DEVELOPMENT REVIEW BOARD REPORT
MEETING DATE: December 12,2000
TO: DEVELOPMENT REVIEW BOARD
FROM: Michael Shanley, Planner I
SUBJECT: OV13-00-73 INSIGHT INVESTMENT COMPANY ARCHITECTURE OF
MODEL 1220 FOR CANADA HILLS ESTATES,PHASE II,LOT 48
BACKGROUND:
Canada Hills Estates is a gated community within the El Conquistador PAD and platted in 1993
(Ref.# OV 12-93-04). Setbacks are: Front: 20 ft., Side 10 ft., Rear: 10 ft. The location address is
10780 N Stargazer Dr. The architecture in the Phase II neighborhood is a blend of Contemporary
with pitched tiled roofs, as well as flat roofs of more the Santa Fe and Territorial Styles.
SUMMARY:
The Insight Investment Company has proposed architecture for the Model 1220 home for Ron and
Pat Gospodarek. The DRB has approved the Model 1220 for the Desert Vista and Copper Ridge
subdivisions. The proposed structure is a single story and 2429 sf. living area plus entry, garage
and patio. This floor plan will adequately fit on the specific lot no. 48. The elevation may be
described as a Southwest Traditional style finished in stucco, with a three-car garage and a pitched
tile roof. The height to the roof ridge is 18 ft.
The roof material is a concrete tile of terracotta color that will complement the existing roof tiles in
style and color within the community. The color palette has been provided and consists of a light
beige named Sahara#SP2500. The trim is a darker tan named Coral Clay #SP148. Samples of the
roof and house colors will be available at the meeting.
The proposed house is single story. This plan architecture includes sectional metal garage doors,
with the third single garage recessed at the interior (center) of the front elevation. The three-car
garage consumes 50% of the front elevation and distracts from the remaining design of the house.
This garage arrangement meets the OVZCR Design Guidelines Sec. 16-103E.2, since the garage
does not project in front of the living portion of the house; however, the appearance presents a wall
mass with little relief on the front elevation other than the entrance.
The front porch is covered; however, since the plans do not clearly indicate the covered entry, a
condition has been added to revise the architecture of the entry to include a covered entrance.
' The style incorporates wainscoting on the front and 6 inch wide, popout accents around the
windows on all four sides. Generally, the mixture of front elevation wainscoting and window
(popout) treatments provide a low profile contemporary style, comparable with the surrounding
homes. However,to meet the intentions of the Design Guidelines (Sec. 16-103B.5)which promote
equal design consideration to all sides of the structure, a condition has been added to include
wainscoting on the remaining three elevations.
GENERAL PLAN COMPLIANCE:
This request for approval of Plan 1220 for Lot 48 in Canada Hills Estates Phase II complies with
the General Plan's Community Design Element policies, and specifically Policy 9.1A, in that, the
color scheme will make use of tones that will blend the built environment with the natural
surroundings. In addition, Policy 4.1B is met that encourages maintenance, protection and
enhancements of an established neighborhood.
PRESENTATION REQUIREMENTS:
If this review is on the regular agenda, or moved from the consent agenda to the regular agenda for
discussion, the applicant will be available for comments and questions as required in Resolution
No. (R) 98-31, "all presentations before Boards, Commissions, and Council" must be formatted to
be shown on the Town's projection system or overhead system. A presentation must be designed to
insure that the audience, staff, and the voting body can view the graphics. Examples of acceptable
computer formats are PowerPoint, ArcView, videotape of presentation boards, and/or overhead
transparences. The applicant is responsible for the development, presentation, and coordination of
all presentation materials. If an applicant does not conform to the aforementioned resolution, the
item may be continued due to non-compliance.
RECOMMENDATION:
Planning Staff finds that the architecture proposed is compatible with other homes in this
subdivision and complies with the General Plan. As such, we recommend approval of this request
as part of this evening's agenda, with the conditions in Exhibit A.
DRB REVIEW AND ACTION:
The DRB may wish to consider the following motion:
I move to approve OV 13-00-73, Insight Investment Company Architecture for Model Plan 1220 for Lot

REGULAR AGENDA
OV13-00-72 MONTEREY HOMES/9MODELS FOR MIRA VISTA
Bayer Vella introduced the staff report into the record. He commented that an addendum has been added
to Exhibit A as item 11, and staff recommends approval. Member Mager questioned the language on
condition 1 of Exhibit A "unless errors in the matrix are revealed at a later time". She felt the word
errors should be replaced. Mr. Vella suggested either striking that phrase or using the word adjustments
rather than errors.
Member Enger expressed his concern regarding the size and design of the garages. Mr. Vella
commented that the garage cannot be placed five feet from the front of the house, another issue is not
more that fifty percent of the front of the house cannot be taken up by the garage and the design
guideline encourages the living areas of the house be forward of the garage.
Jeff Grobstein, President of Monterey Homes, thanked staff and the DRB for their comments. Mr.
Grobstein stated that there has been compromise on both sides to address issues of concerns. He stated
that he feels these models meet the design guidelines and Monterey Homes has committed to staff to
build a nice home and enhance the landscape in the subdivision. Mr. Grobstein also explained to the
DRB that Monterey Homes does not allow the same house with the same elevation to be built next door
to each other. He asked DRB to approve what has been presented before them.
