That the direct illumination fixture be in conformance with Article 6-7 (Outdoor Lighting Code) and that said fixture be properly shielded and concealed from view from public and private rights-of-way. Conditions placed on the architectural approval were as follows: 1. No TV antennae shall be placed on the roof. 2. The garage doors shall be painted to match the stucco color. 3. The roof tops, and all necessary vents, etc., shall be painted "desert tan". 5, 4. Spark arresters shall be concealed by a chimney cap, as depicted on the plans • submitted. The permanent sign request was approved with the following conditions: 1. The colors, a rust for the letters and a beige stucco color for the wall, are approved as presented. These conditions are taken from my meeting notes, Hank, and I believe they are accurate. There was some mention of screening of mechanical equipment, but when you stated it would be on the ground, the subject was dropped. Letter to H. Bowers 1-14-94 page 2 I am forwarding this letter to you for your records. The minutes are not attached, as promised, but I believe this letter will serve your purpose. It may be several weeks before the draft minutes are ready for distribution. You may request copies of the minutes at a later date, if you so desire. Thank you for your cooperation and best wishes for your success with Desert Willows. If I may be of further assistance, please contact me.
