We have the following comments and recommendations regarding the proposed development of this park. Honey Bee Wash and the adjacent habitats are very important wildlife habitat. The area of the proposed park contains an excellent stand of mature mesquite trees and, according to Pima County's Map of Critical and Sensitive Wildlife Habitats, this area is Class I Mesquite Bosque wildlife habitat. Honey Bee Wash, in the area of the proposed park, is classified as Class II riparian wildlife habitat. Both of these habitats have been greatly reduced in their distribution within the Tucson Basin. In an urban setting such as this, these habitats provide some of the last remaining habitat for many native birds and other wildlife species. Mesquite bosques meet a wide variety of wildlife needs. They are preferred nesting habitat for many game and non-game birds including white-winged doves, mourning doves, Lucy's warbler, vermillion flycatcher, Abert's towhee, northern cardinal, pyrrhuloxia and phainopepla. Mesquite bosques also provide important cover for species such as deer and javelina for escape, resting, feeding and reproduction. The existence of native mesquite and riparian vegetation along Honey Bee Wash and other riparian corridors in this area makes it possible for many species of interesting and attractive birds,.reptiles and small mammals to exist within developed areas. It is imperative that these areas be maintained to insure the continued existence of these wildlife species within the urbanizing areas of our valley. The proposed development of a park adjacent to Honey Bee Wash is an appropriate avenue for the protection and enhancement of the important wildlife habitats in this area, provided the development occurs in a manner which considers the needs of wildlife in this area. The primary objective for this area should be to maintain or enhance the natural habitat values found along Honey Bee Wash. As outlined in the Landscape and Development Plan and also at the public meeting held on August 4, 1994, the park will be developed for passive recreation, i.e. An Equal Opportunity Agency C/ (2) Mr. Don Chatfield August 11, 1994 birdwatching, hiking, photography, etc., and not for facilities such as ball fields or open turf areas. We fully support this objective. Limiting use of the park to less obtrusive activities will help to maintain the value of this area for wildlife and will result in little actual habitat destruction. The following are specific recommendations regarding the proposed landscape and development plan for Honey Bee Park: -- Parking should be developed only in those areas which are already disturbed. There is a considerable disturbed area immediately adjacent to Rancho Vistoso Boulevard that should be utilized. The plan appears to extend parking development into an area that is undisturbed. We recommend that every effort be made to avoid this undisturbed area and maintain areas of natural vegetation. -- We recommend that the areas designated as "Great Lawn" and "Play Area" be removed from the plan and maintained as native vegetation. Development of turf areas or playing fields is not consistent with the objectives of the park or the maintenance of native wildlife habitat. -- Every effort should be made to maintain a buffer area adjacent to the wash which would be an area where there would be no development. This buffer zone would maintain native riparian and mesquite vegetation and screen the wash from recreational activities. The development of an interpretive trail within or adjacent to the wash could occur provided the trail is an appropriate width and native vegetation is maintained. Ideallym, the buffer zone should be 150' - 300' in width along both sides of the wash. -- We support the plans for ramadas and a trail system within the park. These facilities will allow users to enjoy the park and will direct user activity to appropriate areas. Development of the ramadas and trails should avoid the destruction of native vegetation. Mature specimens of mesquite, palo verde, saguaro cactus, barrel cactus and prickly pear should be avoided or salvaged during construction. The development of an interpretive trail will help to educate the public regarding the unique nature and value of this area to wildlife. -- We recommend that Oro Valley accept control of the park area if, as has been suggested by Mr. Dick Maes, the area is offered to Oro Valley following completion. Maintenance costs for this type of a park should be minimal. Control of the Honey Bee Canyon corridor by a single entity would greatly facilitate management of the area. We would also recommend that Oro Valley explore the potential for funding interpretive signs regarding the riparian and wildlife values of the area through the Arizona Game and Fish Department's Heritage Grant Program. (3) Mr. Don Chatfield August 11, 1994 We hope you find these recommendations useful. This is a unique area being impacted by a variety of factors. Careful management will help to retain the characteristics which attract wildlife and people to this area. We appreciate your consideration of the issues affecting the Honey Bee Canyon corridor. Is there any way to shift the ball diamond further away from Desert Rose subdivision? It would appear that home plate could be as little as 25 feet from the nearest residence. The landscaping along the north boundary of the park may help mitigate some of the impacts, but noise could be a problem. 2. You propose picnic tables, drinking fountains, trash receptacles, etc., but this plan does not include details of these amenities as did some of the other WLB rec. plans we have received. Please add. 3. Please supply a list of the play equipment you plan to install in the tot lot. 4. We would suggest that a shade structure be installed over at least a portion of the tot lot to make it usable year round. 5. I could not locate a map depicting plants you plan to salvage from the disturbed areas of the site. Please address. Also, we request that all Saguaro and Barrel cacti be salvaged and re-used on-site. Rancho Vistoso, Honeybee Park Recreation Plan 1. The case number assigned to this plan is OV12-94-22. Please add to your revised plan. 2. On sheet 7 of 7, change 1" d.g. to 2" d.g. in the notes. 3. It is unclear. Are there to be drinking fountains and restroom facilities in Phase I? We strongly recommend it. 4. It would appear that the parking provided (59 spaces) will be adequate to serve the whole park, when built-out. We might suggest that, to preserve the native vegetation for as long as possible, you consider phasing in the parking, as dictated by the facilities to be provided. 5. Would it be appropriate to add some picnic tables in this phase? 2 6. Would it be possible to make all trails conform to ADA requirements without making them too intrusive to the natural environment? 7. Please submit a plant salvage plan for the parking lot area. 8. The stone work should match the color tones of the natural dirt/rock outcroppings in the area. 9. Please provide elevations of the shade structures planned (ramadas). 10. What does this mean? These little squares seem to show up along the sides of the trails. 11. A general observation. While the built-out recreation area will provide impressive entry-way to the Honeybee Canyon trail and many activities and spaces to enjoy, Phase I seems to offer little more than a parking lot with trails leading off to future phases. At a minimum, we would suggest that the interpretive overlook and restroom facilities be included in Phase I. 12. Shouldn't all the recreation plans include some sort of notes which state that maintenance of the facilities is to be provided by a master association? This comment should apply to all rec. plans we have commented on herein. Rancho Vistoso, Neighborhood 10, Recreation Area No. 1 (K, L & M). 1. Please correct the notes on the plan to reflect the actual size of the recreation area, 2.86 acres. 2. The case number assigned to this plan is OV12-94-23. Please add this to the plan. 3. We are concerned that the tot lot and the basketball court are too close to platted lots. Can you reconfigure the plan to allow more space between these facilities and homesites? 4. We believe that a small restroom facility and water fountains would be necessary in this recreation area. If you add them, please give a detail of same. 5. Engineering may have concerns regarding the parking arrangement and potential safety hazards of backing out into the street. 3 • Rancho Vistoso, Neighborhood 5, Parcel T, LandscapelRec. Phase I, Development Plan BACKGROUND: In August of 1994, the Parks and Recreation Advisory Board approached the Town Council with a request to develop a management plan for the Honey Bee Canyon area. The Parks, Open Space, and Trails Master Plan recommended that such a study be conducted. Mayor and Council voted to extend the Town's contract with CBD/Planning for the purpose of preparing the Honey Bee Canyon Management Plan. CBD/Planning, in association with Southwestern Field Biologists and Desert Archaeology, began an inventory of the study area in September 1994. The consultant team also worked with staff to assemble a Technical Advisory Committee (TAC) to guide plan development. The TAC was convened approximately twice per month during the course of the planning effort. Once the inventory was complete, the consultant team convened a public workshop at CDO High School on Thursday, November 10. The workshop was attended by approximately 44 citizens. Using information from the public workshop and the inventory, the consultant developed a set of recommendations for the Honey Bee Canyon region. These recommendations were reviewed by the Technical Advisory Committee on November 17. The Technical Advisory Committee (TAC) convened its final meeting on Thursday, December 1 to provide input on Draft #2 of the Honey Bee Canyon Management Plan. The consultant team gathered a number of specific comments from TAC members for consideration. The Oro Valley Parks and Recreation Advisory Board, in a special meeting on Monday, December 5, 1994, voted 4-0 to recommend approval of the Honey Bee Canyon Management Plan, subject to certain revisions. Among these revisions was a supplement to Draft #2, showing strikeouts and additional language recommended by the TAC. The Parks and Recreation Advisory Board also specifically asked for more detail on the 300' no-build buffer, recommended that equestrian use of the canyon be limited • to 14 permitted users per :, and recommended that language I ded to address the possibility of a buyout or land swap for land areas adjacent to the canyon. On December 6, 1994 at the Planning and Zoning Commission voted 6-0 to recommend approval of the Honey Bee Canyon Management Plan, subject to adding a provision for a 300 foot no-building buffer Zone A. On December 21, 1994 the Town Council voted 4-0 to recommend approval of the Honey Bee Canyon Management Plan, Draft #3. SUMMARY: The Honey Bee Park, Phase 1 (Zone B), Development Plan is before you for approval. Two management zones, A and B, are proposed for the HBC. The management policies for each zone reflects its ability to support and "survive" recreational activities. Zone A extends north from Rancho Vistoso Boulevard. Phase 1 of this development plan is located in Zone B, extends south from the Boulevard and encompasses approximately 65 acres. The improvements will be funded by the Rancho Vistoso Master Association. Operation and maintenance of this private recreation area will be the responsibility of the Master Association. Improvements in Phase 1 include a proposed 59 space parking lot, one 12 square foot, covered ramada with a two foot wide seat wall/retaining wall and plaza, and a loop trail. Development of later phases 2, 3, and 4 of the Honey Bee Recreation Area will be tied to the development of other parcels in the area. Phase 2 development is to include an interpretive overlook and restroom facilities. Phase 3 is to include a "Great Lawn" and "Play Area", and Phase 4 is to include ramadas and restroom facilities. Phase 1 seems to offer little more than a parking lot with trails leading off to future phases. Staff finds that based on recommendations cited in the Honey Bee Canyon Management Plan(HBCMP)that"Honey Bee Park be a passive use park. It should be structured and designed to manage the users within either management zones. It should include an interpretive trail, 15 parking spaces, one restroom, and two ramadas. The intent of the park is for passive uses and to provide access, information, and control functions to the two management zones.", the interpretive overlook, drinking fountains and restroom facilities should be included in Phase 1. By providing these amenities in Phase 1, the interpretive overlook et al, along with the trail system will allow users to enjoy the park and will direct user activities to appropriate areas. The development of an interpretive trail will help to educate the public regarding the unique nature and value of this area to wildlife. This type of sequence enables a more processional type of activity, more choice, and less formality in educating visitors. Signs and explanations at the interpretive overlook, parking area, and along the trails can be a type of reception, and correctly can serve as an educational unit for plants, animals, and cultural resources seen and heard in this area. Staff finds the 59 parking spaces proposed appear to be adequate to serve the whole park, when built out. According to recommendations in the HBC Management Plan, 15 parking spaces should be provided. Personal observation by one Staff member over several weekends verify the need for additional parking spaces above the recommended 15. We recommend 10 additional spaces be provided to handle overflow parking beyond the HBCMP recommendations of 15 spaces. Phasing in additional parking, as dictated by the facilities to be provided would aid in alleviating future parking congestion, and help to preserve the native vegetation for as long as possible. RECOMMENDATION: Planning Staff recommends approval of the Honey Bee Park, Phase 1, Development Plan subject to the • attached conditions.
