REGULAR AGENDA OV12-98-10 RANCHO VISTOSO NEIGHBORHOOD 11, PARCEL AF, LOTS 1-75 PRELIMINARY PLAT Dennis Silva introduced the staff report into the record. Mayor and Council adopted amendments to the Rancho Vistoso PAD on July 10, 1996. The final approved development plan for the Golf Club at Vistoso necessitated the amendments to Neighborhoods 10, 11 and 13. The golf course overlay district of the OVZCR requires minimum setbacks between golf courses and residential property lines, to create an envelope along the fringe areas. Lots 38-45 encroach on the center green setback requirement. Lots 2-5, 27-29, and 34-36 encroach the center tee box setback requirement. Reduced setbacks are permitted by the ordinance, which states the Town Council "upon the recommendation of the golf course architect, hired by the Town, may approve smaller setbacks where deemed appropriate" Lot 17 and 34 are a particular safety concern to staff in this development because of their locations and relationship to the golf course. Lot 17 is 145 feet from the center of the green which encroaches on the center green setback by 55 feet. Lot 34 is 190 feet from the center of the green and exceeds the 3:1 dept ratio as stated in OVZCR. Redesign of this lot will reduce encroachment into the golf course setback. Jim Hossley introduced the Engineers report into the record. Access to this site will be from a single entrance to Vistoso Highlands Drive. The project will have minimal impact to Vistoso Highlands Drive traffic capacity. Drainage on the site flows from north to south. The project engineer has determined that drainage retention requirements can be met using the existing retention surplus on the golf course. This site will be mass graded. The grading done during the development of the site will be for the building sites, streets and utility construction. No grading 7-14-98 Development Review Board Minutes Page 3 waiver will be required to construct this project. Charles Hulsey, WLB Group, representing the owner/developer, Fairfield Rancho Vistoso, LLC, commented there were four items on Staff's conditions that were a problem. In regard to Item 6 the PUE the applicant would like to keep the easement at six feet. On item 7 they requested the elimination of sidewalks. Item 8 no curved ramps, and on item 9 two foot ribbon curb on both sides of the pavement as opposed to wedge curb. Regarding lots 34 and 17, lot 34 does go beyond the 3:1 limit that the Town has for lots, and Mr. Hulsey ask that the lot be left as shown. Lot 17 would be wider than typical but staff asked for more trees, which his client didn't have a problem with. They did have a problem with applying Buffer Yard D, when the area was already enhanced. Valerie replied if the area met the buffer yard D requirements, it would be okay. Member Smith questioned where the violations were in the overlay district. Mr. Hulsey pointed out on the plat where the areas were. Member Smith asked Mr. Hulsey if the tract could be redesigned to meet code. Mr. Hulsey replied he wasn't sure it could be done without losing a lot of property. Member Smith commented that he didn't want any waivers granted for the setbacks as he lives on a golf course and understands safety issues. Member Glueck expressed her concerns about shrinking setbacks. The Subdivision needed to be designed for privacy and safety. Member Underwood asked if these were zero lot line homes and Mr. Hulsey replied yes. Member Glueck asked if the lots that don't meet the setbacks could be redrawn to meet the setbacks. Mr. Hulsey replied not without losing lots. Mr. Hulsey stated the golf course and the envelopes have not been changed since there were approved by the Town less than two years ago.In regards to lots 24 and 35 Member Allen asked if it had been determined where the houses were going to sit and if they could be set to meet the setbacks. Mr. Hulsey replied, yes they could. Member Underwood suggested more landscaping at the T-boxes. Several members of the Board suggested the applicant needed to come back with a design that meets the setbacks and the harmony of the surroundings. Mary Glueck commented that the DRB was dealing with an issue that did not meet zoning, and was a potential safety factor, and it was her opinion the plans could be redrawn. Member Allen commented that even with additional landscaping and coupled with the fact that if one chooses to live on a golf course there is always that hazard of getting hit by a golf ball. The Board felts if this plan were approved like it is, there would be others that would want the same conditions and variances. There needs to be concrete guidelines for golf courses with no variations on setbacks. Richard Underwood felt sidewalks were needed some where in the subdivision to protect pedestrians. Valerie confirmed that sidewalks are a requirement in the PAD. Mr. Hulsey commented he had no problems with putting sidewalks on one side of the street. Valerie Feuer suggested because there are several issues that need to be resolved perhaps this should be continued at the special DRB meeting on July 28th. Member Allen commented that when this issue comes back to DRB, perhaps the Town golf course architect could give very specific recommendations and in plain language. Other members agreed. MOTION: Moved, seconded (Underwood/Smith) and carried by a 5-0 vote (Fogelstrom- absent) to continue item OV12-98-10 Rancho Vistoso Neighborhood 11 Parcel AF, Lots 1-75 7-14-98 Development Review Board Minutes Page 4 and Common Areas A & B, Preliminary Plat to the Special DRB Meeting July 28th 1998., along with comments from Tom Weiskopf and David Druzesky. OV13-98-68 APPROVAL OF FOUR FAIRFIELD HOMES MODES FOR RANCHO VISTOSO NEIGHBORHOOD 11,PARCEL AF Valerie introduced the staff report into the record. The applicant, Fairfield Homes, has presented four models previously approved for use in Neighborhood 11 AH, Plans lthrough 4 for use in this new subdivision. This submittal includes four single story models, with between 1941 and 2551 square feet of living space. All models come with a standard two-car garage facing the street, with an optional third car garage. Type "A" architecture style on all four models feature a pleasing apache stacked stone element on the front on the building, and stone slate roof tiles. Type `B" architectural style on all four models are southwestern in flavor, and blend in well with the Sonoran landscape and terrain of Rancho Vistoso, featuring flat roofs of varying heights and large picture windows. Type "C" architectural style on all four models is essentially a type "A" without the stone wainscoting trim, with the addition of a corbel like design accent along the front of the building. Charles Hulsey, WLB Group, representing the applicant, had no problems with staff's conditions. MOTION: Moved, seconded (Underwood/Glueck) and carried by a 5-0 vote (Fogelstrom- absent) to recommend approval of OV13-98-68, Fairfield Homes for Rancho Vistoso Neighborhood 11, Parcel AF, subject to Staffs conditions. Planning and Zoning Conditions: 1. Windows on all four sides of the structure shall be recessed, except under covered porches. 2. Spark arrestors shall be camouflaged with a cap, as approved by the DRB. 3. All applicable setbacks must be met, and where zero-lot lines are utilized there shall be a minimum of 6' separation between buildings, as per building codes. 4. Ground mounted mechanical equipment shall be enclosed by a wall to provide visual screening and noise mitigation, and shall respect all setbacks. 5. For plans that have two different 3rd car garage options only one may be used on each lot. OV12-98- STORAGE USA EXPANSION DEVELOPMENT PLAN Valerie Feuer introduced the staff report into the record. The existing Storage USA facility is on 7-14-98 Development Review Board Minutes Page 5 the east side of Oracle Road. The expansion area is bordered by residential (R1-36)property on the east side and additional vacant C-1 to the north. Currently, the property is undeveloped heavily vegetated desert that slopes moderately upward from Oracle Road to the east. The small site will be completely utilized for development of the three new storage buildings with the exception of a required 50' rear setback, the front setback and retention basin, and a landscape bufferyard on the north side of the site. Jim Hossley introduced the Engineer's report into the record. Access to the site is via the driveway currently servicing the existing Storage USA facility. No new access points to Oracle Road are proposed. Two off site watersheds to the east of the project sheet flow drainage water onto the site. This flow will be controlled using a drainage channel along the northerly property line to intercept the offsite runoff. A retention basin is required and will be constructed within the landscape area at the western end of the property. The site will be mass graded. No grading waiver is required to construct this project. Steve Arford, 8701 Old Spanish Terrace, representing the applicant, had no problems with staff conditions. Member Allen questioned the lighting conditions. Mr. Arford replied the lights would be shielded and would meet security standards. Interms of addressing, Member Underwood asked if there where any codes indicating how big the letters or numbers could be. Valerie stated the Town adopted Pima County standards and there is a requirement for the height.. MOTION: Moved, seconded (Glueck/Allen) and carried by a 5-0 (Fogelstrom-absent) to recommend approval of OV12-98-7, the Storage USA Expansion Development Plan, subject to staff conditions. Planning and Zoning Conditions: 1. A maintenance agreement regarding the off-site drainage and landscape easement shall be prepared, recorded and submitted to the Town, prior to issuance of a grading permit. 2. Assurances for the off-site drainage and landscape easement shall be required. 3. A copy of the document recording the lot combination shall be submitted prior to issuance of a grading permit. 4. Approval from all outside reviewing agencies shall be required prior to submittal of the Development Plan for Council review. 5. The Development Plan shall clearly state that the Landscape Plan addresses the revegetation of the disturbed areas that are not being constructed upon. 7. The width of the depressed curb opening and the Q100 flow that it is designed to accommodate shall be noted on the plan. 8. The Q100 flow at the weir of the retention basin shall be noted on the plan. 9. The private easement along the north boundary line shall encompass any slope grading necessary to construct the drainage channel. 10. A General Note shall be added as follows: All vacation/abandonment of existing easements and proposed easements shall be recorded prior to the issuance of a grading permit for site construction. 11. A General Note shall be added that identifies the fire flow requirements for the development. 12. A letter from ADOT permitting the increased traffic at the existing entrance and any necessary grading within their right-of-way shall be provided to the Town of Oro Valley prior to the issuance of a grading permit for site construction. OV12-98-7 STORAGE USA EXPANSION LANDSCAPE PLAN Valerie Feuer introduced the staff report into the record. OVZCR Bufferyard and C-1 Zoning requires a Bufferyard D between C-1 zoning and all other zoning districts. The designer has used a significant number of prickly pear and cholla salvaged from on-site, in addition to required trees, to provide the density of this bufferyard. Enhanced plantings include mesquite trees and hopbush. A condition is included to ensure adequate density. Mike Leece, SLA Architect, representing the applicant, had no problems with staff conditions. However. he did question the right-of-way,because it comes to a point, it's not really there. Valerie replied there is a drainage channel in front of the right-of-way that is a part of the plan and it should be addressed regarding the landscape. Member Underwood complimented Mr. Arford on the landscaping plan, however he would like to change the wording on item three to read trees and shrubs instead of vegetation. MOTION: Moved, seconded (Underwood/Glueck) and carried by a 5-0 vote to recommend approval of OV12-98-07, the Storage USA Expansion Final Landscape Plan subject to staff conditions. Planning and Zoning Conditions: 1. The large mesquite with the 100' preservation zone, classified as significant vegetation, shall be salvaged and transplanted on-site, as instructed by the DRB. 2. The front yard of the drainage/landscape easement shall be landscaped in accordance 7-14-98 Development Review Board Minutes Page 7 with the ORSCOD landscaping standards. Any significant vegetation within the 100' preservation zone, determined to be located within the easement shall be salvaged or preserved in place. 3. Where the rear yard is less than 50' of natural desert, the existing vegetation shall be enhanced with plant materials to include 10 trees and shrubs for every 100 feet. The existing vegetation trees and shrubs shall not be disturbed and a note added to the plan. 4. An elevation detail of the boulder outcropping setting for public art shall be provided. 5. Right of way landscaping, in accordance with the ORSCOD standards, shall be added to the plan. 6. All barrel cacti salvaged from the site shall be included on the landscape plan. 7. The plant schedule shall be revised so that 40% of the trees are 24"box. 8. Locations of all plants on the plant schedule shall be identified on the plan. 9. All shrubs shall be 5 gallon minimum in size. 10. A title block shall be added to the landscape plan. 11. The landscape architect's seal shall be added to the landscape plan. 12. The landscape architect's certification and signature shall be added to the landscape plan. 13. Conditions 1 thru 14, listed above, and any additional DRB conditions, shall be submitted with revised salvage and landscape plans, prior to scheduling the plan to Town Council. OV12-98-8 ENTRADA DEL ORO GATEWAY OFFICE BUILDING DEVELOPMENT PLAN Valerie Feuer introduced the staff report into the record. The development plan shows a 21,304 square foot building, with 107 parking spaces for the site. Given the fact that the average cross- slope of the building pad is 7.66%, the maximum building height will be determined from existing natural grade to the highest point of the building directly above, instead of finish grade. The elevations submitted for architecture approval demonstrate that this restriction has been met. The development plan is in compliance with all applicable regulations and guidelines. Jim Hossley introduced the Town Engineer's report into the record. The main roads serving this site are Greenock Drive and Oracle Road. As with other projects along Oracle Road, staff recommends construction of sidewalk along the Oracle Road frontage. No offsite road improvements are proposed for this project. Mutterers Wash is the most significant drainage feature affecting the property and is located along the west property boundary. The site will be mass graded. With some slight modifications to the development plan, the site can be constructed without the need of a grading waiver. Raoul Reyes, representing Foothill Business Ventures, had no problems with staff conditions, however, he asked for a 20 foot buffer yard in place of the 35 foot buffer yard along Oracle Road. Member Smith asked had the plans been discussed with the Oro Valley Police Department 7-14-98 Development Review Board Minutes Page 8 regarding the safety issue and lighting. Mr. Reyes replied issues were discussed at the pre- application meeting. Member Smith questioned if the loading ramps, were sloped down, and Mr. Reyes replied there was not a loading dock. Chair Lewis asked if there be covered parking, and Mr. Reyes replied no. MOTION: Moved, seconded (Underwood/Glueck) and carried by a 5-0 vote (Fogelstrom- absent) to recommend approval of OV12-98-8 Entrada del Oro Gateway Office Building Development Plan, subject to staff conditions. Planning and Zoning Conditions: 1. The location of public art must be shown on the development plan, prior to submittal to Town Council. 2. Adjacent properties to the north and south of the subject property must be identified on the location map. 3. Each sheet must bear the seal and signature of the registered professional engineer who prepared the development plan. 4. The reduction in landscape area between Oracle Road and the parking area is subject to DRB approval. Engineering Conditions: 1. The Parking Space Total shall be corrected to note parking provided per the current plan. 2. The easements noted in General Note 26, D, G, and H shall be located on Sheet C-2 and the recordation data shall be provided for the easement identified in Keynote 28 on C-2. 3. The Alzheimer's Care Facility, along with its OV number, shall be identified. 4. Radius design for the curbing at all entrance locations to the P.A.A.L. shall be provided and shall accommodate the turning movements for the design vehicle. 5. The location of all typical/perimeter sections shall be identified on C-2 and those that are presently shown shall be checked for proper direction of detail and identification. 7. A detail of other curbing that is proposed for this development shall be provided. 8. The survey monument identification for the PCC on the westerly property boundary shall be completed. 9. The proposed location of the continuation of the flow from the Oracle Road drainage shall be shown along with any grading information that is necessary to direct the flow. The grading shall be coordinated with the Landscape Plan submitted with this Development Plan. 10. The existing elevations at the turnaround curbing south of the southwest corner parking shall be shown and the slopes from the proposed parking to the existing curbing noted on the plan. 11. The P.A.A.L. design and the building elevation if necessary, shall be adjusted to provide lesser cross slope grades within the northwest side-parking bay adjacent to 7-14-98 Development Review Board Minutes Page 9 the building. 12. The plan shall show location and approximate height of retaining walls along the west side of the building that will be necessary to comply with Section F/C-1. 13. A portion of the existing Oracle Road shared access shall be removed to alleviate grades into the site from this point. Reconstruction design shall not interfere with turning movements for the Alzheimer's Facility. 14. Site grading shall be per the Town of Oro Valley Grading Ordinance, which includes, but is not limited to, meeting existing grades a minimum of 2' horizontally from the property boundary line. 15. Two ties from a point on the property boundary to section corners or quarter corners shall be shown on the plan. 16. The building location ties shall include a dimension to survey monument on the property boundary 17. The capacity of the existing wall openings along the west side of the driveway shall be analyzed with regard to the proposed site flows from this project. 18. Sidewalks shall be provided for along the Oracle Road frontage. OV12-98-8 ENTRADA DEL ORO GATEWAY OFFICE BUILDING LANDSCAPE PLAN Valerie Feuer introduced the staff report into the record. The ORSCOD requires that a minimum of 25% of the site be landscaped. This plan provides for 36% of the site to be in a landscaped setting. Along the southern property boundaries, no buffer yard is provided and none is required by the Code. Landscape materials are shown on all four sides of the building which, given time, should break up the mass of the building and provide a cool, lush appearance. A variety of trees and plants will be used. Member Underwood complimented the landscape plans and recommended approval. Motion: Moved, seconded (Underwood/Glueck) and carried by a 5-0 vote (Fogelstrom — absent) to recommend approval of OV12-98-8 Entrada del Oro Gateway Office Building Landscape Plan as submitted. OV13-98-65 ENTRADA DEL ORO GATEWAY OFFICE BUILDING ARCHITECTURE Valerie Feuer introduced the staff report into the record. The architecture presented for this project may be described as Santa Barbara Mission in style. The structure, which is approximately 21,300 square feet in size, is stucco with pitch and hip rooflines covered with Mission tile. Smooth and splitface block is used to provide vertical accents. A covered porch is featured on the most prominent façade on Oracle Road, with a tiled tower element at the south end of the building. The architecture complies with General Plan policy 9.1A, with architectural themes intended to blend the built environment with natural surroundings. 7-14-98 Development Review Board Minutes Page 10 Member Underwood commented this is a good plan and looks nice. MOTION: Moved, seconded (Allen/Smith) and carried by a 5-0 vote (Fogelstrom-absent) to recommend approval of OV13-98-65 Entrada del Oro Gateway Office Building Architecture, subject to staff conditions. Planning and Zoning Conditions: 1. All mechanical equipment shall be enclosed by a wall to provide visual screening. STAFF REPORT: Valerie informed the Board that the student project is almost finished and should be dedicated Monday July 20th. New member interviews for DRB will hopefully be completed by the end of the month. Motion: Moved, seconded (Smith/Allen) and carried by a 5-0 vote (Fogelstrom-absent) to adjourn the July 14th Development Review Board Meeting at 8:50 p.m. Shirley Gay DRB Clerk ORO VALLEY PLANNING & ZONING DEPARTMENT DEVELOPMENT REVIEW BOARD MEETING DATE: July 14, 1998 TO: DEVELOPMENT REVIEW BOARD FROM: Valerie Feuer, Senior Planner SUBJECT: OV 13-98-65 Entrada del Oro Gateway Office Building Architecture BACKGROUND: Architectural elevations have been submitted to accompany the development plan for this project, located on a 2.4 acre site, zoned R-6, located south of Greenock Drive on the west side of Oracle Road. SUMMARY: The architecture presented for this project may be described as Santa Barbara Mission in style. The structure, which is approximately 21,300 square feet in size, is stucco with pitch and hip roof lines covered with Mission tile. A color palette for stucco, trim and tile are included for review and approval.. Architectural detailing proposed for the facility includes deeply recessed multi-lighted, fixed pane windows, as well as other embellishments, including arches and square columns. Smooth and splitface block are used to provide vertical accents. Staff finds that ample detailing has been provided on all four sides of the structure. A covered porch is featured on the most prominent façade on Oracle Road, with a tiled tower element at the south end of the building. The proposed architecture meets the architectural guidelines of the ORSCOD, is attractive and, despite the size of the building, maintains a low profile and a residential scale, which will integrate the project nicely into the, adjacent neighborhoods. We also note that the elevations contain some of the same architectural elements, i.e. pitched tile roofs, stucco walls, etc., as existing structures in the immediate area, and is compatible with the Clare Bridge facility directly south. GENERAL PLAN COMPLIANCE: The architecture complies with General Plan policy 9.1A, with architectural themes intended to blend the built environment with natural surroundings. RECOlVIlVIENDATION: Staff finds that the architecture is consistent with the ORSCOD guidelines and that the level of architectural detailing proved Till enhance the streetscape. We re nend approval, subject to the suggested conditions in Exhibit. h".
