F:IAdmin PZIFORM5\Shannon Project Subdivision Development HandoutIDRBPROJARCHAPP•doc ORO VALLEY PLANNING & ZONING DEPARTMENT DEVELOPMENT REVIEW BOARD REPORT Meeting Date: February 11, 2003 TO: DEVELOPMENT REVIEW BOARD FROM: David Ronquillo,Planner I SUBJECT: OV13-03-06, INTERTECH ARCHITECTURAL INTERIORS INC,REPRESENTING GUM TECHNOLOGY CORPORATION, REQUESTS ARCHITECTURAL APPROVAL FOR AN OFFICE & LABORATORY FACILITY; LOCATED WITHN RANCHO VISTOSO NEIGHBORHOOD 2,PARCEL#22302014B BACKGROUND: The subject property consists of 1.22 acres and located within the Rancho Vistoso Planned Area Development(PAD) Neighborhood 2 directly south of the existing Easy Care facility. The zoning is PAD with a land use designation of Campus Park Industrial. SUMMARY: Intertech Architectural Interiors has submitted architectural renderings for the proposed Gum Technology facility. The structure will consist of a two story building approximately 32' - 8", which has been carefully designed to fit within the existing environment. The building is low and clustered providing a variation of rooflines and adequate architectural treatments on all four elevations. The design elements found in this project are similar with the development to the north, Easy Care Facility and the commercial properties southeast of this site. The architecture maintains general themes that are consistent in design and style with the surrounding properties and is compatible with the existing area. OVZCR Design Guidelines There are three distinct sets of design guidelines that apply to the project: Oracle Road Overlay District in Section 10, Design Guidelines in OVZCR Section 16 and the Rancho Vistoso PAD Design Standards. The following items are noteworthy: 10-408D1: Principal structures are constructed of rough masonry, slump block, or similar materials; board and batten, untreated cinder block or metal buildings are prohibited. The proposed building complies with these standards. 16-103B2: Design should consider the historic context. The history is closely related to the climate; therefore, southwest themes are consistent with the character of the area, but are not intended to limit the architectural vocabulary. Historic styles include:southwest traditional, territorial, pueblo, and Spanish colonial. F:\OV\OV 13\2003\13-03-06\DRBrpt.doc The proposed architecture conforms to the recommended historic styles. 16-103B5b: Coordinate similar project types on adjoining parcels, e.g. commercial at an intersection. Coordinated means that certain design elements, such as size of walls, open space, colors, or landscape elements can be similar. Compatibility and visual coherence is desired, not necessarily sameness. The design is compatible with the surrounding area. Rancho Vistoso PAD Design Standards The architectural design for this building conforms to these standards. 16-103.B-4, Reduce the apparent size and mass of larger buildings. a. Break up mass of large buildings by dividing into basic geometric components (one story at pedestrian entrances), with intersecting wall planes. The proposed building avoids the appearance of one single massive structure. b. Emphasize the horizontal, but break up long continuous building surfaces with off sets or contrasting form. This building integrates various architectural elements to prevent a long continuous building surface. c. Vary roof line silhouettes The roofline for this building varies in height. d. Encourage wall mass over glass area. The front elevation facing Vistoso Commerce Loop provides a combination of wall mass over glass area. The use of windows is prominent in this elevation to emphasize the main entrance of the building. The remainder of the building elevations provides an adequate blend of wall mass and glass area. e. Utilize pedestrian scale features at the ground level, such as planters, benches and textures. The front entranceway to the building does not depict pedestrian scale features. A condition has been added for this to be achieved. f Design buildings with consideration given to all sides of a building. All four elevations have been consistently treated. In sum, the proposed architecture utilizes the same design elements & colors of the adjacent buildings and is compatible with the surrounding area. A sample of the exterior colors, body trims and roof sample are attached. GENERAL PLAN CONFORMANCE: The proposed architecture complies with the General Plan Design Policies. In particular, Policy 9.1F, which states, "All sides of buildings may impact their surroundings and should be coherently designed and treated". Overall, the four elevations of this building are consistently designed and treated. F:\OV\OV 13\2003\13-03-06\DRBrpt.doc PRESENTATION REQUIREMENTS: All presentations before Boards, Commissions, and Council must be formatted to be shown on the Town's projection system or overhead system. A presentation must be designed to insure that the audience, staff, and the voting body can view the graphics. Examples of acceptable computer formats are PowerPoint, ArcView, videotape of presentation boards, and/or overhead transparences. The applicant is responsible for the development, presentation, and coordination of all presentation materials. If an applicant does not conform to the aforementioned resolution, the item may be continued due to non-compliance. RECOMMENDATION: Staff recommends architectural approval for the Gum Technology with the conditions listed in Exhibit A. SUGGESTED MOTIONS: The DRB may consider one of the following motions: I move to approve OV 13-03-06, Architecture for the Gum Technology with the conditions listed in Exhibit "A" attached, herewith.
