Part 2 — LAND USE PROPOSAL A. PROJECT OVERVIEW Vistoso Gateway is a planned residential gated community of 50 single- family custom home sites on 53.48 gross acres. To achieve this, the density of the development has been reduced to 0.93 residential units per acre from the potential maximum of 2.0 residential units per acre as designated on the amended Oro Valley General Plan. This makes possible the preservation of natural washes with their typical denser vegetation. No "mass grading" is proposed. Except for the necessary improvements in the streets, building "envelopes" for construction of the residential homes and minor fills in some flood fringe areas, the site will remain in its natural state. Prior to home construction, each lot will be surveyed and the building will be positioned so as to maximize the preservation of trees and saguaros. The end result will be a neighborhood with a traditional, "semi-rural," soft look. The community will have a homeowners' association, CC&R's and design guidelines for architectural review, as required by the Town Code. The association will periodically inspect natural open space areas to guard against encroachment. Reflection Ridge CC&R's and design guidelines will be used as a model. Access to the Vistoso Gateway development will be from the existing Reflection Ridge Drive which was approved by the Town of Oro Valley as part of the Reflection Ridge subdivision adjacent to the site to the east. The centerline of Reflection Ridge Drive, measured along the Tangerine Road centerline, is approximately 1,440 feet east of the centerline of La Canada Drive which complies with the 600 foot minimum distance for an intersecting arterial roadway per the Tangerine Road Corridor Overlay Plan and District. A temporary emergency access lane (right-in / right-out only) will be required on the easterly side of C.A. "C" until emergency access to the development can be provided at the northern extremity of the development when the La Canada Drive (extended) roadway is built. This temporary emergency access lane is a minimum 600 feet from the centerline of La Canada Drive to the west. Bollards will be placed along this temporary emergency access lane at the north and south sides to assure that this lane will not be used unless for an emergency as defined by the Town of Oro Valley. Restoration of this temporary emergency access will be made by the developer/ builder once the permanent emergency access lane is installed at the northern portion of the site to La Canada Drive (extended). -1- B. TENTATIVE DEVELOPMENT PLAN (overlay) The Tentative Development Plan for Vistoso Gateway, in accordance with Section 3-104B of the Oro Valley Zoning Code Revised, is shown as Figure 2-B.1. The Tentative Development Plan Overlay (showing only the development area) is included in this report in the manila envelope at the end of the report and the McHarg Composite Map, Figure 1-M.1/5, is also included for reference. C. EXISTING LAND USES 1. The proposed zoning of the Vistoso Gateway development is R1-36 on 53.5 acres. The remaining 15.0 vacant acres to the west of the rezoning area are under the same ownership but not subject to rezoning at this time. The properties north, east and south of the Vistoso Gateway development are located within the town limits of the Town of Oro Valley. The property to the north of the site is currently vacant and zoned R1-144. A plan amendment to 1.3 — 2.0 RAC is currently in process with the Town. The property immediately to the east of the site, Reflection Ridge, is zoned R1-36 on the western half and R1- 20 on the eastern half. The Reflection Ridge development is currently under construction with building of several upscale homes. The properties south of the site, across the future 300' right-of-way of Tangerine Road, are zoned C-1 (United States Post Office), R-6 (Diamond Key at Copper Creek and R-4 (Copper Creek II). The post office site was rezoned from R1-144 to C-1 in 1998. The Vistoso Gateway proposed zoning boundaries are shown on Figure 2-C.1. 2. The proposed land use for Vistoso Gateway is compatible with on- and off-site land uses. The relationship between Vistoso Gateway and adjacent Reflection Ridge is discussed below. Vistoso Gateway is "buffered" from the more intense / dense development south of Tangerine Road by providing a 50' wide open space easement along the north right-of-way of Tangerine Road with ancillary fencing and landscape buffering. The contiguous properties to the west of Vistoso Gateway will provide a buffer from the La Canada Road extension. The principal motifs of the plan are: • Provide custom housing of high quality and innovative design to satisfy the market demand in the area. -2- • Maximize the size of lots with two main objectives in mind: To Y provide large and areas and setbacks from adjacent 9 dwellings in Reflection Ridge. Vistoso Gateway TDP shows a total of 11 lots adjoining 12 lots in Reflection Ridge development; and, To allow individual siting of homes along curvilinear/ cul-de- sac streets so as to create an interesting streetscape and, most critically to the developer/ builder, to preserve good quality trees and saguaros on individual lots and within the areas designated as reserved open space. i • to the greatest extent feasible, preserve natural areas associated with local washes. During construction, a separate access point to Tangerine Road, for t construction-related vehicles and equipment only, will be designated I ' to prevent such traffic on Reflection Ridge Drive. . Design Guidelines— Lot widths vary significantly from 120 feet up to 250 feet which, combined with varying setbacks and sideyards, and variations in building design and materials, should result in a very attractive, non-tract appearance. Covenants, Conditions and Restrictions (CC&R's) will stipulate that garages constitute no more than 50 percent of total building frontage, garage projections shall be no more than five (5) feet in front of the house, and the same elevation and floor plan shall not be repeated without at least a three lot separation. With the cooperation of the Town of Oro Valley, ` reduction of side yards might be achieved in individual instances to accommodate a residence's specific siting requirements and to preserve native vegetation. In the same manner, front yard reduction might be achieved from time to time to achieve non- uniformity in the streetscape. Each lot will contain at least 12,000 square feet subject to disturbance either by grading, trenching, surfacing or landscaping, including front and side yard setback areas. The stormwater detention basins at the south end of the 1 development will be blended into the landscape via transplantation 1 of trees and hydroseeding of native grasses and shrubs. All roof I mounted mechanical equipment will be architecturally screened from view and the color of roofing materials will correspond to the natural land and vegetation colors of the site. -3- i • i a R1 144 / Z 7V 2 Q Fidelity National Title 'osenmar 7 rs- - 1Ir 1r; i .,1i1yj1j1.1.111, / 11/111•• ► • 11111• Z ' ! , . . ,/, •••11/1.1.1•11.11 , 1111 ►•111111111•• s Ka (vacant) ;m_.,' , 1.1.1.1•••••••1•. y y -►•111/1111••• F 7 1111•11•••1•1•11 111♦ 111111 1 Kay (vacant) 11V111.11.1.1••, i / ( . 411••1.1 •1 . Ka Alderson ( ►►11111•t7 V- 1 W y (vacant) RI-444t11 . ,,/,1..11.1111 Pima ounty 1♦111/11111.1 ir *"' 1"1''' • RI-36♦111 Oro alley b maw ♦1v v. 1.1 S 4cs?44i51t3f4 : 411111 ' Ai )_ 1111Miller F# 1.1.11, , Ri• •••1•, gm . This letter will not include every detail of the approved documents, but rather will serve as a reference for locating the information you may need. • On June 20, 2001, the Town Council approved Ordinance No. (0) 01-19 which rezoned the property known as Vistoso Gateway (Parcel#'s 291510040, 291510050, and 291510060) from R1-144 to R1-36. The ordinance was passed with the specific understanding that 15 acres of land west of the wash shall be donated to the Town for the sole purpose of right-of-way for the La Canada Drive extension and that Reflection Ridge Drive shall be modified as necessary to provide separate southbound right and left turn lanes at its intersection with Tangerine Road. Please use the Town of Oro Valley case number OV9-00- 04 when referencing this item. • On May 15, 2002, the Town Council approved the Preliminary Plat (0V12-02-01)which included 42 General Notes and conditions of approval for resubmitting the Final Plat. • On January 15, 2003, the Town Council approved the Final Plat (OV 12-02-01)which included 42 General Notes and conditions of approval. One condition states that before the plat is recorded any adjustments in the slope easements for lot 17, 18 due to off-site improvements for Reflection Ridge Drive shall be shown on the plat. • The Improvement Plans for both on-site and off-site improvements have been approved by the Town Engineer. No changes to the Final Plat were necessary. The applicant needs to resubmit the Final Plat for recordation with the County. I hope this brief summary provides the information to satisfy your inquiry. If you need further details please contact me at (520) 229-4820 or tkeiran@orovalley.net. Sincerely, Thomas J. TOWN OF ORO VALLEY STAFF REPORT TO DEVELOPMENT REVIEW BOARD MEETING DATE: JUNE 10, 2003 TO: DEVELOPMENT REVIEW BOARD FROM: Susana Montana, Planner II SUBJECT: OV13-03-11, AF STERLING HOME BUILDERS LTD, REPRESENTING SCOTIA JOINT VENTURE, REQUESTS ARCHITECTURAL APPROVAL FOR MODEL 3333, PLAN A AND B, TO BE BUILT WITHIN THE VISTOSO GATEWAY SUBDIVISION; LOCATED ON THE NORTHWEST CORNER OF TANGERINE ROAD AND REFLECTION RIDGE DRIVE (PARCEL NOS. 219-510-030, 040, 050 AND 060). BACKGROUND: The Vistoso Gateway subdivision consists of 53.48 acres with a total of 50 lots. The zoning is R1-36, one residence per 36,000 square feet. The final plat was approved, with conditions, by Town Council on January 15, 2003. One of the conditions of the subdivision final plat (General Note No. 34) states: "The same elevation and floor plan shall not be repeated without at least a three lot separation." On January 14, 2003 the Design Review Board reviewed and approved three model homes for this subdivision (0V13-02-32). Two of those models (numbers 2842 and 2787) reflected a Spanish Colonial-style architecture and one (number 2300) provided a choice of either a Spanish Colonial-style or a Pueblo-style facade. On February 11, 2003, the Board reviewed and approved model number 2300 which featured a choice of either a Spanish Colonial- or Pueblo-style façade. There are grading limits for this subdivision. Lots 1-31 have a maximum grading limit of 18,000 square feet and lots 32- 50 have a maximum grading limit of 12,000 square feet. The plat also designates a conservation easement within various lots along the west side of the subdivision, which further limits the buildable area of the lots. In addition, Ordinance No. (0) 01-19 which rezoned parcels 291-510-040, 050 and 060 from R1-144 to R1-36 stipulated that 15 acres of land west of the wash within the property be donated to the Town for the sole purpose of right-of-way for the La Canada extension and that Reflection Ridge Drive be modified as necessary to provide separate southbound right and left turn lanes at its intersection with Tangerine Road (OV9-00-04). As a result of these limitations, the individual lots within the subdivision are smaller and more severely-constrained. SUMMARY: The proposed model (No. 3333)reflects a Spanish Colonial style and features the following elements: • 3,333 sf. house; • 3-car, 691 sf. garage; • 122 sf covered entry and 163 sf rear patio; • Floor Plan A with a 5th bedroom and a front elevation with full window bay and a Floor Plan B with 4 bedrooms and a front elevation with clerestory windows for the front facing master bath; and • Building height at 17 feet. This model is similar to the Spanish Colonial model No. 2842 which was approved by the Development Review Board on January 15, 2003. { • III v TOWN OF ORO VALLEY STAFF REPORT TO DEVELOPMENT REVIEW BOARD Page 2 of 4 Town of Oro Valley Zoning Code, Revised Design Guidelines The following Design Guidelines are applicable: • OVZCR Section 16-103E.1.c.— "A variety of garage placements is encouraged" When the final plat was approved, the following condition was specified(General Note No. 33), "The setbacks for the houses shall vary so that no two units are equally aligned." The architectural submittals do not show how this condition will be met and, therefore, Condition No. 1 of Exhibit A is recommended to ensure this requirement is met. • OVZCR Section 16-103 E.3.b.4.— "Garages for three cars should have the third portion offset from the other two. The model features a two-feet offset differentiating the single-car entry from the two-car entry of the garage. • OVZCR Section 16-103E.3.b.— "De-emphasize garages on street frontages". 1. The garage should consist of not more than 50%of the total building frontage. The garage is 30 linear feet, representing 40%of the 75 feet wide frontage. 2. Garages may project no more than five (5)feet in front of a house (unless side entry) and must have an entry feature or porch to moderate the visual impact of the garage. The garage extends approximately 24 feet from the building plane of the house. On May 5, 2003 the Applicant submitted a revised plan that would provide a covered entryway and walled courtyard that would provide additional building plane dimension to the front elevation, thereby diminishing the visual dominance of the garage. Tangerine Road Corridor Overlay District (TRCOD), OVZCR Section 10-001 The Vistoso Gateway subdivision is located within the TRCOD; therefore, all architectural submittals to the Development Review Board shall comply with OVZCR Section 10-006. Architectural Design: Buildings constructed in the Tangerine Road Corridor should be low and of colors, materials and textures, which blend with natural desert vegetation. The architectural style of the single-story model home provides a low profile, earth tone colors, and stucco facades which blends in with the natural desert vegetation. Building Materials: Building materials that respond to community desires for southwestern and ranch-type design themes...should predominate the Tangerine Road Corridor. The model home will consist of a masonry stucco finish providing a Spanish Colonial southwestern design theme. Building Colors:Building colors should relate to one another and the natural environment on the basis of pigment, color value and/or intensity. In the Tangerine Corridor, earth tones and pastels are encouraged. The proposed body color, trim color&roof tile comply with the standards set forth in the TRCOD. Preliminary Plat General Notes The following general notes are applicable: • "Garages shall not constitute more than 50% of the front façade of the house and that the garages will not TOWN OF ORO VALLEY STAFF REPORT TO DEVELOPMENT REVIEW BOARD Page 3 of 4 project more than 5 feet in front of the house". The model meets this requirement. • "The setbacks for the houses shall vary so that no two units are equally aligned". Condition No. 1 reiterates this requirement. • "The same elevation and floor plan shall not be repeated without at least a three lot separation". Condition No. 2 reiterates this requirement. • All roof mounted mechanical equipment shall be screened from view and the color of roofing materials will blend in with the landscape". Condition No. 3 reiterates this requirement. GENERAL PLAN COMPLIANCE: The proposed model complies with the General Plan Community Design Elements. In particular, Policy 9.1F, which states: "All sides of buildings may impact their surroundings and should be coherently designed and treated". In addition, to promote fire safety, Condition number 4 would require fire prevention treatment of the chimney. PUBLIC PRESENTATION: Pursuant to Resolution (R) 98-31, "all presentations before Boards, Commissions and Council of rezonings, subdivision plats, development plans, and planned area developments must be formatted to be shown on the Town's projection system or overhead system. The Planning and Zoning Administrator; however, may exempt certain projects." A presentation must be designed to insure that the audience, staff, and voting body can view the graphics. Examples of acceptable computer formats are Power Point, Arc View, a videotape presentation, presentation boards and/or overhead transparences. The applicant is responsible for the development, presentation, and coordination of all presentation materials. If an applicant does not conform to the aforementioned resolution, the item may be continued due to non-compliance. RECOMMENDATION: Staff recommends Architectural approval for AF Sterling Model Home No. 3333 (Plan A and B), subject to the conditions listed in Exhibit"A" SUGGESTED MOTIONS: The DRB may wish to consider one of the following motions: I move to approve OV13-03-11, Architecture for AF Sterling Model Home No. 3333, subject to the conditions listed in Exhibit"A". OR I move to approve OV13-03-11, Architecture for AF Sterling Model Home No. 3333, subject to the conditions listed in Exhibit"A"and the following additional condition(s): OR I move to deny OV13-03-11, Architecture for AF Sterling Model Home No. 3333, finding that Attachments: 1. Bill Adler, 10720 N. Eagle Eye Place, reported that the description of the Call to Audience was inaccurate and not consistent with the Open Meeting Law. Additionally, he stated that the minutes from the last meeting were incomplete, inaccurate, and did not represent what the public specified on Agenda Item 2. He submitted copies of recent minutes from other Town meetings which he felt did a far superior job of reflecting the public's statements. He requested that future minutes be completed in such a manner, and that the DRB direct staff to amend the minutes from the last meeting. Chairman Vogelsberg closed the meeting to public comment for Call to Audience. REVIEW OF MAY 13,2003 DEVELOPMENT REVIEW BOARD MINUTES Chairman Vogelsberg noted the minutes from the last meeting were expanded upon by staff regarding Agenda Item 2. OV12-03-05, LITTLEJOHN ENGINEERING ASSOCIATES, REPRESENTING NORTHWEST MEDICAL CENTER — ORO VALLEY REQUESTS APPROVAL OF A DEVELOPMENT PLAN TO CONSTRUCT A 96 BED HOSPITAL WITH ASSOCIATED USES OF EMERGENCY, OUT-PATIENT AND ADMINISTRTIVE USES AND A MEDICAL OFFICE BUILDING OF 70,000 SQUARE FEET ON 37.72 ACRES LOCATED ON THE NORTHWEST CORNER OF TANGERINE ROAD AND INNOVATION PARK DRIVE, PARCEL 223-020- 23A F:\Minutes\DRB\2003\6-10-03 minutes.doc Approved 7/8/03 2 6/10/2003 Development Review Board Minutes Page 3 Bob Conant introduced the staff report into the record. Staff recommended that DRB recommend that the Town Council approve the Northwest Medical Center— Oro Valley Development Plan, subject to the conditions listed in Exhibit A. Staff Conditions: 1. A Master Sign Program shall be developed and approved prior to the issuance of building permits. 2. Public Art shall be approved by the Town Council for the Hospital building and the Medical Office Building prior to the issuance of building permits. 3. Indicate the design speed and vehicle for the project as a General Note per Section 4- 504(C)(16)of the OVZCR. 4. Show the pre and post developed flows for the 100-year event per Section 4-504(D)(1)(a) of the OVZCR. 5. Show the size and materials of all existing utility piping. 6. Provide a revised drainage report. 7. Provide a revised traffic impact report. 8. It will be the responsibility of the developer to conduct a traffic signal warrants study to determine if traffic signals are justified at driveway B. If a traffic signal is justified the developer shall install it at their cost. 9. Provide funds in escrow to the Town of Oro Valley for the hospital and Rancho Vistoso Neighborhood 3 share of the future intersection improvements for Tangerine Road and Innovation Park Drive. Paul Kappleman, representing the Northwest Medical Center—Oro Valley, gave an overview of the services the proposed hospital would offer. Brad Lipsey of Littlejohn Engineering presented the site access portion of the development plan, as well as landscaping. Steve Delaney of the Gould-Turner Group described the architectural details of the project. Bob Conant noted that the finished grade of the hospital would be 12-15 feet lower than Tangerine Road, thus reducing the impact on the surrounding neighbors' views. He also mentioned that the development was overparked according to the zoning code, and that the Heli- stop would have no fueling or maintenance facilities. Craig Civalier removed staff conditions 6, 7 and 9. He informed the Board that he had received the drainage report and revised traffic report, and that all parties had reached agreement regarding condition 9. Vice Chair Mager inquired about the improvements to Tangerine Road and ADOT's plans for their project. Mr. Civalier responded that the improvements would take place in two phases: F:\Minutes\DRB12003\6-10-03 minutes.doc Approved 7/8/03 3 6/10/2003 Development Review Board Minutes Page 4 1) Interm improvements will include the addition of an eastbound left turn lane and a westbound right turn lane with a temporary traffic signal 2) ADOT's Tangerine Road Improvement Project will widen Tangerine Road to a four lane divided highway, with two westbound lanes, two eastbound lanes and a 46 foot landscaped median. The intersection improvements at Innovation Park Drive will include dual left turn lanes in all directions and a permanent traffic signal. Additionally, Mr. Civalier reported that the elevation of Tangerine Road will not be raised. The existing two lanes will become the westbound lanes of the widened Tangerine Road. He further informed the Board that Innovation Park Drive will be completed north of Tangerine Road to Ventana Medical Systems. It will be a four lane divided highway except from Tangerine Road to the main hospital entrance. In this location, it will be a six lane divided highway. Member Reddin asked if there had been a study concluded regarding the project's lighting. Bob Conant answered that compliance with the lighting code requirements for dark skies will be addressed upon building permit review. Chairman Vogelsberg opened the meeting to public comment for Agenda Item 1. Bill Adler disapproved of the development plan's parking arrangement; he felt that it would be improved if the lanes were one-way, the spaces were angled, and the aisles were perpendicular to the buildings. He added that some underground parking for the medical offices would be beneficial, as it would reduce walking distance, improve security, and avoid noise and light pollution. In addition, he noted that no view corridor analysis had been completed for Tangerine, and voiced concern for the future residents who will live to the west of the project. Chairman Vogelsberg closed the meeting to public comment for Agenda Item 1. Bob Conant detailed the need for increased parking: shifts overlap, requiring additional employee parking, and visitor and outpatient parking were optimized. Member Weatherford cited the parking code as saying that angled parking is more desirable, and questioned why it was not utilized in this development plan. Paul Kappleman responded that many patients arrive in a stressed condition, and one-way angled parking creates confusion and a safety hazard for them. Member Weatherford replied that guide signage may reduce confusion, and that non-angled two-way parking caused problems with pedestrians and getting in and out of the spaces. Paul Kappleman stated that most of the parking problems that Northwest Community Hospital dealt with involved the one-way angled parking spaces. Vice Chair Mager questioned how often the Heli-stop would be used. It was answered approximately 1-2 times per week. She also inquired about how many jobs the hospital would be creating; the response was 300 to start with, not including physicians, with more added as the facilities expanded. Member Weatherford reopened the question raised by Bill Adler of the view impact of future residents. Bob Conant responded that the surrounding land uses are mainly commercial/industrial or no-build areas, with little future residential development on the same grade as the hospital. F:\Minutes\DRB\2003\6-10-03 minutes.doc Approved 7/8/03 4 6/10/2003 Development Review Board Minutes Page 5 Member Caswell inquired if the temporary trailers would be surrounded by a wall or fencing. The response was that it would be surrounded by security fencing. Similarly, she asked if any plants would be added, which was answered affirmatively. Member Weatherford reiterated his position relating to the benefits of one-way angled parking. MOTION: Vice Chair Mager moved to recommend approval of O V 12-03-05 Development Plan subject to the conditions listed in Exhibit A, deleting conditions 6, 7, and 9. Member Reddin seconded the motion. Motion carried 6-0. 2. OV12-03-05, LITTLEJOHN ENGINEERING ASSOCIATES, REPRESENTING NORTHWEST MEDICAL CENTER — ORO VALLEY REQUESTS APPROVAL OF THE LANDSCAPE PLAN FOR A 96 BED HOSPITAL AND ASSOCIATED USES INCLUDING A 60,000 SQUARE FOOT MEDICAL OFFICE BUILDING, LOCATED ON THE NORTHWEST CORNER OF TANGERINE ROAD AND INNOVATION PARK DRIVE, PARCEL 223-020-23A Robert Conant introduced the staff report into the record. Staff recommended that the DRB approve the Northwest Medical Center — Oro Valley Landscape Plan, subject to the condition listed in Exhibit A. Staff Condition: 1. Staff, applicant and the salvage company, at the time a plant salvage company has been hired, shall field verify all plants to be salvaged. Member Caswell corrected the native plant list to read "deergrass" instead of"beargrass". Chairman Vogelsberg opened the meeting to public comment for Agenda Item 2. Bill Adler discouraged the use of trees in parking lots, as they may interfere with signage and people exiting their vehicles. He suggested adding balconies (possibly false) to many of the rooms to add architectural detail and provide space for planter boxes. He opposes the use of turf, which in his opinion sends a false message that the Town has vast water resources. He reiterated that the parking spaces should be positioned perpendicularly to the buildings with walking aisles added for safety. Lastly, he recommended the use of ironwoods in the entry way to the hospital. Chairman Vogelsberg closed the meeting to public comment for Agenda Item 2. It was noted that turf was not part of the Landscape Plan. Member Caswell seconded the motion. Motion carried 6-0. 3. OV13-03-20, GOULD-TURNER GROUP ARCHITECTS, REPRESENTING NORTHWEST MEDICAL CENTER — ORO VALLEY REQUESTS ARCHITECTURAL REVIEW OF A 96 BED HOSPITAL AND 60,000 SQUARE FOOT MEDICAL OFFICE BUILDING LOCATED ON THE NORTHWEST CORNER OF TANGERINE ROAD AND INNOVATION PARK DRIVE, PARCEL 223-020-23A Robert Conant introduced the staff report into the record. Staff recommended that DRB approve the architecture for Northwest Medical Center — Oro Valley subject to the condition listed in Exhibit A. Staff Condition: 1. All roof mount mechanical equipment including vents and stacks shall be screened by the parapet wall. Chairman Vogelsberg opened the meeting to public comment for Agenda Item 3. Bill Adler noted that a semi-circular shape to the building would have improved panoramic views of the mountains. Jim Arnold, Chairman of the Northwest Hospital Advisory Board, described the community input given to the project. He mentioned that lighting was of particular concern to most residents. He noted that, though citizens want as little lighting as possible in the parking areas, they want sufficient lighting to find their vehicles and to see where they're going. He reported to the Board that little or no disapproval of the architecture was voiced during the community forums. Chairman Vogelsberg closed the meeting to public comment for Agenda Item 3. Member Caswell suggested adding texture to the roof to improve patient views. Member Feinberg asked if it would be possible to lower the height of the building, and inquired why the fourth floor towers were added. Paul Kappleman responded that the hospital was designed in a T shape, with the main nursing units centrally located in the second, third and fourth floors and sub-stations positioned at the ends. Bayer Vella introduced the staff report into the record. Staff recommended that DRB recommend that the Town Council approve the PAD Exemption from the Rancho Vistoso Sign System Guidelines. Mr. Vella stated that staff supports the exemption because the Rancho Vistoso Sign System Guidelines do not provide for categories such as hospitals, whereas the Oro Valley Zoning Code does. He noted that once a Comprehensive Sign Package was put together, it would be brought before the Development Review Board and Town Council for review. He added that the DRB was only voting now on which process would be used to review the sign package. Chairman Vogelsberg opened the meeting to public comment for Agenda Item 4. Member Caswell inquired as to the appearance of the temporary trailer. The response was that they intended to improve the trailer's appearance with exterior treatments and landscaping. Member Feinberg questioned how long the temporary sales office would be at this location. Steve Oliverio answered that the code allowed a maximum of two years, which they would comply with. Chairman Vogelsberg opened the meeting to public comment for Agenda Item 5. Marcia Kraus asked how far south of West Vistoso Highlands Drive the sales office would be located, with the answer being well over 1000 feet. Chairman Vogelsberg closed the meeting to public comment for Agenda Item 5. Member Reddin questioned if it was proper to have a sales office approved prior to the approval of a development plan. Bayer Vella stated that they were two separate applications requiring separate review and approval. Staff recommended that the DRB approve the Landscape Plan for the Sales and Marketing Office. Chairman Vogelsberg inquired if the irrigation system could be retrofitted to use reclaimed water. Steve Oliverio responded that, though the WLB Group is working with staff to bring reclaimed water to the area, it would likely be several years in the future before this goal was reached. The sales office would be removed after a maximum of two years. Member Caswell asked if the landscaping would be reviewed by the Rancho Vistoso Homeowners Association, which was answered affirmatively. OV13-03-022, DUCATI DEVELOPMENT REQUESTS ARCHITECTURAL APPROVAL OF A MODEL HOME, NUMBER 2293, FOR USE WITHIN RANCHO VISTOSO NEIGHBORHOOD 10 PARCEL M - SUNSET RIDGE II SUBDIVISION, LOCATED NORTH OF MOORE ROAD, SOUTH OF WOODSHADE AND WEST OF RANCHO VISTOSO BOULEVARD Bayer Vella introduced the staff report into the record. Staff recommended architectural approval for the proposed model home with the conditions listed in Exhibit A. Staff Conditions: 1. A wall to provide visual screening and noise mitigation shall enclose all ground-mounted mechanical equipment. 2. Any vents and chimneys must terminate per manufacturer listing and are subject to review by Planning and Zoning and the Town Building Official. 3. All windows shall utilize pop-outs or be recessed on all sides, except under porches. 4. Place the same porte cache design (wooden trellis) found in many of the existing homes over the entire front of the house- minus the garage area. 5. Make this new front porch flush with the front edge of the garage 6. Remove the existing covered front entry and corresponding gable. 7. Three canales must be added over the garage—as found with other homes. 8. A final design that includes items 3 -7 above must be certified complete by staff prior to application for a building permit. Bayer Vella reported that there were two design guidelines under issue: 1) the 22 foot extension of the garage, and 2) compatibility with the existing homes in the neighborhood. Mr. Vella presented a sampling of exterior views of homes within the development. In contrast to the existing homes, which all have garages that are recessed to the backs of the lots, the proposed model offered a standard garage dominant design. Additionally, a covered entry (porte catche) is a dominant design feature of the subdivision, but does not exist as part of the proposed model. The applicant was not in attendance to answer questions. Several Board members voiced that the proposed model seemed too different to be part of the existing neighborhood. F:\Minutes\DRB\2003\6-10-03 minutes.doc Approved 7/8/03 9 6/10/2003 Development Review Board Minutes Page 10 Vice Chair Mager inquired if the Board should continue the item to give the applicant a chance to make changes. It was Member Weatherford's opinion that the proposed model could not be modified sufficiently, and that a new plan should be submitted. Member Feinberg felt that the applicant had not made a big effort to fit in with the design of the subdivision. Chairman Vogelsberg believed that it would be a disservice to the existing neighborhood to approve the model. Chairman Vogelsberg opened the meeting to public comment for Agenda Item 7. As no one wished to speak, he closed the meeting to public comment. MOTION: Member Reddin moved to deny OV13-03-022 Architecture Approval of a Model Home Plan, stating that the architecture was not in harmony with the surrounding neighborhood. Member Weatherford seconded the motion. Motion carried 6-0. Chairman Vogelsberg called attention to the fact that Geoff Masters had submitted a blue speaker card for Call to the Audience, which was overlooked. The chairman asked if he wished to speak at this point, but he was no longer in attendance. 8. RECOGNITION OF ACHIEVEMENT FOR DRB MEMBERS WITH TERMS EXPIRING DRB Member, Nancy Mager, was recognized for her service. ADJOURNMENT MOTION: Vice Chair Mager moved to adjourn the June 10, 2003 Development Review Board Meeting at 7:50 pm. Member Feinberg seconded the motion. Motion carried 6-0.
