REGULAR AGENDA
PREVIEW: OV12-99-17 PUSCH RIDGE DAYCARE/OFFICE COMPLEX, LOCATED ON
THE WEST SIDE OF ORACLE, SOUTH OF PUSCH VIEW LANE
Phil Swaim, Swaim Associates, briefly reviewed the plans for the Daycare and Office Complex. He
asked for input from the DRB Members and Member Underwood recommended sidewalks or place
in in-lieu fee for future sidewalks. Member Bell suggested using incentives for the employees as
well as the neighboring apartment complex, to use the daycare services. Mr. Swaim provided visuals
for the Members as to what the project would look like and where it would be located.
PREVIEW: OV12-99-14 THIRD FAIRWAY AT ORO VALLEY COUNTRY CLUB
PRELIMINARY PLAT, LOCATED NORTHEAST OF ORO VALLEY GOLD COURSE, AT
THE EAST END OF ORO VALLEY DRIVE
Steve Lenihan, representing, Third Fairway at Oro Valley Country Club, briefly reviewed the plans
and explained that there would be approximately 15 homes provided this project can follow the
guidelines for the Country Club before it belonged to Oro Valley. The Town Attorney is in the
process of interpreting the issue. Valerie Feuer commented this project must also have a Golf
Course Architect before it comes back to DRB.
OV12-99-13 LOTS 16 & 17 FOOTHILLS BUSINESS PARK DEVELOPMENT PLAN,
LOCATED SOUTHEAST OF ORACLE ROAD ON MAVINEE DRIVE
Valerie Feuer introduced the staff report into the record. Matrixx Equities proposed to develop two
office and light manufacturing buildings on-site, with a total of 45,334 square feet of floor space.
The proposed development will consist of two 'mirror-image' buildings, both of which will contain
09-14-99 Development Review Board Minutes Page 3
several office and light manufacturing areas. The development will also feature a large number of
landscape planters, sidewalks and pedestrian links to Mavinee Drive and Hanley Boulevard. The
development will have vehicular access off of Oracle Road via Hanley Boulevard and Mavinee
Drive, and will possess 149 parking spaces and 16 bicycle spaces. The development plan proposed
is in conformance with the requirements of the OVZCR.
Craig Civalier introduced the engineer's report into the record. This development will access to
Mavinee drive by three driveways. A traffic impact report has been reviewed and we concur that this
development will not negatively impact the area highway network. The site will be mass graded.
The erosion vulnerability is high because of the sandy soil on the site. Erosion control measures will
be required and must be maintained through the construction of the improvements. Staff
recommends approval of this item, subject to the conditions listed in exhibit A.
Kim Acorn, Acorn Associates, provided colored visuals for the DRB Members. He commented that
this would be a very nice site with nice views. The loading is in the back of the building, he felt this
area needed more professional manufacturing. Mr. Acorn would like this site to serve as corporate
headquarters for a larger company and also have the ability to be multi managed. He also
commented that staff requires screening for the loading area, we are not opposed to screening but it
will be screened by another loading area. We have incorporated our public art into table and
benches, which will be get away spaces for the tenants of the building.
Matt Moutafis, 10707 N Pomegranate, provided samples of what the tops of the tables would look
like with the art engraved into it. Each table will have its own theme of desert creatures. The art is
raised on the table and the animals are painted true to life. One will be able to sit around the table
and enjoy the art. There will be six or seven tables.
Nancy Mager questioned condition four and Valerie explained what the code said about the
screening of loading areas. Member Underwood suggested adding vegetation to the language of
condition four.
MOTION: Moved, seconded (Bell/Mager) and carried by a 5-0 vote (Glueck/Enger absent) to
recommend approval of OV12-99-13 Lots 16 & 17 Foothill Business Park Development Plan,
Located Southeast of Oracle Road on Mavinee Drive subject to staff conditions.
PLANNING STAFF CONDITIONS:
1. Add the following General Note: "The developer shall be responsible of the construction of the
sidewalk along the north side of Mavinee Drive."
2. The pedestrian link crossings shown on the development plan shall be constructed with `visually
distinct' materials, such as interlocking brick or colored scored concrete.
3. A lighting plan for this development shall be submitted for Staff review prior to issuance of building
permits.
09-14-99 Development Review Board Minutes Page 4
4. All loading areas shall be screened by a 6' high opaque vegetation screen.
5. Indicate on the development plan that a Buffer Yard B is required along Mavinee Drive.
6. As per the requirements of the OVZCR, all sheets shall be stamped and signed by a registered
professional engineer.
7. ADOT must review and approve the traffic impact report.
8. The drainage report must be revised to reflect the grading waiver that we have agreed is appropriate
for the site.
9. Improvement plans must be submitted for review and approval.
10. After approval of the improvement plans the developer or their agent must acquire all necessary
grading and right-of-way permits from the Town, as well as any another permits from other agencies.
11. Additional on site truck circulation must be checked by the traffic engineer for the P.A.A.L. between
the buildings. If trucks are restricted from using this P.A.A.L. it must be signed accordingly.
12. Conditions 1 through 11, and any additional DRB conditions, shall be submitted with a revised
development plan, prior to scheduling the plan for Town Council.
OV12-99-13 LOTS 16& 17 FOOTHILLS BUSINESS PARK LANDSCAPE PLAN, LOCATED ON THE
NORTH SIDE OF MAVINEE DRIVE,EAST OF ORACLE ROAD
Valerie Feuer introduced the staff report into the record. OVZCR Buffer Yard standards require a Buffer Yard B
along Mavinee Drive and Hanley Boulevard street frontage. The landscape plan satisfies these requirements as well
as those of the La Reserve PAD. The buffer yard will consist of sections of a "natural" retention basin, with variety
of understory vegetation and trees. The landscape plan submitted by the applicant is in compliance with the Town
of Oro Valley General Plan. The landscape improvements proposed "mitigate negative visual impacts of buildings
and parking lots" as required by Policy 9.1 H of the General Plan. Staff recommends approval of this item, subject
to the conditions listed in exhibit A.
Valerie Feuer commented that on condition one drop the last sentence and add vegetative to the end of the first
sentence.
Kim Acorn, Acorn Associates representing Matrixx Equities, commented he did not have a problem deleting the
Windmill palm from the landscape plan. Member Underwood suggested that the developer work with the artist in
placing the salvaged trees in conjunction with the artwork. Mr. Acorn thought that was a good idea.
09-14-99 Development Review Board Minutes Page 5
MOTION: Moved, seconded (Underwood/Mager) and carried by a 5-0 vote (Glueck/Enger absent) to
recommend approval of OV12-99-13 Lots 16 & 17 Foothills Business Park Landscape Plan subject to staff
conditions and stipulating the words vegetative screen be added to the end of item one.
PLANNING STAFF CONDITIONS:
4 As per the requirements of the OVZCR, all loading bays shall be screened from adjacent properties with
a 6' high opaque vegetative screen.
2. The Windmill Palm shall not be utilized for this landscape plan, as the palm will exceed 25' maximum
height restriction stated in the OVZCR.
3. Conditions 1 thru 2, listed above, and any additional DRB conditions, shall be submitted with a revised
landscape plan, prior to scheduling the plan for Town Council.
4. Work with artist and landscape architect for placement of salvaged trees around artwork.
OV12-99-13 LOTS 17 & 17 FOOTHILLS BUSINESS PARK ARCITECTURE, LOCATED ON THE
NORTH SIDE OF MAVINEE DRIVE, EAST OF ORACLE ROAD
Valerie Feuer introduced the staff report into the record. Two one-story professional office/manufacturing
buildings are proposed for this site. The elevations submitted illustrate the buildings from all four sides. The
structures are flat-roofed with window elements on the south, east and west sides. The lower portions of the
building will be constructed of a form finish concrete with light sandblasted finish, and the upper portions of the
buildings will be constructed of a fluted exposed aggregate finished concrete. Staff recommends approval of this
item with the conditions listed in Exhibit A.
Kim Acorn, Acorn Associates, representing Matrixx Equities, provided a color palette and visuals for the DRB
Members. He explained that the walls of the building are of concrete and are not plain surfaces. There will be an
accent band around the building, and the elevations are carried all around the building. The Board members
commented how they like the look of the building.
MOTION: Moved, seconded (Mager/Bell) and carried by a 5-0 (Glueck/Enger absent) to recommend
approval of OV12-99-13 Lots 16 & 17 Foothill Business Park Architecture Plan, Located Southeast of
Oracle Road on Mavinee Drive subject to staff conditions.
PLANNING STAFF CONDITIONS:
1. Mechanical equipment whether ground level or roof-mounted, shall be screened from public view and
designed to be an integral part of the building. The color of the screening shall match the building.
2. The flat roof should match the building color.
09-14-99 Development Review Board Minutes Page 6
OV13-99-64 TANGERINE HEIGHTS MODELS, LOTS 1-50

Matt Bruns, representing C & C Construction, provided color and tile samples for the DRB members. He
commented these colors would be similar to the homes in Desert Vista. The DRB Members agreed that these were
nice models and were in agreement with the colors for these models.
MOTION: Moved, seconded (Vogelsberg/Mager) and carried by a 5-0 vote (Glueck/Enger absent) to

DEVELOPMENT REVIEW BOARD REPORT
MEETING DATE: September 14, 1999
TO: DEVELOPMENT REVIEW BOARD
FROM: Dennis Silva, Jr., Planner I
SUBJECT: OV13-99-65 RANCHO VISTOSO NEIGHBORHOOD 10, PARCELS E & N STONE
CREST MODELS
BACKGROUND:
Vistoso Partners and Stone Crest Homes are in the preliminary stages of platting a number of parcels in
Neighborhood 10. The parcels to be platted are located south of Neighborhood 11, north of Moore Road,
and approximately one mile west of Rancho Vistoso Boulevard. Stone Crest requests DRB architectural
approval for six models, each having three elevations, and sized for a 55 by 110 foot lot. Models will be
located at the Model Center approved on Neighborhood 10N.
SUMMARY:
Plans 4101 and 4102 A-C are single story models designed in the Santa Barbara Mission style architecture.
The differences in the three elevations are in the front façade. Architectural elements include concrete tile
roof, popout windows, patios at the rear elevation, wainscot trim, decorative shutters, and gable vents. Plan
4102 has a varied entryway design. These plans have a two-car garage.
Plans 4103 and 4104 A and C are single story models designed in the Santa Barbara Mission style
architecture. Elevations B for both plans are designed in a modified Spanish Colonial architecture.
Architectural elements for elevations A and C are similar to that of the previous models. Elevation C,
however, has an optional masonry veneer at the front and a wrought iron gate at the entryway. Unique
architectural elements for elevation B include a parapet roof system for the garage and the entryway. Plan
4103 does not have a patio element at the rear elevation. These plans also have a two-car garage.
Plans 4105 and 4106 A-C are two-story models designed in the Santa Barbara Mission style architecture.
Architectural elements are similar to that of the previous models. Elevation 4106 C has an optional masonry
veneer at the front elevation. Plan 4106 show the garage facing left instead of front. These plans have a
three-car garage.
A color palette has been submitted illustrating various shades of beige and brown. The proposed flat tiles
offer more variation as compared with the traditional red, which is common for Santa Barbara Mission
style homes. The proposed color palette is consistent with the other structures in the surrounding area.

Stonecrest Riparian Mitigation Plan
Purpose and Intent
This Riparian Mitigation Plan is being prepared to satisfy the requirements of the Oro
Valley Riparian Habitat Protection Overlay District as set forth in Chapter 10 of the Oro
Valley Zoning Code
The Stonecrest Project is in Ranch Vistoso Neighborhood 10, Parcels 0 & P. This 26.2
acre project is located in a portion of the east half of section 26 and a portion of the west
half of section 25, T11 S, R13E, Pima County, AZ. A xeroriparion wash covering
approximately 3.2 acres transects the site. This site is zoned medium density residential.
A detailed map of the project area is contained in the Riparian Habitat Study that
accompanies this document.
In order to maintain efficiency in lot layouts and accommodate the 100-foot depth of
those lots, minor encroachment of the riparian habitat is unavoidable. Every effort has
been made to minimize impacts to the riparian area during the planning process.
Description of Affected Environment
Two upland and one riparian vegetation communities were identified within the project
area during site visits by a TOA biologist on 10 and 14 September 1999. These
vegetation communities are Sonoran desertscrub, xeroriparian, and disturbed. Of the
26.2-acre project area, the xeroriparian vegetation community accounts for
approximately 3.2 acres, Sonoran desertscrub vegetation community accounts for
approximately 22.5 acres, and disturbed habitat accounts for the remaining 0.5 acres. A
more detailed description of these habitats can be found in the results section of the
riparian habitat study accompanying this document.
Efforts to Minimize Impacts on Riparian Habitat
The WLB Group planned this project with the intent to minimize, to the greatest extent
possible, the impact upon the site's riparian habitat. Only .1 acre, or 3% of the total
riparian area, will be impacted by this project. A total of 25 protected plants will be
affected.
Measures to Protect Areas Out side the Encroachment Zone During Construction
It is proposed that a rope line or another type of approved barrier will be installed as a
means of separating the riparian area from the balance of the site during the
construction phase of the project. In addition, the construction site manager and
inspection personnel will ensure that all construction related activities take place outside
the marked riparian buffer zone.
The WLB Group
Stone Crest Riparian Habitat Study and Mitigation Plan
October I. 1999
Post Construction Restoration of Affected Habitat
All post construction restoration will strictly adhere to the Town of Oro Valley Riparian
Mitigation Standards for type B xeroriparian areas as outlined in the Riparian Mitigation
Standards chart contained in chapter ten of the Oro Valley Code.
The project owner, and/or his successors, agrees to preserve and protect the mitigation
area for the duration of the project. Further, said project owner, or his successors, agree
to actively maintain the mitigated area for a period of not less than 5 years. Maintenance
activities shall include, but not be limited to, the regular operation of the irrigation
system, the replacement of dead trees, and removal of non-indigenous, invasive
species.
Restoration of Grades
All grades will be restored to their pre-construction contours.
Soil Preparation Prior to Revegetation
Soils will be compacted prior to revegetation.
Plant Salvage, Replacement, and Mitigation <
The protected native plants within the encroachment zone identified in the
Riparian Habitat Study will be salvaged, where oss . specimens will 1
p These p
be relocated to an approved nursery area-arid —maintained until it is possible to
return them to the area to be restored. All riparian plants destroyed incidentally to
construction activities will be replaced, in kind, in a manner that simulates the
original plant community.
Mitigation will also include the planting within restoration area plant types
described in the Mitigation Chart. Trees will be planted at a rate of 60 trees/acre,
50% will be 24" boxed and 50% 15 gallon sized. Scrubs will be planted at a rate
of 135/acre, with 75% 5 gallon, 25% 1 gallon sized. The entire disturbed area
will be hydro-seeded with seed mix B.
Grading will be done in such a manner as to facilitate collection and retention of
storm water runoff.
Irrigation of Salvaged and Replacement Plants
All transplanted, salvaged, and nursery stock will be watered with an automatic
drip irrigation system. This system will be maintained in good working order until
it is determined that the vegetation is well established and able to thrive under
normal environmental conditions.
The WLB Group
Stone Crest Riparian Habitat Study and Mitigation Plan
October 1. 1999
2
Additional Mitigation Measures
The WLB group proposes to restore some of the scars on the riparian habitat
outside the area of encroachment. These degraded areas created by old
roadways and other human disturbance will be restored in accordance with the
above mentioned methods in a manner designed to replicate the natural,
undisturbed portions of the riparian zone.
Post Construction Vegetation and Riparian Habitat Monitoring and Mitigation
The responsibility of post construction vegetation and riparian habitat monitoring,
maintenance, and mitigation will be assumed by the Homeowners Association. The area
will be inspected periodically by an approved professional and any dead or damaged
plantings will be identified and replaced.
Estimated Time of Riparian Habitat Recovery and Restoration
We estimate that the post construction recovery and restoration of the impacted riparian
areas will be completed in approximately 1-1.5 years. Every effort will be made to
expedite this process.
Mitigation Bond
The project owner will post a mitigation bond, in the amount of 120% of the cost to install
the plants prescribed and approved in the mitigation plan, and to maintain the plant
materials for the period of time required to re-establish the impacted riparian habitat.
This bond will be posted prior to any site disturbance.

INTRODUCTION AND METHODS
This riparian habitat study addresses the proposed residential development project known as Stonecrest,
within the Town of Oro Valley's Riparian Habitat Overlay District. Objectives of this study are to 1)
identify all vegetative communities in the project area, 2) describe the riparian community in greater
detail, and 3) inventory plants in areas where the project would encroach into mapped riparian habitat so
that a mitigation plan can be prepared. The approximately 26.2-acre project area is located in a portion of
the east half of section 26 and a portion of the west half of section 25, T 11 S, R 13 E, Pima County, Arizona
(Figure 1).
Project plat maps (1" = 40'), aerial photography (1" = 40'), provided by The WLB Group, and a USGS
topography map(Oro Valley, Ariz., 1 : 24,000)were used to locate the boundaries of the project area and
to map protected plants occurring within the riparian habitat encroachment areas. Although the Town of
Oro Valley requires that all vegetation communities within the project area be identified and delineated,
only impacts to riparian habitat are addressed in this document in accordance with the Riparian Habitat
Overlay District regulations.
RESULTS
Two upland and one riparian vegetation communities were identified within the project area during site
visits by an TOA field biologist on 10 and 14 September 1999. These vegetation communities are:
Sonoran Desertscrub, Xeroriparian, and Disturbed. Of the 26.2-acre project area, the Xeroriparian
vegetation community accounts for approximately 3.2 acres, Sonoran Desertscrub vegetation community
accounts for approximately 22.5 acres, and Disturbed accounts for the remaining 0.5 acres.
Xeroriparian vegetation occurs in washes characterized by ephemeral or intermittent stream flow. These
areas usually include plant species found in adjacent upland vegetation communities in addition to those
found only in areas which receive additional water provided by stream flow. The Town of Oro Valley
classifies Xeroriparian habitat by the volume per unit area of vegetation occurring within the riparian zone.
Within the project area, this habitat is classified as Xeroriparian B (intermediate Xeroriparian habitat),
which means that vegetation volume is between .675 and .850 cubic meters of vegetation per square meter
(see Figures 2 and 3). The dominate woody xeroriparian plants in the project area are mesquite(Prosopis
velutina), whitethorn acacia (Acacia constricta), catclaw acacia (Acacia greggii), and blue palo verde
(Cercidium floridum). Mesquite and acacia(Acacia sp.) tend to be larger and appear to be healthier than
those found in the surrounding Sonoran Desertscrub vegetation community.

Sonoran Desertscrub plants include foothill palo verde (Cercidium microphyllum), triangle leaf bursage
(Ambrosia deltoidea), mesquite, prickly pear (Opuntia engelmanii), chainfruit cholla (Opuntia Fulgida),
barrel cactus (Ferocactus wislizeni), burroweed (Isocoma tenuisecta), hedgehog (Echinocereus
.fasiculatus), whitethom acacia, and desert zinnia (Zinnia acerosa). Existing roads account for the
disturbed vegetation community.
The proposed project would encroach into a total of 0.1 acres of the Xeroriparian vegetation (see Figure 4
located in map pocket). Within this encroachment area, a total of 25 protected plants were identified in
two areas, located in the northeast and in the southwest portions of the mapped Xeroriparian vegetation
community. See transcribed data sheets in Appendix A for descriptions of individual plants.

Desert Fairways Riparian Mitigation Plan
Purpose and Intent
This Riparian Mitigation Plan is being prepared to satisfy the requirements of the Oro
Valley Riparian Habitat Protection Overlay District as set forth in Chapter 10 of the Oro
Valley Zoning Code
The Desert Fairways project is in located off Moore Road in Oro Valley, Arizona. This
approximately 39-acre road construction project is located in a portion of Section 26,
T11 S, R13E, Pima County, AZ. Seven xeroriparion washes transect the site. A detailed
map of the project area is contained in the Riparian Habitat Study that accompanies this
document.
In order to maintain efficiency in lot layouts and road access, minor encroachment of the
riparian habitat is unavoidable. Every effort has been made to minimize impacts to the
riparian area during the planning process.
Description of Affected Environment
One upland and one riparian vegetation communities were identified within the project
area during site visits by field biologists on 29 November 1999. These vegetation
communities are Sonoran desertscrub and xeroriparian. Of the approximately 39.-acre
project area, the xeroriparian vegetation community accounts for approximately 0.9
acres and the Sonoran desertscrub vegetation community accounts for approximately
38.1 acres. A more detailed description of these habitats can be found in the results
section of the riparian habitat study accompanying this document.
Efforts to Minimize Impacts on Riparian Habitat
The WLB Group planned this project with the intent to minimize, to the greatest extent
possible, the impact upon the site's riparian habitat. Only 0.9 acres will be impacted by
this project.
Desert Fairways

Plant Salvage, Replacement, and Mitigation
It is the intention of the applicant to salvage 100% of protected riparian plants
identified within the encroachment zone. All protected native plants within the
encroachment zone identified in the Riparian Habitat Study will be salvaged.
These specimens will be relocated to an approved nursery area and maintained
until it is possible to return them to the area to be restored.
In the event that salvage of individual plants is unsuccessful, all plants destroyed
will be replaced, in kind, in a manner that simulates the original plant community.
The mitigation measures for destroyed plants will follow the guidelines outlined in
the `xero-riparian B' column of the mitigation standards table in Sec. 10-704 of
the OVZCR.
Mitigation will also include the planting within restoration area plant types
described in the Mitigation Chart. Trees will be planted at a rate of 60 trees/acre,
50% will be 24" boxed and 50% 15 gallon sized. Shrubs will be planted at a rate
of 15/acre, with 75% 5 gallon, 25% 1 gallon sized. The entire disturbed area
will be hydro-seeded with seed mix B.
Grading will be done in such a manner as to facilitate collection and retention of
storm water runoff.
The WLB Group
Desert Fairways

5
Irrigation of Salvaged and Replacement Plants
All transplanted, salvaged, and nursery stock will be watered with an automatic
drip irrigation system. This system will be maintained in good working order until
it is determined that the vegetation is well established and able to thrive under
normal environmental conditions.

This riparian habitat study addresses the proposed road construction associated with a residential
development project known as Desert Fairways, within the Town of Oro Valley's Riparian Habitat Overlay
District. Objectives of this study are to 1) identify all vegetative communities in the project area, 2)
describe the riparian community in greater detail, and 3)describe plants in areas where the project would
encroach into mapped riparian habitat so that a mitigation plan can be prepared. The approximately 39-
acre road construction project area is located in a portion of Section 26, T11S, R13E, Pima County,
Arizona (Figure 1).
Project plat maps(1" = 40'), aerial photography(1" = 40')provided by Tom Olsen Associates, Inc., and
a USGS topography map (Ruelas Canyon, Ariz., 1 : 24,000) were used to locate the boundaries of the
project area and to map protected plants occurring within the riparian habitat encroachment areas.
Electronic copies of aerial photos were not available for the Moore Road portion of the project area.
Although the Town of Oro Valley requires that all vegetation communities within the project area be
identified and delineated, only impacts to riparian habitat are addressed in this document in accordance
with the Riparian Habitat Overlay District regulations.
RESULTS
One upland and one riparian vegetation community were identified within the project area during a site
visit by an SWCA field biologist on 29 November 1999. These vegetation communities are: Sonoran
Desertscrub and Xeroriparian. Of the 39-acre road construction project area, the Xeroriparian vegetation
community accounts for approximately 0.9 acres and the Sonoran Desertscrub vegetation community
accounts for approximately 38.1 acres. A total of 10 road crossings of Xeroriparian washes were
identified and investigated.
Xeroriparian vegetation occurs in washes characterized by ephemeral stream flow. These areas usually
include plant species found in adjacent upland vegetation communities in addition to those found only in
areas which receive additional water provided by ephemeral stream flow. The Town of Oro Valley
classifies Xeroriparian habitat by the volume per unit area of vegetation occurring within the riparian zone.
Within the project area, this habitat is classified as Xeroriparian B (intermediate Xeroriparian habitat),
which means that vegetation volume is between 0.675 and 0.850 cubic meters of vegetation per square
meter (see Figures 2 and 3). The dominant woody plants in the xeroriparian areas are whitethorn acacia
(Acacia constricta),catclaw acacia(Acacia greggii),and mesquite(Prosopis velutina). Mesquite and acacia
