A completed application form 1. 12 copies of the exterior building elevations 2. 12 copies of the project site plan 3. 1 copy of the building color palette 4. An updated copy of the photorealistic rendering 5. The application fee ($150.00) has been forwarded to your attention from Columbia, MD under separate cover. Please note the following: 1. The legend for the project's colors is shown on the back of the color board. Our objective in selecting colors was to integrate the new expansion with the existing where possible. The stucco at the exterior wall should be a close match to the existing. Interior wall and door colors are within the same palette as the existing project, though may be difficult to match with fading of the existing colors over the past few years. 2. The dimensions of the expansion are shown in two places. Vertical dimensions are shown on the exterior elevations. Building horizontal Y „_ dimensions are shown on the site plan. 3. The buildings in the new expansion are all one-story structures. Our J U N 2 6 1998 standard one story structure is 10'- 0" tall with a roof slope of 3/8" per foot. Placing the buildings on a sloped site will inevitably result in STORAGE USA, INC. We also recognize that should fire walls be required they will extend above the roof, as required by code. Our larger structures, at the interior, are climate controlled and will be provided with mechanical units on the roof. Each mechanical unit is screened from the adjacent neighbors by a metal panel, with the color to match the color of the roof. 4. The project has either buildings or screen walls placed continuously at the exterior to screen the interior of the expansion from view from the adjacent properties. The screen wall at the front of the property, at Oracle Road, is shown as 6'-0"tall, but can be made higher if it is desirable. A taller wall will appear more massive, and with the landscaping design may not be necessary. We have, in summary, attempted to develop an expansion, which will follow the contour of the site, appear to be integral with the existing facility and provide both visual screening and security to its neighbors and users. We look forward to your comments and are able to respond if required with modifications prior to the July 14th meeting. Sincerely, Ciii4V%\,---4N Arthur Yeates, A.I.A. He briefly discussed the design guidelines such as building design, architecture, landscape design, site planning, parking, signage. Cornoyer-Hendrick takes these categories and look at land use type, such a commercial or residential. The Town's goal is to create criteria so the Board can use this to evaluate projects. Mr. Kellogg will bring before the Advisory Committee a statement of intent and suggestions on how to fill those intents Valerie Feuer briefly discussed the Current Planning work plan. Code issues will be addressed, Commercial district revisions, we are working on design guidelines, Adhoc code changes, amending the landscape ordinance is in process, along with sign code revisions. Valerie reviewed the code for Golf Course Design Standards to give the DRB direction in making a decision. The standards act to provide additional public safety and protection of private property. Valerie informed the Board they could approve smaller setbacks if they so choose and can require additional protection. REGULAR AGENDA (Note: Due to a malfunction with the PA System, parts of the discussions may not have been recorded in the following minutes) OV13-98-70 APPROVAL OF DOMINION HOMES MODEL FOR NARANJA RANCH I Valerie Feuer introduced the staff report into the record. Model 1950 has 2,050 square feet which will be consistent with other home models in this subdivision. Elevation A is designed as Tucson Barrio Style architecture. Elevation B is designed in the Pueblo architectural style and elevation C is designed as a modified Tucson Barrio Style architecture. Major architectural elements include window popouts along the front, left, and right elevations; glass-block windows along the right rear elevations; wainscot trim along the front and part of the right and left elevations, and stepped facias along all sides of the model. Elevation D is designed as Santa Barbara Mission Style architecture with window popouts along the front elevation, glass-block windows along the right and rear elevations, lintels above the windows along the left, right and rear elevations, stepped facias along all sides of the model, and tile roof. Dale Long, representing Dominion Homes, commented he had no problem with staff conditions but asked for clarification on item three. Valerie Feuer replied that the wainscot trim should be continued to the end of the garage on right side and first back corner on the left side. MOTION Moved, seconded (Glueck/Underwood) and carried by a 5-0 vote to recommend approval of OV13-98-70, Dominion Homes, Model 1950, Elevations A to D in Naranja Ranch I subject to staff conditions as follows. 7-28-98 Development Review Board Minutes Page 3 Planning and Zoning Conditions: 1. Ground-mounted mechanical equipment shall be enclosed by a wall to provide visual screening and noise mitigation, and shall respect all setbacks. 3. For Elevation D, wainsnot trim eould lie continued through the right nd_lef4 sides of the-model. wainscot trim will be continued to end of garage to right side and first back corner on left side. OV13-98-72 APPROVAL A. F. STERLING HOME BUILDERS MODELS FOR VISTOSO HEIGHTS Valerie Feuer introduced the staff report into the record. Formerly known as Diamond Ridge, Vistoso Heights is approximately 62 acres in size. It is bordered on the north by Rancho Vistoso Boulevard, on the east by the 100 foot wide WAPA line easement and Sun City, Unit 10. To the south is Parcel D, an undeveloped area designated for Medium Density Residential development. The Honeybee Canyon Park site, which will serve the future residents of Neighborhood 5, lies to the west. Parcel may be described as rolling terrain with steep slopes and ridgelines traversing the property generally from northwest to southeast. Th four models presented for the Board's consideration and approval are models 1803, 2036, and 2300, 2016 with 1 elevation. All models are single story, in a contemporary Spanish Colonial style, and feature stucco finish over frame construction and clay barrel tile roofs. The sizes of the models range from 1803 square feet to 2300 square feet. Staff finds that the builder's models will "mix", given that the color schemes proposed by A. F. Sterling Home Builders are those used by Stellar Homes. Barbara Parrish, and Rob Brack, were present representing A. F. Sterling. Chair Lewis asked if they had any problems with staff conditions and Mr. Brack commented he would like to have recessed windows only on the front of the house. Member Glueck replied she could not support that as the sides of the homes are very plain and the backs are plain. Recessed windows provide interest to the homes. PUBLIC HEARING OPENED Bob Keefe, 701 W Bangalor, expressed his concern regarding the integrity and value of the neighborhood. He added that he just wanted to make sure A.F. Sterling does a good job. Mr. Vale, 892 Bentwater, felt some of the models proposed looked like a downgrade to the neighborhood because the square footage was less. He asked what kind of reputation A. F. Sterling had, since he was not familiar with that developer. Mr. Vale stated he has invested a lot of money into his home and wants to make sure the value does not go down. Kelly Morrell, 13807 N. Silvercreek Place, commented he is a new homeowner and his concern was maintaining the value of the homes and the square footage in the neighborhood. He felt if 7-28-98 Development Review Board Minutes Page 4 smaller models were built, they would downgrade the neighborhood. He felt A. F. Sterling needed to come back with a proposal of homes that have more square footage and matched the values of the existing homes. PUBLIC HEARING CLOSED Barbara Parrish commented that A. F. Sterling Homes has been a homebuilder in Tucson for about 11 years. The company builds about 250 homes a year and has been named Southern Arizona Builder of the year twice. A. F. Sterling does believe that value is important. Ms. Parrish stated that A. F. Sterling plans to build the same homes Stellar has. The company looked at what the market would bear and felt they had to broaden their product line. A. F. Sterling intends to keep the value per square foot and a very similar price range to what is there now. The company is not building what Diamond Key has but are keeping what Stellar Homes has. Member Smith recommended continuance so the builder could work with the neighbors and get their input. Barbara Parrish felt that was a good idea. Other members of the Board agreed. MOTION: Moved, seconded (Smith/Glueck) and carried by a 5-0 vote to continue OV13-98- 72 A. F. Sterling HomeBuilders to the DRB meeting of August 11, 1998. OV13-98-66, Storage USA EXPANSION ARCHITECTURE Valerie Feuer introduced the staff report into the record. The architecture elevations submitted consist primarily of exterior screen wall designs, as screen walls will enclose the entire project. The walls surrounding the storage units will be stepped to follow the stepped grade of the development, and range in height from 10' 6" to approximately 12'. The 12' tall storage units will be constructed of metal, with roll-up doors and flat roofs. Several issues have been raised with the applicant as to the colors selected for the building and roofs. Although the interior of the facility will be significantly screened with the wall and landscaping, a portion of the top edge will be visible. It is recommended that a color palette, in keeping with the Oracle Road Scenic Corridor District which requires that buildings be painted in desert colors be used. Staff had additional recommendations to supplement the original report. First, the facades of the storage units should be changed from metal louvered panels to masonry block. As a second choice, the louvered panels should be changed to a flat finish with stucco-textured, non-glare paint. If a stucco-textured paint is used, the colors of the storage units and roofs be compatible with the mountain background, such as a light granite. Author Yates, Architect representing the applicant, commented he was in agreement with staffs conditions. Another issue was the high contrast between the walls and the doors. The doors are red and are dark; staff wanted to reduce that contrast which was acceptable to them. Mr.Yates stated he would like to keep the color of the roof to the expansion facility the same as the existing facility. Member Smith asked what was the color of the existing facility and Mr. Yates replied white. 7-28-98 Development Review Board Minutes Page 5 Member Underwood suggested using the desert color and making the existing roofs the same color. Mr. Yates commented he would do whatever staff suggested. MOTION: Moved, seconded (Allen/Smith) and carried by a 5-0 vote to recommend approval of OV13-98-66, Storage USA Expansion Architecture subject to staff conditions. Planning and Zoning Conditions: 1. The facades of the storage units shall be changed from metal louvered panels to masonry block. Alternatively, but as a second choice, the louvered panels shall be changed to a flat finish with stucco-textured, non-glare paint. If a stucco-textured paint is used, the colors of the storage units and roofs be compatible with the mountain background, such as a light granite. 2. All roof or ground mounted mechanical equipment shall be fully shielded from view (including from above) by parapets, walls or other methods as approved by the DRB. Details shall be provided with the construction documents. 3. If upon completion screening is not adequate, additional review by the DRB and approval of architectural elements will be added to the wall along Oracle Road as approved by the DRB,prior to issue of occupancy permit. 4. Conditions 1 thru 3, listed above, and any additional DRB conditions, shall be incorporated into the architectural elevations of the construction documents, for staff verification. OV12-98-11 UMC HEALTH CARE AT LA RESERVE DEVELOPMENT PLAN Member Glueck excused herself due to a conflict of interest David Marsh introduced the staff report into the record. Harrington&Associates proposes to build a one story medical office facility, with a total area of 15,000 square feet. The development will have vehicular access off of La Reserve Drive, and features a campus like office environment. Ninety-seven parking spaces are provided and focused about a small access ring road, and the development plan possesses numerous landscaping elements, resulting in a pleasing environment for employees and visitors. The UMC development plan conforms with all aspects of the La Reserve PAD, and also meets all OVZCR requirements for development plans. Jim Hossley introduced the Engineers report into the record. Access to this site will be from a single entrance to La Reserve Drive. The driveway will line up with a median break in Lad Reserve Drive and will be approximately 300 feet easterly of the Oracle Road centerline. The projects will generate 1092 average daily trips. No offsite road improvements are required for this project. No local offsite drainage flow enters this property. Onsite drainage currently flows westerly into two culverts under La Reserve Drive. The landscape retention area will be 2 feet deep and will be constructed on either side of the driveway entrance. The grading done during the development of 7-28-98 Development Review Board Minutes Page 6 the site will be for building site, parking lot, driveway, retention basins and utility construction. No grading waiver will be required to construct this project. Jim Harrington, representing the applicant, stated there were no problems with staff conditions. Member Smith commented that there is a lot of lush vegetation on the property and hopes only a minimal amount would be disturbed. Mr. Harrington replied the site was walked with staff and they will try and place building on least desirable ground. MOTION: Moved, seconded (Underwood/Smith) and carried by a 4-0 vote (Glueck excused) to recommend approval of OV12-98-11, the UMC Health Care at La Reserve Development Plan subject to staff conditions. Planning and Zoning Conditions: 1. A letter has been given to the applicant listing several minor revisions that are required to be made to the Development Plan. These revisions shall be corrected to Staffs satisfaction prior to scheduling the plan for Town Council. 2. The 48" landscape planter located on the outer southwestern portions of the parking area adjacent to La reserve Drive shall be widened to preserve a cluster of velvet mesquite trees on the edge of the property. 3. Conditions 1 and 2, and any additional DRB conditions, shall be submitted with revised development and landscape plans, prior to scheduling the plan for Town Council. Town Engineer's Conditions: 1. Median landscape shall be trimmed to accommodate appropriate sight visibility. 7. The volume of the retention basin shall be corrected. 8. La Reserve Drive shall be noted as "Public". 9. Curb access ramps shall be provided at all locations serving pedestrian traffic from park areas. 10. The final design for the access ramps at the handicapped parking shall meet ADA standards. 11. The entrance radii shall be revised to accommodate the design vehicle. 12. The complete boundary shall be shown. 7-28-98 Development Review Board Minutes Page 7 13. Boundary curve data near the well site shall be provided. 14. The Q100 at the 2-30" pipe-crossing outlet shall be noted on the plan. OV12-98-11 UMC HEALTH CARE AT LA RESERVE LANDSCAPE PLAN David Marsh introduced the staff report into the record. OVZCR Buffer Yard standards require a Buffer Yard A along La Reserve Drive, and a Buffer Yard D along the perimeter of the development. In addition, the La Reserve PAD requires a minimum of 25% of the site be landscaped or open space, and ORSCOD requires a 100' significant vegetation preservation buffer along the property frontage on Oracle Road. The applicant has met these requirements. A 100' preservation buffer has been utilized in the area of the site immediately adjacent to Oracle Road in an effort to preserve several large stands of velvet mesquite trees, which is a requirement of the ORSCOD ordinance. The landscape plan for the parking lot area of the site meets all requirements of the OVZCR. Peter Rumney, Landscape Architect for The Planning Center, explained that the 48" planter that staff asked to have increased has been provided and he pointed out on the plan where it would be located. A request was made to amend the site boundary on the eastern parking lot and that has been done. MOTION: Moved, seconded (Underwood/Allen) and carried by a 4-0 (Glueck excused) to recommend approval of OV12-98-11, UMC Health Care at La Reserve Landscape Plan subject to staff conditions. Planning and Zoning Conditions: 1. A letter has been given to the applicant listing several minor revisions that are required to be made to the landscape plan. These revisions shall be corrected to Staffs satisfaction prior to scheduling the plan for Town Council. 2. The 48" landscape planter located on the outer southwestern portion of the parking area adjacent to La Reserve Drive shall be widened to preserve a cluster of velvet mesquite trees on the edge of the property. 3. A letter of approval for the Oracle Road R.O.W. landscaping must be received from ADOT. 4. Conditions 1 thru 3, listed above, and any additional DRB conditions, shall be submitted with a revised landscape plan, prior to scheduling the plan for Town Council. RECESS Member Glueck rejoined the meeting. 7-28-98 Development Review Board Minutes Page 8 OV12-98-10 RANCHO VISTOSO NEIGHBORHOOD 11, PARCEL AF, LOTS 1-75 PRELIMINARY PLAT (CONTINUED FROM July 14, 1998 MEETING) Valerie Feuer introduced the staff report into the record. This case was continued pending specific recommendations from the Golf Course Architect retained by the Town to review the project. WLB sought a reduction in the setbacks along the golf course and has a letter of support from Mr. Weiskopf, the golf course architect for the golf course. Lots 17 and 34 are a particular safety concern to staff in this development because of their locations and relationship to the golf course. The Town has retained a golf course architect, David Druzisky, whose recommendation regarding the request for the reduced setbacks is consistent with the findings of the planning staff Regarding golf hole #3, Mr. Druzisky mentions that the 300 foot corridor is unacceptable. 300 foot corridors are inconsistent with Oro Valley's requirements and are also in direct conflict with the current standards for the golf course design industry. In complying with Focus 2020 in promoting high quality residential neighborhoods, Policy 4.1A mentions the use of appropriate buffers to protect the integrity and aesthetic context of neighborhoods. Parcel AF does not comply with this policy by ensuring those proper buffers will exist between the golf course and the residential development. Charles Hulsey, WLB Group, representing the applicant Fairfield Homes, explained to the Board that a portion of lot 33 and 34 has been cut off Four lots overall have been lost. Fairfield Homes is asking to be allowed to increase the vegetation at par 5 and keep it just as it is instead of losing more lots. Mr. Hulsey pointed out to the Board walls, trees, vegetation and areas of conflict. Member Underwood asked what the distance was for the setback from the center fairway. Mr. Hulsey replied 154 feet. Member Smith asked what the code required. Patti Lewis replied 200 feet. Valerie Feuer reminded the Board that condition 3 requires a buffer yard be used, but if DRB wanted to accept the setbacks in the area that are in question or a hazard the Board needs to specify that the landscaping be thicker. Member Allen expressed his concern about lots 22-26, and 32 and felt that more vegetation needs to be provided to protect homeowners. Member Glueck felt uncomfortable about lot 32 as it is still 46 feet short of the code. Mr. Hulsey replied that lot 32 could be reduced and more vegetation be provided to adequately screen the lot. Member Glueck commented if the areas that do not meet the setbacks be heavily vegetated, that would help protect the area. In regard to the engineer's conditions 6, 7 8, Mr. Hulsey asked if the could be revised or taken out. Mr. Hossley replied they would work with WLB to revise them. Motion: Moved, seconded (Glueck/Smith) and carried by a 5-0 vote to forward this item to Council recommending approval of OV12-98-10 Rancho Vistoso Neighborhood 11, Parcel AF, Lots 1-75 and Common Are A & B, Preliminary Plat Plan B subject to staff conditions 7-28-98 Development Review Board Minutes Page 9 and stipulating vegetation be planted in the setback violations on areas in eastern boundary, ribbon curb subject to engineers drainage concerns, road easement subject to engineer's approval, design speed posted subject to engineer's approval of site visibility, engineers condition items 8, 9, and 23 in consultation with engineering staff, 10 ft. easement where there is sidewalk. An accounting of the Golf Course retention credits shall be provided OV12-98-13 ORO VALLEY RETAIL CENTER PRELIMINARY BLOCK PLAT Valerie Feuer introduced the staff report into the record. This preliminary block plat for the Oro Valley Retail Center will remain consistent with the development plan that was approved in 1997. This new commercial center, featuring Target as the anchor store, is conveniently located at the southwest corner of the intersection of Oracle Road and First Avenue. The Native Plant Salvage and Landscape Plan was approved in 1997. This development area has been divided into eight parcels, which the Barclay Group will be selling off to potential retailers. Amended development plans will need to be submitted for each pad as they become developed. The Oro Valley Retail Center, which is also known as Development Area D in the Rooney Ranch PAD document is exempt from all provisions of the Oracle Road Scenic Corridor Overlay District, except, Section 10-406B.9, Right-of-way landscaping. Jim Hossley introduced the Town Engineer's report into the record. The proposed block plat of Oro Valley Retail Center will create 8 blocks. The Department of Public Works staffs primary 7-28-98 Development Review Board Minutes Page 11 concerns are access issues. The Arizona Department of Transportation has not yet approved this new access point. Staff recommends that the entire driveway width be constructed with the development of the Target store on block 2. Staff also recommends that all access points necessary per the final traffic report for the Oro Valley Retail Center be constructed with the development of Target in block 2. Charles Hulsey, WLB Group represented the applicant, The Barclay Group, stated that the only issue in question is item 2, parking aisles shall be revised not to exceed 300 feet in length. The plans exceeded 300 feet when they were submitted initially. If a pedestrian path with additional landscaping and double islands is added would that meet the intent of the ordinance. Valerie Feuer replied she would accept that unless she finds otherwise in her review of previous reports. Member Glueck asked if there be an agreement between block 2 , 1, and 3 for cross access. Mr. Hulsey replied yes. Member Glueck questioned if the PAD requirements applied to all blocks? Mr. Hulsey replied yes. MOTION: Moved, seconded (Smith/Underwood) and carried by a 5-0 vote to recommend approval of OV12-98-13, Oro Valley Retail Center Preliminary Block Plat subject to staff conditions. Planning and Zoning Conditions: 1. It shall be mentioned in the general notes that the landscape and salvage plans have been approved in the development plan phase. 2. The parking aisles shall be revised no to exceed 300 feet maximum length. Subject to staff review 3. The applicant shall verify for planing staff that twenty-six handicapped accessible spaces are provided. Only twenty-two handicapped accessible spaces are illustrated in the preliminary block plat. 4. Revise building 9 into two buildings if it will be split between blocks 6 and 7. 5. Blocks shall have access from the Target block (#2). Access easements will be needed for blocks 3 and 7. 6. Conditions for the development plan need to be addressed. 7. Uses on excluded parcel should be corrected. Town Engineer's Conditions: 1. Language/notes shall be provided on the block plat document providing access/easement across each lot to benefit all other lots within the plat. 2. The individual block property lines shall not preclude the owner of a particular block from constructing the full width of the necessary parking area access lane across another (other) block(s). a note indicating the same shall be provided o the block plat document. 3. All access points necessary (pursuant to the final traffic impact analysis currently under revision and subject to approval by the Town of Oro Valley and the Arizona Department of Transportation) to be constructed for the Oro Valley Retail Center, 7-28-98 Development Review Board Minutes Page 12 shall be constructed with the Target project located on block 2. These access driveways shall be constructed to the full width shown on the development plan or as amended in the approved traffic impact analysis. 4. The excluded vacant lot shall be shown as Wells Fargo Bank on sheets 1 and 2. 5. The word 'proposed' shall be struck from the Pizza Hut and Burger King on sheet 1 and 2. Shirley Gay DRB Clerk ORO VALLEY PLANNING AND ZONING DEPARTMENT DEVELOPMENT REVIEW BOARD MEETING DATE: July 28, 1998 TO: Development Review Board FROM: Melissa Shaw, AICP, Planner II SUBJECT: OV13-98-66, Storage USA Expansion Architecture, Supplemental Report BACKGROUND: This is report is an addendum to the staff report submitted to DRB last week for the Storage USA expansion architecture. Since the earlier report, the applicant has submitted a revised viewshed analysis (photocopy attached) and upon review, staff felt that additional clarification and recommendations were required. SUMMARY: As noted in the earlier report, because the site slopes upward from Oracle Road to the east, a significant portion of the storage units will be visible from Oracle Road. Although the applicant has designed an attractive wall that initially appeared to screen the storage units, the view analysis clearly shows otherwise. Staff has additional recommendations to supplement the original report. One, that the facades of the storage units be changed from metal louvered panels to masonry block. Alternatively, but as a second choice, change the louvered panels to a flat finish with stucco-textured, non-glare paint. And two, that if a stucco-textured paint is used, the colors of the storage units and roofs be compatible with the mountain background, such as a light granite. GENERAL PLAN COMPLIANCE: In keeping with the Community Design Element of the General Plan, all sides of this facility should be coherently designed and treated; the color palette should be of earth tones to blend with the natural surroundings. RECOMMENDATION: Planning staff recommends approval of the proposed project architecture for the Storage USA Expansion Architecture, with the conditions listed in Exhibit A. SUGGESTED MOTION: The DRB may wish to consider one of the following motions: I move to approve OV 13-98-66, Storage USA Expansion Architecture with those conditions listed in Exhibit"A" attached herewith. OR I move to approve OV 13-98-66, Storage USA Expansion Architecture, with those conditions listed in Exhibit "A", and the following added condition(s): OR I move to deny OV13-98-66, Storage USA Expansion Architecture, finding that: Attachment: 1. Exhibit A 2. Photocopy of the viewshed analysis Ov 13\13-98-66\2drbarch.rpt 2 r EXHIBIT A CONDITIONS OF APPROVAL OV13-98-66 STORAGE USA EXPANSION ARCHITECTURE 1. 3. If upon completion screening is not adequate, additional review by the DRB and approval of architectural elements will be added to the wall along Oracle Road as approved by the DRB, prior to issue of occupancy permit. 4. Conditions 1 thru 3, listed above, and any additional DRB conditions, shall be incorporated into the architectural elevations of the construction documents, for staff verification. 3 ORO VALLEY PLANNING AND ZONING DEPARTMENT DEVELOPMENT REVIEW BOARD MEETING DATE: July 28, 1998 TO: Development Review Board FROM: Melissa Shaw, Planner II SUBJECT: OV13-98-66, Storage USA Expansion Architecture BACKGROUND: Storage USA has submitted for DRB review architecture elevations related to the expansion of the facility. The development plan was recommended for approval by the DRB on July 14, 1998. The applicant scheduled the architecture for tonight's meeting and has made adjustments to the design to address visibility concerns apparent in the viewshed analysis. The property is located on the east side of Oracle Road, approximately 400' south of Hardy, and-carries C-1 zoning designation. SUMMARY: The architecture elevations submitted consist primarily of exterior screen wall designs, as screen walls will enclose the entire project. As described in the development plan report, the site slopes upward to the east from Oracle Road with a total rise of approximately 17'. The walls to surrounding the storage units will be stepped to follow the stepped grade of the development, and range in height from 10'6" to approximately 12'. The walls will be constructed of cement plaster, textured to appear like stucco. Architectural features include pilasters located at points where the wall changes direction or height, and decorative scored arches that mimic the arched windows of the existing office and apartment building. It should be noted that the exterior elevation from the Oracle Road view, as shown in two dimensions, appears to be simply a straight wall when in fact a significant amount of relief due to the site design will serve to break the linearity. The exterior elevations and site plan attached designate the locations where the wall sections vary. The 12' tall storage units will be constructed of metal, with roll-up doors and flat roofs. Several issues have been raised with the applicant as to the colors selected for the buildings and roofs. Although the interior of the facility will be significantly screened with the wall and landscaping, a portion of the top edge will be visible. We have recommended a color palette in keeping with the Oracle Road Scenic Corridor District, which requires that buildings bea}ipted in desert colors. The colors will be presented to the DRB during the meeting. C l7 GENERAL PLAN COMPLIANCE In keeping with the Community Design Element of the General Plan, all sides of this facility are coherently designed and treated; the color palette should be of earth tones to blend with the natural surroundings. RECOMMENDATION: Planning staff recommends approval of the proposed project architecture for the Storage USA Expansion Architecture, subject to the conditions listed in Exhibit"A", and other conditions as approved by the Board. SUGGESTED MOTION: The DRB may wish to consider the following motion: I move to approve OV 13-98-66, Storage USA Expansion Architecture with those conditions listed in Exhibit "A" attached herewith.
