The developers, Sharpe and Associates, are now putting the finishing touches on the subdivision and come before the DRB this evening with a request for approval of a permanent entry-way sign. SUMMARY: The proposed entry-way sign for this subdivision is to be placed upon an existing perimeter wall approximately 3 feet in height. The text will be made of shiny copper reverse pan channel letters, with a total area of approximately 5 square feet. This sign will be single-faced and non-illuminated. As presented, this sign conforms with the existing Oro Valley Sign Code, with one exception. The code restricts entry-way sign text to the name of the facility only (in commercial developments, anchor tenants may be shown as well). In this case, in addition to the subdivision name, the sign includes the name of the project developer. The words, "a Sharpe Development", are not a part of the legal subdivision name, which is actually "The Colony at Oro Valley." The subdivision is legally registered with the State Board of Real Estate as "Canyon Vista" and it has been marketed under that name. Staff feels that the reference to "A Sharpe Development" constitutes advertising for the developer and, as such, we would recommend that these words be eliminated. RECOMMENDATION: With the one possible exception, as noted above, this proposed sign meets all of the development standards of the existing Sign Code and, therefore, Staff would recommend approval of OV13-94-3, The Colony at Oro Valley (aka Canyon Vista) permanent sign package, with a suggested condition that the words, "A Sharpe Development", be deleted from the text. ITEM NO. 1 ORO VALLEY PLANNING & ZONING DEPARTMENT DEVELOPMENT REVIEW BOARD MEETING DATE: September 13, 1994 TO: DEVELOPMENT REVIEW BOARD FROM: Linda Frew, Planner I SUBJECT: OV13-94-3 The Colony at Oro Valley (aka Canyon Vista) Revised Request for Approval of a Permanent Entry-Way Sign BACKGROUND: The Colony at Oro Valley, which is located west of Oracle Road at the intersection of Valle del Oro Road and El Conquistador Way, is nearing build-out. On August 9, 1994, the DRB reviewed, and subsequently denied, a request by The Colony at Oro Valley's homeowners' association for a new permanent entry-way sign, to replace a DRB-approved sign, which had been vandalized. This request was denied by a vote of 4 to 2, based on "the reasons of consistency, character and quality of the signage in the immediate area" (from an excerpt of the 8/9 DRB minutes). Specifically, the DRB members seemed to object to the use of vinyl letters. SUMMARY: The homeowners' association has now opted to eliminate the vinyl letters and, instead, proposes to paint the sign text, in a tan color acceptable to the Town, directly on the copper patina colored metal background. RECOMMENDATION: Finding that the revised sign plan, as proposed, meets all Code requirements, in terms of permitted color, text, size and materials of construction, Staff has no objection to approval of the homeowners' request.
