The architectural expression is of stucco, with copper on the roof. The building would have meeting rooms, children's library, and a patio on the outside. There are approximately 77 parking spaces, 57 spaces in phase 1 and 20 spaces in phase 2. Mr. Burns welcomed comments from the DRB members. Member Mager asked what was the timeframe of the project. Mr. Wald-Hopkins commented approximately April of 2001 for opening. The DRB members comments were favorable and they are excited about the Library coming to Oro Valley. STAFF REPORT: E ITEM R-L- ORO VALLEY PLANNING & ZONING DEPARTMENT DEVELOPMENT REVIEW BOARD MEETING DATE: June 13, 2000 TO: DEVELOPMENT REVIEW BOARD FROM: Melissa Shaw,AICP, Planner II SUBJECT: OV12-99-12 RANCHO VISTOSO PROFESSIONAL OFFICES DEVELOPMENT PLAN, LOCATED IN NEIGHBORHOOD 5 PARCEL S AT THE SOUTHEAST CORNER OF RANCHO VISTOSO BLVD. AND ARROWSMITH DR. BACKGROUND: Owner and developer John Keith requests approval of a Development Plan to construct a new professional office complex in Rancho Vistoso. Located at the southeast corner of Rancho Vistoso Blvd. and Arrowsmith Dr., the Vistoso Hills subdivision is to the north across Arrowsmith. The Horizons subdivision and the 100' wide Western Area Power Administration (WAPA) easement and recreation trail border the eastern property line. Fifty feet of the WAPA easement is on this property. The 3.9 acre "pie" shaped site is primarily in an undisturbed, natural state. Zoning for the site is Rancho Vistoso PAD C-1, Community Commercial. The proposed development plan is to construct five single-story office buildings and associated parking and drainage structures. A Native Plant Preservation, Salvage and Mitigation plan and Landscape plan have also been submitted for review. SUMMARY: Rancho Vistoso PAD C-1 Zoning and Neighborhood Policies The development plan must meet the property development standards of the PAD zoning. This includes 20' front and 25' rear building setbacks, a maximum building height of 34', three stories, and a minimum of 10 percent of the total area is required as open space. A 20' front yard setback (and landscape bufferyard) is provided along both Arrowsmith Rd. and Rancho Vistoso Blvd. The 25' rear yard setback along the east side is exceeded with a 50' setback to accommodate the WAPA easement. No development other than trail improvements is permitted in the WAPA easement. Open space calculations have not been provided, but staff estimates that because of the bufferyards and WAPA easement the open space requirement will be met. (The inclusion of this information is required in the conditions.) The plan proposes five buildings for a total building area of 32,810 SF. There are no maximum density requirements other than the 10 percent open space. Neighborhood policies of the Rancho Vistoso PAD apply to this development, particularly the circulation policy requiring sidewalks on Rancho Vistoso Blvd., and those paths and trails within a planning unit be constructed by the developer and maintained by the homeowners association. Staff recommends that the DRB require the developer contribute in-lieu to the construction and development of portion of the WAPA trail on the prof r. Site Resource Inventory (SRI), Significant Vegetation and Site Design The SRI submitted with the development plan identifies a small but lush drainage (26 CFS) on the northwest corner of this property (there are no 100-year flood limits on this site). Several of the trees that qualify as significant vegetation are shown to be preserved in place, but the remainder would be removed, and the drainage impacted by Buildings 1 and 2. The site drains from north to south, and a retention basin has been designed on the south tip of the property to capture a nominal amount of flow. Planning staff proposes that the retention basin be changed to a detention basin that would require less area. This would allow site adjustments where six parking spaces could be moved from the center of the parking lot to this (and other areas), so that the location of Buildings 1 and 2 may be adjusted to preserve the wash. Finished Elevations The site slopes from a high point of 2831' to a low point of 2814'. There are no areas of 25% or greater slope. The neighboring Horizons subdivision is lower than this site by approximately 5' from the highest point. Neighbors have expressed concern that the finished elevations of the new development be built as low as possible to mitigate view impact. A condition is included to require the FFE's be built as low as possible. At the time of grading plan submittal, Planning Engineering staff will determine the lowest reasonable level. Sidewalks and Trails The developer will be responsible for constructing the sidewalk along Rancho Vistoso Blvd. and Arrowsmith Rd. The Rancho Vistoso Partners representative has requested that the sidewalk be designed so that it meanders, instead of the linear design shown on the development plan. The recreation trail in the WAPA easement is part of both the Eastern Pima County Trail Master Plan and the Town of Oro Valley Parks, Open Space and Trail Plan(POST). Staff recommends requiring an in-lieu fee for additional trail construction and associated amenities within the WAPA easement. The developer has proposed establishing a picnic area. There will be no encroachment into the easement other than additional landscape enhancement. In the event that TEP or the Town must disturb the landscaped areas for maintenance or trail building activities, the developer will be responsible for replacing the landscaping. Drainage The exiting drainage patterns on the site are from north to south and will remain so in the developed condition. The existing drainage ditch along the east right-of-way line of Rancho Vistoso Blvd will be maintained to carry the existing flows from north of Arrowsmith Drive around the developed portion of the site. A detention basin has been proposed at the southern end of the project to detain the developed flows at the pre-developed flow rate. The proposed drainage structure consists of a retention basin with retaining walls. Staff recommends changing the design to a detention basin with landscaping. (The landscape plan shows landscaping in the retention basin. This will need to be adjusted as the drainage structure design is finalized). Access, Parking and Circulation There are two proposed access points to this project; one on Rancho Vistoso Boulevard and one on Arrowsmith Drive, which is aligned with Sleeping Coyote. A 101 space parking lot, with six handicap accessible spaces, 32 compact parking spaces (up to 35% of total parking is allowed, with DRB approval, as compact), and 49 covered parking spaces. Clarification to the parking calculations is necessary because of unclear notations regarding total building area. 2 The parking lot is centrally located between the office buildings and will be screened from the residential property by both the buildings and landscape bufferyards. This screening and an existing six-foot wall behind the residential property to the east will satisfy parking lot screening requirements. Nine bicycle parking spaces are required (versus 8 as noted on the plan), and seven must be Class I and two Class II. Locations of bicycle facilities must be added and should be dispersed conveniently throughout the site. Traffic This site is located on the southeast corner of Rancho Vistoso Blvd and Arrowsmith Road. The proposed 30,000 square feet of office space will generate approximately 330 new vehicle trips per day of which 47 trips will occur in the AM peak hour and 45 trips will occur in the PM peak hour. Two driveways are proposed to serve the site. The driveway on Rancho Vistoso Blvd will be located approximately 460-ft south of Arrowsmith Road and will be a right in/right out access. The second driveway will be located on Arrowsmith Road opposite Sleeping Coyote Drive and will be a full access. Grading The site will be mass graded except for the area in the WAPA easement. A grading waiver is not expected Public Art The public art has not been submitted for this project but the applicant has been informed of the requirements and has begun contacts with several artists. Lights Details of the outdoor lighting have not been submitted. Staff recommends low-pressure sodium fixtures with poles not to exceed the building height. General Notes and Development Plan Numerous corrections to the general notes and development plan are necessary for the plan to comply with the OVZCR. These are included in the conditions. NATIVE PLANT PRESERVATION, SALVAGE AND MITIGATION (NPPSM) AND LANDSCAPE PLANS: The NPPSM plan submitted with this development clearly identifies the significant vegetation from the SRI and provides an inventory of 139 protected plants that are on this site. Of the 139 plants, 26 trees and 3 barrel cacti will be preserved in place; 10 trees and shrubs and 24 barrel cacti will be transplanted on site, and 72 trees and shrubs will be removed. Of the trees and shrubs removed, all will be mitigated, although field inspection prior to grading may result in a higher number of trees and shrubs transplanted. Mitigation requires that for any protected tree or shrub that is not preserved or salvaged, the replacement be of the same size and species as that removed. The mitigation summary contains the correct number and species but the replacement size is not accurate. This correction is one of the conditions. In addition to mitigating trees removed from site, 5 understory plants are required to be replaced with each tree, resulting in 390 understory plants required to be included with the landscape plan. The understory is included with the inventory included in the landscape plan. The landscape and irrigation plans meet all the requirements of the OVZCR, with a few minor notation needs. These requirements are included in the conditions. Adjustments to the layout of the landscape plan may be required if the design of the development plan is modified to preserve the wash area, as previously 3 discussed. GENERAL PLAN COMPLIANCE The Town's General Plan land use map designates this property for medium density residential, 2.1-5.0 du/ac, although the zoning supports commercial uses. Because the zoning does not conform to the General Plan, this parcel was evaluated during an analysis of"zoning in conformance with the General Plan" in August, 1999, and was ranked as a medium priority parcel. Recommended strategies approved by Town Council to mitigate the impact of the zoning/general plan discrepancy for this parcel were: 1. Reduced scale of buildings to blend with residential. 2. Recommend the types of uses compatible with neighborhood oriented and walking community. 3. Review C-1 and recommend certain uses be permitted, others not. The scale and character of the office buildings fits well into the surrounding neighborhood (see architecture report), and professional offices are compatible with the neighborhood. RECOMMENDATION: Planning staff review of the development plan for OV 12-99-12, Rancho Vistoso Professional Offices Development Plan, Native Plant Preservation, Salvage and Mitigation Plan, and Landscape Plan finds that the plans are in compliance with the Rancho Vistoso Planned Area Development and the Oro Valley Zoning Code Revised. Staff recommends approval of the Development Plan, Native Plant Preservation, Salvage and Mitigation Plan, and Landscape Plan with the conditions attached in Exhibit A. SUGGESTED MOTION: The DRB may wish to consider one of the following motions: I move to recommend approval of OV 12-99-12, Rancho Vistoso Professional Offices Development Plan, Native Plant Preservation, Salvage and Mitigation Plan, and Landscape Plan with those conditions listed in Exhibit "A" attached herewith. OR I move to recommend approval of OV12-99-12, Rancho Vistoso Professional Offices Development Plan, Native Plant Preservation, Salvage and Mitigation Plan, and Landscape Plan, with those conditions listed in Exhibit "A" and the following added conditions: OR I move to recommend denial of OV12-99-12, Rancho Vistoso Professional Offices Development Plan, Native Plant Preservation, Salvage and Mitigation Plan, and Landscape Plan, finding that: ATTACHMENTS: 1. The subject parcel is located in Rancho Vistoso Neighborhood 5, Parcel S. This is a 3.979 acre parcel, located on the southeast corner of Rancho Vistoso Blvd. and Arrowsmith Road, surrounded on all sides by residential development. The zoning for this property is Rancho Vistoso PAD-Community C-1 and allows professional offices. Five buildings are proposed, with two styles-A and B. SUMMARY: The development will have vehicular access to the main entrance from the north from Arrowsmith Road, and from the west at Rancho Vistoso Boulevard. A fountain is located in front of the two "B" style buildings. The buildings are not connected. The architectural style may be described as a contemporary southwestern (Mission & Santa Fe style) with a combination of flat and pitched roof elements and windows on all four sides. Building "A" features a shaded stone contemporary arched entryway. Building "B" features a shaded stone entryway with overhanging Stained Rough Sawn Beams. The proposed architecture is compatible with other commercial developments in Oro Valley, and will set the tone for future commercial development in the surrounding area. The height of Building A is 22' and Building B is 25'. The applicant submitted a color palette for DRB approval. The stucco roof will be Malibu Blend color, the accent colors (stucco and downspouts) will be Tumble Weed and Shawl. The front of each office will also feature Applied Simulated Stone Platinum Pro-Fit Ledgestone Cultured Stone, which is used on the entranceway to Rancho Vistoso. In sum, the proposal meets the intent of the OVZCR design guidelines. GENERAL PLAN COMPLIANCE: The proposed architecture for the Rancho Vistoso Professional Offices complies with the Town of Oro Valley General Plan, Community Design Element policy 9.1F of the General Plan, which states that"all sides of buildings may impact their surroundings and should be coherently designed and treated". All elevations have been designed with architectural details that meet this policy and ensure that all four sides of the building will be coherently designed and treated. The design also meets the recommendation established by the zoning in conformance with the General Plan analysis for this parcel for a reduced scale of buildings to blend with residential. RECOMMENDATION: Planning staff recommends approval of the proposed architecture for the Rancho Vistoso Professional Offices, with conditions included in Exhibit A, attached herewith. SUGGESTED MOTION: The DRB may wish to consider one of the following motions: I move to approve OV 13-00-09, the Rancho Vistoso Professional Offices architectural elevations, with conditions included in Exhibit A. OR I move to approve OV 13-00-09, the Rancho Vistoso Professional Offices architectural elevations, with conditions included in Exhibit A and the following added conditions: OR I move to deny OV 13-00-09,the Rancho Vistoso Professional Offices architectural elevations, finding that: Attachments: 1. Exhibit A 2. Reduction of proposed architecture F:\OV\OV 13\1999\13-99-79\ARCHDRBRPT.doc 2 EXHIBIT A CONDITIONS OF APPROVAL OV13-00-09 RANCHO VISTOSO PROFESSIONAL OFFICES ARCHITECTURE 1. A wall to provide visual screening and noise mitigation shall enclose ground-mounted mechanical equipment. Roof-mounted mechanical equipment must also be entirely hidden and shielded from view by incorporating it into the architecture. 2. All flat-roofed segments of the structure must have roof coatings painted to match the stucco. 3 5 IN fivl architecture plus, ltd • Vt447 ''1!'-: a ......,.„, 1103 e. missouri ave. phoenix,az 85014 602-264-7500 fax:602-277-2992 ..„. iv ,.... OV12-99-12 RANCHO VISTOSO PROFESSIONAL OFFICES DEVELOPMENT PLAN AND LANDSCAPE PLAN, NATIVE PLANT PRESERVATION SALVAGE PLAN LOCATED IN NEIGHBORHOOD 5 PARCEL S AT THE SOUTHEAST CORNER OF RANCHO VISTOSO BLVD. AND ARROWSMITH DRIVE Melissa Shaw introduced the staff report into the record. Owner and developer John Keigh plans to construct a new professional office complex in Rancho Vistoso. Located at the southeast corner of Rancho Vistoso Blvd. and Arrowsmith Dr., the Vistoso Hills subdivision is to the north across Arrowsmith. The Horizons subdivision and the 100'wide WAPA easement and recreation trail border the eastern property line. Fifty feet of the WAPA easement is on this property. The 3.0 acre "pie" shaped site is primarily in an undisturbed, natural state. The plan proposed five buildings for a total building area of 32,810 SF. Neighborhood policies of the Rancho Vistoso PAD apply to this development, particularly the circulation policy requiring sidewalks on Rancho Vistoso Blvd., and those paths and trails within a planning unit be constructed by the developer and maintained by the homeowners association. Staff recommended that the DRB require the developer contribute an in-lieu fee for the construction and development of the portion of the WAPA trail on the property. The developer will be responsible for constructing the sidewalk along Rancho Vistoso Blvd. and Arrowsmith Rd. The Rancho Vistoso Partners representative has requested that the sidewalk be designed so that it meanders, instead of the linear design shown on the development plan. Details of the outdoor lighting have not been submitted. Staff recommends low-pressure sodium fixtures with poles not to exceed the building height. 06-13-00 Development Review Board Minutes Page 6 Mark Fredstrom, of Architecture Plus commented on the issue of placement of the building in the northwest corner, he would prefer that the building angle out and following the natural grade. But more important he would like to keep the landscape and parking feature in the center as it enhances the entrance to the building. He stated he would like the flexibility to work with the engineer's. Member Vogelsberg asked what kind of offices? Mr. Keith replied retail professional. Mr. Vella wanted it known that if there were any major changes in the revisions it would be brought back to DRB. MOTION: Moved, seconded (Underwood/Vogelsberg) and carried by a 5-0 vote (Enger absent) to recommend approval of OV12-99-12 Rancho Vistoso Professional Offices Development Plan, Native Plant Preservation, Salvage and Mitigation Plan, and Landscape Plan, Located in Neighborhood 5 Parcel S at the southeast corner of Rancho Vistoso Boulevard and Arrowsmith Drive subject to staff conditions. Stipulating on item one and nine of the development plan applicant work with staff on those issues and keep as much vegetation as possible. Item ten change wording from possible to practical. STAFF CONDITIONS: Native Plant Preservation, Salvage and Mitigation Plan 1. General Note 12 shall be changed to follow the requirements of Sec.14-110.A.2. 2. Notations shall be added to the plant inventory indicating which trees will be spaded and which boxed. 3. All protected trees and shrubs that meet the salvage criteria and that are not preserved or salvaged shall be mitigated at the same size and species. The mitigation table on the landscape plan shall be revised to reflect these requirements. Landscape and Bufferyard Plan 1. The following notes shall be added to the plan: Revegetation note from Sec. 14-205.B.11 and Maintenance from Sec.14-205.C.7. 2. The WAPA trail and picnic node shall be added to the plan, subject to review by the Parks & Recreation Division. 3. Any adjustments made to the layout of the development plan shall be reflected on the landscape plan. 4. In the event that TEP or the Town must disturb the landscaped areas for maintenance or trail building activities, the developer shall be responsible for replacing the landscaping. Development Plan 1. Modify the Development Plan in a manner to further preserve the small wash and associated vegetation on the northwest corner of this property prior to Town Council review. 2. Corrections to General Notes. The following corrections shall be made: a. Construction notes 1 through 24 shall be removed from the cover sheet of the development plan (these may be added to the cover sheet of the grading plan). All other notes shall be consecutively numbered to follow the order listed in the OVZCR. b. Correct the setback notation to show a rear setback of 25'. Remove sideyard setback. 06-13-00 Development Review Board Minutes Page 5 NATIVE PLANT PRESERVATION, SALVAGE AND MITIGATION AND LANDSCAPE PLANS: The NPPSM plan submitted with this development clearly identifies the significant vegetation from the SRI and provides an inventory of 139 protected plants that are on this site. Of the trees and shrubs removed, all will be mitigated, although field inspection prior to grading may result in a higher number of trees and shrubs transplanted. Mitigation requires that for any protected tree or shrub that is not preserved or salvaged, the replacement be of the same size and species as that removed. The landscape and irrigation plans meet all the requirements of the OVZCR. Planning staff review of the development plan for Rancho Vistoso Professional Offices Development Plan,Native Plant Preservation, Salvage and Mitigation Plan, and Landscape Plan finds that the plans are in compliance with the Rancho Vistoso PAD and the OVZCR. Staff recommended approval of the Development Plan, NPPSM and Landscape Plan subject to staff conditions. Ms. Shaw explained to the DRB that there were a lot of corrections that needed to be made on the plans. She further commented on the site resource inventory on the northwest corner of the property staff has proposed that the drainage structure be adjusted so that some of the parking could be moved and building A and B be moved to the east. This would be done to keep that area natural. Staff has requested the floor elevation be lowered to allow the neighbors to keep their views. The recreation trail has not been planned and staff would request an in-lieu fee for provision of that trail. ENGINEERS REPORT: Craig Civalier introduced the staff report into the record. There are two proposed access points to this project; one on Rancho Vistoso Boulevard and one on Arrowsmith Drive, which is aligned with Sleeping Coyote. A 101 space parking lot, with six handicap accessible spaces, 32 compact parking spaces. The parking lot is centrally located between the office buildings and will be screened from the residential property by both the buildings and landscape bufferyards. Mr. Civalier recommended that the developer and engineer meet with staff to work on the drainage issues, grading and other concerns. Mr. Civalier did feel this site could be designed properly and all issues be resolved. Member Underwood commented that this was a nice plan he liked the fact that there were one-story buildings rather than two-story, he felt Oro Valley needed more office buildings. John Keith, owner and developer was present for questions. Mr. Keith commented that the total building area is 30,000 SF and not 32,810 SF. Mr. Keith stated he is willing to work with staff to make corrections needed. He did have concerns about placing a wall on the north end and suggested other options. He also questioned the in-lieu fee regarding the recreation area. Melissa Shaw explained that because there was no master recreation plan as of yet, the fee would cover what needed to be done. She explained the details would have to be worked out the Parks and Recreation Director. 06-13-00 Development Review Board Minutes Page 7 c. Clarify total building area. Give gross area of development and net building area and the total square footage for each of the 5 buildings. d. Correct the parking calculations based on clarified building gross floor area. e. OV13-00-9 RANCHO VISTOSO PROFESSIONAL OFFICES ARCHITECTURE Melissa Shaw introduced the staff report into the record. The architectural style may be described as contemporary southwestern combination of flat and pitched roof elements and windows on all four sides. The front of each office will also feature Applied Simulated Stone Platinum Pro-fit Ledgestone Cultured Stone, which is used on the entranceway to Rancho Vistoso. The proposal meets the intent of the OVZCR design guidelines. Staff recommended approval of the proposed architecture subject to staff conditions. Mark Fredstrom, Architecture Plus, provided color renderings of the architecture and color of the buildings. He explained to DRB the details of the building as well as the recessed windows. The roof tile would be two pieced barrel topped.
