• 111/ CONSENT ITEM A ORO VALLEY PLANNING & ZONING DEPARTMENT DEVELOPMENT REVIEW BOARD MEETING DATE: December 13, 1994 TO: DEVELOPMENT REVIEW BOARD FROM: Linda Frew, Planner I SUBJECT: OV13-94-38 Canada Hills West Entry-Way Feature, Walls, Landscaping and Signage La Cholla Blvd./Canada Hills Drive SUMMARY: Rick Schoenfeld, landscape architect, has presented a plan for walls/landscaping and signage to provide an entry-way statement for the La Cholla/Canada Hills Drive entry to the project. The walls, which will be placed on both the southeast and northeast corners of the intersection, are curvilinear and, as proposed, they will match those existing at the Lambert/La Canada and Canada Hills/La Canada project entries in size (maximum 5 feet in height) and color. The sign text, 12 square feet in size, is to be very similar to existing entry-way signs, but due to changes in the Sign Code, the red and yellow used on the hummingbird and the turquoise touches will have to be changed. Only shades of brown, beige, sand and rust, in addition to metal letters, are permitted. The applicant has agreed to modify the color palette for this sign to conform to the Town's approved color palette. The sign is to illuminated via direct illumination, which is permitted, provided the fixture and its location conform to the Sign Code and the Outdoor Lighting Code for the Town. Landscaping proposed for this entry treatment includes 24" boxed Mesquite trees, Saguaro cacti, groundcovers, other approved plant species, decomposed granite topping and boulders. Two plants, the Karoo Bush and Turpentine Bush, do not appear on the Oro Valley Approved Plant List, but have been deemed acceptable by our local landscaping authority. A review of the El Conquistador PAD revealed that walls/screening devices are permitted, and must be a minimum of 3 feet in height. Further, signs are permitted, which conform to the Oro Valley Sign Code and said signs may be illuminated, provided that no illuminated sign may revolve, move, change color or vacillate. RECOMMENDATION: Staff finds the proposed entry-way features, one for either corner, for the La Cholla/Canada Hills intersection to be consistent and compatible with those located at the other main project entries. We recommend approval of the walls, landscaping and signage, with the condition that the wall color match existing entry walls and that the proposed sign colors conform to the Oro Valley Sign Code. • S II SUGGESTED MOTION: I move to approve OV13-94-38, the Canada Hills west entry-way features, including wall design, landscaping and signage, with the stipulation that the wall color conform to the other Canada Hills entry walls and that the sign colors conform to the Oro Valley Sign Code.
