ORO VALLEY DEVELOPMENT REVIEW BOARD MEETING
Tuesday June 9, 1998
CALL TO ORDER: 6:05 p.m.
STUDY SESSION:
DISCUSSION OF DRB REVIEW OF INFILL HOUSING
Tobin Sidles briefly discussed the liabilities to the Town and DRB regarding the issue of approving
models in a subdivision that are smaller than other homes. The question was raised should DRB be
turning down models if they are significantly smaller and Tobin replied no. Zoning in Arizona is
controlled by a state enabling act. There is no provision for the DRB in the enabling act. Cities and
towns have the authority to deal with aesthetics and that is what the DRB deals with. If people
complain about smaller homes being built within a subdivision, that issue should not be a concern
to the DRB, nor should the DRB worry about whether or not they could be sued. The DRB is an
advisory body for the Council. The Council are the ones who have to decide whether or not the
zoning is appropriate for that particular area. Unless there is something in the zoning code that says
a smaller home cannot be put on a lot, there are no legal reasons why the DRB should deny it. If
the DRB is recommending disapproval, there needs to be a good reason supporting that decision.
LA CANADA LANDSCAPING UPDATE
David Hook reviewed the construction project on La Canada and commented plans are ahead of
schedule. Hunter Construction is all through with the paving improvements on the eastside of La
Canada and traffic has been shifted to the eastside. The entire reconstruction project is scheduled
for completion by the end of September of this year. A meeting was held with the La Canada Drive
Homeowners Associations to discuss the various landscaping options. A tentative landscaping plan
will be presented to the DRB in July.
ORO VALLEY RETAIL CENTER SIGNAGE/ARTS BOARD UPDATE
Dick Eggerding introduced Dick Feinberg and Willy Valenzuela who are involved with the Arts
Board. Mr. Eggerding explained that logos can be revised to meet zoning codes. He briefly
discussed the signage of Target, Home Depot, Wells Fargo and monument signs and felt that the
Oro Valley codes should be adhered to. He felt a design concept could be applied to the entrance of
the shopping center, which should be wide and contain a median with the main sign. Logo's can be
changed to fit the standards of the Town's code and that should be kept in mind. Valerie informed
members that a meeting is scheduled for DRB, Arts Board and Town Council to discuss sign codes.

BUS STOP RENOVATION
Alec Camacho, coordinator, introduced students to the DRB members. Several students explained
to the DRB members their ideas and shared pictures of the project presented. The bus stop is
planned for First and Oracle. It will be an innovative idea for Oro Valley, and provide a rest stop
for bicyclists, and bus users. There will be landscaping, ergonomically designed benches and also a
bike rack and water fountain. Richard Underwood complimented the students for their efforts and
thought they had some good ideas.
REGULAR AGENDA
OV13-98-58 CATALINA SHADOWS REVISED LANDSCAPE PLAN
Richard Underwood excused himself due to a conflict of interest.
Valerie Feuer introduced the staff report into the record. Town staff has met with the developer and
Homeowners Association representatives in an attempt to resolve issues related to the installation
and maintenance of landscaping under the County approved plan. After determining that the
landscape material on site was not in compliance with the approved plan, an assessment was made
regarding the desirability of restoring the landscape to the specifications of the approved landscape
plan. The developer is now proposing changes to the plan, necessitating review by DRB. The
landscape plan showed additional streetscape plantings. Since there is no room at this point to
install many of the proposed trees, the developer proposes to give the Homeowners' Association
$10,000.00, based on bids from several landscape companies. A trail system was initially planned
for the subdivision under the original County plat. When the area was replatted, the trail system
was never required and is now impossible to implement. The developer proposes to give the
Homeowner's Association $10,000.00 to be earmarked for recreation purposed. The $10,000.00 is
based on the cost for similar trails to the one originally planned. An adjustment has been made for
missing trees in the common areas. Trees to be planted will include fifteen gallon mesquites and
blue palo verde; shrubs will include five gallon cassia, rangers, and baja fairy dusters.
Scott , representing Sharpe & Associates, Inc., commented they have no problems with the
staff conditions. Mary Glueck asked who takes over after eighteen months and Scott replied the
HOA. Walt Wind questioned how the water is distributed and Scott commented that there is an
existing irrigation system that was installed originally. It is separately metered and will be paid for
by the HOA.
Army Curtis, 11991 N Labyrinth, President of Catalina Homeowner's Association, commented this
issue has been a point of contention with neighbors for a long time. He stated the negotiations have
been intense and a lot of work has gone into it. The HOA is in support of the revised plan,
however, it was his understanding that the irrigation system was only necessary to getting the
landscape established for the first eighteen month period. Mary Glueck asked who paid for the
water previously and Mr. Curtis was not sure but thought the developer had.
6-9-98 Development Review Board Minutes Page 4
Valerie Feuer wanted it stated for the record, in the letter from Sharpe &Associates, page two, last
paragraph, not only the landscape items, but all the items that are currently being worked through
the Public Works Department must be completed before the assurances are released. Also in the
letter from the HOA, last paragraph, it states that the HOA would like to see water be part of the
maintenance agreement. Since the developer owns lots in the subdivision and pays fees to the
association, she has decided not to add that issue to the conditions.
MOTION: Moved, seconded (Fogelstrom/Wind) and carried by a 6-0 vote (Underwood-
absent) to recommend approval of OV13-98-58, revised landscape plan for Catalina
Shadows,with the following conditions.
Planning and Zoning Conditions:
1. Steps leading to the trail Big Wash shall be provided at two access points in order to
satisfy the OVZCR requirement for recreation, to be chosen by the HOA and shown
on landscape plan prior to Town Council approval.
2. Evidence shall be provided to the Town that in-lieu fees have been paid to the HOA.
3. Rip-rap areas, are not part of the landscape plan and should not be shown it, rip-rap
erosion control is controlled through an agreement which is being monitored by the
Public Works Department.
4. Additional spot hydro-seeding spray between lots 491-382.
5. All erosion rails are to be filled and seeded or widened and rip-raped as appropriate.
OV13-98-59 HORTON HOMES MODELS FOR RANCHO VISTOSO PAD PARCEL 7F
Valerie Feuer introduced the staff report into the record. The applicant, Horton Homes has
presented five models for use in this new subdivision. All five models are similar to a Santa
Barbara Mission architectural style, with each model having three slightly different façade options.
All models come with a standard two-car garage, facing the street, with an optional third car garage.
The five models, feature pleasing elevations consisting of wainscoting, corbels, windowsills,
architecturally framed windows, varying rooflines, and roof tiling. All five models, are stucco over
frame construction.
Mr. Turner, Horton Homes, was asked by Mary Glueck, what models were going to be built. She
also complimented the developer on the architectural design. Mr. Turner replied that the smallest
and largest models would probably not be built, but models 1369, 1521, and 1812 would. Member
Smith commented on the safety of the forced air/gas units mounted in the attic. Mr. Turner replied
that the units met code and were not a safety issue.
Motion: Moved, seconded (Allen/Fogelstrom) and carried by a 7-0 vote to recommend
approval of OV13-98-59, Horton Homes Models for Rancho Vistoso Neighborhood 7, Parcel
F,subject to the following conditions as revised.
Planning and Zoning Conditions:
1. Windows or pop-outs on all four sides of the structure must be recessed, except under

OV13-98-63 SUNSET HOMES ARCHITECTURE APPROVAL OF SIX MODELS FOR
DESERT VISTA
Valerie Feuer introduced the staff report into the record. Six models, the 1130, 1140, 1150, 1210,
and 1230 are presented for DRB's approval. These models are single story configurations and are
designed in a modified Spanish Colonial Style architecture. Major architectural elements in this
style include wainscot trims along the front and right sides, window pop-outs and sills,
combinations pitch/hip tile roofs, and multi-light windows.
Keith Winnie, representing applicant, showed drawings of the models proposed for the subdivision.
Comments from the Board were positive and complimentary. Mary Glueck commented that
chimney caps should be an added condition to the homes with fireplaces.
MOTION: Moved, seconded (Wind/Smith) and carried by a 7-0 vote co recommend
approval of OV13-98-63, Sunset Homes, Models 1130, 1140, 1150, 1210, 1220, and 1230 as
presented subject to staff conditions.
Planning and Zoning Conditions:
1. A color palette, to include stucco and tile colors, shall be submitted and approved by
the DRB.
2. All applicable setbacks must be met.
3. Include additional wainscot trim along the left side of the models.
4. Standard chimney caps on homes with fireplaces.
OV13-98-97-1 ORO VALLEY RETIREMENT CENTER(DESERT POINT) CARPORTS
Valerie Feuer introduced the staff report into the record. Wattenbarger Architects has been
contracted by Leisure Care, Inc. to modify the Desert Point Retirement Community at La Reserve
with the construction of 21 carports adjacent to the three-story building. There will be three
6-9-98 Development Review Board Minutes Page 6
locations, which will consist of 7 individual carports each. The carports will be of the standard
style, constructed of metal columns supporting a 29 gauge corrugated metal roof. The tallest
portion of the structure will be eight feet at the rear elevation. The carports are screened from
Oracle Road by vegetation.
Rollie Morrison, representing the applicant, showed the Board the colors of the carport. The Board
requested the carports be painted the same as the building. Member Wind commented on the
screening of the carports, and ask how visible they would be. Mr. Morrision replied the carports
would be barely visible; Member Underwood agreed.
MOTION: Moved, seconded (Smith/Underwood) and carried by a 6-0 vote (Underwood
stepped out) to recommend approval of OV13-97-1, Wattenbarger Architects, request for
architectural approval of 21 new carports at the Desert Point Retirement Community.
OV13-98-60 FAIRFIELD HOMES MODELS FOR RANCHO VISTOSO PAD PARCEL 11
H
Valerie Feuer introduced the staff report into the record. The applicant, Fairfield Homes, has
presented four models, Plan 1 through 4, for use in this new subdivision. Currently, the developer
is pursuing construction on two lots, with the intent of developing additional lots within Parcel H.
Each of the models possess two architectural styles: type "A", which is similar to a Santa Barbara
Mission style; and type "B", similar to a Pueblo Tucson Barrio style. All models come with a
standard two-car garage facing the street, with an optional third car garage on models 2, 3, and 4.
Charles Hulsey, WLB, representing Fairfield Homes, commented that the first five items of the
conditions are fine, item 6 they would like to have the glass block as an option and he would like to
delete items 7, 8, and 9. Member Wind commented on the blank walls and felt in a zero lot line
subdivision it's probably okay, but felt it necessary to break up the blank walls in instances where
there was some distance between the houses. Mary Glueck suggested adding it a condition stating
that lots with a zero lot line could use glass block as an option. Those lots that don't have a zero lot
line should add the glass block to the blank wall.
Mr. Hulsey commented that on item 10, the wainscoting of Apache stacked stone along the entire
length of the left elevation,he would like to keep the wall blank or make the wainscoting an option.
Richard Underwood stated he liked the simplicity of the models. Chair Lewis asked the Board if
there were any problems deleting items 7, 8, and 9 of the conditions and the Board, after some
discussion, answered no.
MOTION: Moved, seconded (Glueck/Wind) and carried by a 7-0 vote to recommend
approval of OV13-98-60, Fairfield Homes Models for Rancho Vistoso Neighborhood 11,
Parcel H, subject to staff conditions.

OV12-98-6 MOONRIDGE PRELIMINARY PLAT
Valerie Feuer introduced the staff report into the record. The preliminary plat submitted in in
conformance with the tentative development plan. As designed, the plan preserves riparian
habitat, slopes and provides open space. All development standards of this zoning district have
been addressed, with the minimum lot size of 20,000 SF, and a minimum lot width of 80'. The
protected Riparian Habitat on the eastside of the subdivision has been set aside as undisturbed
natural open space. As required by the conditions of rezoning, a conservation easement will be
placed on both the protected riparian habitat and the smaller wash on the west side.
Jim Hossley introduced the engineers report into the record. The main roads serving this site are
Tangerine Road and Moore Road via Copper Spring Trail. The applicant proposes to construct
Copper Spring Trail with two 5' bike lanes, two 15' travel lanes and wedged curb. The cul-de-
sac streets will have two 12' travel lanes without curbing. An easement for maintenance, signage
and pedestrian refuge is proposed outside of, and parallel with, both sides of all streets. The
6-9-98 Development Review Board Minutes Page 8
average daily traffic for the site is expected to be 480 trips per day. A 50' wide public roadway
and utility easement is proposed at the west-end of Placita Nueva Luna. Two washes traverse the
site, one on the east edge and one along the western portion of the property. The site will not be
mass graded. The grading to be done during the development of the plat will be for road
construction and utility placement. With some slight modification to the vertical alignment of
Copper Spring Trail, it will be possible to construct the project without a grading waiver.
Walt Wind commented he would like to see a 25 MPH posting on Copper Spring Trail. Mr.
Hossley replied the design speed, which is different than the posted speed going north and south
is 35MPH. Mayor and Council are the only ones that can change it,but it will be posted as
25MPH during the construction only.
John Lupoe,DJA Engineering, had no problems with the conditions.
Mary Glueck felt 25 MPH posted, was a good idea, and felt it should stay that way.
MOTION: Moved, seconded (Allen/Underwood) and carried by a 7-0 vote to recommend
approval of OV12-98-6, Moonridge, Lots 1-48 Common Area A, Preliminary Plat, subject to
staff conditions.
Planning and Zoning Conditions:
1. The area of conservation for the west side wash shall be shown on the preliminary
plat, following the significant vegetation boundary as identified by the rezoning site
analysis.
2. Note 18 shall be expanded to state: "A conservation easement shall be placed upon
and recorded to protect the protected riparian habitat on the east side and the wash
on the west side as well, except for wash crossing, to protect the areas in perpetuity
from construction, clearing of vegetation ground disturbance and alteration of
topography". "HDZ"designation shall be added to 25% slopes in the legend.
3. A note shall be added that sates: all riparian areas shall be fenced off and protected
from disturbance during construction, in accordance with the Riparian Habitat
Ordinance.
4. The drainage pipe on Placita Nueva Luna shall be revised to show a box culvert or
similar type of drainage structure that will cause the least amount of disturbance to
the wash crossing.
5. The roadway grade elevations shall be added to the plat.
6. "Undisturbed open space" shall be called"natural undisturbed open space".
7. Landscape bufferyards shall be shown along the public streets.
8. A right turn lane on Tangerine Road shall be completed as one of the first actions by
the developer.
9. The recommendations set forth by the Arizona Game and Fish Department(attached)
shall be followed and added as notes to the plat.
10. The area of recreation facility shall be added to the General Notes.
11. The density as listed in note three shall be changed to density based on the gross area.
•

12. The lot width of lot 47 shall be a minimum of 80' at the front and rear building
setback lines.
13. All outstanding reviewing agency conditions and approval from those agencies shall
be required prior to Town Council consideration of the preliminary plat.
14. The preliminary plat shall be amended to address all conditions listed above, prior to
submittal for Town Council review.
15. Graded pedestrian pathway with 1/4 minus DG.
16. Posted speed 25 MPH.
Engineering Conditions:
1. The applicant shall insure that the depth of cut slope exposed to view along Copper
Spring Trail shall not exceed 4' in height. Particular attention shall be paid to
intersection of cul-de-sac streets with Copper Spring Trail.
2. Each roadway on each sheet shall be labeled as public.
3. The building pad limit for lot#15 is shown with in the floodplain. The entire pad shall
be shown outside the floodplain.
4. Erosion setback lines shall be shown for lots 14-19 as necessary.
5. On the preliminary and final plat, a table of minimum finished floor elevations shall
be provided for effected lots.
6. The road and utility easement in the vicinity of lots 40 and 41 shall be labeled as
public. The easement shall be dedicated to the Town of Oro Valley on the final plat.
7. The applicant shall work with Town of Oro Valley Water Utility personnel to provide
needed infrastructure for domestic and fire flow water.
OV12-98-4 VISTOSO GOLF CASITAS PRELIMINARY PLAT
Valerie Feuer introduced the staff report into the record. The plat meets the high density residential
PAD zoning standards by providing 42% of the site as open space (30 percent is required), and
meeting the permitted 8-17 RAC density with 8.84 units per acre. One hundred eighteen parking
spaces have been provided for this project, four in the garages under each building; four in front of
each building and 14 others. A protected riparian habitat is adjacent to the west property boundary
of the project. The PAD designated natural open space of Parcel Al contains the riparian habitat
area and 100 year flood limits. A recreation amenity has been provided on the plat that includes a
spa, swimming pool and ramada. Landscape bufferyards are required around all sides of the
project.
Jim Hossley introduced the engineer's report into the record. The main road serving this site will
be Vistoso Highlands Drive. The applicant proposed to provide 2 driveway access points to the
Casita site from Vistoso Highlands Drive. Access to each of the Casitas will be from a loop road to
be constructed as a part of this project. The average daily traffic for the site is expected to be 310
trips per day. Warrants for a left-turn lane will not be met for either of the driveways. Warrants are
not expected to be met with full buildout of Rancho Vistoso. Two culvert crossings underneath
Vistoso Highlands Drive are the primary source of offsite drainage onto the parcel. The site will be
6-9-98 Development Review Board Minutes Page 10
mass graded. The Rancho Vistoso PAD grading standards apply to this project. It is unlikly that a
grading waiver will be required to construct this project.
Walt Wind questioned the conditional use permit that was to go before the Planing and Zoning
Commission. Valerie Feuer replied it was approved subject to staff conditions.
Gary Martinson, President of Mirage Homes, addressed the conditional use permit, and explained
there are thirty units that are short term rentals. These units are doing fine he and is satisfied with
the way the rentals are handled. On site management will not be provided because a block away, at
Vistoso Resort Casitas there is onsite management which provides a' good opportunity to manage
both properties. Richard Underwood agreed that the upkeep and maintenance are going well. Mary
Glueck asked for clarification about the units being privately owned and the management only takes
over while the tenant is gone if the owner requests it. Mr. Martinson relied that is correct. Mary
Glueck question how the pool area would be kept private because it looks fairly close to the road.
Mr. Martin replied that a landscape buffer-yard should take care of it.
In regard to item 4 of the staff conditions, Valerie commented she would like to delete the
recreation area going to DRB so the project may go forward to Town Council. Richard Underwood
questioned the group facility. Valerie Feuer commented that a meeting room should be part of the
recreation area. Mr. Martinson replied that the Ramada area should take care of that. He didn't fell
it was the responsibility of the subdivision to provide a meeting place. Mary Glueck stated that it is
the responsibility of the developer to provide a recreation area and meeting room. Valerie Feuer
agreed with Member Glueck in that a meeting room was part of the development. Mr. Martinson
agreed to provide a meeting room if so required.
MOTION: Moved, seconded (Glueck/Underwood) and carried by a 7-0 vote to recommend
approval of OV12-98-4, Vistoso Golf Casitas, Units 101-126 and 201-226, Preliminary Plat,
Rancho Vistoso Neighborhood 11,Parcels AI subject to staff conditions.
Planning and Zoning Conditions:
1. Four additional handicapped-accessible spaces shall be added to the plat.
2. Undisturbed open space, as identified by the PAD, shall be labeled as "natural open
space".
3. There shall be no disturbance or grading beyond the grading limits shown on the plat.
This shall be added as a note to the plat, and the salvage plan revised.
4. The required amount of recreation area, based on the code requirement of 1 acre for
each 85 dwelling units, shall be revised to include 26,624 SF, and indoor and outdoor
recreation facilities as required by the R-6 zoning district. The plans shall be
submitted to Town Council for review.
5. The correct limits of riparian habitat shall be labeled on the plat.
6. Common Areas shall be labeled on the plat and described in the title block.
7. Include the case number OV10-98-5 on the plat, referencing the Board of Adjustment
variance.
8. All outside reviewing agency conditions and approvals shall be required prior to
6-9-98 Development Review Board Minutes Page 11
Town Council review of the preliminary plat.
9. The preliminary plat shall be amended to address all conditions listed above, prior to
submittal for Town Council review.
Town Engineers Conditions:
1. The typical parking detail shall be corrected to show a length of 18 feet.
2. Dimensions shall be provided at the fact of the 6"Extruded Curb detail.
3. A table of minimum finished floor elevations for Buildings 5-8 shall be provided on
the preliminary and final plats.
4. A typical detail/plan that indicates how the drainage flows will be directed between
buildings shall be provided. The maximum side slopes to swale flowlines and
minimum of 1% grade at the flowline shall be indicted.
5.
The applicant's engineer shall address the staff concerns regarding hydrology
a. The post development values from the Neighborhood 11, Parcel H & N report
for 1E and 2E are different from those stated on this plat, revisions shall be
made accordingly. (including the table on the plat.)
b. Retention basin side slopes of 3:1 and a depth that appears to exceed 2' shall
require a security barrier at the basin. This shall be addressed with a note on
the plat.
6. The P.A.A.L. grades shall be modified to minimize the steep parking space grades on
the low side of the parking bays in front of the garages. A maximum grade of 4% is
optimum but 5-6% is acceptable. The applicants engineer shall work with
engineering staff on details regarding this item.
7. The finished floor elevations for the buildings near the high point shall be lowered to
improve the perimeter grading at the rear of the buildings. Since the natural high is
in the vicinity of Buildings 3 and 12 it appears that they should relate to the high point
and any adjacent building, such as Building 4, would be lower. This item shall be
addressed with the grading plan.
8. A "footprint" of the unit that shows the 4 garage parking spaces shall be provided to
this department for review.
9. The applicant shall work with the Town of Oro Valley Water Utility personnel
regarding requirements for domestic and fire flow water needs.
OV 13-98-53 VISTOSO GOLF CASITAS ARCHITECTURE
Valerie Feuer introduced the staff report into the record. The building design is similar to the
architecture approved for the Vistoso Resort Casitas, a sister condominimum project approved in
1996. This design may be described as Spanish Colonial, with stuccoed buildings, pitched Spanish
tile roofs, shutter details and window popouts. The two story, 27' 6" tall buildings have four units
each, which vary in size. Parking is provided both in garages under the buildings and in front of the
buildings as well. The proposed design meets the Community Design Element policy 9.1F of the
General Plan, which states that "all sides of buildings may impact their surroundings and should be
6-9-98 Development Review Board Minutes Page 12
coherently designed and treated". All elevations have been designed with architectural details that
meet this policy.
Lin Austin, Designer for Mirage Homes, had no problem with the staff conditions. Mr. Austin
showed the Board roof tile samples.
Valerie Feuer stated that condition 4, the architectural drawing for the building, will have to be
presented to the DRB Board.
MOTION: Moved, seconded (Wind/Glueck) and carried by a 6-0 vote (Underwood—absent)
to recommend approval of OV13-98-53, the Vistoso Golf Casitas architectural elevations for
the condominium buildings, subject to staff conditions.
Planning and Zoning Conditions:
1. Color samples (color brochure preferred) shall be submitted for the file of the
approved roof tile.
2. If fireplaces are an option for these units, a chimney detail, featuring a cap
satisfactory to the Planning and Zoning Director, must be submitted with construction
plans.
3. Screen walls around mechanical equipment shall be of sufficient height and thickness
to mitigate visual and noise impacts, and shall be detailed on the construction plans.
4. A separate architecture submittal shall be required for the recreation area.
5. Glass panels measuring more than 4 feet in width or height shall be of 20°/a reflectivity
or less.
OV13-98-62 TOWN HALL MODULAR BUILDING
Valerie Feuer introduced the staff report into the record. The Town requests approval to install one
1440 SF modular building, to be located near the northeast corner of the parking lot. The modular
will be shielded from view from La Canada by the Police Department Building. The modular will
occupy about nine parking spaces normally used by the Community Development staff. These
spaces will be replaced in a gravel lot near the Police Department Building. The hardwood sided
modular will be painted to match the existing buildings in the Town Hall complex, including the
trim. The modular is expected to be needed for a period of eighteen months to two years.
Bryant Nodine, Planning and Zoning Administrator, was asked by Member Wind who would be
using the modular. Mr. Nodine replied Zoning Enforcement, the GIS technician, and the advance
planning team.
MOTION: Moved, seconded (Smith/Allen) and carried by a 6-0 vote (Underwood-absent) to
recommend approval of OV13-98-62, Temporary Modular Building for Oro Valley Town
Hall, subject to staff conditions.
6-9-98 Development Review Board Minutes Page 13
Planning and Zoning Conditions:
1. The modular building will be permitted to remain on site for two years from the date
of DRB approval, or June 9, 2000. If a time extension is needed, the Planning and
Zoning Administrator will inform the DRB prior to the expiration of the two year
period.
STAFF REPORT
Valerie commented about July DRB meetings, the dates will be July 14th and 28th. There has not
been a date set for the study session to discuss signage. Chair Lewis announced that this was the
last meeting for Walt Wind. Dale Fogelstrom announced he is also stepping down and Barry Allen
commented he may be stepping down,he has not made a final decision.

A building addition is planned for Town Hall to address space needs for the Community
Development Department, including Planning and Zoning and Building Codes, as well as other
potential users. In the meantime, additional space is needed to accommodate current staff.
SUMMARY:
The Town requests approval to install one 1440 square foot modular building,to be located near the
northeast corner of the parking lot. The modular will be shielded from view from La Canada by the
Police Department Building. The modular will occupy about nine parking spaces normally used by
Community Development Department staff. These spaces will be replaced in a gravel lot near the
Police Department Building.
•
The hardwood sided modular will be painted to match the existing buildings in the Town Hall
complex, including the trim. The roof will be shingled with desert tan color.
The modular building is expected to be needed for a period of eighteen months to two years.
GENERAL PLAN COMPLIANCE:
The temporary modular is small in scale, meeting the General Plan goal to assure that "office,
technical and corporate employment facilities are compatible and consistent with the scale of the
surrounding area".
RECOMMENDATION:
Planning Staff recommends approval of the architecture and location of the temporary modular
building,with the conditions in Exhibit"A".
