Valerie Feuer commented that was added to clean up the planting plan legend. Member Glueck then questioned item 5 of staff conditions. Valerie Feuer commented that this was added so that the landscaping on each pad would be consistent. Member Glueck also had a question about condition 6, who would maintain the landscaping? Mr. Hulsey replied by the master developer or until the association takes over. MOTION: Moved, seconded (Glueck/Vogelsberg) and carried by a 5-0 vote to recommend approval of Consent Item 0 08-10-99 Development Review Board Minutes Page 3 REGULAR AGENDA PREVIEW: FIRST AVENUE AND LAMBERT LANE SLOPE STABILIZATION Bill Jansen, Town engineer introduced his report into the record. The Public Works Department is planning a slope stabilization at the intersection of First Avenue and Lambert Lane. Which would be the northwest corner. The project will include the import and placement of fill, the placement of rock rip-rap and erosion control fabrics, seeding with native plants, planting of trees, and the installation of an irrigation system. This commitment was made by the Town to take care of this corner when the county was finished with their work. Don McGaan, McGaan and Associates provided an overview and location of the project. He briefly discussed the improvements that need to be made. He asked for comments from the DRB to incorporate into the final plan. Member Mager asked how long would this project take. Mr. McGaan replied approximately 60 days. Member Vogelsberg asked was this project in this year's budget. Mr. Jansen commented that the project was supplemented in this year's CIP budget. PUBLIC HEARING: OV13-99-40 GRADING WAIVER, LOT 34, WILDRIDGE Mr. Jansen introduced the engineer's report into the record. Cella Barr Associates is requesting a grading waiver for construction of a single family resident for lot 34 in the Wild Ridge Estates. The waiver is required because some of the proposed depths of cut and fill necessary to construct the new home and driveway will result in terracing exceeding 8 feet by 3 feet. As per article 15- 401 A, the proposed cuts and fills, if properly constructed and stabilized, present no obvious safety hazard. Portion of the cut slopes exceeding Article 15-401 standards will be visible from the adjacent street, Copper Spring Trail Drive. Public Works department staff has reviewed the grading waiver request for the proposed single family residence, and recommends approval. Warren Thompson, Cellar Barr Associates, representing Genesee, was present for questions. He provided a site plan on the overview to show the lot in relationship to other lots around it. He stated that this house is 10 feet below the street. He commented that by the topography the lot is about 15 feet below finished floor elevation. Mr. Thompson commented that item four of the staff comments, he would like to have that removed he is not sure where that came from this house is not intended for handicap people. . Mr. Jansen replied Paul Nzomo wrote up the report and was not sure himself how that came about. Member Glueck asked what part of the plans needed the waiver. Mr. Thompson commented that the waiver was for two retaining walls. Member Enger asked how much was explored at building the house at various levels. Mr. Thompson replied he has worked extensively at trying to get this house to fit on the lot without the waiver and he felt it could not be done. Valerie Feuer commented that it is not often a custom home is brought before the Board asking for a variance, this is unusual. 08-10-99 Development Review Board Minutes Page 4 MOTION: Moved, seconded (Vogelsberg/Mager) and carried by a 5-0 vote to recommend approval for OV13-99-40 Grading Waiver, Single Family Residence Lot 34, Wild Ridge, subject to staff conditions and stipulating item 4 of staff comments be deleted. PUBLIC HEARING: OV12-96-7 GRADING WAIVER, WALGREENS INGRESS AND EGRESS ON LAMBERT LANE Bill Jansen introduced the engineer's report into the record. The applicant is requesting a variance to allow a maximum depth of the cut of 9 feet instead of 6 feet. This cut will occur at the toe of slope on the north side off the roadway, approximately 460 feet west of the centerline of La Canada Drive. This grading exception will allow construction of a left and right-turn access to and from the Walgreens and Children's World. It addresses more adequately a public safety issue for people making illegal left turns into the Walgreens site via the existing right-in only access. Bruce Paton, Rick Engineering, was present for questions. He commented he was in agreement with staff conditions. Member Glueck commented there are problems with illegal turns now. Won't this create more problems? Mr. Paton replied there would be a traffic control island that will help. The delivery trucks will continue to make right turns from La Canada only, as they have been instructed and this is enforced by Walgreens. PUBLIC HEARING OPENED: Jerry Roberts, 10280 N. Camino Valedeflores, expressed his concern about the safety factor and visibility. He felt that the waiver should wait until the improvements are made to widen Lambert Lane. PUBLIC HEARING CLOSED: Member Mager asked how long will the construction time take. Mr. Paton replied approximately 60 to 90 days. Member Vogelsberg asked who was paying for this project. Mr. Paton stated that Walgreens is paying for this project. Member Glueck expressed her concern about safety. She felt the left turn off of Lambert would be dangerous. Member Glueck explained she would like to see a comprehensive plan for this corner instead of seeing changes coming back before the Board. MOTION: Moved, seconded (Mager/Enger) and carried by a 3-2 vote (Glueck/Lewis opposed) to recommend approval of the Grading Exception Request for Walgreen's at the Northwest Corner of La Canada/Lambert Lane, OV12-96-07 STAFF CONDITIONS: 1. BEDNAR HOMES MODEL 1900/2202, FAIRWAY VILLAGE & COPPER RIDGE ESTATES II Valerie Feuer introduced the staff report into the record. The Model 1900/2202 home can be described as having a Mission style. Architectural elements for this single-story home include a tiled roof, architecturally framed windows, corbels, and wainscotting. The model has a 3-car garage option, and features two elevations. Color palettes have been submitted for each subdivision for the model. The proposed color palette for Fairway Village includes Baja White and Fairway Village beige as exterior colors, with Porpoise, Teal, and Cocoa as trim colors. The proposed color palette for Copper Ridge Estates II is more extensive, and includes Caballeor Clay, Madera, Valley Floor, Fandango, and Hondo exterior colors and Prince Blue, Eucalyptus, and Sassy Miss trim colors. The color palette for Copper Ridge Estates II will bring a greater variety of colors and help to break up the "monochromatic" appearance of the Town. Staff recommends that the Porpoise, Teal and Cocoa trim colors not be used for Fairway Village, as the HOA has approved the architecture for the model on the condition that the exterior colors and trim be consistent with those currently in the neighborhood. Ted Bednar, T. J. Bednar Homes, commented he had no problems with staff conditions. He commented he would use the colors staff suggested. Mr. Bednar also provided color samples for the Board to review. Mr. Bednar addressed the spark arrestors, he commented he had a different cap and wanted to make sure the DRB approved. The Board did not have a problem with the cap as long as it met code. Valerie Feuer suggested changing the first condition to read trim colors shall be consistent. MOTION: Moved, seconded (Enger/Vogelsberg) and carried by a 5-0 vote to recommend approval of OV13-99-52 T.J. Bednar Homes Model 1900/2202, Fairway Village & Copper Ridge Estates II, subject to staff conditions and stipulating item one add trim colors shall be consistent. Staff Conditions: 1. OV12-99-08 ORO VALLEY RETAIL CENTER BLOCK 8 DEVELOPMENT PLAN 08-10-99 Development Review Board Minutes Page 7 Valerie Feuer introduced the staff report into the record. The subject property is 1.25 acres with a 8,550 square foot building envelope. Located in Block 8 of the Oro Valley Retail Center; abuted on the north by Wells Fargo Bank, to the southwest by Carl's Jr., and to the east by Oracle Road. The development will have vehicular access off of the main parking area of the Oro Valley Retail Center. The building provides 57 parking spaces, including 2 handicapped accessible spaces. Craig Civalier introduced the engineer's report into the staff record. Access will be provided by an existing 24 ft wide PAAL that was constructed by the Target development to the interior road. There are no off site flows that impact this pad. Runoff flows from this site will be conveyed through the Carl's Jr.'s site, then through the Brake Max site to the historical discharge point. This site was mass graded during the construction of the Target Site. Minor amounts of cuts and fills will be necessary to adjust the site to finish grade. Charles Hulsey, WLB Group, was present for questions. Member Glueck questioned the traffic usage. Mr. Hulsey commented that the traffic use is calculated by the square footage and the retail use, which comes under one classification. MOTION: Moved, seconded (Vogelsberg/Enger) and carried by a 5-0 vote to recommend approval of OV12-99-08 Oro Valley Retail Center Block 8 Development Plan Planning Staff Conditions: 1. The development plan shall have one additional handicapped accessible space because the plan has more than fifty spaces. 2. The proposed bicycle racks shall be moved to comply with ADA standards. 3. Specialty pavement illustrating the internal pedestrian circulation shall be shown on the development plan and must be at least four feet wide. 4. A section of the sidewalk located at the northeast corner must be located within the property lines of the subject parcel. 5. The following statement shall be added to general note 43: "The public art for this project shall be approved prior to the approval of the building permit." 6. A twelve foot landscaped island should be added to block access from Car's Jr. 7. At least two ties to the boundary lines of this block to section or quarter section corners must be shown on the development plan. 8. These conditions shall be addressed prior to submittal of the development plan for Town Council. 08-10-99 Development Review Board Minutes Page 8 OV12-99-9 RANCHO VISTOSO NEIGHBORHOOD 10 PARCELS O&P PRELIMINARY PLAT Valerie Feuer introduced the staff report into the record. The proposed Preliminary Plat presented by the applicant calls for 103 residential lots to be constructed on approximately 19 acres, with 7 acres of a riparian wash area being preserved as natural open space. A buffer yard A is required along Desert Fairways Drive and Hidden Springs Drive, and while the applicant has stated that they will provide the buffer yards, the buffer yards are not indicated on the plat. Staff finds that the Rancho Vistoso NB 10 Parcels 0 & P preliminary plat is not in conformance with the medium-density residential land use density designation of 2.1-5.0 dwelling units per acre; however, the proposed development is permitted by the existing zoning. Staff recommends approval, subject to conditions listed in Exhibit A. Valerie Fueuer commented she wanted to add on to condition one first bullet to the end of the sentence subject to Planning and Zoning Administator's interpretation. Craig Civalier introduced the engineer's report into the record. Traffic will gain access to Rancho Vistoso Blvd. Hidden springs Drive and to Moore Road via Desert Fairways Drive. The entire site will be graded except for the existing wash in Common area "A". Five-year threshold retention is required for the site due to its location in the Highlands Wash. These parcels will be mass graded with the exception of the wash I common area "A" Rancho Vistoso PAD grading standards applies to this site. No grading waiver is expected for this project. Charles Hulsey, WLB Group, was present for questions. Mr. Hulsey stated there is a disagreement of the buffer yards but has talked with staff and felt it could be resolved. Mr. Hulsey briefly discussed the plans on the overview. He briefly reviewed the areas that are being encroached on and commented that WLB is willing to work with staff on this issue. Chair Lewis commented on the different buffer yards. She asked would the area behind the fences be landscaped. Mr. Hulsey replied yes. Member Vogelsberg asked would a cross access be required behind the development. Valerie Feuer replied yes. MOTION: Moved, seconded (Mager/Enger) and carried by a 4-0 vote (Glueck abstained) to recommend approval of OV12-99-9 Rancho Vistoso Neighborhood 10 Parcels 0 & P Preliminary Plat Planning Staff Conditions: 1. The following items shall be resolved to the satisfaction of the Planning & Zoning Administrator prior to scheduling this item for Town Council review: • The design of the plat shall be modified to show the area for Buffer Yard "A" along Hidden Springs Drive and Desert Fairways Drive as Common Area A. The buffer yard shall not be part of the right-of-way or individual lot, subject to the Planning and Zoning Administrator's interpretation . 08-10-99 Development Review Board Minutes Page 9 • The design of the plat and the general notes shall be modified to reflect the permitted Medium Density Residential development standards under the Rancho Vistoso PAD. This includes, but is not limited to a minimum lot size of 5000 square feet, and a rear setback of 10'. • An area equal to that of the intrusion into the designated PAD open space shall be set aside on-site as designated open space. The applicant shall provide Staff with documentation indicating the total area of intrusion, and the total area of new designated open space on-site. • The applicant shall include the 15' apron area within the riparian habitat conservation easement, as required by the OVZCR. • The applicant shall submit a riparian habitat study and mitigation plan to Staff for review, or shall modify the plat design to exclude the designated riparian habitat areas and the required 15' apron area. 2. The PAD pedestrian trail in the wash shall be developed by the developer as a `primitive' trail, field located through the wash to minimize disturbance of the existing vegetation, and shall utilize trail markers throughout of a similar design to those used at Catalina State Park. The Planning & Zoning Administrator shall review and approve the field location and level of improvements for this trail. 3. An open access way shall be preserved between the cul-de-sacs at the ends of Streets "B" & "H" and the adjoining arterial streets to promote pedestrian and bicycle access to the development. Bollards and / or posts shall be utilized to prohibit access by motorized vehicles. 4. Extraneous information on the plat shall be eliminated. Engineering Conditions 5. OV12-99-10 RANCHO VISTOSO NEIGHBORHOOD 10 PARCEL N MODEL HOMES DEVELOPMENT PLAN Valerie Feuer introduced the staff report into the record. The subject parcel is 4.56 acres and is zoned for Medium Density Residential under the Rancho Vistoso PAD. Three common areas are designed in this development plan; one buffering Rancho Vistoso Boulevard from the subject parcel, one used for parking spaces, and one serving as another buffer and pedestrian path along Hidden Springs Drive. Staff has evaluated the development against the General Plan policies and finds that it complies with policy 4.2A, encourage the provision of a variety of housing choices matched to employees within a reasonable proximity of employment sites. Engineer's report: The development will access Hidden Springs Drive with a proposed public street approximately 700 feet south of Vistoso Highlands Drive. Because of the small size of the project, the engineer has proposed storing the post-development runoff in the Moore Road Detention Facility. It will be mass graded. The extent cannot be determined from the information provided. It is requested grading plans be submitted during the improvement plan review. Planning staff recommends approval of the Rancho Vistoso Neighborhood 10 Parcel N Model Homes Development Plan, subject to the conditions listed in Exhibit "A". Charles Hulsey, WLB Group, representing Stone Crest Homes, was available for questions. He also commented that there were no problems with the conditions except the buffer yard which he felt could be worked out with Staff. Member Mager questioned condition 13. She wanted to know if the detention facility would be used by other developers, also who owns the facility or who is responsible for it. Mr. Civalier explained that eventually the detention facility would be filled up and over used. He would like to have a summary table of what is going into it and how much is left, so he will know when all the credits have been used up. Mr. Hulsey also commented that the Town makes the determination of the governing of it or who is responsible. 08-10-99 Development Review Board Minutes Page 11 He stated that maintenance of the facility is the responsibility of the Home Owners Association. Mr. Hulsey briefly showed the Board members on the overview where the facility was. Member Mager asked Mr. Hulsey if he had a problem with adding additional language to condition 2 subject to Planning and Zoning approval. Mr. Hulsey replied he did not have a problem with that additional language. MOTION: Moved, seconded (Vogelsberg/Glueck) and carried by a 5-0 vote to recommend approval of OV12-99-10 Rancho Vistoso Neighborhood 10 Parcel N Model Homes Development Plan. Planning Staff Conditions: 1. The setbacks for the model homes must comply with the MDR development standards. The setbacks are: Front: 20 feet; Side: 5 feet or 0 feet for common wall on zero lot line development; Rear: 10 feet 2. The required buffer yards shall be specified on the development plan. Streetscape Buffer Yard C along Hidden Springs Drive and Buffer Yard D for the common area along Rancho Vistoso Boulevard subject to Planning and Zoning approval. 3. Provide a short form traffic impact analysis showing trip generation, distribution and capacity analysis at the Hidden Springs Drive and Stonecrest Place intersection. OV12-98-1A RANCHO VISTOSO NEIGHBORHOOD 11 STONE CANYON GOLF COURSE TEMPORARY CLUBHOUSE AND RECREATION CENTER DEVELOPMENT PLAN Valerie Feuer introduced the staff report into the record. Stone Canyon will be a private golf course within a gated community. A temporary golf course clubhouse with associated parking has been combined with the recreation area required by OVZCR for all subdivisions. The golf course membership will be available to a limited number of Stone Canyon residents, while the recreation area will be open to all Stone Canyon residents. The purpose of the golf course overlay is to permit the development of golf courses while preserving and enhancing water resources, scenic vistas, neighborhoods, property uses and values. The overlay zone identifies a number of standards for gold course design and irrigation that must be met in order to obtain the approval of a development plan for a golf course. Craig Civalier introduced the engineer's report into the record. A 2 lane private road will provide access to this site that is an extension of Hohokam Village Place. The proposed area street network will have sufficient capacity to provide for an acceptable level of service. The Rancho Vistoso PAD grading ordinance applies to this project. No information was given on the development plan regarding exiting and proposed elevations. Therefore, grading limits could not be determined sufficiently to comment on. Planning staff finds that the Stone Canyon Golf Course Temporary Clubhouse and Recreation Area is in compliance with the General Plan policy 3.1F,maintain and enhance Oro Valley's residential/resort/recreation character. Mr. Charles Hulsey, WLB Group, was present representing Vistoso Partners. Mr. Hulsey provided and overview to show the DRB members where the clubhouse is located. He explained that there are approximately 850 homes that will be a part of Stone Canyon. Only 400 hundred of the homeowners will be allowed to join the Golf Course. Everyone will be a part of the recreation center. The problem is that the parking at the Club House is for members only. We are trying to work with staff on the parking spaces. WLB has no objections with staff conditions. Member Mager asked how temporary is the clubhouse. Mr. Hulsey replied approximately two to three years. MOTION: Moved, seconded (Enger/Mager) and carried by a 5-0 vote (Underwood/Bell absent)to recommend approval of OV12-98-1A Rancho Vistoso Neighborhood 11 Stone Canyon Golf Course Temporary Clubhouse and Recreation Center Development Plan, subject to staff conditions. . 08-10-99 Development Review Board Minutes Page 13 Planning Staff Conditions: 1. There shall be no encroachment into the dedicated natural open space, with the exception of the areas identified on the development plan. A trample zone, not to exceed 5 feet in depth, may be permitted. 2. Any significant changes to the approved development plan must be submitted and reviewed by planning staff. 3. A rationale for the reduced number of parking spaces based on different times of use must be provided for the Planning and Zoning Administrator's approval. 4. Minor revisions should be made to reduce the encroachment into the no-build areas, and must be approved by the Planning and Zoning Administrator. 5. The size of the recreation area and the total number of dwelling units to be served should be added to the general notes. STAFF REPORT: Valerie reminded the DRB members that a meeting has been set for August 31, 1999 a study session on Site Planning, Design Guidelines, and Community Design Concepts. She wanted the Board to know that the school district has decided to stick with the tile roof as the cost analysis proved not be any cheaper. She also informed the DRB that the Payless Shoe Source sign was turned down by Council. There will also be a site tour in September to take a look at the Foothills Business Park and a subdivision at Oro Valley Country Club. MOTION: Moved, seconded (Vogelsberg/Mager) and carried by a 5-0 vote (Underwood/Bell absent) to adjourn the August 10t", 1999 Development Review Board Meeting at 8:30 P.M. Shirley Gay DRB Clerk • TOWN OF ORO VALLEY DEVELOPMENT REVIEW BOARD REPORT MEETING DATE: August 10th, 1999 TO: DEVELOPMENT REVIEW BOARD FROM: David Marsh, Planner I SUBJECT: OV13-99-52 T. J. BEDNAR HOMES MODEL 1900 / 2202 , FAIRWAY VILLAGE & COPPER RIDGE ESTATES II BACKGROUND: The applicant has requested DRB approval of a model home for use in Copper Ridge Estates II and Lots 11, 13, 19, 22, and 23 in Fairway Village. Fairway Village is an 18-acre subdivision platted in 1988, and located within the Canada Hills PAD. It is located north of Canada Hills Drive, east of Carmel Pointe, west of Canada Hills 17 & 18, and south of Naranja Drive. Several home builders have constructed residences in this development over the years, including Canada Vista Homes, and Falcon Homes. Copper Ridge Estates II is a 40-acre subdivision recorded in 1999, and is zoned R1-7. It is located west of La Canada, north of Glover Road. T.J. Bednar Homes will be the first home builder in this project. SUMMARY: The Model 1900 / 2202 home can be described as having a Mission style. Architectural elements for this single-story home include a tiled roof, architecturally framed windows, corbels, and wainscotting. The model has a 3-car garage option, and features two elevations, 1900 and 2202 respectively, both of which are Mission style and vary only in small architectural features. The applicant also submitted a brief narrative explaining the HOA approval for the model in Fairway Village, which is attached to this report. Colour palettes have been submitted for each subdivision for the model. The proposed colour palette for Fairway Village includes Baja White and Fairway Village Beige as exterior colours, with Porpoise, Teal, and Cocoa as trim colours. The proposed colour palette for Copper Ridge Estates II is more extensive. and includes Caballero Clay, Madera, Valley Floor, Fandango, and Hondo exterior colours, and Prince Blue, Eucalyptus, and Sassy Miss trim colours. The colour palette for Copper Ridge Estates II will bring, a greater variety of colours and help to break up the "monochromatic" appearance of the Town. Staff recommends that the Porpoise, Teal, and Cocoa trim colours not be used for Fairway Village, as the HOA has approved the architecture for the model on the condition that the exterior colours and trim be consistent with those currently in the neighbourhood. 1 • EXHIBIT "A" CONDITIONS OF APPROVAL OV13-99-52 BEDNAR HOMES MODEL 1900/2202 COPPER RIDGE ESTATES II FAIRWAY VILLAGE,LOTS 11, 13, 19,22, &23 1. ,Tim--Pew meal, and Cocoa trim colours shall not be utilized in the colour palette for Fairway Village. 2. Bednar and Company Tucson, Arizona Dear Mr. Bednar: This letter will serve as approval for your building on the lots you own in Fairway Village. It is our understanding that the plans#'s 1900 and 2200 will incorporate the same or similar exterior design of the other homes in Fairway Village and that you will use exterior colors, trim and roof tile that exist in our neighborhood as well. It is on this basis that we exempt your having to submit your plans to the review committee. If there are any questions or if we can be of help to you, please let us know. REGULAR AGENDA PREVIEW: OV12-99-17 PUSCH RIDGE DAYCARE/OFFICE COMPLEX, LOCATED ON THE WEST SIDE OF ORACLE, SOUTH OF PUSCH VIEW LANE Phil Swaim, Swaim Associates, briefly reviewed the plans for the Daycare and Office Complex. He asked for input from the DRB Members and Member Underwood recommended sidewalks or place in in-lieu fee for future sidewalks. Member Bell suggested using incentives for the employees as well as the neighboring apartment complex, to use the daycare services. Mr. Swaim provided visuals for the Members as to what the project would look like and where it would be located. PREVIEW: OV12-99-14 THIRD FAIRWAY AT ORO VALLEY COUNTRY CLUB PRELIMINARY PLAT, LOCATED NORTHEAST OF ORO VALLEY GOLD COURSE, AT THE EAST END OF ORO VALLEY DRIVE Steve Lenihan, representing, Third Fairway at Oro Valley Country Club, briefly reviewed the plans and explained that there would be approximately 15 homes provided this project can follow the guidelines for the Country Club before it belonged to Oro Valley. The Town Attorney is in the process of interpreting the issue. Valerie Feuer commented this project must also have a Golf Course Architect before it comes back to DRB. OV12-99-13 LOTS 16 & 17 FOOTHILLS BUSINESS PARK DEVELOPMENT PLAN, LOCATED SOUTHEAST OF ORACLE ROAD ON MAVINEE DRIVE Valerie Feuer introduced the staff report into the record. Matrixx Equities proposed to develop two office and light manufacturing buildings on-site, with a total of 45,334 square feet of floor space. The proposed development will consist of two 'mirror-image' buildings, both of which will contain 09-14-99 Development Review Board Minutes Page 3 several office and light manufacturing areas. The development will also feature a large number of landscape planters, sidewalks and pedestrian links to Mavinee Drive and Hanley Boulevard. The development will have vehicular access off of Oracle Road via Hanley Boulevard and Mavinee Drive, and will possess 149 parking spaces and 16 bicycle spaces. The development plan proposed is in conformance with the requirements of the OVZCR. Craig Civalier introduced the engineer's report into the record. This development will access to Mavinee drive by three driveways. A traffic impact report has been reviewed and we concur that this development will not negatively impact the area highway network. The site will be mass graded. The erosion vulnerability is high because of the sandy soil on the site. Erosion control measures will be required and must be maintained through the construction of the improvements. Staff recommends approval of this item, subject to the conditions listed in exhibit A. Kim Acorn, Acorn Associates, provided colored visuals for the DRB Members. He commented that this would be a very nice site with nice views. The loading is in the back of the building, he felt this area needed more professional manufacturing. Mr. Acorn would like this site to serve as corporate headquarters for a larger company and also have the ability to be multi managed. He also commented that staff requires screening for the loading area, we are not opposed to screening but it will be screened by another loading area. We have incorporated our public art into table and benches, which will be get away spaces for the tenants of the building. Matt Moutafis, 10707 N Pomegranate, provided samples of what the tops of the tables would look like with the art engraved into it. Each table will have its own theme of desert creatures. The art is raised on the table and the animals are painted true to life. One will be able to sit around the table and enjoy the art. There will be six or seven tables. Nancy Mager questioned condition four and Valerie explained what the code said about the screening of loading areas. Member Underwood suggested adding vegetation to the language of condition four. MOTION: Moved, seconded (BelUMager) and carried by a 5-0 vote (Glueck/Enger absent) to recommend approval of OV12-99-13 Lots 16 & 17 Foothill Business Park Development Plan, Located Southeast of Oracle Road on Mavinee Drive subject to staff conditions. PLANNING STAFF CONDITIONS: 1. Add the following General Note: "The developer shall be responsible of the construction of the sidewalk along the north side of Mavinee Drive." 2. The pedestrian link crossings shown on the development plan shall be constructed with `visually distinct' materials, such as interlocking brick or colored scored concrete. 3. A lighting plan for this development shall be submitted for Staff review prior to issuance of building permits. 09-14-99 Development Review Board Minutes Page 4 4. All loading areas shall be screened by a 6' high opaque vegetation screen. 5. Indicate on the development plan that a Buffer Yard B is required along Mavinee Drive. 6. As per the requirements of the OVZCR, all sheets shall be stamped and signed by a registered professional engineer. 7. ADOT must review and approve the traffic impact report. 8. The drainage report must be revised to reflect the grading waiver that we have agreed is appropriate for the site. 9. Improvement plans must be submitted for review and approval. 10. After approval of the improvement plans the developer or their agent must acquire all necessary grading and right-of-way permits from the Town, as well as any another permits from other agencies. 11. Additional on site truck circulation must be checked by the traffic engineer for the P.A.A.L. between the buildings. If trucks are restricted from using this P.A.A.L. it must be signed accordingly. 12. Conditions 1 through 11, and any additional DRB conditions, shall be submitted with a revised development plan, prior to scheduling the plan for Town Council. OV12-99-13 LOTS 16 & 17 FOOTHILLS BUSINESS PARK LANDSCAPE PLAN, LOCATED ON THE NORTH SIDE OF MAVINEE DRIVE,EAST OF ORACLE ROAD Valerie Feuer introduced the staff report into the record. OVZCR Buffer Yard standards require a Buffer Yard B along Mavinee Drive and Hanley Boulevard street frontage. The landscape plan satisfies these requirements as well as those of the La Reserve PAD. The buffer yard will consist of sections of a "natural" retention basin, with variety of understory vegetation and trees. The landscape plan submitted by the applicant is in compliance with the Town of Oro Valley General Plan. The landscape improvements proposed "mitigate negative visual impacts of buildings and parking lots" as required by Policy 9.1 H of the General Plan. Staff recommends approval of this item, subject to the conditions listed in exhibit A. Valerie Feuer commented that on condition one drop the last sentence and add vegetative to the end of the first sentence. Kim Acorn, Acorn Associates representing Matrixx Equities, commented he did not have a problem deleting the Windmill palm from the landscape plan. Member Underwood suggested that the developer work with the artist in placing the salvaged trees in conjunction with the artwork. Mr. Acorn thought that was a good idea. 09-14-99 Development Review Board Minutes Page 5 MOTION: Moved, seconded (Underwood/Mager) and carried by a 5-0 vote (Glueck/Enger absent) to recommend approval of OV12-99-13 Lots 16 & 17 Foothills Business Park Landscape Plan subject to staff conditions and stipulating the words vegetative screen be added to the end of item one. PLANNING STAFF CONDITIONS: As per the requirements of the OVZCR, all loading bays shall be screened from adjacent properties with a 6' high opaque vegetative screen. 2. The Windmill Palm shall not be utilized for this landscape plan, as the palm will exceed 25' maximum height restriction stated in the OVZCR. 3. Conditions 1 thru 2, listed above, and any additional DRB conditions, shall be submitted with a revised landscape plan, prior to scheduling the plan for Town Council. 4. Work with artist and landscape architect for placement of salvaged trees around artwork. OV12-99-13 LOTS 17 & 17 FOOTHILLS BUSINESS PARK ARCITECTURE, LOCATED ON THE NORTH SIDE OF MAVINEE DRIVE, EAST OF ORACLE ROAD Valerie Feuer introduced the staff report into the record. Two one-story professional office/manufacturing buildings are proposed for this site. The elevations submitted illustrate the buildings from all four sides. The structures are flat-roofed with window elements on the south, east and west sides. The lower portions of the building will be constructed of a form finish concrete with light sandblasted finish, and the upper portions of the buildings will be constructed of a fluted exposed aggregate finished concrete. Staff recommends approval of this item with the conditions listed in Exhibit A. Kim Acorn, Acorn Associates, representing Matrixx Equities, provided a color palette and visuals for the DRB Members. He explained that the walls of the building are of concrete and are not plain surfaces. There will be an accent band around the building, and the elevations are carried all around the building. The Board members commented how they like the look of the building. MOTION: Moved, seconded (Mager/Bell) and carried by a 5-0 (Glueck/Enger absent) to recommend approval of OV12-99-13 Lots 16 & 17 Foothill Business Park Architecture Plan,Located Southeast of Oracle Road on Mavinee Drive subject to staff conditions. Shirley Gay DRB Clerk .IA TOWN OF ORO VALLEY DEVELOPMENT REVIEW BOARD REPORT MEETING DATE: September 14`1' , 1999 TO: DEVELOPMENT REVIEW BOARD FROM: David Marsh, Planner I SUBJECT: OV13-99-52 . J. BEDNAR HOMES MODELS 2202, LAVANDULA, ANI) NTOLJNA4 COPPER RIDGE ESTATES II BACKGROUND: Copper Ridge Estates II is a 40-acre subdivision recorded in 1999, and is zoned R 1-7. It is located west of La Canada, north of Glover Road. T.J. Bednar Homes will be the first home builder in this project. Hie applicant has previously received approval for Model 2202; however, they have submitted an additional elevation for approval. In addition, the applicant requests approval of two new models for use in Copper Ridge Estates II, Lavandula and Santolina, both of which have two different architectural elevations. SUMMARY: The previously approved elevation for Model 2202 home can be described as having a Mission st\ lc. \\ tiled roof, architecturally framed windows, corbels, and wainscotting architectural elements. The new elevation proposed by the applicant for approval this evening is more of a Santa Fe style architecture. with a parapet roof, architecturally framed windows, vigas, lintels, clay scuppers, and wainscotting. Both the approved and new elevations feature a third car garage option. The two new models proposed for the subdivision, Lavandula and Santolina, both feature two elevations. which can be described as being Santa Fe and Territorial in architectural style. The Santa Fe elevations feature a parapet roof, lintels, vigas, wooden posts, and scuppers. The Territorial elevations feature wooden posts, corbels, a tiled roof entry way, scuppers, and a cap detail to the parapet roof. The Territorial elevation of the Lavandula also features a column and arch rear patio design. While the elevations of both models include the classic elements of each style, Staff does have concerns over the lack of architectural detail on the front façade of the models. Staff recommends that inset glass block windows with architectural trim he added to the front elevations of the Santolina model, and that a tiled roof element be added to the front of the three car garage Territorial elevation of the Lavandula. The total living area for the Lavandula model is 2418 square feet, while the Santolina model has 2375 square feet of living area. 1 The proposed models will use the previously approved colour palette for Copper Ridge Estates II. which includes Caballero Clay, Madera, Valley Floor, Fandango, and Hondo exterior colours, and Prince Blue. Eucalyptus, and Sassy Miss trim colours. The colour palette for Copper Ridge Estates II will bring a greater variety of colours and help to break up the "monochromatic" appearance of the Town. GENERAL PLAN COMPLIANCE The above models comply with the General Plan's Community Design Element policies, in that, the color scheme will make use of tones that will blend the built environment with the natural surroundings. I n addition, all four sides of the models have been"coherently designed and treated." RECOMMENDATION: Staff recommends approval of this item with the conditions attached as Exhibit "A".
