RE : Request for DRB Approval of Landscape Modifications
NE and NW Corners of Rancho Vistoso Blvd. and Tangerine
Road
Dear Ms. Feuer:
The Vistoso Community Association has been on the receiving end of many complaints from
Rancho Vistoso residents regarding the appearance of the denuded areas in front of the RV
entry monuments on either side of the boulevard, just north of Tangerine Road. We have
also received complaints from residents that these areas are frequently used for parking by
construction vehicles, bicyclists using the boulevard and the like.
In an effort to maintain the beauty of the Rancho Vistoso community and to make the
Tangerine Road entry into the project a focal point, the Association requests approval to
erect unobtrusive fencing, in the form of posts and rope, to discourage parking, and to
hydroseed the bare dirt with the Oro Valley-approved native seed mix. Twelve copies of
a plan depicting these improvements are attached herewith.
We have applied for approval from ADOT to work within its r.o.w. and we have also
conferred with the Oro Valley Dept. of Public Works which, preliminarily, at any rate, has
registered no objection. We understand that a license agreement with the Town and a
permit from ADOT will be required before this work can commence.
It would be appreciated if this item could be scheduled for the September 8th DRB agenda.
Please advise as to the applicable fee and I will see that a check is delivered to you post
haste.

TOWN OF ORO VALLEY J
COUNCIL COMMUNICATION MEETING DATE: October 27, 1998
TO: HONORABLE MAYOR& COUNCIL
FROM: Peter A. Cherberg,Planning Technician
SUBJECT: OV13-98-81 RANCHO VISTOSO ENTRY MONUMENTS REVISED
LANDSCAPE PLAN
BACKGROUND:
The Rancho Vistoso Entry Monuments site is located approximately 300 feet north of the intersection of Tangerine
Road and Rancho Vistoso Blvd. The entry monuments are located on both the northeast and northwest sides of
Rancho Vistoso Blvd. The property referred to in this report is composed of two areas that are located on the
northeast and northwest sides of the entrance to Rancho Vistoso Blvd and run north from Tangerine Road (SR
989) up to the border of the entry monuments. This property is in the right-of-way of Tangerine Road and is
managed by ADOT.
SUMMARY:
The Vistoso Community Association is requesting Town Council approval to perform landscaping on the northeast
and northwest sides of the entrance to Rancho Vistoso Blvd that lead up to the entry monuments. The Association
has received complaints regarding the appearance of this unimproved area and the fact that construction workers
have been parking their vehicles there. In an effort to improve the appearance of this area, the association requests
approval to erect unobtrusive fencing, in the form of posts and rope, to discourage parking, and to hydroseed the
bare dirt with the Oro Valley approved native seed mix. Landscape maintenance of the site will be performed by
the personnel currently employed by Vistoso Partners. The Association has obtained approval from ADOT to
work within its right-of-way, with the stipulation that the fence posts are are positioned a minimum of 30 feet from
the edge of the paved roadways. The Oro Valley Department of Public Works is still in the process of considering
this proposal. This revised landscape plan was approved by the DRB on September 8, 1998.
RECOMMENDATION:
Planning Staff finds that the revision proposed is compatible with the existing landscaping at Rancho
Vistoso and complies with the General Plan, Community Design Element Policy 9.1H: "preserve, restore,
and enhance the ecological and scenic qualities of the natural landscape." As such, we recommend
approval of this request as part of this evening's agenda, with the suggested conditions in Exhibit "A"
attached hereto.

REGULAR AGENDA
OV12-93-13 CANADA VERDE APARTMENTS REVISED DEVELOPMENT PLAN AND
REVISED ARCHITECTURE
Valerie Feuer introduced the staff report into the record. The development plan approved in 1994
by Town Council preceded the Golf Course Overlay Zone. However, since the request to remove
patio golf course screens is the current issue for the DRB, the current zoning code is relevant. The
only encroachment of the Golf Course Overlay Zone as it relates to this development is the center
fairway distance for golf hole number 3 (a 2 foot encroachment). While at the site visit, Staff
observed three golfers tee off from this golf hole and the center fairway encroachment was not a
hazard. The slope changes from the golf course to apartment buildings and preserved native
vegetation provides for adequate buffering. Valerie Feuer has asked the developer to submit to staff
a revised development plan showing the footprint that is now proposed for the lower recreation area
and is going to be put in to place.
Hank Nelson, was present representing the applicant. Member Smith asked Mr. Nelson where
number two t-box was and Mr. Nelson pointed out on the plan where that location was. Member
Mager asked if these apartments were age restricted, as she was concerned about children playing
on the patios and possibly being hit by golf balls. Mr. Nelson assured Member Mager that the
patios were far enough away from the course that safety was not an issue.
Larry Kreis, 10500 N. Stargazer, commented he would like the Canada Hills Master Association to
9-08-98 Development Review Board Minutes Page 3
review the development plan before it goes to Town Council.
Member Smith commented if it goes before the Master Association and the plans are modified he
felt it should come back to DRB before it goes to Town Council. Other DRB members agreed.
Valerie Feuer clarified that the removal of screens is a development plan revision not an
architectural revision.
MOTION: Moved, seconded (Underwood/Smith) and carried by a 7-0 vote to recommend
approval of OV12-93-13, Golf Villas at Oro Valley (formerly Canada Verde 4 Apartments)
removal of patio golf course screens and lower pool with bath house architecture subject to
staff conditions.
Planning and Zoning Conditions:
1. A revised Development Plan must be submitted which illustrates the new design of the
lower pool and bathhouse area. This re-submittal must be made prior to the Town
Council meeting, which will review this project.
2. The same Golf Course Overlay Zone analysis shall occur upon completion of
buildings 11 and 12. If these buildings meet the setback requirements, it will be
approved administratively by the Planning and Zoning Administrator.
3. Approval by Canada Hills Architecture Committee and if there are any changes or
modifications the plan must come before DRB before going to Town Council.
OV12-98-14 RANCHO CATALINA OFFICES DEVELOPMENT PLAN
Valerie Feuer introduced the staff report into the record. VCI Development proposed to build two
office buildings totaling 9,948 square feet. The buildings are separated by an open courtyard
consisting of existing native plants and additional trees and shrubs. This development plan
complies with the parking and setback requirements for a commercial site in a residentially zoned
area. Since the project site is along Oracle Road and in an R-6 zone, the residential development
regulations of the Oracle Road Scenic Corridor Overlay District requirements apply. Currently, a
portion of a circular driveway serving the Dome Building is located on the Smith Family property,
and one of the site designs maintains the exiting driveway, providing circulation between the two
sites. It was discussed at the Board of Adjustment Hearing on June 23, 1998 that there should be
shared access between the Smith commercial site and the "Dome" building. The Board of
Adjustment approved the variance to permit site access off or Oracle Road that is less than the
required 660 feet separation between access points. The owner of the Dome Building has agreed t
have a shared access between the two properties.
Paul Nzomo introduced the engineer's report into the record. He explained that the site would be
served by a single access point at Oracle Road. At the request of the Arizona Department of
Transportation this access point shall be shared with the property to the south that is presently
developed as the Dome Building. The access point currently serving the Dome Building will be
9-08-98 Development Review Board Minutes Page 4
eliminated at a time determined by ADOT. No off-site improvements to Oracle Road are required.
The 1.58 acre development is affected by offsite flows that originate from the east. The offsite
flow is accepted through a curb cut at the east end of the parking area access lane. The flow is split
at that point to allow the drainage to continue within the inverted crown of the PAAL and also
through the landscaped area between the two easterly parking areas. This offsite flow is discharged
through curb cuts on the south side of the site. The site will be graded to accommodate the
construction of the buildings, parking area and travel lanes, the retention/detention basin and the
collection of the offsite drainage flows. Slopes shown on the west side of Building#1 are 2:1. The
slopes will require rock rip rap treatment. Additional grading and construction details will be
necessary to accommodate the control of the drainage flows to the proper outlet location.
Rick Bright, Architect, representing the applicant was present to answer questions. Member
Underwood asked who would maintain the landscaping along the driveway. Mr. Nzomo replied it
should be between the two property owners.
Mr. Bright commented that the quantity of water runoff has been reduced off-site but the water is
running faster because of the pavement and that may cause some problems. Mr. Nzomo suggested
rip rap. Mr. Bright commented that the concern is what happens to the property next door.
Member Glueck felt these issues needed to be dealt with in order to support approval. She
suggested the details of drainage needed to be taken care of and then brought back to DRB for
approval. Member Underwood commented that it is not going to be approved by staff until all
conditions are met anyway. Valerie confirmed that was correct, all conditions have to be met before
it goes to Town Council.
MOTION: Moved, seconded (Underwood/Allen) and carried by a 6-1 vote (Glueck opposed)
to recommend approval of OV12-98-14, Rancho Catalina Offices Development Plan subject
to staff conditions:
Planning and Zoning Conditions:
1. The general notes shall be located on the upper left corner below the title.
2. Label the widths of the buffer yards and exact location on all sheets of the
development plan.
3. Add a general note stating that the maximum height of all buildings is two stores (25
feet). It shall also specify the building heights for this development.
4. Be sure to correct spelling and grammatical errors on the general notes.
5. Regarding water service for this development plan, a general note must be added
stating: "The developer shall be required to submit a water master plan identifying
water use, fire flow requirements and all major on-site water facilities and the
proposed connection points to the existing water system. Any Specific Area Plan Fees,
Protected Main Fees, and/or other needed facilities' costs are to be paid by the
developer."
6. A copy of the recorded agreement, with the owner(s) of the Dome Building site, that

16. The collection and dispersing of drainage on the east side of Building #1 shall be
clarified.
17. The location of the curb to outlet the 18.1 cfs from the landscaped area shall be shown
on the grading plan and the Development Plan shall be revised to show the two outlet
locations and their respective flows.
18. The Q100 flow at the inlet of the entrance pipes shall be noted on the plan.
19. Roadway design shall be per Town of Oro Valley Subdivision Street Standards.
20. A dimension shall be provided for Cross Section A-A, and the height and type of curb
verified.
21. The Outlet Weir Detail shall be revised to reflect the basin design shown on the plan.
22. The Final Grading Plan shall include grading and construction details and minor
adjustments to the grading design to further clarify proposed improvements and

scheduling the plan for Town Council.
25. Record access agreement between the to parties on development plan.
26. Required maintenance agreement of shared access between the two parties.
OV12-98-14 RANCHO CATALINA OFFICES LANDSCAPE PLAN
Valerie introduced the staff report into the record. She explained that the landscape plan complies
with the provisions set forth in Chapter 14 of the OVZC. Bufferyard C will be used along the north
and east sides of the property. Bufferyard D is planned for the front of the property facing Oracle
9-08-98 Development Review Board Minutes Page 6
Road. This bufferyard will be 25 feet wide with a 40" high berm. The landscape plan is salvaging
significant native plants that will provide for a more aesthetic project. It will ensure that sufficient
landscaping will occur throughout the site. A minimum 6 foot masonry wall is required along with
the 10 foot wide bufferyard. The maintenance of the landscape material and irrigation systems will
be the responsibility of the property owner.
Rick Bright, Architect, was present representing the applicant to answer questions. Member
Underwood asked which were mesquite trees on the landscape plan as they were not marked.
Member Underwood stated the trees should be marked and identified on the landscape plan. He
asked that this requirement be made a condition of approval. Member Underwood also expressed
he would like to see an irrigation detail on the plans that showed emitter placement on the trees as
the mesquite trees are not planted deep enough and when high winds come along they fall over. He
explained that the emitter should be placed at the drip line with a chimney and a four inch pipe
filled with gravel with an emitter coming into it on top that goes down to the root ball, so it will
force the growth downward.
Member Glueck commented that the wall should be broken up with wrought iron or stepped down
to add detail. Member Smith asked what the color of the wall was, as it was not listed. He
suggested listing the color of the wall on the plan be made a condition. Member Underwood
suggestion painting the wall with a graffiti resistant paint. Member Underwood commented the
walls should not block the views to Push Ridge.
MOTION: Moved, seconded (Underwood/Vogelsberg) and carried by a 7-0 vote to
recommend approval of OV12-98-14, Rancho Catalina Offices Landscape Plan subject to
staff conditions.
Planning and Zoning Conditions:
1. Label the widths of the buffer yards and exact location on the landscape plan.
2. Illustrate on the landscape plan where rip rap will occur. Hydroseeding rip rap is not
necessary.
3. The landscape plan shall state that a minimum six-foot high masonry wall will be
constructed for parking facilities located adjacent to residentially zoned properties.
Varied elevations incorporating wrought iron and steps of the wall preserving the view
where possible and include color of masonry wall. This condition relates to the
northern and eastern boundaries of the property.
4. The 2:1 slopes on the west side of Building#1 shall be duly noted.
5. Where rip rap is to be placed, placement of filter fabric shall be included.
6. Conditions 1 through 5 and any additional DRB conditions shall be revised prior to
scheduling the plan for Town Council.
7. Identify trees and sizes on landscape plan.
8. Irrigation detail on trees showing drip lines, 4 emitters, 2 at drip line, chimney for
transferring water to the bottom of the hole for root longevity.

OV12-98-09 TRENDWEST RESORT DEVELOPMENT PLAN
Valerie Feuer introduced the staff report into the record. Mirage Homes propose to build a 111 unit
timeshare resort, clustered in twenty buildings dispersed through the 12.04 acres of the site to be
developed. The development will have vehicular access off of Hidden Springs Drive, and will have
199 parking spaces provided for the visitors to the resort. The development will also feature 4.77
acres of natural open space preserved in the wash to the west of the site, and 7.73 acres of
recreational facilities. The proposed resort falls within the MHDR use designated for the site in the
PAD, which was amended by Town Council on August 19th, 1998 for this project. Valerie stated
that item one of the conditions will be deleted.
Paul Nzomo introduced the engineers report into the record. The main road serving this site will be
Hidden Springs Drive. A second access point is provided at Pebble Creek Drive. The minor resort
designation is expected to generate 666 trips per day. The site drains to the east and west. There
are minimal areas along the flood plain limit where proposed construction might encroach the flood
plain. Any encroachment of the flood plain will require that scour potential and bank protection be
addressed and implemented where necessary. Twelve acres will be graded to construct the resort
buildings and amenities. Rock rip rap channels will carry flow from the paved areas or around the
buildings to the channels. Retaining walls are located on the site to alleviate the grade differential
between the buildings and recreation amenities as well as from the amenities to the developable
limit line.
Member Underwood asked if there will be a bike path in and through the resort as well as a
pedestrian pathway.
Gary Martinsen, Owner of Mirage Homes, replied yes. Mr. Martinsen showed the Board how the
resort would look when finished. He explained that the units would sit on one and a quarter acres
while the recreation area is seven and one half acres. There are several spas in the area, a
Basketball court, Tennis courts, a pool for children as well as adults, and a playground area making
the resort a great place for families. Mr. Martinsen asked the Board if the bike racks could be
dispersed throughout the facility. The Board did not have a problem with that request.
Member Glueck asked if there were any carports or garages. Mr. Martinsen replied there would be
no carports or garages.
MOTION: Moved, seconded (Mager/Glueck) and carried by a 7-0 vote to recommend

resolved to Staffs satisfaction.
2. The Book Page notation in the upper right hand corner of development
plan shall parallel and horizontal to text and drawings of the development plan, in the
same manner as the same notation in the lower right hand corner.
3. Amend the zoning stated in General Note#3 to read "Rancho Vistoso PAD-MHDR".
4. Label the widths of the buffer yards on all sheets of the development plan.
5. Indicate the zoning of adjacent properties in 'ghosted' lettering on the development
plan.
6. Add a general note stating that the maximum height of all buildings is two stories
(30').
7. Add a general note stating the maximum density of 5.9 RAC, as per the conditions of
Town Council for the Rancho Vistoso PAD Amendment for this project, dated August
19th' 1998.
8. As per the requirements of the OVZCR, provide 16 bicycle-parking spaces- 12 Class I
and 4 Class II spaces- .
9. The location of the drainage pipe beneath Hidden Springs Drive shall be coordinated
with the engineer of the Hidden Springs Drive and Rancho Vistoso Neighborhood 10,
Parcel N projects.
10. The applicant and/or his engineer shall work with Town staff to adjust the site
elevations to not only promote site individuality but also provide conformity with the
surrounding roadways and developments.
11. A public drainage easement, recorded by separate instrument, shall be provided at the

DEVELOPMENT REVIEW BOARD REPORT
MEETING DA'1'E: September 8, 1998
TO: DEVELOPMENT REVIEW BOARD
FROM: Peter A. Cherberg, Planning Technician
SUBJECT: OV13-98-81 RANCHO VISTOSO ENTRY MONUMENTS REVISED
LANDSCAPE PLAN
BACKGROUND:
The Rancho Vistoso Entry Monuments site is located approximately 300 feet north of the
intersection of Tangerine Road and Rancho Vistoso Blvd. The entry monuments are located on
both the northeast and northwest sides of Rancho Vistoso Blvd. The property referred to in this
report is composed of two areas that are located on the northeast and northwest sides of the
entrance to Rancho Vistoso Blvd and run north from Tangerine Road (SR 989) up to the border of
the entry monuments. This property is in the right-of-way of Tangerine Road and is managed by
ADOT.
SUMMARY:
The Vistoso Community Association is requesting DRB approval to perform landscaping on the
northeast and northwest sides of the entrance to Rancho Vistoso Blvd that lead up to the entry
monuments. The Association has received complaints regarding the appearance of this
unimproved area and the fact that construction workers have been parking their vehicles there. In
an effort to improve the appearance of this area, the association requests approval to erect
unobtrusive fencing, in the form of posts and rope, to discourage parking, and to hydroseed the
bare dirt with the Oro Valley approved native seed mix. The Association has applied for approval
from ADOT to work within its right-of-way and has conferred with the Oro Valley Department of
Public Works on the issue.
GENERAL PLAN COMPLIANCE:
This plan complies with the General Plan's Community Design Element policies, in that, the
landscape improvements requested will help preserve, restore, and enhance the ecological and
scenic qualities of the natural landscape and mitigate the negative visual impacts of the site.
