Our preliminary technical analysis is based on the calibrated travel demand model prepared for the Town, and is summarized below. Overall, the deletion of the roadway segment is considered minor and the impacts of the change in traffic patterns would be negligible. If this section of Woodshade Road is built: • It would carry about 2700 vehicles per day and operate uncongested at level of service A. • About one-third of the traffic using the road would be associated with parcels l0N and 10K. • The remaining traffic is through traffic that would have to divert to other roadway links. If this section of Woodshade Road is deleted from the plan: • There would be marginal increases in traffic on Moore Road, Hidden Springs, Klinger Canyon Road, and Rancho Vistoso Boulevard. • These roads would have sufficient capacity to operate uncongested at level of service C or better at buildout of Rancho Vistoso. The performance of the roads would not diminish, in terms of level of service, if Woodshade were deleted from the plan. • Much of the traffic that would have otherwise used Woodshade would use the direct connections to Rancho Vistoso Boulevard proposed for parcels 10N and 10K. F. STERLING HOME BUILDERS MODELS FOR VISTOSO HEIGHTS (CONTINUED) Valerie Feuer introduced the staff report into the record. This item was continued from the July 28, 1998 meeting after concerns were expressed from current homeowners in Vistoso Heights. The builder was to meet with homeowners on August 6, and provide additional information at tonight's meeting. Peter Aranoff representing A. F. Sterling, informed the Board A. F. Sterling met with the neighbors and discussed several issues. The one request that was made from the homeowners was to limit the smallest model to 15 lots. Mary Glueck expressed her concern on models 2016 and 2036 and the lack of side windows on these homes. She felt these should be standard additions, as the homes look plain without them. Mr. Aranoff requested that these windows only be required on end lots. Member Glueck replied the models should be required on all lots they were to be built on. PUBLIC HEARING OPENED Proponents/Opponents: No one from the public wished to comment. PUBLIC HEARING CLOSED Mr. Aranoff stated that A.F. Sterling would not build model 1803 adjacent to larger homes. The homeowners could choose the 15 lots they would like this model be built on. Member Underwood suggested that the HOA and the builder's work together to decide what lots model 1803 would be built on. Mr. Aranoff stated he did not have a problem with that decision. MOTION: Moved, seconded (Glueck/Smith) and carried by a 7-0 vote to recommend approval of OV13-98-72 A. F. Sterling Builders Models 1803, 2036 and 2300 with one elevation each and 2016, with three elevations, for use in Rancho Vistoso, Neighborhood 5, Parcel C subject to staff conditions stipulating that model 1803 be restricted, per neighborhood agreement, to 15 lots, and that these lots be on file with Town Hall within 10 8-11--98 Development Review Board Minutes Page 3 days. Planning and Zoning Conditions: 1. Windows must be recessed on all sides, consistent with models previously approved in this subdivision. 2. If fireplaces are to be provided, a chimney cap detail shall be submitted for the Planning and Zoning Director's approval. 3. Ground mounted mechanical equipment shall be enclosed by a wall to provide visual screening and noise mitigation. 4. Models 2016 and 2036 windows are required in master bedroom. OV13-98-12 CANADA CROSSROADS DEVELOPMENT PLAN Valerie Feuer introduced the staff report into the record. Canada Crossroads received a conditional rezoning from R 1-144 to C-N in March of 1997. The subject property, 10+ acres in size, is located at the southwest corner of Lambert Lane and La Canada Drive. The proposed use for the property is a commercial development of a neighborhood scale, which is consistent with the Town's adopted General Plan Land Use map and existing commercial development at the northeast and northwest corners of this quadrant (Smith's and Walgreen's). The southeast corner of this intersection, which lies vacant at this time, could also potentially be developed as a commercial site, per current zoning. To the south and west are existing single family residences (Rancho Feliz No. 5) zoned R1-36. A height variance has been approved for the property, allowing building heights to be 25 feet above natural grade. The DRB has already approved a reduction in the required front yard, allowing the applicant to provide a portion of the yard and landscaping in the right-of-way. A grading waiver was denied by DRB and appealed to the Town Council. The grading waiver has not been approved, pending approval of a development agreement by the Town Council. Jim Hossley introduced the Town Engineers' report into the record. The site of this proposed project is at the southwest quadrant of the La Canada Drive/Lambert Lane intersection. Others previously graded the proposed site over 10 years ago. The site is currently being used as a fill disposal site for excess earth material being removed for the La Canada Drive widening project. The applicant was willing to accept this material onto the property in anticipation of approval of the Canada Crossroads project. Member Underwood asked for clarification of the traffic flow. Jim Hossley replied at this point, without any improvements to Lambert Lane, Public Works would permit right in turn only and no exit. A left turn lane in, off La Canada, and an exit at the southern most end out to La Canada will also be provided. Member Vogelsberg questioned what would prevent traffic from turning left off of Lambert. Mr. Hossley replied vertical candles, stripping and no entry signs. Member Glueck suggested no access into the area off Lambert as this might prevent traffic problems. Mr. Hossley commented the Board could make that a condition if they so desired. 8-11-98 Development Review Board Minutes Page 4 Don Laidlaw, Don Laidlaw and Associates, representing the applicant, welcomed the new DRB members and their willingness to work with the system. Mr. Laidlaw pointed out on the development plan, the layout of the buildings and location of the parking lot and drainage. Member Vogelsberg expressed his concern with the site visibility on the down hill lane and the deceleration traffic. Mr. Laidlaw felt it would not apply at this point, as there would not be anything from keeping the traffic from turning right. Member Glueck agreed with Member Vogelsberg's concern of the traffic coming down the hill. Mr. Hossley commented perhaps staff should work with DPW or the applicant to provide a little more information on stacking. Member Allen asked about the lighting illumination. Mr. Laidlaw replied lighting would be shielded by the wall and there would be no building mounted light that would illuminate the adjoining properties. Member Underwood asked what buildings were being proposed. Mr. Laidlaw stated that would depend on the effectiveness of a leasing program. Initial contacts have been made by potential pad users, one or more which may require a conditional use permit. The uses will be presented to the Town and go through the process of public hearings. Member Glueck requested an update on the grading waivers. Mr. Laidlaw stated a meeting will be held with the neighbors to come discuss the development agreement. If they work out a solution, the development agreement would be presented to the Planning and Zoning Commission, and then forwarded to the Town Council. With the grading waiver the parking lot could be lowered, lowering the profile of the building. Member Glueck asked if what was presented before the Board could be built without any further grading discussions. Valerie informed the Board that the development plan before DRB can be approved without a grading waiver. Member Smith and Member Underwood expressed that they would like to see this move forward as it has been up in the air for a long time. MOTION: Moved, seconded (Smith/Mager) and carried by a 7-0 vote to recommend that Council approve OV12-98-12 Canada Crossroads Development Plan subject to staff conditions. Planning and Zoning Conditions: 1. Architecture shall be compatible in theme and color palette with other existing 8-11-98 Development Review Board Minutes Page 5 structures at the intersection, as required. 2. All permanent signs shall be of consistent color, size and style and are encouraged to be consistent with the sign theme at other corners of the intersection. 3. The public art must be submitted to the Arts Board and Town Council simultaneously with submittal of architecture to DRB. 4. Development plans will be required for individual buildings if there is any change to the building footprint, or circulation. Town Engineer's Conditions: 1. Additional spot top and bottom of wall elevations shall be provided at the northwest corner of building 2. Sight visibility triangles shall be shown on the development plan for the Lambert Lane driveway exit. 3. A survey tie with bearing and distance from a property line/corner to the identified section corners on sheet 2 shall be provided. 4. A junction structure and clean-out shall be provided for the 18" CPP on the east side of building 3. 5. Lie. Mitigation measures shall be used to avoid the need for a grading waiver at the entrance to Lambert Lane. 6. All rezoning conditions shall be satisfied. 7. The applicant's engineer shall identify on the development plan all areas on the site where a grading waiver is still required. The applicant shall continue to pursue approval of grading waiver prior to Town Council approval of the development plan. 8. Town Engineer and staff work out a safe solution to Lambert Lane egress/ingress. OV12-98-12 CANADA CROSSROADS LANDSCAPE PLAN Valerie Feuer introduced the staff report into the record. The subject site has been disturbed along its eastern half, adjacent to La Canada Drive. Front yard requirements on both La Canada and Lambert Lane are 30 feet. The approved front yard reduction allowed 20 feet on site and 10 feet in the right-of-way, fully landscaped. Buffer yard A has been provided along both La Canada Drive and Lambert Lane, as required by code. A recorded twenty foot protected natural area already exists along the south and west sides of the property, buffering the residential properties. A forty- foot natural Buffer yard D is shown on the west side of the property. The southern portion of the La Canada frontage, where the natural grade is undisturbed, poses a landscaping challenge, without a grading waiver. Don Laidlaw, Laidlaw and Associates, pointed out to the Board where the walls would be and what the landscape plan entailed. He commented the applicant is in the process of evaluating the density of native vegetation and whether or not it needed to be left alone. Chair Lewis asked Mr. Laidlaw where the sidewalks were located . He pointed out on the plan where the sidewalks would be placed. Member Underwood asked how wide the area between the 8-11--98 Development Review Board Minutes Page 6 sidewalk and the curb was and what would be planted there. Todd Muma, Landscape Architect, THMS, explained the area fluctuates anywhere from six to eight feet in some places, to three or four feet depending on how the curb widens out at the base end. Mr. Muma commented he was not sure what would be planted, possibly DG, and ground plants. Member Glueck questioned if there would be a trash area and would it be screened. Mr. Muma replied yes. Member Underwood asked for clarification of the grading waiver, and asked if it were granted on the south end, if the artistic wall would be continued down as part of the art feature. Mr. Laidlaw explained to Member Underwood what area would be affected, and yes, the wall would be continued down. Valerie Feuer informed the Board she would like to add another condition, to reiterate the condition the Board approved regarding the front yard being in the right-of-way. She stated a license needed to be executed between the Town and the applicant, for maintenance of the landscaping in the right- of way. Member Underwood stated he found the landscaping plan to be attractive and up to the standards within the perimeters. MOTION: Moved, seconded (Underwood/Glueck) and carried by a 5-0 vote to recommend approval of the Canada Crossroads Lands ape Plan OV12-98-12 subject to staff conditions and stipulating a maintenance agreement between the Town and the applicant be executed. Planning and Zoning Conditions: 1. Soil-loc or an equivalent should be used for erosion control in sloped areas. 2. The southern portion of the La Canada frontage should be weeded and hydroseeded or otherwise enhanced 3. A licensed maintenance agreement between the Landscape Architect and the Town and work with staff for creative upgrades of the moonscape at the south end. OV13-98-76 LANDSCAPE/DEVELOPMENT PLAN FOR WOODSHADE LINEAR PARK Valerie Feuer introduced the staff report into the record. She stated that Vistoso Partners requests approval of a landscape/development plan for Woodshade Linear Park. Woodshade Road is located west of Rancho Vistoso Boulevard north of Moore Road. Adjacent subdivisions include Rancho Vistoso Neighborhood 10 Parcel N to the north and Parcels K and L to the south. An existing park is also located to the south of Woodshade Road and there will be a trail linkage from the linear park to the existing park. This 80 foot wide corridor and gross development area of 3.3 acres was to be used for the proposed Woodshade Road, but it is now being improved as the Woodshade Riparian Trail System. The entire area will be hydroseeded, with the exception of the channel bottom, trails and picnic areas, which will consist of stabilized DG. A 45 foot wide drainage channel intersects the western portion of the proposed linear park. Enhanced landscaping will occur along the trail system, picnic areas, and parking lots. This landscape plan is in 8-11--98 Development Review Board Minutes Page 7 conformance with chapter 14 of OVZCR. All landscape will be watered with an automatic underground drip irrigation system. Chair Lewis asked about the parking lot next to Vistoso Boulevard as it looks like it could be hazardous with people backing out on the Boulevard. Member Glueck expressed her concern of cars parking along Vistoso Boulevard. Charles Hulsey, WLB Group representing the applicant Vistoso Partners, explained to the Board there is space in the parking area to back up without having to back out into Vistoso Boulevard. Mr. Hulsey commented he had no problem with staff conditions. Member Vogelsberg questioned if the ADA accessibility on the DG trails would be compatible and would they be maintained. Mr. Hulsey replied yes to the accessibility, and the trails are maintained by the HOA. MOTION: Moved, seconded (Underwood/Allen) and carried by a 7-0 vote to recommend approval OV13-98-76, Woodshade Linear Park Landscape/Development Plan subject to staff conditions and stipulating a maintenance agreement be provided by the developer or the HOA. Planning and Zoning Conditions: 1. The drip irrigation system should be graphically illustrated on the landscape/development plan. 2. The trail system shall conform to ADA requirements. 3. An entry sign shall be addressed in this development plan. 4. There should be at least one location in the linear park for bicycle parking. 5. The landscape/development plan shall illustrate what material will be used for the drainage channel that intersects the linear park in the submittal that will be provided for the Public Works Department. 6. The title block on the lower right hand corner should be provided on page 2 of the landscape/development plan. 7. Date of preparation and "OV13-98-76" shall be provided on both pages of the landscape/development plan. 8. Any landscape changes needed in relation to drainage design shall be reviewed by planning staff. 9. Parking design needs to be revised in order to have an adequate radius for turn-a- round. 10. Drainage plan must be submitted and approved by the Public Works prior to issuance of the grading permit. 11. Conditions 1 to 10 listed above, and any additional DRB conditions, shall be submitted with a revised landscape/development plan, prior to scheduling the plan for Town Council. 12. A standard maintenance agreement between the developer or the HOA be provided. 8-11--98 Development Review Board Minutes Page 8 RECESS OV13-98-73 APPROVAL OF EIGHT HORTON HOMES MODELS FOR LA CHOLLA ESTATES Valerie Feuer introduced the staff report into the record. She informed the Board that Horton Homes has presented seven models, Plans 1884T, 2050, 2174, 2287, 2336, 2451-2T, and 2648 for use in this new subdivision. The submittal includes six single story models and two, two-story models, ranging between 1,884 and 2,615 square feet of living space. The seven models feature pleasing elevations with major architectural elements consisting of wainscoting, corbels, gable vents above the garage, rear elevation and front door fascias, architecturally framed windows, varying roof lines, and roof tiling. These models fall well within the maximum permitted 25 foot building height. Member Smith confirmed that the plans have already been approved. The DRB is only looking at the architecture. Valerie Feuer replied that is correct. Lou Turner, Horton Homes, commented he had no problem with the staff conditions except item 5. He would like to have that item removed, as the patio wall would obscure the wainscoting. For the record, model 1659-2T would not be built in La Cholla Estates. Member Glueck suggested having the wainscoting go to the wall on the side of the house as it adds detail. Other members agreed. Mr. Turner commented he would like to leave it as is,but the Board members felt it would add detail to continue the wainscoting from the front of the house to the side, up to the gate. Mr. Turner agreed. MOTION: Moved, seconded (Glueck/Underwood) and carried by a 7-0 vote to recommend approval of OV13-98-73, Horton Homes Models for La Cholla Estates subject to staff conditions and stipulating the wainscoting or front pop-out be continued to the side of the house to the return wall on all models. Planning and Zoning Conditions: 1. Windows on all four sides of the structure must be recessed, except under covered porches. 2. Spark arrestors shall be camouflaged with a cap for the optional chimneys, as approved by the DRB. 3. All applicable setbacks must be met. 4. Ground mounted mechanical equipment shall be enclosed by a wall to provide visual screening and noise mitigation, and shall respect all setbacks. 5. models. Front wainscoting or pop-out shall be continued to the side of all models up to the wall. 6. Pop-outs or punch-outs shall be utilized to add elements of architectural interest on 8-11-98 Development Review Board Minutes Page 9 the side elevations of all Plans 1659 2T, 1884, 2050, 2174,2287, and 2336 models. OV13-98-69 UMC CLINIC AT LA RESERVE ARCHITECTURE. Member Glueck excused herself due to a conflict of interest. Valerie Feuer introduced the staff report into the record. The architecture presented for this project may be described as Territorial in style, with several Contemporary Southwestern accents. The structure, which is approximately 15,000 square feet in size, is rectangular in shape and is 24'8" in height at its highest point. Architectural detailing proposed for the facility features a pleasing series of tilt-up panels along the front facade, reflecting the terrain of the Pusch Ridge Wilderness located to the east of the site. The tilt-up panels will also feature copper patina trim along the leading edges and incorporate public art work along the length of the front facade. The proposed architecture meets the architectural guidelines of the ORSCOD, is attractive and maintains a low profile, which will integrate the project with Oracle Road. Jim Harrington, representing the applicant, explained to the Board the design of the building. He also provided a small-scale model of the building to give the members an idea of what the building would look like. Member Smith asked if the bands would be on both sides of the tilt-up. Mr. Harrington replied he was not sure at this time. Mr. Harrington commented he would like to have the roof painted white. Chair Lewis commented she felt it should be a beige color; other Board Members agreed. MOTION: Moved, seconded to recommend approval of OV13-98-69 UMC at La Reserve Architecture, subject to the condition that the color white not be used on the roof. OV12-97-18A BRAKE MAX DEVELOPMENT PLAN Valerie Feuer introduced the staff report into the record. Anthony Capps Architect proposes to build a one story car care facility, with a total area of 5,408 square feet. The development will have vehicular access off of the main parking area of the Oro Valley Retail Center, and off of a tentative access road from Oracle, which has yet to be approved by ADOT and Oro Valley Public Works. The landscaping of the ROW will be installed and maintained by the developer of the Oro Valley Retail Center. The Brake Max development plan conforms with all aspects of the Rooney Ranch, PAD. The Brake Max proposal meets all OVZCR requirements for development plans. The parking requirements of the code are met through the provision of 23 spaces, 1 of which is provided for the handicapped. 8-11--98 Development Review Board Minutes Page 10 Jim Hossley introduced the staff report into the record. He explained the access to this site is from a proposed access driveway linking the OVRC to Oracle Road. The Arizona Department of Transportation has not yet approved access to/from Oracle Road for this proposed driveway. Drainage flow for the Brake Max site was accounted for in the overall drainage plan for the OVRC. The site has been graded as a part of the overall construction of the OVRC. However, some final site grading will be required to complete the project. No grading waiver will be required. Lloyd Rogers, Lloyd Rogers Engineering, representing the applicant, explained to the Board where the building would be located, and how access to the building would be provided. Chair Lewis asked Mr. Rogers if he had any questions or problems with the staff or Town Engineer's conditions. Mr. Rogers replied he did not. Member Glueck questioned if there would be any overnight parking. Ray Pisciotta, Owner of Brake Max, commented in regard to the overnight parking, that it would be a minimal amount if any. Member Glueck expressed she would like to see a condition restricting overnight parking. Other DRB members agreed. Member Vogelsberg asked how the traffic off Oracle Road to the public sidewalk was addressed. Paul Schloss, Project Manager, indicated to the Board that the entry sidewalk is parallel to the main entrance and links up to a sidewalk that goes to Target, that would provide access to the pads at that point. Mr. Schloss commented perhaps there should be stripping to indicate pedestrian crossing. Member Glueck commented she thought there was a sidewalk provided. Valerie Feuer commented she would look into the development plan and get back to the Board on the sidewalks. MOTION: Moved, seconded (Glueck/Smith) and carried by a 7-0 vote to recommend approval of OV12-97-18A, Brake Max Development Plan subject to staff conditions and stipulating an added condition of no overnight parking be allowed. Planning and Zoning Conditions: 1. The refuse dumpster shall be enclosed on three sides by a 6' masonry wall and plantings, and shall be finished to match the architectural character of the project, as per OVZCR Sec. 9-110C 2. The sidewalk proposed for the 12' landscape buffer located on the north side of the project site shall be no wider than 6', as per OVZCR Sec. 9-110F 3. Mechanical equipment, whether ground level or roof-mounted, shall be screen from public'view and designed to be perceived as an integral part of the building, as per OVZCR Sec. 9-110H. 4. The landscape planters located within the parking area shall be modified to provide a minimum 5' wide planter every 10 spaces or less, as per OVZCR Sec. 9-110L. 5. Remove the "(verify)" comment from the 10' Public Utility Easement notation on the 8-11--98 Development Review Board Minutes Page 11 Development Plan. 6. General Note #21 shall be corrected to indicate a total of 21 parking spaces, not 23 spaces as written on the development plan. 12. Conditions 1 through 11, and any additional DRB conditions, shall be submitted with revised development and landscape plans, prior to scheduling the plan for Town Council. 13. Any construction may need to be modified to meet traffic requirements is at the risk of the applicant. 14. Provide pedestrian access to pad on Development Plan. 15. No overnight parking. Town Engineers Conditions: 1. The Q100 value for the drainage flow leaving the site at the exit near the west corner shall be provided. 2. The estimated Q100 value for the drainage flow onto the site from the access to the adjacent property near the east corner of the site shall be provided. 3. The boundary dimension for the southeast side of the parcel on sheet 1 does not match the dimension given on sheet 2. The appropriate corrections shall be made. 4. There is a discrepancy in a property line length between the title report legal description and the development plan. The appropriate correction shall be made. 5. OV12-97-18A BRAKE MAX LANDSCAPE PLAN 8-11-98 Development Review Board Minutes Page 12 Valerie Feuer introduced the staff report into the record. The subject property is a 31,903 square foot pad with a 5400 square foot building envelope, Building 9A, within the Oro Valley Retail Center. The subject property is abutted on the north by the Building 9B pad, to the south by Building 10 pad and an access road, to the east by Oracle Road, and west by the main parking area of the Oro Valley Retail Center. A 25' Buffer D has been chosen by the developers of the Oro Valley Retail Center for the portion of the development fronting on Oracle Road. This buffer yard has been incorporated into the Brake Max landscape plan and is indicated as such; however the buffer yard will be constructed by the developers of the Retail Center according to the code requirements of the Town. The buffer yard immediately in front of the Brake Max site will consist of three preserved mesquite trees, several Palo Verdes, as well as under story vegetation, and berm and wall arrangements, per the approved landscape plan for the Oro Valley Retail Center. The landscape plan submitted by the applicant is in compliance with the Rooney Ranch PAD requirements for 15% of the development plan to be landscaped area, and is in compliance with the requirements of the OVZCR for the landscaping of parking areas. Anthony Capps, Architect, representing the developer, explained to the Board the intent is to continue the theme of landscaping with that of the Center. Member Underwood suggested under storage shrubs by the dumpster. He also asked if there was ground coverage. Mr. Capps replied just trees and DG. Member Underwood commented on the buffer yard D there was a requirement for a certain amount of 5 gallon boxed trees. Valerie replied that is correct, the code reads a minimum of 12 feet of landscape area. Member Underwood asked if the maintenance was the responsibility of the site developer or the pad user. Mr. Capps anticipated that the maintenance of the common areas would be maintained by the Shopping Center Developer. The individual pad users would participate in a cost recovery program. MOTION: Moved, seconded (Underwood/Vogelsberg) and carried by a 7-0 vote to recommend approval of OV12-97-18 Brake Max Landscaping Plan subject to staff conditions. Planning and Zoning Conditions: 1. The refuse dumpster shall be enclosed on three sides by a 6' masonry wall and plantings, as per OVZCR Sec.9-110C 2. The irrigation system shall be clearly labeled on the landscape plan. 3. The loading area shall be reduced to the code minimum 12' in order to provide the required 5' landscape buffer around loading zones, as per OVZCR Sec. 11-203. This will serve the dual function of maintaining the 5' landscape buffer required between convenience uses. 4. All sight visibility triangles(SVT's) shall be clearly labeled on the landscape plan. 5. The landscape planters located within the parking area shall be modified to provide a minimum 5' wide planter every 10 spaces or less, as per OVZCR Sec. 9-110L. 8-11--98 Development Review Board Minutes Page 13 6. The 25' Buffer Yard D immediately adjacent to the Oracle Road ROW, and the 12' convenience use buffer yards shall be clearly labeled on the landscape plan. 7. Indicate in the legend the type of tree to be used on the southern portion of the 25' Buffer Yard D, as indicted by the double circle on the landscape plan. 8. Indicate the type of Palo Verde to be used in the landscape plan. 9. Modify General Note#12 to read as: "I hereby certify that these landscape, irrigation, and buffer yard plans were prepared under my direction and that the information contained herein is accurate. By: (signature block) (Date) (seal with signature)" 10. Indicate which vegetation to be used in the landscape plan is preserved in place, relocated from on-site, relocated from off-site (i.e. from other portions of the Oro Valley Retail Center), and which are new. 11. Conditions 1 thru 10, listed above, and any additional DRB conditions, shall be submitted with a revised landscape plan, prior to scheduling the plan for Town Council. 12. Architect and Landscape Architect revisit the scope of the Landscape Plan as to intent to plant palate and be compatible with other convenience users on development plan. 13. Landscape needs to be maintained. OV13-98-77 BRAKE MAX ARCHITECTURE Valerie Feuer introduced the staff report into the record. She explained the structure has seven automotive service bays located on the south side of the building, and features a waiting room. In addition, an office, lounge, restroom facilities, and an auto parts storage area are to be located inside on the eastern portion of the structure. The structure will be 19'6" high and the architectural style may be described as "Territorial" with a flat roofline, wainscot and window detailing and a parapet cap. The automotive bays are presented in a simple yet attractive architectural style, consisting of concrete wainscoting, columns and a parapet trim. It should be noted that an archway will eventually connect Brake Max to Building 9B to the pad to the north. Anthony Capps, representing the developer of Brake Max, commented he had no problem with staff conditions. It was discussed among the Board members how nice the architecture looked. There were no further questions for Mr. Capps. MOTION Moved, seconded (Major/Glueck) to recommend approval of OV13-98-77 Brake Max Architecture, subject to staff conditions. Planning and Zoning Conditions: 1. All roof or ground-mounted mechanical equipment shall be shielded from view. 8-11--98 Development Review Board Minutes Page 14 2. Signage is not a part of this approval, but must be separately approved by the DRB Agenda Committee or the full DRB, as deemed appropriate. 3. The archway design shall be modified to include a square, inset design in a similar manner and style as the arch connecting the Burger King and Pizza Hut. 4. The west elevation shall be modified to include a square, inset design in a similar manner to those found on the south and east elevation. OV13-97-70 LA CANADA DRIVE RIGHT OF WAY LANDSCAPE PLAN PHASE II Valerie Feuer introduced the staff report into the record. McGann & Associates, representing the Oro Valley Public Works Department, has requested DRB approval for Phase II of the La Canada ROW Landscape Plan. The plan presented proposed to add a significant amount of new vegetation to the existing landscaped elements, which will result in a parkway-like environment along La Canada Drive. The landscape plan is designed to integrate with the existing landscape elements along La Canada Drive. The applicant has proposed to add numerous trees, shrubs, and accents along the edges of La Canada Drive and the landscaped islands located in the median. Large quantities of velvet mesquite, acacias, Texas rangers, and trailing lantanas are tastefully arranged with the existing landscape elements in an integrated manner. The landscaped elements added in the plan will also have the additional effect of hiding several 'eye-sores' along the road, including several blank property walls along the east and west side of La Canada. In addition, the grass turf found on the northwest side of La Canada and Lambert Lane immediately in front of Walgreen's will be removed and replaced with a decomposed granite. Staff has requested the applicant make minor changes in the landscape plan in order to respond to several site specific concerns. These include the removal of two trees immediately in front of Children's World building, the placement of trees and shrubs to mitigate the potential of erosion in several locations on the west side of La Canada. Valerie explained that after meeting with the applicant, staff has determined that condition 4 and eight could be eliminated. Don McGann, Don McGann and Associates, commented that he had met with Public Works regarding the drainage on the west side to minimize the disturbance. The site visibility study on file is from the time the initial landscaping was installed. Since then there has been a number of intersections and driveways added, and the new site construction and new plans will reflect the new site visibility and safety study. The trees currently existing in the median will stay, trees and shrubs that are dead will be removed, and new shrubs will be planted. Member Vogelsberg asked where the water would come from for irrigation. Mr. McGann replied it would be potable. There is an existing system in place and the water in use is currently paid for by the HOA. There are five different connections and the most sufficient use is to retain what is there. The system is designed at some point, to use reclaimed water which that may be used in the future. 8-11--98 Development Review Board Minutes Page 15 Member Smith asked if there was a left turn bay into Children's World as it did not show it on the landscape plan. No one was sure if there was or not. Valerie Feuer said she would research it and let Member Smith know. Member Underwood questioned the trees in front of the Children's World sign and was unsure which trees were being referred to. Mr. McGann replied there is one large mesquite tree that will remain and two in front of the sign that will be removed. Member Underwood also asked if there was a maintenance agreement in place. Mr. McGann stated that is still being discussed with the Master Association. Member Underwood questioned if access would be provided to cross the road where the Golf Cart path was, and if the underpass would be accessible to the public. Mr. McGann replied there would be a pedestrian crosswalk at that location and felt that the public should have access to the golf tunnel. MOTION: Moved, seconded (Smith/Allen) and carried by a 7-0 vote to recommend approval of OV13-97-70, Phase II of the La Canada Drive ROW Landscape Plan subject to staff conditions. Planning and Zoning Conditions: 1. A letter has been given to the applicant listing several minor revisions, which are required to be made to the Landscape plan. 2. The irrigation plan shall be submitted to Staff for review before the Landscape Plan is scheduled for Town Council. 3. The trees in front of the Children's World sign shall be replaced by shrubs as not to limit visibility of the sign (Station 48.00). 4. Additional shrubs shall be placed on the northwest corner of La Canada and Lambert Lane, and on the north side of the entrance shared by Walgreen's and Children's World (Station 46.50). 5. The decomposed granite surface finish shall be redone and additional vegetation placed on the west side of La Canada between Stations 57.50 and 59.00 in order to control erosion. 6. Additional vegetation shall be placed at Station 62.50 on the west side of La Canada to control erosion. 7. Additional vegetation shall be placed on the north and south sides of the drive located at Station 66.00 in order to screen the wall existing to the east of La Canada. 8. Additional vegetation shall be placed on the west side of La Canada at Station 66.00 to control erosion. 9. Additional vegetation shall be placed on the east side of La Canada between Stations 79.00 and 84.00 to provide additional landscape elements and screen the property wall located on the eastern edge of the ROW. 10. Indicate the surface treatment to be used on the east side of La Canada between Station 79.00 and 84.00. 11. Surface treatments shall be re-applied where required on the landscaped islands in the median of La Canada. 12. Conditions 1 through 11, and any additional DRB conditions, shall be submitted with 8-11--98 Development Review Board Minutes Page 16 revised landscape plans, prior to scheduling the plan for Town Council. 13. Recommendation to review the access to the golf tunnel for pedestrians, as they should not be denied access. STAFF REPORT: Valerie informed the Board a study session with Planning and Zoning regarding the sign code will be held on Tuesday August 18th at 6:30. Elections are in September for Chair and Vice Chair for DRB, and members of the Agenda Committee. Motion: Moved, seconded (Smith/Allen) and carried by a 7-0 vote to adjourn the August 11th Development Review Board Meeting at 10:40 p.m. Shirley Gay DRB Clerk ITEM 1-1- TOWN OF ORO VALLEY DEVELOPMENT REVIEW BOARD REPORT MEETING DATE: August 11, 1998 TO: DEVELOPMENT REVIEW BOARD FROM: Dennis Silva,Jr.,Planner I SUBJECT: OV13-98-76 LANDSCAPE/DEVELOPMENT PLAN FOR WOODSHADE LINEAR PARK BACKGROUND: Vistoso Partners requests approval of a landscape/development plan for Woodshade Linear Park. Woodshade Road is located west of Rancho Vistoso Boulevard, north of Moore Road. Adjacent subdivisions include Rancho Vistoso Neighborhood 10 Parcel N to the north and Parcels K and L to the south. An existing park is also located to the south of Woodshade Road and there will be a trail linkage from the linear park to the existing park. This park may be described as one for "passive" recreation, oriented toward appreciation of the surrounding landscape through the use of trail systems and picnic nodes. This 80 foot wide corridor and gross development area of 3.3 acres was to be used for a proposed Woodshade Road, but it is now being improved as the Woodshade Riparian Trail System which is being presented to DRB tonight. SUMMARY: Development Plan Issues: Linear park improvements include a parking lot, additional landscaping along the trail systems, picnic areas, benches, and a trail linkage to the existing park to the south. There will be three parking lots (see development plan) that will serve the linear park; the first is located just off of Rancho Vistoso Boulevard, the second will be accessed via Woodburne Avenue, and the third will be accessed via Klinger Canyon Place. Bicycle parking should also be addressed in the landscape/development plan. Additional landscaping along the trail systems and linear park is described in the landscape/development plan. There will be three picnic areas located along the linear park. These picnic areas will consist of two picnic tables, one barbecue grill, and one trash receptacle. All picnic areas shall be aligned as shown on the landscape/development plan. The entire area will be hydroseeded, with the exception of the channel bottom, trails and picnic areas which will consist of stabilized DG. A 45 foot wide drainage channel intersects the western portion of the proposed linear park. Details relating to the drainage channel will be provided in the development plan submittal to the Public Works Department. Woodshade Linear Park will be designed to integrate with the adjacent residential developments and the existing park. Other Issues: An entry sign should also be addressed in this landscape/development plan. Staff suggests that a pay telephone or 911 emergency line be located in the parking lots. Staff recommends that the DRB require the installation of at least an emergency line and has included this in the conditions. It should also be noted that the trail system shall conform with ADA requirements. Native Plant Salvage and Landsccr_. Requirements: Enhanced landscapii ill occur along the trail system, picnic areas, and parking lots. This landscape plan is in conformance with chapter 14 of OVZCR. All of the existing trees are located in the existing park. A plant list is described on page one and landscape distribution along the linear park is illustrated on page two of the landscape/development plan. Areas with slopes greater than 3:1 will be reinforced with hand placed rip rap, 3"to 6" diameter; see page 2 of the landscape/development plan. All landscape will be watered with an automatic underground drip irrigation system. This drip irrigation system should be graphically illustrated on the landscape/development plan. GENERAL PLAN COMPLIANCE: The Focus 2020: Town of Oro Valley General Plan classifies the Woodshade Linear Park as being a neighborhood park. It is designed to provide recreational opportunities for a neighborhood and may include such facilities as family picnic areas and open space areas. Park size is from 2 acres to 15 acres, servicing a population within a half-mile radius of the park. This linear park plan coincides with Policy 6.1F of Focus 2020, "develop an integrated parks, open space, and trails system that will promote a sense of community identity and high quality of life for residents..." RECOMMENDATION: Planning staff review of Woodshade Linear Park landscape/development plan fmds that,it complies with the Focus 2020 General Plan, the Rancho Vistoso PAD, and OVZCR. BACKGROUND: This is a request for Town Council approval of a landscape/development plan for Woodshade Linear Park. This park may be described as one for"passive"recreation, oriented toward appreciation of the surrounding landscape through the use of trail systems and picnic nodes. This 80-foot wide, 3.3 acre corridor was to be used for a proposed Woodshade Road, but it is now being improved as the Woodshade Riparian Trail System which is being presented to Town Council tonight. All of these parking lots have adequate turnaround radii for passenger vehicles. Additional landscaping along the trail systems and linear park is described in the landscape/development plan. There will be three picnic areas located along the linear park. These picnic areas will consist of two picnic tables, one barbecue grill, and one trash receptacle. All picnic areas will be aligned as shown on the landscape/development plan. The trails will be maintained by the Homeowners Association(HOA). Treatment where pedestrian trails cross the wash contains Class B concrete, 3:1 hand placed rock rip rap side slopes, and a 36 inch handrail. Refer to page 2 of the Landscape and Development plan for further details. Bicycle parking is addressed in the landscape/development plan, but there is no trail for bicyclists through the linear park. The original plan for Woodshade Road included bicycle lanes, but the linear park for this road did not. Condition 5 in Exhibit A states that there shall be a two-way bike path that is separate from the pedestrian trail. Native Plant Salvage and Landscaping Requirements: Enhanced landscaping will occur along the trail system, picnic areas, and parking lots. This landscape plan is in conformance with chapter 14 of OVZCR. All of the existing trees are located in the existing park. A plant list is described on page one and landscape distribution along the linear park is illustrated on page two of the landscape/development plan. Areas with TOWN OF ORO VALLEY COUNCIL COMMUNICATION Page 2 of 4 slopes greater than 3:1 will be reinforced with hand placed rip rap, 3" to 6" diameter; see page 2 of the landscape/development plan. All landscape will be watered with an automatic underground drip irrigation system. The Rancho Vistoso PAD Grading Standards states that for slopes greater than 3:1, there is a minimum 6"diameter for reinforced rip rap. This note has been mentioned in condition 2 of Exhibit A. DEVELOPMENT REVIEW BOARD ACTION: The DRB recommended approval 7-0 of this landscape/development plan on August 11, 1998, subject to staff conditions and stipulating a maintenance agreement provided by the developer or the HOA. This linear park plan coincides with Policy 6.1F of Focus 2020, "develop an integrated parks, open space, and trails system that will promote a sense of community identity and high quality of life for residents..." RECOMMENDATION: Planning Staff supports the DRB's recommendation for approval of this landscape/development plan with the conditions recommended in Exhibit A, finding the plan to be in conformance with the Oro Valley General Plan, the development standards of the Rancho Vistoso PAD, and the OVZCR landscape requirements. SUGGESTED MOTION: The Council may wish to consider one of the following motions: I move to approve OV 13-98-76, Rancho Vistoso Neighborhood 10, Woodshade Road Landscape Plan, with those conditions attached as Exhibit"A". OR I move to approve OV 13-98-76, Rancho Vistoso Neighborhood 10, Woodshade Road Landscape Plan, with those conditions attached as Exhibit"A"and the following added conditions: OR I move to deny OV 13-98-76, Rancho Vistoso Neighborhood 10, Woodshade Road Landscape Plan, finding that: ATTACHMENTS: 1. It is my professional opinion that the raised pavement markers create an unsafe condition to the public using this parking lot by creating a trip hazard adjacent to their parked car and should not be used. I believe it would be beneficial for all parties to revisit this issue before the raised pavement markers are installed. If there has been documented incidences then we will agree to eliminate them on the vehicle side of the striped parking median. If there has not been documented incidences then the markers will remain part of the design. The Town will monitor the parking median and if they present a problem, the Town will remove them. It will be an excellent addition to the community. It has come to my attention, however, that the park is not being constructed per the plans approved by the Town Council on September 16, 1998. In fact, the Landscape/Development Plan has never been revised per the Council conditions (attached) and accepted by the Town. To remedy this please: 1. Revise the Landscape/Development Plan to address the Town Council conditions of approval. 2. Submit three, full-sized bluelines of the revised plan for staff to review and certify that all plan revisions are complete. 3. Once the revisions are certified by staff, submit two (2) development plan mylars and an electronic version. The electronic version must be submitted on a 3'/2 inch diskette, zip disk or CD-ROM in DXF or AutoCAD DWG format. Staff will have the mylars signed by the clerk and submitted to Pima County. 4. After these items are complete we will inspect the site and provide you with a punch-list of items that are not in compliance with the approved plans and, which must be corrected. (The one deficiency that I am aware of at this time is that there is no bike path connecting to Rancho Vistoso Boulevard.) Resolution No. (R)98-68 Approval of a contract with Don McGann & Associates to provide architectural services for development of the CDO Riverfront Park site CONSENT AGENDA ITEM F: Community Development Director Don Chatfield stated that Agenda Item F is a request for approval of a landscape development plan for Rancho Vistoso Neighborhood 10, Woodshade Road. He explained that the 80 foot wide, 3.3 acre corridor was to be used for the proposed Woodshade Road, but Council approved a change in the Rancho Vistoso PAD (Planned Area Development) plan to allow a linear park to be constructed instead of a road. The corridor is now being improved as the Woodshade Riparian Trail System. Mr. Chatfield stated that the linear park improvements include a parking lot, landscaping along the trail systems, picnic areas, benches, and a trail linkage to the existing park to the south. He explained that bicycle parking is addressed in the landscape development plan, but staff is concerned that there are no paved trails for bicyclists through the linear park. He stated that there are currently linkages via paved bicycle lanes both to the north and south. Mr. Chatfield stated that the Development Review Board (DRB) recommended approval of the plan on August 11, 1998, subject to the staff conditions and stipulating that a maintenance agreement be provided by the developer or the Homeowners Association. He also stated that the planning staff supports the DRB's recommendation for approval 09/16/98 Minutes, Council Regular Session 3 and find it particularly important to provide the continuing paved bicycle access given the Town's recent emphasis on bicycle and pedestrian circulation. Charles Hulsey, The WLB Group, representing the applicant, stated that they received comments regarding the bicycle path two days ago. He explained that it was never intended that the park serve as a bicycle route, but instead as a pedestrian path. Mr. Hulsey referenced a drawing and explained how the linear park would tie into Woodbume Avenue, Hidden Springs Drive and Moore Road. Mr. Hulsey explained that the area was to be converted into a riparian area, and was never intended to have a paved surface through it. He stated that bicycle parking spots would be provided so people could access the area, park their bicycles and enjoy the picnic areas and pedestrian trails. He explained that Woodburne Avenue and Moore Roads are not striped for bicycle lanes. He stated that they went through the Development Review Board and the only consideration for bicycles was for bicycle racks. Mr. Hulsey referenced a drawing and explained that the wash was 5 — 10 feet at the base. He explained that they are trying to create an area that looks natural and has some character. He further explained that there is not enough width in some of the areas to add a ten foot bike lane without redesigning the entire wash. Mr. Hulsey stated that the area was intended for a walking path and to enjoy the wildlife. It was never intended as a connection from Rancho Vistoso Boulevard back to Hidden Springs Drive. Mr. Hulsey explained that Curtis Lueck (Curtis Lueck & Associates) has agreed that the collector streets carry the bicycle traffic out and around to Rancho Vistoso Boulevard. Therefore, Woodshade Riparian Trail System is needed for pedestrian linkage from Hidden Springs Drive and the neighborhood park out to Rancho Vistoso Boulevard. In answer to a question from Council Member LaSala, Mr. Hulsey explained that there is a school to the west of Woodshade, but there is no access to it directly off Hidden Springs Drive. He explained that they had planned on smaller children using the path for bicycle riding, but it was not intended for touring or mountain bikes. He explained that a cleared area would be provided and covered with decomposed granite (DG). In answer to a question from Council Member Skalsky, Mr. Hulsey explained that the width of the wash varies at the bottom from 4 feet to 10 feet, with the side slopes set from 3:1 to 5:1 slope which provides for a gentle slope. Council Member Skalsky stated that by studying the map and the area, she was concerned about having a two lane bike path through a neighborhood and riparian area. She stated that although the areas are used by bicycles, the Town should not encourage such use through those areas. Mr. Chatfield referenced a diagram of the area and explained that Woodshade is not a wash, but is currently a graded-out roadway. He stated that when the request came forward by Vistoso Partners for relief from building a roadway, it was important to staff to allow a riparian-like setting and that pedestrian and bicycle connections were provided 09/16/98 Minutes, Council Regular Session 4 for throughout the area. Mr. Chatfield also stated that Woodburne Road will be striped for bike lanes before assurances are released. He also explained that a network of bike lanes are provided for throughout the Rancho Vistoso PAD. Staff is asking for a two lane paved bicycle connection to the south area so as not to transition cyclists out to the 45 m.p.h. Rancho Vistoso Boulevard. Mr. Chatfield also referenced a diagram and stated that there was room to add the bike lanes. Mr. Chatfield stated that he has not been able to confer with Mr. Lueck regarding his assessment of the plan. He suggested that Council might wish to continue consideration of the landscape development plan until Mr. Lueck's documentation has been presented to staff for review. In answer to a question from Council Member Skalsky regarding the width of the wash area, Mr. Chatfield explained that most of the grading along the alignment has taken place along the eastern three quarters of the area. He stated that it might be best to look at the alignment with Mr. Hulsey and Mr. Lueck to study the exact placement of the proposed linear park. Council Member LaSala asked about the use of decomposed granite as it was no longer being approved for landscaping in the Rancho Vistoso area. He also stated that Rancho Vistoso was very "bicycle friendly" and felt the item should be carefully studied. Patti Jo Lewis, 11810 N. Copper Butte, Lewis Management Resources, explained that decomposed granite was no longer allowed for use in front yards, but it was being used on the WAPA trails as it is easy to walk on. Mr. Hulsey explained that the stabilized decomposed granite is a typical trail treatment used throughout Pima County and Tucson. He also explained that Vistoso Partners did not ask for an abandonment of the road, but instead for permission to de-emphasize the status of the road. He explained that the Town suggested it should be abandoned if studies showed justification. Mr. Hulsey stated that the road is cleared and some channeling of the water flow has been done on the north side. He said it was never discussed that there would be a bicycle connection along the riparian area. He reiterated that there is not a requirement for bicycle lanes on Woodburne Road as it only serves the subdivision. Mayor Loomis expressed his concerns regarding the bike interconnections associated with the subdivisions. He stated that his preference was to have a majority of the biking on the internal sections of the area and off of Rancho Vistoso Boulevard. He recommended that staff work with The WLB Group to study the installation of two bike lanes between the internal connections (Hidden Springs Drive and Woodburne Road) and to include a multi-purpose path for the remainder of the linear park. MOTION: Council Member LaSala MOVED to CONTINUE the Woodshade Road Landscape Plan and that staff and The WLB Group meet to discuss the facts. He 09/16/98 Minutes, Council Regular Session 5 also recommended that someone from Rancho Vistoso Homeowner's Association meet with them. MOTION DIED due to lack of a Second. MOTION: Council Member LaSala MOVED to approve OV 13-98-76, Rancho Vistoso Neighborhood 10, Woodshade Road Landscape Plan, with those conditions listed in Exhibit "A". Mayor Loomis SECONDED the motion. DISCUSSION: Mayor Loomis asked to amend condition #5 to read: The improvement plans for this project shall address the implementation of bicycle lanes throughout the linear park. The applicant will work with staff to improve the bike lane, looking at two lanes only between Hidden Springs Drive and Woodburne Road. To the east can be a single lane. The locations where the bike lanes cross the wash, shall be treated with the same materials and methods used for the pedestrian trail. Council Member Skalsky asked to add a condition acknowledging that the striping on Woodbume Road will be completed before assurances are released. Council Member LaSala and Mayor Loomis accepted the recommendations for the amendments to the conditions as listed in Exhibit "A". (Denoted by *.) A) 1. Rip rapped slopes shall be included in the exceptions stated in Note 9. 2. The statement describing the symbol for the placement of rock rip rap shall read as follows: Areas with slopes greater than 3:1 requiring reinforcement with hand placed rip rap, minimum 6 inches diameter, and woven geotextile fabric. 3. Pages 2 and 3 of the landscape/development plan shall illustrate north arrows. 4. The handicapped parking stall in the Klinger Canyon Place parking lot shall be moved to the opposite end of the parking lot. This will provide safer access to the linear park. *5. The improvement plans for this project shall address the implementation of bicycle lanes throughout the linear park. The applicant will work with staff to improve the bike lane, looking at two lanes only between at Hidden Springs Drive and Woodbume Road. To the east can be a single lane. The locations where the bike lanes cross the wash, shall be treated with the same materials and methods used for the pedestrian trail. 6. The applicant shall provide construction drawings implementing the landscape plan concept with regard to paving, drainage, two-way bike paths, sidewalks/pedestrian paths, and associated grading. *7. Striping on Woodburne Road will be completed before assurances are released. Motion carried, 3 — 0. CONSENT AGENDA ITEM G: Community Development Director Don Chatfield explained that there was an error in Exhibit "A" of Item G, Approval of the Final Plat for Estates at Honeybee Ridge,
