INSTRUCTIONS TO SPEAKERS
Members of the public have the right to speak during any posted public hearing. However, those items not
listed as a public hearing are for consideration and action by the Commission during the course of their
business meeting. Members of the public may be allowed to speak on these topics at the discretion of the
Chair.
If you wish to address the Commission on any item(s) on this agenda, please complete a blue speaker card located
on the Agenda table at the back of the room and give it to the Recording Secretary. Please indicate on the
speaker card which item number and topic you wish to speak on, or if you wish to speak during “Call to
Audience,” please specify what you wish to discuss when completing the blue speaker card.

Meeting was called to order at 5:00 p.m. by Chair Dan Huff.

Oro Valley resident Teri Colmar brought forth the concern that bicyclists might not be removing their
shoes prior to entering Steam Pump Ranch. Mrs. Colmar was informed by Ms. Lynanne
Dellerman-Silverthorne that signs are already in place at Steam Pump Ranch informing the bicyclists to
remove their shoes.

Oro Valley Historical Society President Roxy Johnson reported the following:
Tim Williams will be taking another look at Steam Pump Ranch.
The Pusch House has had more than 800 visitors in December.
She is working on the Pusch family crest to display at the Pusch House.
The Oro Valley Historical Society website has been updated.
The Oro Valley Historical Society will host a fundraising event at the Oro Valley Country Club.
Councilwoman Jones-Ivey is working with BASIS School, as BASIS is trying to claim a side of the
newly installed roundabout for sponsorship
The Oro Valley Historical Society is currently seeking new members; Roxy Johnson will be
stepping down as President as soon as a new President is selected.
Commissioner Gail Munden stated that the Pusche House is in need of a sign that informs recreational
bikers to remove their shoes prior to entering the house. Mrs. Johnson informed Commissioner Munden
that a sign is already in place.

2.DISCUSSION AND POSSIBLE ACTION TO CANCEL AND RESCHEDULE THE FEBRUARY 2020
MEETING DUE TO ROOM AVAILABILITY
Chair Dan Huff recommends to reschedule and not cancel the February meeting.
Mrs. Lynanne Dellerman stated that a meeting should occur in February.
Commissioner Gail Munden stated a meeting should occur in February.
Motion by Commissioner Steve Hannestad, seconded by Commissioner Gail Munden Motion to
reschedule the February 2020 meeting.
Vote: 6 - 0 Carried
3.DISCUSSION AND POSSIBLE ACTION TO ASSIGN A COMMISSIONER TO COMPLETE THE 2019
ANNUAL REPORT.
Mrs. Lynanne Dellerman stated that she and Commissioner Tim Bohen created the 2018 annual report,
and informed the commission members on what the process is to create the annual report.
Chair Huff informed the Commission members that creating the annual report is a process that needs to
be completed to be in compliance.
Commissioner Gail Munden volunteered to complete the report. Per Mrs. Dellerman, Commissioner
Wilson will be available to assist.
4.DEPARTMENT REPORT BY MS. LYNANNE DELLERMAN-SILVERTHORN

HPC interviews tomorrow December 3, 2019
Break-in at Steam Pump Ranch resulted in window breakages
The repairs must be completed by a professional who is aware of historic preservation
Mrs. Silverthorne Dellerman is meeting with Mario Durazo to discuss the necessary repairs
Steam Pump Ranch was hit by a tornado, resulting in the need to cut down a tree and a whole
section of the roof and frame came off from the newly repaired chicken coops, and also took a back
section of the garage, broke some doors from the stables as well
Reminded the commissioners of the support to the Alexander family
Is trying to have a jazz band return to play this year
will be out for 6 weeks; Deputy Director Matt Jankowski & Nancy Ellis will fill in for her as needed

DISCUSSION AND POSSIBLE ACTION TO APPROVE THE STAFF RECOMMENDED PRIORITIZATION OF
THE FY 19/20 STEAM PUMP RANCH CAPITAL IMPROVEMENTS WITH ADDITIONAL INFORMATION
RECOMMENDATION:
STAFF RECOMMENDS THAT THE PRIORITY IN IDENTIFYING CAPITAL IMPROVEMENT PROJECT (CIP)
PRIORITIES BE FOCUSED ON THE PRESERVATION OF HISTORICALLY SIGNIFICANT STRUCTURES AND
LANDSCAPE
EXECUTIVE SUMMARY:
Included in the FY 2019/2020 budget, staff recommended $50,000 in CIP for the continuation of Steam Pump
Ranch planting plan as part of the overall landscape preservation restoration work.
During the June 5, 2019, budget hearing, Mayor Winfield made a motion that included "allocating an additional
$50,000 to Steam Pump Ranch CIP Budget on top of the previously allocated $50,000 to that fund, at which time
the Historic Preservation Commission, Council member Solomon and staff will collaborate to determine priority use
of the allocated funds available to Steam Pump Ranch CIP Budget." The motion carried 7-0.
BACKGROUND OR DETAILED INFORMATION:
Over the past several years the Historic Preservation Commission (HPC) has indicated that "preservation" should
be the priority for Capital Improvement Project funds for Steam Pump Ranch (SPR). Most recently the focus has
been on the restoration of the historic landscape, specifically implementation of the Master Planting Plan.
As a result of the June 5, 2019, Fiscal Year 2019/2020 adopted budget there is $100,000 earmarked for SPR.
Assuming that the desire of the HPC is to continue focusing on preserving the historically significant facilities, staff
has identified two preservation projects for consideration.
1. Carlos' House - Rehabilitation as a Barbecue Pavilion that will return it to its earlier use as an outdoor barbecue
shed and gathering area. Compusult Cost Consulting estimated this project at $175,100 (2013).
2. Garage Building - Rehabilitation for use as office space, meeting space, artifact displays, cataloging, storage, and
restroom space. Poster.Frost.Mirto. cost opinion on this project at $442,322 (2019).
Clearly both projects exceed current funding. Multi-year CIP projects are common practice for large dollar projects.
This is how the Ghosted Structure treatment over the Steam Pump House was funded and continues to be a
strategy for the Town.
Staff recommends that HPC make option 1 (Carlos' House Rehabilitation) its priority. This funding could be used to
secure a qualified firm to develop drawings and cost estimates. Once that is complete we will understand how much
to request in Fiscal Year 2020/2021 so that this project could be completed in less than two years.
While the Garage Building as well as other historically significant buildings on the property remain as preservation
priorities, staff believes Carlos' House is an attainable project that will bring additional programming opportunities
that continue highlighting Steam Pump Ranch.
*Updated information*
Staff would like to ask the Commission to revisit and possibly reconsider the previous commission vote on 9/9/19 to
use the 19/20 CIP budget monies to fund a fire suppression system and security system for the Pusch House.
Staff will be recommending in next fiscal year’s budget to move the existing fire hydrant on the SPR property to a
location that is more centralized and ultimately closer to the Pusch House building itself. This is a safety related
issue for the entire property and will be completed by town staff in the Public Works Department. Because of this
need, cost savings on the fire suppression system could be realized and combined into the overall cost of the fire
hydrant project.
Additionally, due to increased weather damage, Carlos’s house (BBQ) has continued to sustain additional structural
damage. Temporary improvements made are not designed to withstand the extreme weather conditions the site
has faced. The longer this structure is neglected the more expensive and labor intensive it will be to restore to a
usable space. With the existing funding approved and the time frame for work which would span two fiscal years,
staff is confident that if the project was begun the additional necessary funding would be awarded and the full
project could be completed. This would allow for the use of an entire new piece of the property for additional
programming, events, activities and a tangible return to the community for the increase in funds provided to the
property. All of these items would be reasons would continue to show viability of the property and help to secure
additional funding to other parts of the Ranch in future years.
It is staff’s request that the commission consider the following order of priority for funding:
Carlos’s House (BBQ Building)1.
Fire hydrant relocation, fire suppression and security system for the Pusch House2.
Garage Building3.
FISCAL IMPACT:
Fiscal Year 2019/2020 CIP fund - $100,000
SUGGESTED MOTION:
I MOVE to approve prioritizing the $100,000 CIP funding toward the Restoration of Carlos' House to its earlier use
as an outdoor barbecue shed.
