Attached is a submittal for the sign permit for this entry. As you are aware the Rancho Vistoso entry at Oracle Road and Rancho Vistoso Boulevard has been in place for a number of years. We intend to build a similar entry feature at Tangerine Road utilizing the sandstone rock and "kiva"wall forms. This will create a uniform sense of arrival for the project. The required submittal materials are attached for the Board and Staff's review. We have received feedback regarding the Oracle Road entry's effectiveness and evaluated ways in which we could improve its overall appearance. Criticism of the entry has included that the brushed brass letters are difficult to read against the sandstone wall in daylight, the sign and wall are lit poorly and difficult to see at night, and the sign is hard to see because the wall is too low. In an effort to improve the appearance of the sign we have revised the Tangerine Road entry design with the intention of retrofitting the Oracle Road entry at a later time to maintain project continuity. The design refinements include: a) revising the brass letter color to turquoise to compliment the sandstone rock; b) lighting the entry sign with ground mounted incandescent lighting that meets the night sky ordinance standards to enhance night readability; and c) raising the rock wall upon which the sign is mounted to ensure that it can be seen from the road. We are excited about making these improvements at Tangerine Road and Rancho Vistoso Boulevard and look forward to working with the Town of Oro Valley. The property is part of Neighborhood 5, Parcel U and Neighborhood 7, Parcel I. Both of these site are designated as Community Commercial (C-1) by the Rancho Vistoso PAD. Both of the sites are currently vacant. SUMMARY OF PERMANENT SIGN, WALLS/ENTRY-WAY TREATMENT: The drawings submitted include plans for a the wall detail, landscaping, salvage and the sign. The function of the propose entry-way is to display the community name and identify the entrance for safe flow of traffic into the community. In April, 1989 the DRB approved a blanket approval for permanent signs in the Rancho Vistoso PAD. One of the requirements of this approval was that any deviation from the PAD adopted guildlines must be brought to the DRB for review and approval. The proposed wall, landscaping and signage is generally in compliance with the adopted guildlines with these exceptions. 1) The monument walls should be framed from behind by a grove of native Palo Verde trees. Staff recommends condition number 1 requiring the native Palo Verde trees to be included in the landscaping. 2) The grade immediately in front of the walls should be planted with flowering ground cover and not the turf with tethered sheep and identified on the planting plan. 3) The illumination of the logo shall be done with recessed indirect white neon lighting. The salvage plan identifies three (3) trees that are salvageable, one Acacias and two Palo Verdes all located on the eastern portion of Rancho Vistoso Boulevard. The applicant is proposing to stockpile the salvage plants in the Vistoso Partners landscape storage yard, where they will be maintained by a drip irrigation system. Then, during the landscape construction phase the salvaged vegetation will be relocated on-site. The wall feature consist of three concentric wall constructed from CMU (concrete masonry unit) with red sandstone veneer. The applicant is proposing that the entry feature match the existing feature located at the Oracle Road and Rancho Vistoso entrance. Notable details include earth toneu sidewalks; the use of native plants and s and decomposed granite to match the two entries and the median. All of the proposed vegetation are found on the Oro Valley Approved Plant List with the exception of; Leucophyllum candidum, Ericameria laricifolia, Dodonaea angustifolia, Jatropha cardiophylla and Verbena Goodingii. These five species are of plant classifications that are contained on the approved list, with none of these species listed on the prohibited list. Staff does not object to these plants. RECOMMENDATIONS Staff finds the plans to be inconformance with the requirements of thee Rancho Vistoso PAD adopted guildlines and recommends approval of OV 13-94-40, Rancho Vistoso Partners, ENTRANCE, LANDSCAPING and SALVAGE PLANS, subject to Staff's conditions and therefore staff recommends that the following conditions be attached to any motion to approve the plan: 1. Native Palo Verde trees to be included in the landscaping as required by the Rancho Vistoso adopted guildlines. 2. The grade immediately in front of the walls should be planted with flowering ground cover and not the turf with tethered sheep and identified on the planting plan. 3. The illumination of the logo shall be done with recessed indirect white neon lighting.
