Re: WATER PLANT#10 NEW 300,000 GALLON RESERVOIR
Dear Valerie:
In reference to our Meeting on Friday September 18, 1998, the following is a description of the above
mentioned project:
It is our understanding that since this site was chosen approximately 10 years ago, the DRB review
requirements are for Architectural Review for color only. Per your request we have also coordinated with
your staff for plant salvage and have relocated 3 trees from the site within the Rancho Vistoso Area.
Water Plant#10 is located south of Rancho Vistoso Blvd., west of Del Webb Blvd., and adjacent to the
High Mesa area. We are planning to install a new 300,000 gallon Reservoir to expand the capacity of the
water plant. The new storage tank will be 57 feet in diameter and will be 16 feet tall with a chain link
fence along the site boundary.
Our proposed colors for the tank and the fence are indicated within the enclosed color palettes. For the
chain link fence we recommend the olive green from the Color-Plus brochure. For the Steel Tank we
recommend card no. 1400 (Medium Brown) from the Devoe Coatings, Colors for Industry color charts.
Please review the color charts to determine what you believe will be the best color scheme for the Tank
and Fence.
If you have any questions feel free to call me at(520) 206-9585
Respectfully,

FROM: Peter A. Cherberg, Planning Technician
SUBJECT: OV13-98-85 WESTLAND RESOURCES. INC. REQUEST FOR APPROVAL OF
COLOR SCHEME FOR NEW WATER STORAGE TANK. WATER PLANT 10. THE
ESTATES AT HIGH MESA
BACKGROUND:
Westland Resources Inc. is requesting Planning Staff recommendations and DRB
approval for a color scheme to paint a new water storage tank, to be installed at Water
Plant 10, located south of Rancho Vistoso Blvd., west of Del Webb Blvd, and adjacent
to the Estates at High Mesa. The intent of the colors selected is to ensure that the
water tank is compatible with the surrounding landscape and structures.
SUMMARY:
The applicant has proposed a medium brown color for the storage tank and an olive
green color for the chain link fence that will surround the property. The existing water
storage tank is painted with a desert tan color which blends into the surrounding
environment. Planning Staff believes that the new water storage tank should be
painted with a color that is compatible with the existing facility.
GENERAL PLAN COMPLIANCE:
The colors proposed by Planning Staff comply with General Plan Goal 9.1 which is "to
ensure that the built environment is aesthetically pleasing and compatible with the
natural surroundings".
RECOMMENDATION:
Planning Staff recommends the selection of Devoe Coatings 1046 Desert Sand for the
water storage tank, and ColorPlus Sierra Brown for the chain link fence. Finding that
the proposed painting plan is an enhancement and attractive amenity to this facility, we
recommend approval of this request as part of this evening's consent agenda, with the

DEVELOPMENT REVIEW BOARD REPORT
MEETING DATE: October 27, 1998
TO: DEVELOPMENT REVIEW BOARD
FROM: Peter A. Cherberg, Planning Technician
SUBJECT: OV13-98-85 WESTLAND RESOURCES, INC. RECONSIDERATION OF
APPROVAL OF COLOR SCHEME FOR NEW AND EXISTING WATER
STORAGE TANKS,WATER PLANT 10,THE ESTATES AT HIGH MESA
BACKGROUND:
Westland Resources Inc. is requesting DRB reconsideration of a color scheme to paint a new water
storage tank , to be installed at Water Plant 10, located south of Rancho Vistoso Blvd., west of Del
Webb Blvd, and adjacent to the Estates at High Mesa. In addition, the existing tank would be
painted to match the new one. The intent of the colors selected is to ensure that the water tank is
compatible with the surrounding landscape and structures.
SUMMARY:
The applicant had originally proposed a medium brown color for the storage tank and an olive
green color for the chain link fence that will surround the property. The existing water storage tank
is painted with a desert tan color. Westland Resources, Inc. has received color suggestions from
several residents, who live adjacent to the water plant. Based on this feedback, the request for
colors has changed to a shade of green for both the existing and new watertanks, and a dark brown
or dark green color for the proposed chain link fence that will surround the facility. Since ADEQ
requires a seven foot high fence around water system facilities, a chain link fence is deemed
preferable to a block wall, which would have a greater environmental impact on the site. The
residents feel that the use of darker colors for the tanks and fence will blend well with the
surrounding Palo Verde trees and help to conceal the facility.
GENERAL PLAN COMPLIANCE:
The colors, comply with General Plan Goal 9.1G,which is: "in order to maximize integration of the
built environment with the natural environment, and minimize distractions of the built environment,
all new development proposals should incorporate means of reducing the apparent size and bulk of
buildings."
RECOMMENDATION:
Staff recommends approval of the color scheme for the water storage tanks and the chain link fence,
with the conditions listed in Exhibit "A" attached herewith.
SUGGESTED MOTION:
The DRB may wish to consider one of the following motions:
I move to approve OV 13-98-85, Westland Resources, Inc. Reconsideration of Request for
Approval of Color Scheme for New and Existing Water Storage Tanks, Water Plant 10, The Estates
at High Mesa, with those conditions set forth in Exhibit "A" attached herewith.

hnclosed please find (1) one copy of a letter, received from Mr. Jerome Schaffer, an adjacent
landowner to the proposed reservoir to be located adjacent to the existing reservoir at Water Plant
410 in Rancho Vistoso. I have met with Mr. Shaffer three times in the field regarding the
aesthetics of the proposed reservoir. On my first visit with Mr. Schaffer, he indicated that the
preferred color for the proposed reservoir would be a darker color, either a darker brown or green
color, to minimize the visual impact. He also informed me that he grew up around green tanks as
a child, and was leaning toward a darker brown colored tank. Based upon this conversation we
suggested to staff that the tank be a darker brown color.
I again met with Mr. Shaffer, yesterday and after finding out the Town recommended a lighter
tan color and alter further discussions with his neighbors they recommend a darker green color
similar to the color of the Palo Verde trees surrounding the site.
With respect to the chain link fence issue, there were several design constraints associated with
constructing a block wall. These design constraint are primarily disturbance and constructablity.
The slopes of the hills surrounding the proposed reservoir are from 15`%0 to 100%. These

surrounding slopes are heavily vegetated, and the tops of these hills are visible from farther
distances. Since the Arizona Department of Environmental Quality requires a 7 foot minimum
height tcnce around all water system facilities, the grading and disturbance necessary to build
this block wall doesn't appear to be in anyone's interest.
As an alternative to a block wall we recommend a darker colored either dark brown or dark green
coated chain link ('eneu to be weaved around existing vegetation. We believe this alternative,
will provide the least amount of visual impact, at the site, This proposed-coated colored chain
link fence will tic in to the existing chain link fence located at the existing pumping facility.
We would also like to reiterate that we will provide landscape plans in the for future DRB
approval in the future.
Please call me upon receipt of this fax so we can discuss. Thanks for your help and cooperation

REGULAR AGENDA
OV13-98-85 A.F. STERLING WESTLAND RESOURCES, INC. RANCHO VISTOSO,
RECONSIDERATION OF APPROVAL OF COLOR SCHEME FOR NEW AND
EXISTING WATER STORAGE TANKS
10-27-98 Development Review Board Minutes Page 2
Valerie Feuer introduced the staff report into the record. She reminded the Board this is a
continuation from October 13th meeting. The applicant had originally proposed a medium brown
color for the storage tank and an olive green color for the chain link fence that will surround the
property. The existing water storage tank is painted with a desert tan color. Westland Resources,
Inc. has received color suggestions from several residents, who lived adjacent to the water plant.
Based on this feedback, the request for colors has changed to a shade of green for both the existing
and new water tanks, and a dark brown or dark green color for the proposed chain link fence that
will surround the facility. Since ADEQ requires a seven foot high fence around water system
facilities, a chain link fence is deemed preferable to block wall, which would have a greater
environmental impact on the site.
The residents feel that the use of darker colors for the tanks and fence will blend well with the
surrounding Palo Verde trees and help to conceal the facility.
Tom Martinez, Westland Resources, showed the Board aerial pictures of where the water tank is
located and showed the steep grades of the site. One of the things Westland is trying to do is hide
the site with vegetation and the darker fencing. Mr. Martinez has met with Mr. Schaffer and
discussed his concerns about the tank. He explained that if the color of the fence is dark green or
dark brown and with the vegetation the fence will be hid from Rancho Vistoso Boulevard. Mr.
Martinez stated that Mr. Schaffer is in agreement that if the chain link fencing is darker it would
somewhat hide the fence with vegetation. Another option Mr. Martinez had is to put in a block
wall to follow grade or put in a block wall 12 to 15 feet high with the ability to drain the existing
watershed. Mr. Martinez commented he is willing to work with all parties to get this problem
settled.
Gary Almli, Almli Construction, commented he wants the tank to be screened out as much as
possible, either with a masonry wall or a combination of boxed trees. He commented there is no
objections to a chain link fence around two sides. Mr. Almli pointed out where the existing tank is
and where the new tank is going. Mr. Almli suggested a masonry wall painted to match the tank
and possibly adding some dirt at the deepest areas and planting vegetation or hydroseeding. Mr.
Almli commented adding a block wall will help buffer out the noise of the motor from the pump.
Member Glueck asked Mr. Schaffer if he had any problems with the color or the height of a block
wall. Mr. Schaffer replied no.
Dick Maes, Vistoso Partners representing the Design Review Committee, commented he would
like the Town to look at the cost of adding wrought iron rather than chain link as in the CC&R's
chain link is not allowed
Member Glueck expressed that was one her concerns in keeping with the design guidelines of the
subdivision.
Valerie Feuer commented she spoke with an employee at Lewis Management and they commented
that the guidelines were not that specific about not using chain link just that it was not preferred.
10-27-98 Development Review Board Minutes Page 3
Dick Maes stated he would support chain link in the areas that it was not visible.
Valerie Feuer suggested Mr. Maes and Mr. Martinez and others who where involved in this issue to
get together and discuss what would work best for screening the water tank.
MOTION: Moved, seconded Glueck/Mager and carried by a 6-0 vote (Underwood absent)to
continue this item to the November 106 DRB meeting and stipulating the parties have a letter
stating what was agreed upon.
Planning Staff Conditions:
1. The new and existing water storage tanks will be painted a shade of green.
2. The chain link fence will be painted in a shad of brown or green that is darker than
the color selected for the tanks.
3. A landscape plan shall be submitted that will mitigate the visual impact of the chain
link fence.
OV12-97-18B CARL'S JR.AT ORO VALLEY RETAIL CENTER DEVELOPMENT PLAN
Valerie Feuer introduced the staff report into the record. She explained that a one-story
convenience use is proposed for this site. The development will have vehicular access off of the
main parking area of the Oro Valley Retail Center. The building features 29 parking spaces,
including 2 handicapped accessible spaces, 3- Class II bike racks, a loading area, and a curved arch
connecting the pad with Building 9A (Brake Max), in a similar style to Pizza Hut and Burger King.
Area D of the Rooney Ranch PAD is exempt from all aspects of ORSCOD, with the exception of
the landscaping of Oracle Road Right-of-way. The Carl's Jr. development plan conforms to all
aspects of the Rooney Ranch PAD. The proposed restaurant use for Building 9B pad is permitted
under the PAD. The Carl's Jr. proposal meets all OVZCR requirements for development plan.
Paul Nzomo introduced the engineer's report into the record. Access to the site will be provided by
a proposed 24' wide Parking Area Access Lane to be constructed by Target development and joint
access to through PAALS of adjacent pads. The PAAL to be constructed by Target development
will extend from Pusch View Lane and connect to the existing PAAL west of the existing Wells
Fargo Bank. The off-site flows from Block 8,which impacts this site will be conveyed through two
proposed 24' wide PAAL into two 24' wide PAAL of the proposed Brake Max which is its
historical discharge point. Fill will be placed over most of the site. Approximately 2 feet of fill
will be placed on the building location with lesser amount for the parking lot. Hence, the OVZCR
requirements are satisfied.
Steve Oliverio, WLB, commented he did not have a problem with staff conditions.
The Board members commented how nice it looked.
10-27-98 Development Review Board Minutes Page 4
MOTION: Moved, seconded (Vogelsberg/Glueck) and carried by a 6-0 vote (Underwood
absent) to recommend approval of OV12-97-18B, Car's Jr. Development Plan subject to staff
conditions.
Planning Staff Conditions:
1. The refuse dumpster shall be enclosed on three sides by a 6' masonry wall and
plantings, and shall be finished to match the architectural character of the project, as
per OVZCR Sec. 9-110C.
2. Mechanical equipment, whether ground level or roof-mounted, shall be screened from
public view and designed to be perceived as an integral part of the building, as per
OVZCR Sec. 9-110H.
3. Add a note to the Development Plan to indicate that the access road to the southwest
of the site is tentative and still requires ADOT approval.
4. Final grading plan showing grading and construction details shall be submitted to the
Town for review and approval for grading permit.
5. Per Section 4-504F, all new commercial related projects shall contribute 1% of the
project costs towards public art. The design and location shall receive a
recommendation by the Town of Oro Valley Arts Advisory Board prior to project
approval by Town Council. This 1% public art provision shall be included in the
General Notes for the Development Plan.
6. The sidewalk of the northeast of the pad is 4' wide, but it is called out as being 5' wide.
Correct this discrepancy in the development plan.
7. Conditions 1 through 6, and any additional DRB conditions, shall be submitted with
revised development and landscape plans, prior to scheduling the plan for Town
Council.
OV13-98-84 CARL'S JR. AT ORO VALLEY RETAIL CENTER ARCHITECTURE
Valerie Feuer introduced the staff report into the record. She explained the structure will be 25'
high and the architectural style may de described as "Territorial" with a flat roofline, wainscot and
window detailing and a parapet cap. All four elevations contain crown moldings, and wainscoting
which will coincide in color and style with the existing buildings. The east and north sides of the
building have a square, inset design which reflects an architectural detail found on Fry's, Pizza Hut,
and Burger King, and the building will utilize the same color palette. The east and north elevations
also include mid-wall moldings which will match the Brake Max structure. The proposed signage
for Carl's Jr. consists of a yellow and red 2 feet, 4 inch recessed translucent illuminated logo sign.
The "Carl's Jr." will be copper patina, halo illuminated letters.
Member Smith asked will the mechanical equipment be screened.
Mark Shay, representing the Architecture Company, replied yes.
10-27-98 Development Review Board Minutes Page 5
Member Lewis commented about the awning and asked would there be any signage on it. Mr. Shay
replied no. Member Smith asked what color the roof would be. Mr. Shay replied they would make
it any color the Board preferred. Member Smith stated is should be tan in color or match the
building.
MOTION: Moved, seconded (Smith/Allen) and carried by a 6-0 vote (Underwood absent) to
recommend approval of OV13-98-84 Carl's Jr. architecture subject to staff conditions and
stipulating the roof match the color of the building.
Planning Staff Conditions:
1. The refuse dumpster shall be enclosed on three sided by a 6' masonry wall and
plantings, and shall be finished to match the architectural character of the project, as
per OVZCR Sec. 9-110C. The color of the masonry wall shall match the colors of the
existing and adjacent structure(s).
2. Mechanical equipment, whether ground level or roof-mounted, shall be screened from
public view and designed to be an integral part of the building, as per OVZCR Sec.9-
110H. The color of the screening shall match the building.
3. Per the approved Oro Valley Retail Center Sign Package, the logo colors, which do
not match the letters, must be submitted for review to the DRB Agenda Committee.
PREVIEW OF RANCHO VISTOSO NEIGHBORHOOD 11 RESORT ARCHITECTURE
This item will be presented at the November 10th DRB meeting per the request of the architecture.
OV9-98-6 ROONEY RANCH AREA B PAD AMENDMENT - REQUEST OF THE
PLANNING AND ZONING COMMISSION FOR DRB INPUT OF PROPOSED SIGNAGE
Valerie Feuer introduced the staff report into the record. She reminded the Board this is a
continuation from October 13th DRB meeting. The proposed sign guidelines differ from the
previously approved guidelines for the Target Center (Area D) in three areas: color, illumination
and maximum permitted height of monument signs. First, the Target signage permitted the color
red for in-line stores, and copper patina for the commercial pads. The applicant proposes that the
color blue, white and orange, the corporate colors of Albertson's and Home Depot respectively, be
permitted in Area B. Second, the applicant proposes to allow internally illuminated text in Area B,
possibly in association with halo illumination, whereas halo lighting is the only permitted means of
text illumination in the Target Center. Third, The applicant proposes that the monument signs on
First Avenue and Oracle Road have a maximum height of 10' 6". The maximum height of the
monument signs for the Target Center was 8' on Oracle Road, and 6' on First Avenue. Staff
supports conformance with the sign package approved for Area D (aka the Target Center) of the
Rooney Ranch PAD.
Trey Eakin, Barclay Group, commented that the monument sign is intended to be consistent with
the Target sign package.
10-27-98 Development Review Board Minutes Page 6
Paul Blyer, Blyer Industries, asked Staff and DRB Members to step outside so he could show
everyone what the illuminated letter of what the sign would like. He had three examples of what
the letters would look like at nighttime. One Halo illuminated with full internally illuminated letter.
Two, Halo illuminated with subdued internally illuminated letter. Three,Halo illuminated only.
Member Allen commented he preferred the halo illumination only. Member Smith also preferred
the halo illumination only. Member Glueck commented she preferred the halo illumination. Chair
Lewis also liked the halo illuminated only. Member Mager preferred the subdued internally
illuminated. Member Vogelsberg commented he preferred the halo illuminated only. The
consensus of the DRB Members was to be consistent with what is at the Target location and have
the same square footage on the monument sign as the Target project
OV9-98-6 ROONEY RANCH AREA B PAD AMENDMENT
Valerie introduced the staff report into the record. She reminded the Board this item was continued
from the October 13th meeting and Planning and Zoning Commission has requested that the DRB
examine and recommend to Town Council a method or series of methods to screen outdoor sales
and/or architecturally integrate them with the building. Staff recommends the use of column or
"arcading" to architecturally integrate the outdoor sales area with the proposed Home Depot
building. Such an approach will essentially have two effects: one, integrate the sales area with the
architecture of the building, thus mitigating visual impacts and providing a clearly delineated
outdoor sales area; two, the use of columns and/or arcading will add to the architectural elements
of the building, and thus reduce the massing of the proposed structure. DRB could also recommend
other types of screening.
Larry Slonim, architect for Home Depot, provided a colored visual to show the Board what the
architect might look like regarding the front elevation of the arcading. The length of the porte
cochere will be increased by 25 feet which will bring it to 100 feet. The intent is to create more
shadow across the front of the building. Home Depot has agreed to keep products under the arcade
and canopy area and within six feet of the building wall. With twelve feet of sidewalk in front, half
will be limited to product and the other for people to circulate or walk along. There will be shrubs
or patio type trees in the areas of the outdoor products, for every twenty feet of product there will be
landscaping of some type.
Member Lewis asked when the recommendation would go to Town Council. Valerie Feuer replied
November 4th
Member Smith asked would product be removed at night and Mr. Slonim replied everything except
landscape plants. Member Smith expressed his concern on what type of products might be left
outside such as bricks, fertilizer, cement bags, and tool sheds. Valerie Feuer replied the
recommendation is to limit what product can be put outside.
Mr. Slonim provided a sample of the vinyl coated metal mesh that would be used to screen the
10-27-98 Development Review Board Minutes Page 7
garden area.
Member Glueck commented she felt the overall look has improved from what was originally
presented. Member Glueck suggested a wall be added to cover products on display. Member
Smith suggested a window to enclose products so nothing is on the outside.
Member Smith expressed his concern about the outdoor sale items. He felt it would look unsightly
and architecture would not clean it up. Member Mager was in agreement with Member Smith.
Charlie Hulsey, 11361 N. Twin Spur Court, commented he liked what has been done architecturally
he feels the color of the vinyl mesh should be kept black as it adds definition to the building.
MOTION: Moved, seconded (Glueck/Vogelsberg) and failed by a 3-3 vote (Underwood
absent) (Smith, Mager, Vogelsberg opposed) to recommend to Town Council pending
approval of outdoor sales, that arcading be utilized to screen and architecturally integrate
outdoor sales areas for the proposed Rooney Ranch Area B PAD Amendment, OV9-98-6, and
that such design elements be part of the architectural submittal to DRB and stipulating an
alternative suggestion to enclose the entire outdoor sales area.
This vote was a result of differences on the issues of outdoor sale items.
OV12-98-2A STONE CANYON I REVISED PRELIMINARY PLAT, LOTS 58-133,
COMMON AREA A & B,RANCHO VISTOSO NEIGHBORHOOD 11,PARCELS AA,AB,
AC,AD,AE,C, D, & E
Valerie Feuer introduced the staff report into the record. On May 20th, 1998 Town Council
approved a Preliminary Plat for Stone Canyon I, Lots 1-125 located in Neighborhood 11 of the
Rancho Vistoso PAD. Since that time, the applicant began revising the southern portion of the
preliminary plat. The project is located in the northwest corner of Rancho Vistoso, north and west
of the existing Golf Club at Rancho Vistoso, and the property will be accessed via an extension of
the existing Vistoso Highlands Drive. The existing condition of the site is most undisturbed desert.
Diverse topography, rock outcrops and several washed characterize the property. Stone Canyon I
is the first plat within the limits of the new gated golf community planned for Neighborhood 11,
and will feature a variety of custom homes to be built on the lots. The revised preliminary plat is a
76 lot single family residential subdivision, designed with a range of lot sizes, with a minimum lot
size of 27,574 SF, and an average lot size of 42,188 SF. The overall density is 0.60 dwelling units
per acre, and the minimum lot size is larger that the 14,520 SF required for the low-density zoning.
The proposed plat contains several 100 year flood areas within the boundaries of the development,
most notably on the western portion of the site. There are numerous lots which "lot" into the 100
year flood area, which is permitted in the OVZCR, with restrictions. The proposed development
also contains several areas of riparian habitat, and the developer has commissioned a riparian
habitat study for the subdivision area. There are several lots which 'lot' into the riparian habitat
area, and thus are grounds for some concern. Staff recommends that the riparian habitat areas be
set aside and protected with a conservation easement. The recreation area of the revised
10-27-98 Development Review Board Minutes Page 8
preliminary plat is to serve both the southern and northern portions of the Stone Canyon I
development, for a total required recreational area of 1.56 acres. The original preliminary plat
approved by Town Council included two central lots set aside as the recreation area, and Staff
recommends that a similar approach be taken. The proposed Stone Canyon I development lies
within the flight path of the La Cholla Airpark, an active private airport located just to the west of
the development, immediately outside the Town limits. This situation has potential for adverse
noise impacts on the development, as well as the potential for resident complaint and pressure over
the activities of the airpark. The applicant has agreed to include as a general note that all
perspective buyers shall be informed of the active status of the La Cholla Airpark, and that
perspective buyers of lots 96 through 99 would have the additional warning over the use of King
Air Drive as a functional taxi way for small aircraft.
Paul Nzomo introduced the engineer's report into the record. This 76 lot subdivision of previously
approved Stone Canyon I and Stone Golf Course, which had 129 lots, was expected to generate 418
trips per day to and from Rancho Vistoso Boulevard. The project traffic engineer forecasts that a
traffic signal may be warranted at the Rancho Vistoso Boulevard intersection in the year 2008. This
project site generally drains from north to south. Drainage generated onsite will enter one of
several small to moderate sized natural drainageway. These drainageways can carry significant
stormwater runoff. Grading will be restricted to preparation of roads and streets. Lots will be
graded on an individual basis for construction of custom homes. Significant cut and fill will not be
necessary to construct the streets and roads for this project. No grading waiver is required.
Member Vogelsberg asked Mr. Nzomo has he arrived at the number of trips in and out. Mr.
Nzomo replied the traffic engineer goes by the ITE code whereby given the development density,
the number are taken off of a chart. Member Vogelsberg also questioned if sidewalks are required
in the subdivision. Mr. Nzomo commented none are required in this development.
Charlie Hulsey, WLB commented that a tentative map for phase 2 of Stone Canyon is being
prepared that will include a recreation center.
Member Smith commented that the Golf Course setback will be taken care of by requiring a wall.
Mr. Hulsey replied that is correct, condition 1 requires a 50'buffer yard and a patio wall at the edge
of the grading limits on the lots that are in violation.
Member Glueck questioned the lots that are along the airstrip. Mr. Hulsey replied there are the lots
that are along the taxiway and potential buyers have to be notified.
Greg Conser, representing the Airpark, commented there is a problem with lots 99 thru 96,
Airplanes do taxi along those lots and there is a lot of noise as well as the arena lights. There is a
large ranch with 58 head of cattle that could be a potential problem and we need language that
meets our approval between the Airpark and the applicant.
Member Glueck commented there could be a problem with the neighbors and these four lots
regarding the Airpark. Member Smith asked how much use the airstrip gets. Mr. Conser replied
10-27-98 Development Review Board Minutes Page 9
daily use.
Mr. Conser wanted to emphasize potential problems with the four lots and the lights and the smell
from the cattle.
Chair Lewis asked Mr. Hulsey were there any problems with any of the 59 conditions. Mr. Hulsey
replied no.

SUBJECT: OV13-98-85 WESTLAND RESOURCES, INC. RECON . RATION OF
APPROVAL OF COLOR SCHEME FOR NEW AND EXISTING WATER
STORAGE TANKS,WATER PLANT 10,THE ESTATES AT HIGH MESA
BACKGROUND:
Westland Resources Inc. is requesting DRB reconsideration of a color scheme to paint a new water
storage tank, to be installed at Water Plant 10, located south of Rancho Vistoso Blvd., west of Del
Webb Blvd, and adjacent to the Estates at High Mesa. In addition, the existing tank would be
painted to match the new one. The intent of the colors selected is to ensure that the water tank is
compatible with the surrounding landscape and structures. This item was continued from the
October 27, 1998 meeting to resolve issues related to the fence/wall. Additional information will
be provided by the applicant at the meeting.
Based on this feedback, the request for
colors has changed to a shade of green for both the existing and new water tanks, and a dark brown
or dark green color for the proposed chain link fence that will surround the facility. The residents
feel that the use of darker colors for the tanks and fence will blend well with the surrounding Palo
Verde trees and help to conceal the facility.
The applicant is now proposing chain link for the portion that is not visible from either Rancho
Vistoso Blvd. or from residences and a wall surrounding the portion of the tank that is visible from
the residences.
GENERAL PLAN COMPLIANCE:
The colors comply with General Plan Goal 9.1 G, which is: "in order to maximize integration of the
built environment with the natural environment, and minimize distractions of the built environment,
all new development proposals should incorporate means of reducing the apparent size and bulk of
buildings."
EXHIBIT "A"
OV13-98-85
CONDITIONS OF APPROVAL OF COLOR SCHEME FOR WATER STORAGE TANKS
1. The new and existing water storage tanks will be painted a shade of palo verde green.
2. The chain link fence will be painted in a shade of brown or green that is darker than the color
selected for the tanks.
3. A landscape plan shall be submitted that will mitigate the visual impact of the chain link fence.
4. Chain link fence painted in the approved color shall surround the water tank where it is not visible
from Rancho Vistoso Blvd. or from any residences, and a wall, as approved by DRB, shall
surround the portion of the water tank that is visible from residences.

REGULAR AGENDA
OV13-98-85 WESTLAND RESOURCES, INC. RECONSIDERATION OF APPROVAL OF
COLOR SCHEME FOR NEW AND EXISTING WATER STORAGE TANKS, WATER
PLANT 10,THE ESTATES AT HIGH MESA
Valerie Feuer introduced the staff report into the record. She explained to the Board this item was
continued from October 27th, 1998 meeting to resolve issues related to the fence/wall. The
applicant had originally proposed a medium brown color for the storage tank and an olive green
color for the chain link fence that will surround the property. The existing water storage tank is
painted with a desert tan color. Westland Resources, Inc. has received color suggestions from
several residents, who live adjacent to the water plant. Based on this feedback, the request for
colors has changed to a shade of green for both the existing and new water tanks, and a dark brown
or dark green color for the proposed chain link fence that will surround the facility. The residents
feel that the use of darker colors for the tanks and fence will blend well with the surrounding Palo
Verde trees and help to conceal the facility. The applicant is now proposing chain link for the
portion that is not visible from either Rancho Vistoso Blvd. or from residences and a wall
surrounding the portion of the tank that is visible from the residences.
Tom Martinez, Westland Resources, currently working with the Oro Valley Water Utility,
commented he has met with Dick Maes, Mr. Schaffer and Mark Lewis out in the field, and has
come up with a solution that should work for all involved. There are two alternatives on the
western portion of the site. One, is to put a earth and berm up, to revegetate it and put a wrought
iron fence that would shade the tank. The homeowners adjacent to that area would prefer a block
wall. That would not be a problem with a condition that the block wall not exceed a maximum of 7
or 8 feet tall in the front and a maximum of 15 feet tall in the wash area. Second alternative is to
put wrought iron fencing at the entrance or areas that are visible and metal coated fencing in the
areas that are not visible.
Mark Lewis, Lewis Management, commented he met with Mr. Maes at the site and came to the
conclusion that the presentation from applicant has met all conditions from the HOA.
MOTION: Moved, seconded (Glueck/Vogelsberg) to approve OV13-98-85, Westland
Resources, Inc. Reconsideration of Request for Approval of Color Scheme for new and
existing Water Storage Tanks, Water Plant 10, The Estates at High Mesa, subject to the
following conditions and stipulating Wrought Iron and Dark Green coated Chain Link
Fencing be used in areas not visible.
11-10-98 Development Review Board Minutes Page 3
PLANNING STAFF CONDITIONS:
1. The new and existing water storage tanks will be painted a shade of palo verde green.
2. The chain link fence will be painted in a shade of brown or green that is darker that
the color selected for the tanks.
3. A landscape plan shall be submitted that will mitigate the visual impact of the chain
link fence.
4. Chain link fence painted in the approved color shall surround the water tank where it
is not visible from Rancho Vistoso Blvd. or from any residences, and a wall, as
approved
by DRB, shall surround the portion of the water tank that is visible from residences.
PREVIEW: RANCHO VISTOSO NEIGHBORHOOD 11 RESORT ARCHITECTURE
Valerie Feuer introduced the staff report into the record. A new resort hotel is planned in Rancho
Vistoso Neighborhood 11, to be located on its eastern edge. A PAD amendment has been approved
by the Town Council, which allows an increase in height and a decrease in parking for the PAD
development standards. The hotel will be set back a considerable distance north of Rancho Vistoso
Blvd., with access from a private road. The purpose of the preview is to review the building
architecture and provide feedback to the applicant prior to the formal submittal.
Charles Hulsey, WLB Group representing the applicant. Mr. Hulsey provided colored drawings to
show and review with the Board what the resort might look like. The highest point of the Resort is
approximately 75 feet and that is where the Lobby is located. Neighborhood 12 will be reviewed
by Pima County and the rest of the site will be reviewed by Oro Valley Town Staff. The site will be
accessible by Vistoso Boulevard. There will be four to six units per block of Casitas. There will be
a resturant, tennis courts, pools, exercise area. There are approximately 350 rooms.
Member Underwood commented Loews Vantana did a good job of tying the resort into the
mountain and natural features, will this resort be of the same concept. Mr. Hulsey replied yes.
Member Allen asked is the landscaping is desert or more lush vegetation. Mr. Hulsey replied more
desert. Member Glueck asked would there be any conflict to the Golf Course Overlay. Mr. Hulsey
commented that a portion of the golf course has been relocated. There is a conflict at the corner of
the lap pool but everything else has been resolved. Member Allen asked had the issues at the
Airpark been addressed. Mr. Hulsey said that is being worked on.

OV12-98-17 ROONEY RANCH PARCEL B DEVELOPMENT PLAN (AKA THE
ALBERTSON'S HOME DEPOT CENTER
David Marsh introduced the staff report into the record. The WLB Group, representing the
developers of Rooney Ranch Parcel B requests DRB approval of a project Development Plan. The
17.63 acre property is located on the west side of Oracle Road, north of N. First Avenue, and is
designated "Town Commercial Center" use under the Rooney Ranch PAD. The site is still in its
natural state, with several small structures and minimal disturbance, possessing significant amounts
of mesquite and palo verde vegetation. A pre-existing Bank of American is located at the corner of
N. First Avenue and Oracle Road. Barclay Group proposes to develop a community/retail center,
with a total of 204,920 square feet of commercial floor space. The proposed development will
consist of an Albertson's grocery store and fuel center, a Home Depot store, and approximately
17,000 SF of small commercial shops adjacent to the Albertson's. This development will have
vehicular access off of Oracle Road and N. First Avenue, and will possess 882 parking spaces and
120 bicycle spaces. Area B of the Rooney Ranch PAD is exempt from ORSCOD; however a
minimum 25' landscape buffer along Oracle Road is required by the PAD, and the proposed PAD
amendment would limit buildings within 100' of Oracle Road to a maximum height of 25'. One of
the conditions for Town Council approval of the outdoor sales portion of the proposed PAD
Amendment is a delineation of the outdoor sales area on the development plan. A minimum of
15% of Parcel B must be provided as open space and/or landscape area. The applicant has met the
provisions of the OVZCR concerning the development plans.
Paul Nzomo introduced the engineer's report into the record. Access to the site will be provided by
two existing 35' wide driveways off SR 77 and two 35' wide proposed driveways off First Avenue.
A traffic light is proposed at the Main entrance off First Avenue. There is no off-site runoff
affecting this site. This project will require a grading concept plan and a grading waiver for the
proposed driveway off First Avenue is required. Approximately 1 feet or less of fill will be placed
on the building location with lesser amount for the parking lot.
Jim Hossley introduced the Traffic Study Report into the record. He commented that a Traffic
Engineering Firm has been looking at designing the improvements for First Avenue. A Traffic
Signal will probably be proposed as well as turn lanes from the intersection at First Avenue.
ADOT is planning on doing a reconstruct on the surface on Oracle Road and at that time they will
extend the existing left turn bay on North Bound Oracle. Public Works Department is concerned
about the placement of an additional signal at La Reserve. Public Works has also made a
recommendation that the applicant share the costs of improvements to First Avenue and Oracle
Road.
Member Glueck expressed her concern about the right in lane off of the bridge at First Avenue.
Will there be stripping or a median to prevent traffic from cutting across.
11-10-98 Development Review Board Minutes Page 5
Jim Vogelsberg questioned condition 18 of exhibit A. He felt the wording of the last sentence
should be changed from may to shall as the word may leaves an open invitation to interpretation.
Jim Hossley replied Public Works prefers the word shall and agreed it should be changed.
Charles Husley, WLB Group, representing the applicant the Barclay Group. Commented item 11
of the conditions to remove two trash dumpsters that are not called for on the plan. Also there will
be a 3' wall rather than a 6' wall buffering the dumpsters. Item 18 we would ask that the language
show us participating a fair share of the TIA improvements, perhaps a prorated basis. WLB has no
objections to the other staff conditions.
Matt Moutafis, 10707 N. Pomegranate Drive, explained to the Board his design for the project. It's
a design that will have relationship to the building. There will be shadows and light to project the
sculpture onto the building, it will be between Albertson's and Home Depot The sculpture is about
12 feet high and approximately 20 feet wide and made from structural steel, one half inch plate and
stained glass, it is called the Dancing Gecko's. It will be interesting and fun to look at.
Dave Somerholter, 1865 E. Andromeda Place, expressed his concern about the traffic and this
Home Depot looking like the one on Oracle. Parking and the trash are a particular concern to him.
Mr. Somerholter presented photos to the Board showing on any given day there are three or four
tractor-trailers parked in front, blocking traffic and parking spaces. He asked that the tractor trailer
traffic be eliminated off of First Avenue.
Mr. Hulsey commented that the Home Depot on Oracle was not planned well. The new building
will be planned better, as well as the loading and unloading areas. The trash will be compacted and
pallets are kept within the block wall and should be removed quickly. This Home Depot cannot be
compared with the one on Oracle.
Mr. Hulsey requested that Home Depot not be required to put in sidewalks. Member Underwood
and Member Glueck thought in lieu fees would take care of the sidewalk issue.
Member Glueck asked for clarification of the development plan that was being approved does it
include the Albertson's entrance and grading. Mr. Hulsey replied that it does include Albertson's.
MOTION: Moved and seconded (Underwood/Allen) and carried by a 6-0 vote (Smith absent) to
recommend approval of OV12-98-17, the Rooney Ranch Parcel B Development Plan subject to
Planning Staff Conditions:
1. The area encompassing the 12' of sidewalk immediately in front of the Garden Center, and the 12'
of area under the `arcade/ column ' elements, shall be indicated as the `Outdoor Sales Area' on
the Development Plan. A General Note shall be added to state that outdoor sales are only

OV12-98-17 ROONEY RANCH PARCEL B LANDSCAPE PLAN (AKA THE
ALBERTSON'S HOME DEPOT CENTER)
David Marsh introduced the staff report into the record. OVZCR Buffer Yard standards require a
Buffer Yard D along Oracle Road and a Buffer Yard D along N. First Avenue. In addition, the
Rooney Ranch PAD requires a minimum of 15% of the site be landscaped or open space, and
that the buff yards along Oracle and First have a minimum depth of 25". The applicant has
elected to utilize a 25' Buffer Yard D along the Oracle Road and North First Avenue frontages of
the project, which will satisfy the requirements of the PAD and the OVZCR. The buffer yard
11-10-98 Development Review Board Minutes Page 8
will consist of sections of a low decorative wall, with a variety of understory vegetation and
trees, which will include pale verdes, mesquites, live oaks, acacia, bottle trees, buffalo grass, tiny
capsule eucalyptus, and blue leaf wattle. The applicant is proposing to utilize the existing
landscaping in front of PAD #1 along Oracle Road; however, Staff recommends that additional
vegetation be added, as the existing landscaping consists only of several small shrubs. In a
similar manner to the Oro Valley Retail Center, the applicant has been required to provide a
trailhead area to link the project to the proposed CDO Linear Park. The applicant has provided
for a trailhead and picnic area on the landscape plan; however, the trailhead is located on county
property, and not of the project site. Staff has required that the applicant locate the trailhead area
onto the project site, and provide a detail of the trailhead and picnic area. The landscape plan
submitted by the applicant is in compliance with the Town of Oro Valley General Plan. The
landscape improvements proposed "mitigate negative visual impacts of buildings and parking
lots" as required by Policy 9.1 H of the General Plan.
Charles Hulsey, WLB Group, representing the applicant Barclay Group, commented the only
disagreement WLB has is the additional landscaping in front of Bank of America. The past year
shows that it has filled in quite nicely and the job has been done and it does not need additional
landscaping.
David Marsh wanted to clarify that he has reviewed the NPSP area B of the Rooney Ranch PAD
and the applicant is required to mitigate 632 trees and 379 are going to be planted and they are
short approximately 240 trees. Staff is requesting they replace as many as possible along Oracle
Road and First Avenue and that will help serve the purpose of the landscaping by Bank of
America.
Member Underwood asked where most of the salvaged trees were going to be planted. Mr.
Hulsey replied they would be utilized at the 10 foot buffer area in the back.
MOTION: Moved seconded (Underwood/Glueck) and carried by a 6-0 vote (Smith absent)
to recommend approval of OV12-98-17 Rooney Ranch Parcel B Landscape Plan subject to
the follow staff conditions.
Planning Staff Conditions:
1. As per Town Council Conditions for approval of the Rooney Ranch Area B PAD
Amendment, the rear buffer yard running adjacent to the CDO and Foothills wash
shall be a 10' Buffer Yard A with a 3' masonry wall, with significant landscaping
facing the wash.
2. The trailhead located on the northwest corner of the site shall be relocated onto the
project property.
3. The applicant shall provide a detail of the trail head area and picnic site with the
resubmittal for Town Council review.
4. The existing landscape elements along the Oracle Road frontage of Pad #1 shall be
augmented with five additional trees.
5. Conditions 1 thru 4, listed above, and any additional DRB conditions, shall be
11-10-98 Development Review Board Minutes Page 9
submitted with a revised landscape plan, prior to scheduling the plan for Town
Council.
OV13-98-90 ALBERTSON'S STORE, FUEL CENTER, AND IN-LINE SHOPS
ARCHITECTURE
David Marsh introduced the staff report into the record. The proposed buildings will be part of
the Rooney Ranch Parcel B development Plan. The architecture presented for this project may
be described may be described as Mission in style, with several Contemporary Southwestern
accents, and is similar to the architecture approved for the Oro Valley Retail Center. There are
three proposed structures as part of this submittal: an Albertson's store, an Albertson's fuel center
(which will be presented at a later date.) and in-line commercial stores attached to the Albertson's
store. The proposed Albertson's store will face Oracle Road, and will feature 57,560 square feet
of commercial space, and a 5,000 square foot garden and patio sales area. The architecture of
this building features numerous elements, including arcading, columns, archway, parapets, glass
entry features and a prominent entryway. The height of the proposed building will be varying
from 28' to 30', with 35' being the maximum for the entryway feature. The maximum height
allowable by the PAD is 33', however, significant vertical architectural features are allowed to
exceed this limitation. The in-line stores continue many of the architectural features of
Albertson's most notably the prominent masonry-capped towers at the western corners of the
building. The rear of the building will be screened by elements of the landscape plan, and Staff
has requested that an archway be added to one of the loading areas to mitigate its appearance.
Mike Soto, Seaver Franks Architect, representing the applicant the Barclay Group, commented
he had no problems with Staff conditions.
Member Mager asked about outdoor sales, would this be the same criteria as Home Depot.
David Marsh commented that this is an enclosed structure and items are not required to be
brought in every night. Outdoor Sales will be required to show on the Development Plan and
will have to go by the same rules and regulations as Rooney Ranch PAD.
Member Underwood complimented Mr. Soto as to how nice the architecture and colors blend in.
MOTION: Moved, seconded (Underwood/Mager) and carried by a 6-0 vote (Smith absent)
to recommend approval of OV13-09-90 Albertson's Store, and In-Line Shops Architecture
subject to the following staff conditions:
Planning Staff Conditions:
1. An arch, in the same style and manner as found at the Pizza Hut - Burger King,
shall be added to the entrance of the loading area found between Albertson's and
the in-line stores.
11-10-98 Development Review Board Minutes Page 10
2. Signage for this project is not part of this submittal, and will require separate
