INTRODUCTION Fluoresco Lighting and Sign Maintenance Corporation, representing Beztak, has submitted a request for a Comprehensive Sign Program for the entire development. Specifically, the proposed Sign Package, if approved will be consistent with surrounding developments within the area. BACKGROUND Beztak Companies currently owns a 14.9 acre site which is located at the southeast corner of La Canada Drive and Lambert Lane, and is designated for commercial use under the El Conquistador PAD. OSCO Drug Store has developed and since opened their store on the corner. In January of 2000, the Town Council, upon approving the Development Plan for the OSCO Pharmacy stated that the Development Review Board Agenda Committee must approve all signage for this project. In accordance with the zoning code and PAD, all signage must be integrated with the entire design theme of the project. As a result, a comprehensive sign package must be developed for the entire site to ensure consistency. The Town of Oro Valley Zoning Department, along with Image National, created a sign package for the OSCO Drug Store, that has set the theme for the rest of the development. APPLICANT'S PROPOSAL Fluoresco Lighting and Sign, along with the Zoning Department, has assembled a sign criteria that will be consistent with the surrounding developments, with the Oro Valley Zoning Code Sign Guidelines and with the OSCO Drug Store. The following is a breakdown of the sign criteria. WALL SIGNS Total allowable signage pertaining to any one business shall be one (1) square foot of sign area for every one (1) foot of building frontage with a minimum of 24 square feet and a maximum of 150 square feet. Maximum overall sign height shall not exceed 36 inches. Maximum letter height is 24 inches. - All letters shall be reverse channel with halo illumination using either white neon or white LED lighting. - All wall signs will only be allowed to go above the tenant space in which it is identifying and must meet all regulations set forth by building codes for installation and electrical. I TOWN OF ORO VALLEY DEVELOPMENT REVIEW BOARD Page 2 FREESTANDING SIGNS There are two (2) types of freestanding signs indicated within the Sign Criteria. This would allow the development, at a later date, to decide which option would best suit the development in the future. The development would only be allowed one or the other but not a combination of the two. They consist of the following: Option #1 The development is allowed two (2) freestanding signs, one per street frontage. Each sign shall not exceed fifty(50) square feet and no more than eight (8) feet high from finished grade. Each freestanding sign shall have the name of the center and may have up to four(4) tenant panels. The sign must be located on private property and at an entrance to the development. - All freestanding signs shall consist of reverse channel letters, white halo illumination for the center name. Each panel shall be opaque with routed out, white copy, which may illuminate internally.(additional minor requirements are indicated as well within the proposed criteria) Option #2 An entryway wall sign may be installed in place of a freestanding sign which would consist of reverse channel letters, white halo illumination. ALL OTHER SIGNAGE The proposed criteria makes reference to window signs, other sign types, such as temporary signs and prohibited signs and instructs the tenant to follow the current guidelines for signage that is regulated under Chapter 12, Signs, of the Oro Valley Zoning Code Revised. COLOR The proposed sign criteria requires that all signage is to use the color"Mission Patina"which was utilized by the OSCO Drug Store. This will allow the entire site to stay consist with color and material and will not create an inconsistent look such as other developments using copper patina. A sample of the material has been submitted for review. The color brass has also been proposed should the development wish to utilize the entryway wall signs instead of a freestanding sign. This would match the other entryway signs located at each corner of the intersection. STAFF RECOMMENDATION Staff recommends approval of the La Canada Drive and Lambert Lane Comprehensive Sign Package which is consistent with the surrounding developments, with the existing OSCO Drug Store and also meets the intent of the Oro Valley Zoning Code Revised, Chapter 12, Signs. TOWN OF ORO VALLEY DEVELOPMENT REVIEW BOARD Page 3 SUGGESTED MOTIONS The Development Review Board may wish to consider one of the following motions: I move to approve OV13-03-16, La Canada/Lambert Lane Comprehensive Sign package. Upon completion, the building, which is 12,000 square feet in size, will house a variety of new businesses, including a dry cleaning establishment, veterinary offices, an insurance agent, a Mexican restaurant and more. PROJECT DESCRIPTION: The structure has a 190 foot long facade along Lambert Lane, which most of the businesses will face, and a 90 foot facade facing east and west. The west face of the building abuts Smitty's at its northwest corner. Both the south and west elevations will sport signage at build-out of the project. On behalf of the future tenants of the shops, Mr. Jerry Winter, Fluoresco Signs, has prepared and submitted a set of sign criteria for this project. These criteria have been evaluated by Staff, based on the newly adopted Sign Code, which becomes effective on October 8th(2 days prior to DRB meeting date). All signs, pursuant to the criteria presented, are to be reverse pan channel, copper patina letters, with halo illumination. This sign type mirrors the Smitty's signs and, as such, meets the Sign Code's requirement for the use of complementary and consistent color schemes within any complex or development. Signs are to be limited to the name of the business only and the size may not exceed 1 square foot per building frontage of each business, except that a minimum 24 square foot sign is permitted, all in compliance with the new Sign Code. RECOMMENDATION: Planning Staff has reviewed the sign sketches and accompanying sign criteria and find them to be in conformance with all applicable codes. As such, we recommend that the DRB approve this sign package, thus authorizing the Planning Staff to approve future signage for this project, provided proposed signs comply with the criteria proposed by Fluoresco. SUGGESTED MOTION: The DRB may wish to consider one of the following motions: I move to approve OV13-95-38, the Fluoresco request for approval of the Canada Hills Marketplace sign criteria, as presented. OR I move to approve OV 13-95-38, the Fluoresco request for approval of the Canada Hills Marketplace sign criteria, with the following conditions: OR I move to deny OV 13-95-38, the Fluoresco sign package for the Canada Hills Marketplace, finding that: _ 2 ■ ■ a ■ ■. ■ ■ ■ IN a ■ ■ ■ Q ■ ■ ■ ■ a KEY NOTES 1 ?7< ¢ I l 1. 6'CONCRETE CURB ISLAND WITH DESERT CANOPY TREES. CONSENT AGENDA: Item A was removed from the consent agenda for discussion by the Board. B. OV13-95-40 CANADA VISTAS PERMANENT SIGN MOTION: Moved, seconded (Adler/Fogelstrom) and carried by a 5-0 vote (Smith absent/Underwood excused) to approve OV13-95-40, the Canada Vistas request for approval of a permanent sign, with the stipulation that the light fixture, and its placement, conform with the Oro Valley Outdoor Lighting Code (Article 6-7, Oro Valley Town Code). REGULAR AGENDA: A. OV13-95-38 CANADA HILLS MARKETPLACE PERMANENT SIGN PACKAGE Kevin Kish read the staff report. Bill Adler asked that this item be removed from the consent agenda so that the Board could discuss the sign criteria addressed in a letter from the applicant. The letter stated that the lettering style would be at the discretion of the tenant with the permission of the d 10-10-95 DEVELOPMENT REVIEW BOARD MEETING MINUTES 2 landlord. Mr. Adler was not comfortable with this wording. Kevin Kish explained that the sign code does not specifically address the type style although it does require complementary and consistent color schemes be used. Richard Underwood suggested adding a condition that the type style must match what was demonstrated in their packets. Mr. Adler suggested limiting the typeface to one style to be proposed by the applicant. Chairman Moutafis stated that use of a logo would take precedence over a typeface selected by the DRB. The applicant, Jerry Winters of Fluoresco, asked to speak. Since the tenants would not be allowed to use colors, recognition would rely on typeface. He wanted his tenants to be able to use their logo type lettering. Bill Adler felt a logo must be trademarked. Staff researched the definition of logo in the Zoning Code and found it did require a trademark or copyrighting. Chairman Moutafis felt that the similarity in color, lighting and size would make the signs look attractive with varying typestyles. Mr. Adler wanted to change the definition of logo within the Zoning Code. MOTION: Moved, seconded (Lee/Wind) and carried by a 4-2 vote (Adler/Fogelstrom opposed, Smith absent) to approve OV13-95-38, Fluoresco request for approval of the Canada Hills Marketplace sign criteria with the added condition that Page 2, Section IV, B1 be changed to read ..Letter style shall be at the tenants discretion subject to approval of the Landlord and reviewed by Town Planning Staff. 1. OV12-94-29 RANCHO VISTOSO, NEIGHBORHOOD 13, PARCEL A, LOTS 1- 128, PRELIMINARY PLAT Kevin Kish read the staff report. He recommended approval with conditions. Planning and Zoning Director Don Chatfield spoke at the request of Chairman Moutafis. He gave the history of the plat and stated that it mostly conforms to the code with a few technical exceptions. Mr. Chatfield also reiterated the criteria the Board was to use in acting on this item. Jim Hossley read the Engineering staff report. He recommended approval with conditions. Bill Adler asked why staff had not provided the information he had requested on height limitations, corridor protection, feasibility of biological survey, and the water preservation issue. He felt he could not make an informed decision without this information.
