TOWN OF ORO VALLEY
DEVELOPMENT REVIEW BOARD REPORT
MEETING DATE: March 18, 1998
TO: DEVELOPMENT REVIEW BOARD
FROM: Linda Frew, Planner I
SUBJECT: OV 13-98-33 ROONEY RANCH RETAIL CENTER
(TARGET)SIGN PACKAGE
BACKGROUND:
In November of 1997, the Mayor and Council approved the Oro Valley Retail Center
development plan. The project will be anchored by a new Target store, near the south end of
the development, and six new buildings, retail space, will link the Target with the existing Fry's
Food Store. The entire project occupies Parcel D of the Rooney Ranch (aka Oro Valley Center)
PAD, at the southwest corner of Oracle Road and North First Avenue. The recently approved
Burger King, Pizza Hut and Wells Fargo projects are also considered to be a part of this
development.
Target officials have submitted a letter to the Town Council, requesting an Economic Benefit
Exemption from the Sign Code regulations (see Sec. 12-102B attached). On April 1, 1998, the
Council will consider whether or not to grant such exemption. In the meantime, the Target
representatives have presented a conceptual sign plan for the Oro Valley Retail Center for Staff
and DRB review and comment.
If the Council determines that this project may be classified as an "economic benefit" to the
Town, based on the two criteria listed in Sec. 12-102B, the Council will then review Staff
comments and DRB recommendations as they relate to an alternative sign package for this
center and take action.
Thus, the topic of discussion this evening is a draft set of sign guidelines, as proposed by Target
officials, which would govern all future signage for the development, not previously approved by
the full DRB and/or the DRB Agenda Committee. It should be noted that the Fry's Food Store
has submitted a new sign package as well, which replaces the existing copper patina pan
channel letters with red characters, all internally illuminated.
The applicant's submittal addresses wall sign size, color, illumination, the use of logos,
monument signs (two types) and other miscellaneous on-site sign types The guidelines, as
proposed, establish varied standards, based on the size (floor area) of the retail establishment.
Staff will address herein each sign standard separately.
Size
Applicant's Proposal
The applicant proposes four different business classifications, based on square footage. Wall
sign size to be permitted, per those classifications, is proposed as follows:
Use Sign Area * Max. Character**
Anchor 10% 6 feet
(30,000+ sq. ft.) of bldg. Frontage 77,
(ht. x width)
Sub-Anchor 5 feet
(12,000- 29,999
sq. ft.)
Mini-Anchor 4 feet
(7,500- 11,999
sq. ft.)
Shop Tenant 80% of bldg. 40 inches
(less than 7,499 front foot
sq. ft.)
Pad Building 3 sq. ft. per None stated
bldg. front foot
may be on any
façade visible to
public
*Oro Valley Zoning Code permits 1.5 sq. ft. per building front foot, with a maximum of 150 per
square feet per businesses at least 300 feet from the street.
**Oro Valley Zoning Code permits a maximum character height of 4 feet.
Staff Evaluation
Staff has discussed the issue of establishing different classifications, and different sign
guidelines, for stores within this project, based on size. We agree with the applicant's rationale
on providing this differentiation, but recommend different "break-off' points, by size, to define
each type of tenant. Each tenant type will have a different set of sign guidelines to follow (see
chart below for Staff recommendations).
2
As proposed by the applicant, the permissible sign area for future tenants is too large, with a
permitted coverage of 10% of the total area of the building facade on which the sign is to be
placed. For example a new anchor of Target's size would be permitted to have over 15,000
square feet of signage (height of building x width of building equals the total area of the building
facade — 35'H x 450'L = 15,750 sq. ft. of sign).
Target and the existing Fry's, the other anchor tenant, propose wall sign packages in the area of
300 square feet, not excessive, in Staffs opinion, given the distance of the structures (700 feet)
from Oracle Road. The OV Sign Code permits 1.5 square feet of sign area for each lineal foot of
building front for structures over 300 feet from the street. Both Fry's and the Target Store sign
packages fall well under this size limit, however, the OV Sign Code goes on to say that no wall
sign area may exceed 150 square feet for any one business. The wall sign areas proposed for
both these anchors are twice that size.
3
Staff Recommendation:
The following table outlines Staffs recommendations on permitted size for this project:
Use Sign Area Max. Character/Logo Height
Anchor Tenant 1.5 ft. per lineal foot of 6 feet

Applicant's Proposal
The applicant's proposed guidelines permit the use of registered corporate logos in any color,
within the size limitations established. Sign text for all signs, as proposed, must be either red,
orange, copper patina, black, or white pan channel metal letters.

General — It is the intent of the owner to develop a signage system to serve the various mix of
uses in the PAD. Each has its own functional sign requirements requiring a certain level of
flexibility while necessarily fitting under a distinctive and architecturally appropriate theme which
$ ties the entire project together. Thus, the urban village is unified by architecture, color, materials,
vegetation, and signage.

RULES OF THE TOWN OF ORO VALLEY IN CONFLICT HEREWITH
Community Development Director Brent Sinclair stated that on August 5, 1998,the
Council approved the Oro Valley Center, Parcel D, Sign Guidelines. Mr. Sinclair stated
that action by Council tonight would approve the Sign Guidelines by ordinance.
Council Member Parisi stated that he would like to see the Town adopt a uniform sign
code for the entire town. Mr. Sinclair explained that staff is moving toward a uniform
sign code and this package could be grandfathered or a time limit could be set for
conformance.
In response to a question from Vice Mayor Johnson, Mr. Sinclair stated that there are
four to five different sign codes within the Town(in PADs)that differ from the Town's
Sign Code. Those separate sign codes are more restrictive.
Mayor Loomis opened the public hearing.
Richard Feinberg, 1451 E. Triton Place stated"Keep the signage in Oro Valley classy,
not trashy."
The public hearing was closed.
MOTION: Vice Mayor MOVED to APPROVE Ordinance No. (0)99-59, Oro Valley

12/01/99 Minutes, Council Regular Session 5
DISCUSSION: Council Member Parisi stated that he did not think this particular sign
package was good for the Town. He stated that he would not want to liberalize the
Town's Sign Code and he liked the idea of a sign package (code) for the entire Town.
Council Member LaSala agreed that the Town needs a comprehensive Sign Code.
Motion carried, 4—0.
5. ANNEXATION OF STATE LAND PROPERTY LOCATED NORTH OF
THE ORO VALLEY TOWN LIMITS (DISCUSSION AND/OR POSSIBLE
ACTION)
Town Manager Chuck Sweet reviewed an overhead map of the proposed annexation area.
He then explained that in September 1997,the Town began pursuing the annexation of
4,620 acres of state land located adjacent to and immediately north of the Town's
corporate boundaries.
Mr. Sweet explained that due to incorporation issues at that time, the State Land
Department preferred to have the State Trust Land remain in unincorporated Pima
County but they suggested that they would be amenable to reconsidering the Town's
request once that incorporation activity had settled down. Mr. Sweet also reported that
there is presently a new State Land Commissioner in place, and it has been suggested that
the Town send a letter indicating its interest and reasons why annexation into Oro Valley
would be beneficial to the State Trust Land.
Although this item was not a public hearing, Mayor Loomis allowed the following
citizens to express concerns and thoughts regarding the annexation of the State Trust
Land into Oro Valley:
Hector Conde, 14040 N. Lobelia
Carolyn Campbell, 1216 N. 3rd Avenue
Bill Adler, 10720 N. Eagle Eye Place
Valerie Hunter, 10124 N. Sawgrass
Patty Estes, 11700 N. Joi Drive
Carl Boswell, 11700 N. Joi Drive
Bob Rubino, 13 878 N. Lobelia
Vice Mayor Johnson stated that the State Land Department is obligated to get as much
money from the land as they can, but he felt there was movement towards allowing State
Trust Land to be contributed or preserved as open space. He stated that there are many
questions that need to be answered regarding the land, what the County is doing, etc.
before the Town moves forward with the annexation process.
Council Member Paris stated that he supports the Sonoran Desert Plan and the
Governor's initiative regarding open space (Growing Smarter.) If the property were in
the Town of Oro Valley, the citizens would have input on what is going to happen to the

RE: PETsMART Store No. 1003
Rooney Ranch Center - Oro Valley, Arizona
Dear Mr. Nodine:
We are looking forward to the opening and success of a new PETsMART Store located in Oro Valley,
Arizona. We are requesting a sign on the exterior of the PETsMART building for the purpose of
identifying the business at this location in the Rooney Ranch Center. Enclosed, please find a copy of
The United States of America Certificate of Registration for the PETsMART trademark logo.
Founded in 1987, PETsMART is a leading operator of retail stores specializing in the sales of pet
food, accessories, supplies, and services. PETsMART operates over 500 stores in the United States
and Canada, with revenues exceeding 1.5 billion dollars annually. The identity and name recognition
of the company are important to the business operating at the location. The visibility of the store
and its signage are fundamental to the revenue and economic viability of the location. The Federally
Registered Trademark name recognition of PETsMART is vital to this business location and useful to
inform the potential customers that a PETsMART store is open for business in their community.
The Oro Valley market economy demonstrated the qualifications for a PETsMART store in the area,
and the identification of this national retail business to the community is essential. At the time the
Barclay Group, Target Stores, and their signage consultant completed the Oro Valley Retail Center
(Rooney Ranch-Target) Comprehensive Sign Package for the center, PETsMART lease negotiations
were not completed, therefore the PETsMART store or its signage was not presented.
We respectfully request permission to install the signage on the PETsMART building in accordance
with the approvals allocated to the Target store. The proposed PETsMART sign will conform to the
intent of the Rooney Ranch-Target Comprehensive Sign Program, with the appearance of the sign
conforming to the Target sign text. The proposed PETsMART signage is consistent with other retail

Re: Rooney Ranch Comprehensive Sign Package
Application for Amendment
Dear Mr. Vella:
On behalf of the property owner, the Barclay Group, and tenants OfficeMax and
Petsmart, this is a request for four (4) amendments to the Comprehensive Sign Package for
Rooney Ranch Center(the "Center"). These four amendments are as follows:
Federal Trademark Colors
Permit the text of signs of major tenants to be displayed in the color of their federal registered
trademark. All secondary signs or modifier sign copy shall be displayed in copper patina
lettering.
Maximum Average Character Height
Revise the heading in the chart known as "Exhibit D-3 of the Shopping Center Uniform Sign
Criteria" (final approval 8/98) from "Max. Char. Ht." (Maximum Character Height) to "Average
Maximum Character Height". This will allow for an average letter height in signs where there
are upper case and lower case letters.
Method for Determining Area for Single-Faced Sins
Add text to the sign guidelines providing for the method of calculating the area of single faced
signs, based upon the following language from the Town's Zoning Code:
Bayer Vella
February 24,2000
Page 2
"Single faced sign: The entire area within a single continuous perimeter composed
of squares or rectangles which enclose the extreme limits of the advertising
message, announcement, declaration, demonstration, display, illustration, insignia,
surface or space of a similar nature, together with any frame or other material,
color, or condition which forms an integral part of the display and is used to
differentiate such sign from the background against which it is placed, excluding
the necessary supports or uprights on which such sign is placed."
Definition of Major Tenants
Major tenants shall include those who are recognized as national retail operators.
Also, enclosed please find a completed application form and our check for the application
fee of$150.00, along with the following:
(1) an authorization from the owner of the shopping center to amend the sign
package;
(2) a copy of the federal trademark registration No. 2,003,185 registered on
September 24, 1996 for Petsmart, identifying the colors blue and red;
(3) a copy of the federal trademark registration No. 1,947,061 registered on January
9, 1996 for OfficeMax, identifying the colors yellow and red;
(4) twelve (12) copies of the shopping center site plan, illustrating the location and
size of building spaces for Petsmart and OfficeMax;
(5) twelve (12) copies of colored drawings of the signs in question for both Petsmart
and OfficeMax;
(6) twelve (12) copies of the front elevations of both stores;
(7) color chips for the red and blue for the Petsmart sign; and
(8) a red color chip for the OfficeMax sign.
Bayer Vella
February 24,2000
Page 3
It would be the intent of Petsmart to display reverse pan channel halo-illuminated
individual letters of the name of the store, with text of the signs displayed in the red and blue
colors displayed in its federal trademark registration. The reverse pan channel halo-illuminated
individual letters of"Vetsmart" and "Grooming" and the returns will be in copper patina.
It would be the intent of OfficeMax to display reverse pan channel halo-illuminated
individual letters of the name of the store, with text of the signs displayed in the red color
displayed in its federal trademark registration, minus the yellow "swish" under the name.
Please advise me when this will be heard as soon as you know the date, and forward a
copy of the staff report and agenda when they are prepared. Thank you for your assistance.

Re: Rooney Ranch Comprehensive Sign Package
Second Submittal of Application for Amendment
Dear Mr. Vella:
As you know from our recent telephone conversations,we previously submitted,by Federal
Express,an application to amend the Rooney Ranch Comprehensive Sign Package last month. The
Federal Express tracking system reports that M. Cocio received our first submittal at 11:15 a.m. on
Friday, February 25th. However, you have informed me that our application and attachments have
not been located anywhere within the Town's offices.
We are now re-submitting the entire package. You have assured me that you will "do back
flips" to keep us on track for the March 28th DRB agenda and the April 19th Town Council agenda.
I understand that your staff must review our application and prepare a report of findings for mailing
to the Board one week before the hearing. I trust that you and your staff will do everything within
your power to make sure our application process is not delayed due to the "misplacement" of our
first application by Town staff.
Enclosed please find a copy of our first application, cover letter, and required attachments,
including another check to the Town in the amount of$150 for the application fee. Please call me
upon receipt of this second package and forward a copy of the staff report and agenda when they
are prepared. If the first package is found, please return the check to our office. Thank you for your
diligence in processing this application.
Sincerely,
Marci Z. Rosenberg

REGULAR AGENDA
OV12-00-03 RANCHO VISTOSO NEIGHBORHOOD 3, PHASE I, PRELIMINARY PLAT
FOR FOUR LOTS ON EITHER SIDE OF THE COMMERCE LOOP ALIGNMENT SOUTH
OF RANCHO VISTOSO BOULEVARD.
Bryant Nodine introduced the staff report into the record. The WLB Group, representing the
property owners, request an approval of a Preliminary Plat for 1154-acre block plat with a nix of
campus park industrial, hospital and commercial zoning. Due to numerous issues related to
development of the whole area, staff and the applicant agreed to process just the area shown as Phase
I. The existing condition of the site is mostly undisturbed desert, with disturbance for a small dirt
access road and for a TRICO power line that runs east and west along the Moore Road alignment.
The vegetation if typical of upland areas in its composition and features some relatively large
specimens of palo verde. While there is significant vegetation on the site most of it is in the washes
or slopes that are or impacted by grading for this plat. The open space limits of the Rancho Vistoso
PAD are based on riparian areas and steep slopes (over 25%). This plat delineates several areas
where open space, regulated by the PAD, has been "traded" for areas that are not regulated by the
PAD. There are still issues that need to be resolved. One is the area of open space encroachment
that has not been labeled on the plat. Two, areas that are encroached upon and should not include
areas that meet the criteria in the PAD for inclusion as open space. Three, the trade must create
meaningful open space that helps to improve the PAD and the community. The plat is in
conformance with the Town of Oro Valley General Plan-the uses proposed are consistent with the
Campus Park designation for the site and the plat conforms to almost all of the policies. Staff
recommends approval of the proposed Phase Ito the preliminary plat subject to staff conditions.
Craig Civalier introduced the engineer's report into the record. The only traffic generated by this
development, at this time, will be that for lot 7, Ventana Medical Systems. Vistoso Commerce Loop
will be extended south from Rancho Vistoso Boulevard to provide access to this site. The site is
expected to generate 1,270 trips per day of which 147 will occur in the morning peak hour and 158
will occur in the evening peak hour. In the long term, as Neighborhood 3 develops, a traffic signal
will be required at this intersection.
Drainage: The area of phase i will be graded so that Vistoso Commerce Loop will be the drainage
divide to the east and west. Phase I is not located in a critical or balanced basin. Therefore, five-year
threshold retention will be provided.
Grading: The preliminary plat shows that large buildable areas will be mass graded and for the most
part open space and conservation areas will be left natural. The earth generated by grading Phase I of
Neighborhood 3 will be transported to Neighborhood 4, where the applicant proposes to place it as
04-11-00 Development Review Board Minutes Page 3
engineered fill. Any remaining fill will need to be stockpiled on top of the engineered fill. Even
limiting the fill in this way will effect the 100-year floodplain in Neighborhood 4. The applicant will
be required to get a floodplain use permit and apply for a conditional letter of map revision from the
Federal Emergency Mapping Agency.
Charles Hulsey, of the WLB Group was present for questions. Mr. Hulsey provided an overhead
view of the area. He briefly talked about the fill areas, grading and salvage issues. He had an
objection with item 2D of the staff conditions. Mr. Hulsey commented that the plants would be
utilized from all over Vistoso. He further stated he is opposed to establishing a nursery, as it leads to
disease in the plants. Our goal is to pick up the trees and reuse them immediately at another site. He
said he would like to tie the haul road with the salvage plan. Regarding item 3A, he would like to
leave the plat as it is, rather than draw up a new plat. Mr. Hulsey would like item 3C to fall under the
same condition, and continue the remainder of the plat at a later date. Item 40, he does not have an
agreement with TRICO at this time but will come back when that is figured out.
PUBLIC HEARING OPENED:
Army Curtis, 11991 N. Labyrinth Dr., expressed his concern about keeping neighbors informed as to
what is happening with this project. How is this going to affect the wildlife and the washes. We
need to hear more information about this project before a decision is made.
Karen Rogers, 1815 E. Starmist Pl., expressed opposition to this project. Her concerns were how
this would impact the neighborhood and surrounding area, washes, riparian area, and wildlife. There
needs to be more thought going into this project. Without a plan for this project is planned for
failure.
Bob Buie, 1761 E. Starmist P1. ,commented that his concerns were the hydrology. Where is the
water going to go if the water is re-routed?
PUBLIC HEARING CLOSED:
Mr. Hulsey responded to the concerns of the public. He reported that this area is a part of the
original agreement that gave ADOT this right-of-way to Tangerine Rd. In that agreement it states
that Vistoso Partners has the right to go underneath the bridge and deposit fill on a portion of the
roadway. ADOT wants to avoid running traffic over the paved surfaces with vehicle traffic back and
forth all the time. What has been proposed is a roadway or graded area that is two lanes wide, there
has to be enough clearance for the equipment to go under the bridge, a low spot will be created for
that purpose under the bridge. When the operation is finished we will revegetate or make a bike trail
that goes under the bridge and back up to the other side of the road. Once the grading is finished, we
will hydro-seed. It's a requirement. ADOT also requires a wildlife study for the raptors that are
under the bridge. It's true that we have not shown a plan to the Town for this development. This
area is zoned for a commercial shopping center. Regarding the floodplain by WLB, the Federal
Government, State, and Pima County in the mid-eighties. He stated he knows exactly how high the
levy must be. It does need to be compiled into a report that goes to FEMA. It has been compiled
04-11-00 Development Review Board Minutes Page 4
into a report that was give to the Town in 1987. In order to get a grading permit a soils report is
required and where we are going to place the engineered fill and how we will place it.
MOTION: Moved, seconded (Underwood/Enger) and carried by a 5-0 vote (Mager/Glueck
absent) to recommend approval of OV12-00-03 Rancho Vistoso Neighborhood 3 Phase 1
Preliminary Block Plat subject to Staff Conditions and stipulating item 2D of staff conditions
be changed to reflect what actually happened in the field, plants must be tagged and replaced
in a like number. A salvage plan must be developed for the haul road as the haul road is
identified along with the grading plan. Item 3A shall be deleted; item 3-0 the new TRICO
easement shall be shown, as it becomes available. Grading in Neighborhood 4 will be limited
to agriculture areas unless staff and applicant in an analysis determine that the amount of
stockpile on top of the engineer fill would be excessive, stockpile shall be limited to six feet.
Keep the people in Catalina Shadows informed and meet with then about the haul road and
salvage plan in Neighborhood 4.
STAFF CONDITIONS:

OV12-00-02 VENTANA MEDICAL SYSTEMS DEVELOPMENT PLAN FOR AND OFFICE,
RESEARCH AND MANUFACTURING FACILITY
Bryant Nodine introduced the staff report into the record. ER+HDR Architects, representing
Ventana Medical Systems, Inc. hereby present a Development Plan for a new 180,000 square feet
Manufacturing/Research&Development/Headquarters multi-building facility located within Rancho
Vistoso Neighborhood 3. Ventana Medical Systems, Inc. is an existing business that currently
employs 300 employees with 3-5 years. With plans to expand to 550 employees within 3-5 years.
Products developed, manufactured and marketed by Ventana Medical Systems, Inc. include tissue
analysis equipment and reagents, and genetic de-coding analysis equipment. The Ventana Medical
Systems site will be the initial development for neighborhood 3, which is approximately 800 acres
of, primarily Campus Park Industrial development. The Development Plan is I conformance with the
Town of Oro Valley General Plan-the use proposed is consistent with the Campus Park designation
for the site and the development conforms to most of the policies. Staff recommends approval of the
proposed development plan subject to the staff conditions.
Craig Civalier introduced the engineer's report into the record. He commented that Vistoso
Commerce Loop would be extended south from Rancho Vistoso Blvd. to provide access to this site.
Ventana Medical Systems will have four access points. Two will be on Vistoso Commerce Loop,
one will be on Discovery Way to the north and one will be on Street F to the south.
Drainage: This site will be mass graded so that it drains from the north to the southeast. Ventana
Medical Systems is not located in a critical or balanced basis.
Grading: The northern most 14.54 acres of this 19.5 acre parcel will be mass graded. The remainder
of the parcel will remain in its natural state. An area of concern is the grade of the main entry drive
off of Vistoso Commerce Loop, the development plan shows a grade of nearly 11%. This is a
condition of approval.
Shawn Homberg, of ER+HDR Architecture, Inc. provided colored renderings of the buildings for the
DRB. He briefly reviewed the three buildings, parking areas, lighting issues, entries into the
complex and service access. He commented that this is the first development in the industrial park.
04-11-00 Development Review Board Minutes Page 7
Mr. Homberg stated he was in agreement with staff conditions.
MOTION: Moved, seconded (Bell/Vogelsberg) and carried by a 5-0 vote (Glueck/Mager
absent) to recommend approval of OV12-00-02 Ventana Medical Systems Development Plan
subject to staff conditions.

"stand alone" legal description on the title block (not Lot 7 of the neighborhood 3
plat--it can't refer to that plat). To support this provide (1) a legal description and
(2) the boundary data on the plan tied to a section or quarter section corner (the
latter is required any way).
OV12-00-02 VENTANA MEDICAL SYSTEMS LANDSCAPE PLAN
Bryant Nodine introduced the staff report into the record. The landscape plan shows berms (to screen
parking and loading areas) and 20-25 foot buffer yards along the streetscapes with native trees such as
velvet mesquites and blue palo verdes and sweet acacias. The eastern boundary, which abuts the natural
area is landscaped with the same native plants (minus the acacias) and additionally with foothills palo
verde to provide a transition to the natural area. The southern boundary, between Ventana and what will
ultimately be developed for CPI uses, has been landscaped more sparsely with desert willow and both
types of palo verdes.
The parking areas are landscaped with Chilean mesquites and blue palo verdes. Along the building the
trees are will be heritage oaks, desert willows, and willow acacias. The north-south orientation of the
parking islands serves to screen the buildings. Dense plantings, berms, a 6' masonry wall, and the
parking island on east side screen the service yard behind Building#1.
04-11-00 Development Review Board Minutes Page 9
The main entry to the site extends into a plaza, with a turf and seating area. Lantanas, desert spoon, bird
of paradise, and Texas rangers create a transition from the more developed plaza to the natural areas
further south. The orientation of the courtyard is toward views of Pusch Ridge. This is strongly
emphasized by the plantings of Chinese Pistache (not on the Oro Valley plant list) on the north and south
of the plaza. Another plant not on the list (fortnight lily or Moraea iris) creates a waterside effect along
the colored concrete used to simulate a wash. This "wash"runs from Building#1 through the plaza.
Sixty percent of the trees are 24' box and the remainder is 15 gallon. Given the size and relative
closeness of Building #1 to the street, larger trees, though not required by Code, are preferred. Staff
recommends approval of the proposed Landscape Plan subject to staff conditions.
Shaun Homberg said he accepted the conditions of staff.
Bryant Nodine wanted to clarify that the 36" boxed trees be placed along the boulevard
Member Underwood commented that the Landscape Plan was nice.
MOTION: Moved, seconded (Underwood/Bell) and carried by a 5-0 vote (Glueck/Mager absent) to
recommend approval of OV12-00-02 Ventana Medical Systems Landscape Plan subject to staff
conditions and stipulating the 36" boxed trees go along the boulevard.
STAFF CONDITIONS:
1. Provide details on the screen walls to indicate how they will be treated to avoid long,
unvaried expanses.
2. Provide landscaping on, or beyond the property line southeast of Building #3.
3. Provide an outdoor seating/eating area for the use of employees of Building#1 outside the
northwest entrance.
4. Indicate the line-type for the berms in a legend.
5. Provide raised pedestrian crossings, consisting of colored paving materials, such as
interlocking brick, wherever pedestrian routes/sidewalks cross the PAALS.
6. Provide a mix of 36" or larger boxed trees or similarly sized salvaged trees along the streets
adjacent to Building#1.
7. The above items must be addressed prior to submittal for Town Council.
OV13-00-16 VENTANA MEDICAL SYSTEMS ARCHITECTURE
04-11-00 Development Review Board Minutes Page 10
Bryant Nodine introduced the staff report into the record. The development plan shows three buildings
arranged toward the center of the site with parking and entries in the front (west) and loading docks and
parking in the rear. The buildings are proposed to be constructed from tilt-up concrete slabs with a
height that varies from 30' to 34'. Tilt-up slabs produce a smooth-faced surface so the architect has
added elements such as score lines, recessed windows, slanting projections (tilt panels), and horizontal
awnings over some windows to break up this effect. With these elements the overall style of the
buildings is modern.
The windows are either green glass with primarily horizontal mullions, or a fiberglass-reinforced,
translucent plastic (Kalwall) with fairly equally spaced mullions in both directions. The windows create
a human-scale element to the building and the mullions provide contrast and detail within the windows.
Other human scale elements are provided by the entry canopies and the plaza area.
Buildings 2 and 3 are sited to create an entry, which extends into a plaza, with a turf and seating area.
The plaza is adjacent to the cafeteria on the south side of Building #2. It is an excellent gathering area
with views of Pusch Ridge. A canopy connecting Buildings 2 and 3 serves as a focal point for the entry,
mirroring the turn-around, and drawing persons toward both the buildings entries and the plaza. Staff
recommends approval of the architecture subject to staff conditions.
Mr. Homberg provided an overview of the architecture. He reviewed colors, and provided a model of the
building. He briefly reviewed the details of the building such as the glass block windows, the canopy at the
drop off area, and the difference of the building colors.
The discussion among the DRB members were favorable and a nice addition to to area.
MOTION: Moved, seconded (Enger/Vogelsberg) and carried by a 5-0 vote (Glueck/Mager absent) to
recommend approval of OV13-00-16 Ventana Medical System Architecture subject to staff
conditions.
STAFF CONDITIONS:
Rooftop mechanical equipment, vents, and ducting shall be screened so as not to be visible from
adjacent roadways.
PUBLIC HEARING, OV13-00-05 ADDENDUM TO THE ORO VALLEY RETAIL CENTER
(ROONEY RANCH) COMPREHENSIVE SIGN PACKAGE
Bayer Vella introduced the staff report into the record. David K. Jones, P.C., representing The Barclay
Group, submitted a request to substantially amend the Rooney Ranch Retail Center Comprehensive Sign
Package. Specifically, the proposed amendments would alter, if approved, Section G of the PAD and the
Parcel D Sign Package Guidelines (both attached). It is important to emphasize that the Sign Guidelines
only address Area D within the overall development. Area D includes 39.86 acres and is located west of
04-11-00 Development Review Board Minutes Page 11
Oracle Road and south of North First Avenue.
The Development Review Board considered each of the applicant's requests on 4/11/00. The Board voted
unanimously to recommend denial of three out the four requests. The Board, staff, and the applicant did agree,
however, that a methodology to measure wall signs should be established. As a result, the item was continued
to allow staff and the applicant time to develop appropriate verbiage. Staff wishes to uphold the integrity of the
sign package while maintaining a level of consistency with the OVZCR sign code and other PAD's. In order to
uphold the integrity of the OVZCR, Design Guidelines, and the Rooney Ranch Sign, Planning staff
recommends denial of each amendment request.
David Jones, representing the Barclay Group was available for questions that DRB may have. Mr. Jones has
proposed the following modifications to the Oro Valley Retail Center Comprehensive Sign Package. One:
Definition of Major Tenants "Major tenants shall include those who are recognized as nation retail
operators." Two: Federal Trademark Colors "Permit the text of signs of major tenants to be displayed in the
color of their federal registered trademark. All secondary signs or modifier sign copy shall be displayed in
copper patina lettering." Three: Maximum Average Character Height "Revise the heading in the chart
known as Exhibit D-3 of Shopping Center Uniform Sign Criteria" from Maximum Character Height" to
"Average Maximum Character Height." This will allow for an average letter height in signs where there are
upper and lower case letters." Forth: Method for Determining Area for Single-Faced Signs "Add Town's
Zoning Code language for Single-Faced Sign." This would establish a methodology for calculating square
footage.
Mr. Jones said to the DRB that if they were comfortable with the concept as presented he would work out
the details with staff. His two clients right now are Petsmart and Office Max and he would like to get the
details worked out. He would like to have the trademark color red allowed for these two tenants. The
secondary signs could be Copper Patina lettering. He stated this is the third year he has been before the
DRB regarding color and he would like to come to a finality on this issue. All he is trying to do is amend
the sign package to allow the display of trademark signs and their trademark colors. If there is no trademark
color then they could go to the Copper Patina. He asked the DRB to give serious consideration to this
proposal.
Mr. Vella wanted to clarify that he felt something could be worked out on proposed four. Which a method
for determining area for single-faced signs.
Bill Hutchison, of Petsmart, 19601 N. 27th Ave. Phoenix, AZ was present as a corporate citizen and also in
the interest of the stockholders of Petsmart and corporate identity. He commented that Petsmart is based in
Phoenix and they have currently 500 stores in 38 states and employ over 20,000 people. He explained that
he is here as a major tenant and feels he has been categorized as a minor tenant. He stated that Petsmart
needs to be quick and convenient to the shoppers and be identified so people would be drawn to the store.
He proceeded to explain to the DRB that out of the 500 hundred stores there are only three or possibly four
that have white lettering on a red building. He asked the DRB to please consider the red trademark lettering.
Council Member, Fran LaSala, commented that this comes before the Town every year. People will know
where the store will be and will come. Petsmart will be a wonderful addition to the Town. He further
commented that this particular developer likes to come to the Town and try and change the sign code. The
04-11-00 Development Review Board Minutes Page 12
developer knows the rules before they come. He asked the DRB to make the right decision.
It was discussed among the DRB members to support staff in denial of the first three proposals and come
back to DRB on the fourth issue.
MOTION: Moved, seconded (Underwood/Eager) and carried by a 5-0 vote (Glueck/Mager absent) to
recommend denial of OV13-00-05 Addendum to the Oro Valley Retail Center Comprehensive Sign
Package, stipulating that proposal four come back to DRB after they have worked with staff on the
details.
OV13-00-13 KAUFMAN & BROAD REQUEST FOR ARCHITECTURAL APPROVAL OF NINE
MODEL HOMES, RANCHO VISTOSO NEIGHBORHOOD 10, PARCELS O&P AND Q&R
Bayer Vella introduced the staff report into the record. Kaufman & Broad of Tucson, Inc., has
submitted plans for model homes 1300, 1560, 1669, 1921, 2004, 2121, 2301, 2609, and 2784, to be
built at Rancho Vistoso Neighborhood 10, Parcels O&P and Q&R. The model numbers correspond to
the square footage of floor area of the homes. The applicant anticipates building 45 homes at Parcel 0,
57 at Parcel P, 98 at Parcel Q, and 107 at Parcel R. Parcels O&P consist of a gross area of 26.18 acres
and103 lots. Parcels Q&R consist of a gross area of 48.14 acres and 213 lots. The zoning for all of
these parcels is Rancho Vistoso P.A.D. Medium Density Residential. Staff recommends approval
subject to staff conditions.
Charles Hulsey, WLB representing the applicant Kaufman &Broad. He provided colored pictures of the
models and elevations.
The DRB reviewed the models and made the following suggestions. Models should have tiled roofs, two
car garages with windows, add architectural features to all two story models, Model 2004, elevation A&B
add larger windows and work on roof line, Model 2301, elevation A, increase window size, and architectural
detailing, Model 2121, elevation A add detail around windows, Model 2609, elevation A, add detail above
window over garage, Model 2784, elevation B add detail over garage, increase window size, elevation C-
balance window over garage and all models should have recessed or popout windows.
MOTION: Moved, seconded (Underwood/Bell) and carried by a 5-0 vote (Glueck/Mager absent) to

OV13-00-12 GRADING EXCEPTION REQUEST FOR CANADA HILLS PARCEL L
Craig Civalier introduced the engineer's report into the record. This 4.2 acre parcel is located west of Walgreen's and
Children's World at the northwest corner of La Canada Drive and Lambert Lane. Access to the parcel is provided by
two existing driveways on La Canada Drive and one existing driveway on Lambert Lane. The primary ingress/egress
for the parcel is the northerly driveway on La Canada Drive. The applicant, Carlier Company, represented by Rick
Engineering Co, Inc., is requesting an exception to exceed the cut limitation and the constructed slope limitation of the
Grading Ordinance in order to develop the parcel as medical and dental offices.
The applicant is requesting an exception to allow a maximum depth of cut of fourteen feet (14') instead of the six feet
(6') allowed by the ordinance. This cut will occur in one location approximately in the center of the development
envelope. The additional cut in this area results in a constructed slope at the back of the site of twenty-one feet (21').
The applicant is requesting an exception for the constructed slope height. The grading ordinance allows a maximum
twelve feet(12') of constructed slope measured vertically from the toe of slope to the top of the constructed slope.
The applicant is proposing the use of retaining walls and vegetated slope to minimize the disturbance to the
land resulting from the additional cut and constructed slope height. This grading concept allows the
disturbed area to blend into the undisturbed portions of the hillside as well as minimizing the disturbance.
Staff recommends approval subject to staff conditions
Bruce Paton, representing applicant commented he was in agreement with staff conditions and was available
for any questions that staff may have.
Dr. Mike LaCorte, 2196 E. Rio Vistoso Avenue owner of property commented he was looking forward to
having his office in Oro Valley. He felt it was a nice complement to the area. These building will all be
medical and dental offices.
PUBLIC HEARING OPENED:
Robert Hamm, 1447 W. Silver Eagle Ct. expressed concern about the lighting.
Bill Adler, 1072 N. Eagle Eye P1. expressed his opposition to this grading exception.
04-11-00 Development Review Board Minutes Page 14
PUBLIC HEARING CLOSED:
Member Underwood commented that Mr. Hamm could express his opinion regarding the lighting at the
architecture presentation at a later date, the issue before them was grading only.
Mr. Patton replied that in order to gain access to the east portion to build, they need the waiver.
Member Underwood complimented Rich Engineering on their report and felt this project is justified for a
grading waiver.
MOTION: Moved, seconded (Underwood/Vogelsberg) and carried by a 5-0 vote (Glueck/Mager
absent) to recommend approval of OV13-00-12 Grading exception for Canada Hills Parcel L
subject to staff conditions.
