F. STERLING HOME BUILDERS MODELS FOR VISTOSO HEIGHTS (CONTINUED) Valerie Feuer introduced the staff report into the record. This item was continued from the July 28, 1998 meeting after concerns were expressed from current homeowners in Vistoso Heights. The builder was to meet with homeowners on August 6, and provide additional information at tonight's meeting. Peter Aranoff representing A. F. Sterling, informed the Board A. F. Sterling met with the neighbors and discussed several issues. The one request that was made from the homeowners was to limit the smallest model to 15 lots. Mary Glueck expressed her concern on models 2016 and 2036 and the lack of side windows on these homes. She felt these should be standard additions, as the homes look plain without them. Mr. Aranoff requested that these windows only be required on end lots. Member Glueck replied the models should be required on all lots they were to be built on. PUBLIC HEARING OPENED Proponents/Opponents: No one from the public wished to comment. PUBLIC HEARING CLOSED Mr. Aranoff stated that A.F. Sterling would not build model 1803 adjacent to larger homes. The homeowners could choose the 15 lots they would like this model be built on. Member Underwood suggested that the HOA and the builder's work together to decide what lots model 1803 would be built on. Mr. Aranoff stated he did not have a problem with that decision. MOTION: Moved, seconded (Glueck/Smith) and carried by a 7-0 vote to recommend approval of OV13-98-72 A. F. Sterling Builders Models 1803, 2036 and 2300 with one elevation each and 2016, with three elevations, for use in Rancho Vistoso, Neighborhood 5, Parcel C subject to staff conditions stipulating that model 1803 be restricted, per neighborhood agreement, to 15 lots, and that these lots be on file with Town Hall within 10 8-11--98 Development Review Board Minutes Page 3 days. Planning and Zoning Conditions: 1. Windows must be recessed on all sides, consistent with models previously approved in this subdivision. 2. If fireplaces are to be provided, a chimney cap detail shall be submitted for the Planning and Zoning Director's approval. 3. Ground mounted mechanical equipment shall be enclosed by a wall to provide visual screening and noise mitigation. 4. Models 2016 and 2036 windows are required in master bedroom. OV13-98-12 CANADA CROSSROADS DEVELOPMENT PLAN Valerie Feuer introduced the staff report into the record. Canada Crossroads received a conditional rezoning from R 1-144 to C-N in March of 1997. The subject property, 10+ acres in size, is located at the southwest corner of Lambert Lane and La Canada Drive. The proposed use for the property is a commercial development of a neighborhood scale, which is consistent with the Town's adopted General Plan Land Use map and existing commercial development at the northeast and northwest corners of this quadrant (Smith's and Walgreen's). The southeast corner of this intersection, which lies vacant at this time, could also potentially be developed as a commercial site, per current zoning. To the south and west are existing single family residences (Rancho Feliz No. 5) zoned R1-36. A height variance has been approved for the property, allowing building heights to be 25 feet above natural grade. The DRB has already approved a reduction in the required front yard, allowing the applicant to provide a portion of the yard and landscaping in the right-of-way. A grading waiver was denied by DRB and appealed to the Town Council. The grading waiver has not been approved, pending approval of a development agreement by the Town Council. Jim Hossley introduced the Town Engineers' report into the record. The site of this proposed project is at the southwest quadrant of the La Canada Drive/Lambert Lane intersection. Others previously graded the proposed site over 10 years ago. The site is currently being used as a fill disposal site for excess earth material being removed for the La Canada Drive widening project. The applicant was willing to accept this material onto the property in anticipation of approval of the Canada Crossroads project. Member Underwood asked for clarification of the traffic flow. Jim Hossley replied at this point, without any improvements to Lambert Lane, Public Works would permit right in turn only and no exit. A left turn lane in, off La Canada, and an exit at the southern most end out to La Canada will also be provided. Member Vogelsberg questioned what would prevent traffic from turning left off of Lambert. Mr. Hossley replied vertical candles, stripping and no entry signs. Member Glueck suggested no access into the area off Lambert as this might prevent traffic problems. Mr. Hossley commented the Board could make that a condition if they so desired. 8-11--98 Development Review Board Minutes Page 4 Don Laidlaw, Don Laidlaw and Associates, representing the applicant, welcomed the new DRB members and their willingness to work with the system. Mr. Laidlaw pointed out on the development plan, the layout of the buildings and location of the parking lot and drainage. Member Vogelsberg expressed his concern with the site visibility on the down hill lane and the deceleration traffic. Mr. Laidlaw felt it would not apply at this point, as there would not be anything from keeping the traffic from turning right. Member Glueck agreed with Member Vogelsberg's concern of the traffic coming down the hill. Mr. Hossley commented perhaps staff should work with DPW or the applicant to provide a little more information on stacking. Member Allen asked about the lighting illumination. Mr. Laidlaw replied lighting would be shielded by the wall and there would be no building mounted light that would illuminate the adjoining properties. Member Underwood asked what buildings were being proposed. Mr. Laidlaw stated that would depend on the effectiveness of a leasing program. Initial contacts have been made by potential pad users, one or more which may require a conditional use permit. The uses will be presented to the Town and go through the process of public hearings. Member Glueck requested an update on the grading waivers. Mr. Laidlaw stated a meeting will be held with the neighbors to come discuss the development agreement. If they work out a solution, the development agreement would be presented to the Planning and Zoning Commission, and then forwarded to the Town Council. With the grading waiver the parking lot could be lowered, lowering the profile of the building. Member Glueck asked if what was presented before the Board could be built without any further grading discussions. Valerie informed the Board that the development plan before DRB can be approved without a grading waiver. Member Smith and Member Underwood expressed that they would like to see this move forward as it has been up in the air for a long time. MOTION: Moved, seconded (Smith/Mager) and carried by a 7-0 vote to recommend that Council approve OV12-98-12 Canada Crossroads Development Plan subject to staff conditions. Planning and Zoning Conditions: 1. Architecture shall be compatible in theme and color palette with other existing 8-11--98 Development Review Board Minutes Page 5 structures at the intersection, as required. 2. All permanent signs shall be of consistent color, size and style and are encouraged to be consistent with the sign theme at other corners of the intersection. 3. The public art must be submitted to the Arts Board and Town Council simultaneously with submittal of architecture to DRB. 4. Development plans will be required for individual buildings if there is any change to the building footprint, or circulation. Town Engineer's Conditions: 1. Additional spot top and bottom of wall elevations shall be provided at the northwest corner of building 2. Sight visibility triangles shall be shown on the development plan for the Lambert Lane driveway exit. 3. A survey tie with bearing and distance from a property line/corner to the identified section corners on sheet 2 shall be provided. 4. A junction structure and clean-out shall be provided for the 18" CPP on the east side of building 3. 5. Mitigation measures shall be used to avoid the need for a grading waiver at the entrance to Lambert Lane. 6. All rezoning conditions shall be satisfied. 7. The applicant's engineer shall identify on the development plan all areas on the site where a grading waiver is still required. The applicant shall continue to pursue approval of grading waiver prior to Town Council approval of the development plan. 8. Town Engineer and staff work out a safe solution to Lambert Lane egress/ingress. OV12-98-12 CANADA CROSSROADS LANDSCAPE PLAN Valerie Feuer introduced the staff report into the record. The subject site has been disturbed along its eastern half, adjacent to La Canada Drive. Front yard requirements on both La Canada and Lambert Lane are 30 feet. The approved front yard reduction allowed 20 feet on site and 10 feet in the right-of-way, fully landscaped. Buffer yard A has been provided along both La Canada Drive and Lambert Lane, as required by code. A recorded twenty foot protected natural area already exists along the south and west sides of the property, buffering the residential properties. A forty- foot natural Buffer yard D is shown on the west side of the property. The southern portion of the La Canada frontage, where the natural grade is undisturbed, poses a landscaping challenge, without a grading waiver. Don Laidlaw, Laidlaw and Associates, pointed out to the Board where the walls would be and what the landscape plan entailed. He commented the applicant is in the process of evaluating the density of native vegetation and whether or not it needed to be left alone. Chair Lewis asked Mr. Laidlaw where the sidewalks were located . He pointed out on the plan where the sidewalks would be placed. Member Underwood asked how wide the area between the 8-11--98 Development Review Board Minutes Page 6 sidewalk and the curb was and what would be planted there. Todd Muma, Landscape Architect, THMS, explained the area fluctuates anywhere from six to eight feet in some places, to three or four feet depending on how the curb widens out at the base end. Mr. Muma commented he was not sure what would be planted, possibly DG, and ground plants. Member Glueck questioned if there would be a trash area and would it be screened. Mr. Muma replied yes. Member Underwood asked for clarification of the grading waiver, and asked if it were granted on the south end, if the artistic wall would be continued down as part of the art feature. Mr. Laidlaw explained to Member Underwood what area would be affected, and yes, the wall would be continued down. Valerie Feuer informed the Board she would like to add another condition,to reiterate the condition the Board approved regarding the front yard being in the right-of-way. She stated a license needed to be executed between the Town and the applicant, for maintenance of the landscaping in the right- of way. Member Underwood stated he found the landscaping plan to be attractive and up to the standards within the perimeters. MOTION: Moved, seconded (Underwood/Glueck) and carried by a 5-0 vote to recommend approval of the Canada Crossroads Lands ape Plan OV12-98-12 subject to staff conditions and stipulating a maintenance agreement between the Town and the applicant be executed. Planning and Zoning Conditions: 1. Soil-loc or an equivalent should be used for erosion control in sloped areas. 2. The southern portion of the La Canada frontage should be weeded and hydroseeded or otherwise enhanced 3. A licensed maintenance agreement between the Landscape Architect and the Town and work with staff for creative upgrades of the moonscape at the south end. OV13-98-76 LANDSCAPE/DEVELOPMENT PLAN FOR WOODSHADE LINEAR PARK Valerie Feuer introduced the staff report into the record. She stated that Vistoso Partners requests approval of a landscape/development plan for Woodshade Linear Park. Woodshade Road is located west of Rancho Vistoso Boulevard north of Moore Road. Adjacent subdivisions include Rancho Vistoso Neighborhood 10 Parcel N to the north and Parcels K and L to the south. An existing park is also located to the south of Woodshade Road and there will be a trail linkage from the linear park to the existing park. This 80 foot wide corridor and gross development area of 3.3 acres was to be used for the proposed Woodshade Road, but it is now being improved as the Woodshade Riparian Trail System. The entire area will be hydroseeded, with the exception of the channel bottom, trails and picnic areas, which will consist of stabilized DG. A 45 foot wide drainage channel intersects the western portion of the proposed linear park. Enhanced landscaping will occur along the trail system, picnic areas, and parking lots. This landscape plan is in 8-11--98 Development Review Board Minutes Page 7 conformance with chapter 14 of OVZCR. All landscape will be watered with an automatic underground drip irrigation system. Chair Lewis asked about the parking lot next to Vistoso Boulevard as it looks like it could be hazardous with people backing out on the Boulevard. Member Glueck expressed her concern of cars parking along Vistoso Boulevard. Charles Hulsey, WLB Group representing the applicant Vistoso Partners, explained to the Board there is space in the parking area to back up without having to back out into Vistoso Boulevard. Mr. Hulsey commented he had no problem with staff conditions. Member Vogelsberg questioned if the ADA accessibility on the DG trails would be compatible and would they be maintained. Mr. Hulsey replied yes to the accessibility, and the trails are maintained by the HOA. MOTION: Moved, seconded (Underwood/Allen) and carried by a 7-0 vote to recommend approval OV13-98-76, Woodshade Linear Park Landscape/Development Plan subject to staff conditions and stipulating a maintenance agreement be provided by the developer or the HOA. Planning and Zoning Conditions: 1. The drip irrigation system should be graphically illustrated on the landscape/development plan. 2. The trail system shall conform to ADA requirements. 3. An entry sign shall be addressed in this development plan. 4. There should be at least one location in the linear park for bicycle parking. 5. The landscape/development plan shall illustrate what material will be used for the drainage channel that intersects the linear park in the submittal that will be provided for the Public Works Department. 6. The title block on the lower right hand corner should be provided on page 2 of the landscape/development plan. 7. Date of preparation and "OV13-98-76" shall be provided on both pages of the landscape/development plan. 8. Any landscape changes needed in relation to drainage design shall be reviewed by planning staff. 9. Parking design needs to be revised in order to have an adequate radius for turn-a- round. 10. Drainage plan must be submitted and approved by the Public Works prior to issuance of the grading permit. 11. Conditions 1 to 10 listed above, and any additional DRB conditions, shall be submitted with a revised landscape/development plan, prior to scheduling the plan for Town Council. 12. A standard maintenance agreement between the developer or the HOA be provided. 8-11--98 Development Review Board Minutes Page 8 RECESS OV13-98-73 APPROVAL OF EIGHT HORTON HOMES MODELS FOR LA CHOLLA ESTATES Valerie Feuer introduced the staff report into the record. She informed the Board that Horton Homes has presented seven models, Plans 1884T, 2050, 2174, 2287, 2336, 2451-2T, and 2648 for use in this new subdivision. The submittal includes six single story models and two, two-story models, ranging between 1,884 and 2,615 square feet of living space. The seven models feature pleasing elevations with major architectural elements consisting of wainscoting, corbels, gable vents above the garage, rear elevation and front door fascias, architecturally framed windows, varying roof lines, and roof tiling. These models fall well within the maximum permitted 25 foot building height. Member Smith confirmed that the plans have already been approved. The DRB is only looking at the architecture. Valerie Feuer replied that is correct. Lou Turner, Horton Homes, commented he had no problem with the staff conditions except item 5. He would like to have that item removed, as the patio wall would obscure the wainscoting. For the record, model 1659-2T would not be built in La Cholla Estates. Member Glueck suggested having the wainscoting go to the wall on the side of the house as it adds detail. Other members agreed. Mr. Turner commented he would like to leave it as is,but the Board members felt it would add detail to continue the wainscoting from the front of the house to the side, up to the gate. Mr. Turner agreed. MOTION: Moved, seconded (Glueck/Underwood) and carried by a 7-0 vote to recommend approval of OV13-98-73, Horton Homes Models for La Cholla Estates subject to staff conditions and stipulating the wainscoting or front pop-out be continued to the side of the house to the return wall on all models. Planning and Zoning Conditions: 1. Windows on all four sides of the structure must be recessed, except under covered porches. 2. Spark arrestors shall be camouflaged with a cap for the optional chimneys, as approved by the DRB. 3. All applicable setbacks must be met. 4. Ground mounted mechanical equipment shall be enclosed by a wall to provide visual screening and noise mitigation, and shall respect all setbacks. 5. Additional-wainseetin-g-skall-be-pfovided-along-the-left--and-right-elevations-of-all models. Front wainscoting or pop-out shall be continued to the side of all models up to the wall. 6. Pop-outs or punch-outs shall be utilized to add elements of architectural interest on 8-11-98 Development Review Board Minutes Page 9 the side elevations of all Plans 1659 2T, 1884,2050,2174,2287, and 2336 models. OV13-98-69 UMC CLINIC AT LA RESERVE ARCHITECTURE. Member Glueck excused herself due to a conflict of interest. Valerie Feuer introduced the staff report into the record. The architecture presented for this project may be described as Territorial in style, with several Contemporary Southwestern accents. The structure, which is approximately 15,000 square feet in size, is rectangular in shape and is 24'8" in height at its highest point. Architectural detailing proposed for the facility features a pleasing series of tilt-up panels along the front façade, reflecting the terrain of the Pusch Ridge Wilderness located to the east of the site. The tilt-up panels will also feature copper patina trim along the leading edges and incorporate public art work along the length of the front façade. The proposed architecture meets the architectural guidelines of the ORSCOD, is attractive and maintains a low profile, which will integrate the project with Oracle Road. Jim Harrington, representing the applicant, explained to the Board the design of the building. He also provided a small-scale model of the building to give the members an idea of what the building would look like. Member Smith asked if the bands would be on both sides of the tilt-up. Mr. Harrington replied he was not sure at this time. Mr. Harrington commented he would like to have the roof painted white. Chair Lewis commented she felt it should be a beige color; other Board Members agreed. MOTION: Moved, seconded to recommend approval of OV13-98-69 UMC at La Reserve Architecture, subject to the condition that the color white not be used on the roof. OV12-97-18A BRAKE MAX DEVELOPMENT PLAN Valerie Feuer introduced the staff report into the record. Anthony Capps Architect proposes to build a one story car care facility, with a total area of 5,408 square feet. The development will have vehicular access off of the main parking area of the Oro Valley Retail Center, and off of a tentative access road from Oracle, which has yet to be approved by ADOT and Oro Valley Public Works. The landscaping of the ROW will be installed and maintained by the developer of the Oro Valley Retail Center. The Brake Max development plan conforms with all aspects of the Rooney Ranch, PAD. The Brake Max proposal meets all OVZCR requirements for development plans. The parking requirements of the code are met through the provision of 23 spaces, 1 of which is provided for the handicapped. 8-11-98 Development Review Board Minutes Page 10 Jim Hossley introduced the staff report into the record. He explained the access to this site is from a proposed access driveway linking the OVRC to Oracle Road. The Arizona Department of Transportation has not yet approved access to/from Oracle Road for this proposed driveway. Drainage flow for the Brake Max site was accounted for in the overall drainage plan for the OVRC. The site has been graded as a part of the overall construction of the OVRC. However, some final site grading will be required to complete the project. No grading waiver will be required. Lloyd Rogers, Lloyd Rogers Engineering, representing the applicant, explained to the Board where the building would be located, and how access to the building would be provided. Chair Lewis asked Mr. Rogers if he had any questions or problems with the staff or Town Engineer's conditions. Mr. Rogers replied he did not. Member Glueck questioned if there would be any overnight parking. Ray Pisciotta, Owner of Brake Max, commented in regard to the overnight parking, that it would be a minimal amount if any. Member Glueck expressed she would like to see a condition restricting overnight parking. Other DRB members agreed. Member Vogelsberg asked how the traffic off Oracle Road to the public sidewalk was addressed. Paul Schloss, Project Manager, indicated to the Board that the entry sidewalk is parallel to the main entrance and links up to a sidewalk that goes to Target, that would provide access to the pads at that point. Mr. Schloss commented perhaps there should be stripping to indicate pedestrian crossing. Member Glueck commented she thought there was a sidewalk provided. Valerie Feuer commented she would look into the development plan and get back to the Board on the sidewalks. MOTION: Moved, seconded (Glueck/Smith) and carried by a 7-0 vote to recommend approval of OV12-97-18A, Brake Max Development Plan subject to staff conditions and stipulating an added condition of no overnight parking be allowed. Planning and Zoning Conditions: 1. The refuse dumpster shall be enclosed on three sides by a 6' masonry wall and plantings, and shall be finished to match the architectural character of the project, as per OVZCR Sec. 9-110C 2. The sidewalk proposed for the 12' landscape buffer located on the north side of the project site shall be no wider than 6', as per OVZCR Sec. 9-110F 3. Mechanical equipment, whether ground level or roof-mounted, shall be screen from public'view and designed to be perceived as an integral part of the building, as per OVZCR Sec. 9-110H. 4. The Location Map on the first sheets shall be corrected to indicate the name and zoning of all adjacent properties. 11. General Note #21 shall be corrected to indicate a total of 21 parking spaces, not 23 spaces as written on the development plan. 12. Conditions 1 through 11, and any additional DRB conditions, shall be submitted with revised development and landscape plans, prior to scheduling the plan for Town Council. 13. Any construction may need to be modified to meet traffic requirements is at the risk of the applicant. 14. Provide pedestrian access to pad on Development Plan. 15. No overnight parking. Town Engineers Conditions: 1. The Q100 value for the drainage flow leaving the site at the exit near the west corner shall be provided. 2. The estimated Q100 value for the drainage flow onto the site from the access to the adjacent property near the east corner of the site shall be provided. 3. OV12-97-18A BRAKE MAX LANDSCAPE PLAN 8-11-98 Development Review Board Minutes Page 12 Valerie Feuer introduced the staff report into the record. The subject property is a 31,903 square foot pad with a 5400 square foot building envelope, Building 9A, within the Oro Valley Retail Center. The subject property is abutted on the north by the Building 9B pad, to the south by Building 10 pad and an access road, to the east by Oracle Road, and west by the main parking area of the Oro Valley Retail Center. A 25' Buffer D has been chosen by the developers of the Oro Valley Retail Center for the portion of the development fronting on Oracle Road. This buffer yard has been incorporated into the Brake Max landscape plan and is indicated as such; however the buffer yard will be constructed by the developers of the Retail Center according to the code requirements of the Town. The buffer yard immediately in front of the Brake Max site will consist of three preserved mesquite trees, several Palo Verdes, as well as under story vegetation, and berm and wall arrangements, per the approved landscape plan for the Oro Valley Retail Center. The landscape plan submitted by the applicant is in compliance with the Rooney Ranch PAD requirements for 15% of the development plan to be landscaped area, and is in compliance with the requirements of the OVZCR for the landscaping of parking areas. Anthony Capps, Architect, representing the developer, explained to the Board the intent is to continue the theme of landscaping with that of the Center. Member Underwood suggested under storage shrubs by the dumpster. He also asked if there was ground coverage. Mr. Capps replied just trees and DG. Member Underwood commented on the buffer yard D there was a requirement for a certain amount of 5 gallon boxed trees. Valerie replied that is correct, the code reads a minimum of 12 feet of landscape area. Member Underwood asked if the maintenance was the responsibility of the site developer or the pad user. Mr. Capps anticipated that the maintenance of the common areas would be maintained by the Shopping Center Developer. The individual pad users would participate in a cost recovery program. MOTION: Moved, seconded (Underwood/Vogelsberg) and carried by a 7-0 vote to recommend approval of OV12-97-18 Brake Max Landscaping Plan subject to staff conditions. Planning and Zoning Conditions: 1. The refuse dumpster shall be enclosed on three sides by a 6' masonry wall and plantings, as per OVZCR Sec.9-110C 2. The irrigation system shall be clearly labeled on the landscape plan. 3. The loading area shall be reduced to the code minimum 12' in order to provide the required 5' landscape buffer around loading zones, as per OVZCR Sec. 11-203. This will serve the dual function of maintaining the 5' landscape buffer required between convenience uses. 4. All sight visibility triangles (SVT's) shall be clearly labeled on the landscape plan. 5. The landscape planters located within the parking area shall be modified to provide a minimum 5' wide planter every 10 spaces or less, as per OVZCR Sec. 9-110L. . 8-11-98 Development Review Board Minutes Page 13 6. The 25' Buffer Yard D immediately adjacent to the Oracle Road ROW, and the 12' convenience use buffer yards shall be clearly labeled on the landscape plan. 7. Conditions 1 thru 10, listed above, and any additional DRB conditions, shall be submitted with a revised landscape plan, prior to scheduling the plan for Town Council. 12. Architect and Landscape Architect revisit the scope of the Landscape Plan as to intent to plant palate and be compatible with other convenience users on development plan. 13. Landscape needs to be maintained. OV13-98-77 BRAKE MAX ARCHITECTURE Valerie Feuer introduced the staff report into the record. She explained the structure has seven automotive service bays located on the south side of the building, and features a waiting room. In addition, an office, lounge, restroom facilities, and an auto parts storage area are to be located inside on the eastern portion of the structure. The structure will be 19'6" high and the architectural style may be described as "Territorial" with a flat roofline, wainscot and window detailing and a parapet cap. The automotive bays are presented in a simple yet attractive architectural style, consisting of concrete wainscoting, columns and a parapet trim. It should be noted that an archway will eventually connect Brake Max to Building 9B to the pad to the north. Anthony Capps, representing the developer of Brake Max, commented he had no problem with staff conditions. It was discussed among the Board members how nice the architecture looked. There were no further questions for Mr. Capps. MOTION Moved, seconded (Major/Glueck) to recommend approval of OV13-98-77 Brake Max Architecture, subject to staff conditions. OV13-97-70 LA CANADA DRIVE RIGHT OF WAY LANDSCAPE PLAN PHASE II Valerie Feuer introduced the staff report into the record. McGann & Associates, representing the Oro Valley Public Works Department, has requested DRB approval for Phase II of the La Canada ROW Landscape Plan. The plan presented proposed to add a significant amount of new vegetation to the existing landscaped elements, which will result in a parkway-like environment along La Canada Drive. The landscape plan is designed to integrate with the existing landscape elements along La Canada Drive. The applicant has proposed to add numerous trees, shrubs, and accents along the edges of La Canada Drive and the landscaped islands located in the median. Large quantities of velvet mesquite, acacias, Texas rangers, and trailing lantanas are tastefully arranged with the existing landscape elements in an integrated manner. The landscaped elements added in the plan will also have the additional effect of hiding several 'eye-sores' along the road, including several blank property walls along the east and west side of La Canada. In addition, the grass turf found on the northwest side of La Canada and Lambert Lane immediately in front of Walgreen's will be removed and replaced with a decomposed granite. Staff has requested the applicant make minor changes in the landscape plan in order to respond to several site specific concerns. These include the removal of two trees immediately in front of Children's World building, the placement of trees and shrubs to mitigate the potential of erosion in several locations on the west side of La Canada. Valerie explained that after meeting with the applicant, staff has determined that condition 4 and eight could be eliminated. Don McGann, Don McGann and Associates, commented that he had met with Public Works regarding the drainage on the west side to minimize the disturbance. The site visibility study on file is from the time the initial landscaping was installed. Since then there has been a number of intersections and driveways added, and the new site construction and new plans will reflect the new site visibility and safety study. The trees currently existing in the median will stay, trees and shrubs that are dead will be removed, and new shrubs will be planted. Member Vogelsberg asked where the water would come from for irrigation. Mr. McGann replied it would be potable. There is an existing system in place and the water in use is currently paid for by the HOA. There are five different connections and the most sufficient use is to retain what is there. The system is designed at some point, to use reclaimed water which that may be used in the future. 8-11--98 Development Review Board Minutes Page 15 Member Smith asked if there was a left turn bay into Children's World as it did not show it on the landscape plan. No one was sure if there was or not. Valerie Feuer said she would research it and let Member Smith know. Member Underwood questioned the trees in front of the Children's World sign and was unsure which trees were being referred to. Mr. McGann replied there is one large mesquite tree that will remain and two in front of the sign that will be removed. Member Underwood also asked if there was a maintenance agreement in place. Mr. McGann stated that is still being discussed with the Master Association. Member Underwood questioned if access would be provided to cross the road where the Golf Cart path was, and if the underpass would be accessible to the public. Mr. McGann replied there would be a pedestrian crosswalk at that location and felt that the public should have access to the golf tunnel. The development plan and landscape plan for this project are also presented for DRB's review this evening. SUMMARY: The Brake Max proposed for Building 9A pad within the Oro Valley Retail Center is a 5,408 square foot structure, to be located north of a proposed access road from Oracle Road. The structure has seven automotive service bays located on the south side of the building, and features a waiting room, an office, lounge, restroom facilities, and an auto parts storage area inside on the eastern portion of the structure The remainder of the interior of the structure is occupied by the service garage area. The elevations submitted show the building from all four sides. The structure will be 19'6" high and the architectural style may be described as "Territorial" with a flat roof line, wainscot and window detailing and a parapet cap. The automotive bays are presented in a simple yet attractive architectural style, consisting of concrete wainscoting, columns, and a parapet trim. The south and east sides of the building each have a square, inset design which reflects an architectural detail found on Fry's, Pizza Hut, and Burger King, and the building will utilize the same color palette. It should be noted that an archway will eventually connect Brake Max to the Building 9B pad to the north. This feature will serve to integrate the two convenience building pads architecturally, in compliance with the Rooney Ranch PAD policy of encouraging"convenience clusters". Signage is not covered in this report and approval of the architecture, if given, does not cover the signage concept illustrated on the building plans. The Development Review Board Agenda Committee, or the full DRB, as deemed appropriate, will review the full sign package at a later date. GENERAL PLAN COMPLIANCE: The Brake Max architecture proposed is in compliance with the Town of Oro Valley General Plan, as all sides of the building are"coherently designed and treated". RECOMIVIENDATION: Planning Staff recommends approval of the proposed architecture for Brake Max with the conditions attached as Exhibit"A", finding it to be attractive and consistent with the architectural style of buildings currently built in the Rooney Ranch PAD. SUGGESTED MOTION: I move to approve OV 13-98-77, Brake Max Architecture, with those conditions listed in Exhibit "A" attached herewith.
