TOWN OF ORO VALLEY STAFF REPORT TO THE DEVELOPMENT REVIEW BOARD MEETING DATE: May 20, 2004 TO: DEVELOPMENT REVIEW BOARD FROM: Michelle Mraz, Intern and Robert Conant, Planner II SUBJECT: OV13-04-12, A.F. STERLING REQUESTS ARCHITECTURAL APPROVAL OF MODEL HOMES 2300, 2675, 2787, 2842, 3333, 3541 FOR VISTOSO HIGHLANDS, LOCATED ON THE SOUTHEAST CORNER OF MOORE ROAD AND LA CANADA DRIVE EXTENDED, PARCELS 219-490-010 AND 219-490-020 BACKGROUND: The subdivision is located on the southeast corner of Moore Road and La Canada Drive extended. The site consists of 56.77 acres and contains 68 single-family lots, zoned Rl-20. Town Council approved the final plat on April 21, 2004. The average lot size is 26, 270 sq. ft. and the minimum and maximum lot sizes are 20,003 and 55,903, respectively. Except for model 2675, all plans and colors were approved in January, February and June of 2003 by DRB for AF Sterling's Vistoso Gateway project (see attachment 5). SUMMARY: Analysis of models 2300, 2787, 2842, 3333, and 3541 is attached and made part of this report. The new plan model 2675 is analyzed below. The plan for model 2675 may be described as southwestern contemporary. It features various architectural styles and elements including a pitched roof, variation of windows, rear covered patio and decorative pop-outs and accents. This model is similar in style to the previously approved models for the Vistoso Gateway project. Description of model 2675: • 3598 total sq. ft. (livable area, garage, entry and rear patios) • Standard front-on three car garage, with the single bay recessed 1"-6" from the front face of the two bay element of the garage • Three elevations incorporating a variety of treatments for the entryway and adjacent window on left • Building height of 18 feet This model is architecturally treated on each side and similar in style to the adjacent models. Zoning Code Compliance: The proposed model plan complies with the Design Guidelines by: Section 16-103(E)(3) Diversity in the design of homes and neighborhoods is encouraged for residential subdivisions and planned communities. The models will create a diverse neighborhood when built-out. The diversity; however, will depend on the mixing of elevations within the subdivision. Staff has suggested a condition which will create a mix of elevations at build-out. Section 16-103(E)(3)(b)(2)At least 50% of garage doors should be flush with or recessed from the front of the house. The model complies with this guideline by recessing the single bay from the front of the house and keeping the double bay flush with the front of the house. Section 16-103(E)(3)(b)(3) Garages may project no more than five (5)feet in front of a house (unless side- entry) and must have an entry feature or porch to moderate the visual impact of the garage. The garage does not project more than five feet in front of the house and the bays are flush with or recessed from the front of the house. The entry feature includes a recessed patio with decorative and architectural elements above the doorway. Section 16-103(E)(3)(d) Provide multiple floor plans and at least two elevations for each plan. Elevations should vary in use of accent materials or accent colors. At least two color schemes should be provided for building and roof colors. The Applicant has provided three elevations for this model. The model complies with the OVZCR as the house is designed to fit each lot in the subdivision. The subdivision is zoned R1-20 (20,000 square feet minimum lot size). The following are the required setbacks for this subdivision: Front 30 feet Side 15 feet Rear 30 feet The maximum allowed height of buildings in Rl-20 is 18 feet, and is the height of this model. General Plan Compliance: The proposed model homes comply with the General Plan's Community Design Element, by Policy 9.1 F, "all sides of buildings may impact their surroundings and shall be coherently designed and treated. " All four sides of the model are treated equally and are consistent with each other. PUBLIC PRESENTATION: Pursuant to Resolution (R) 98-31, "all presentations before Boards, Commissions and Council of rezonings, subdivision plats, development plans, and planned area developments must be formatted to be shown on the Town's projection system or overhead system. The Planning and Zoning Administrator; however, may exempt certain projects. A presentation must be designed to insure that the audience, staff and voting body can view the graphics. Examples of acceptable computer formats are Power Point, Arc View, a videotape presentation, presentation boards and/or overhead transparences. The applicant is responsible for the development, presentation, and coordination of all presentation materials. If an applicant does not conform to the aforementioned resolution, the item may be continued due to non- compliance. RECOMMENDATION: It is recommended that DRB approve the model plans for Vistoso Highlands, subject to the conditions listed in Exhibit A. SUGGESTED MOTIONS: The DRB may wish to consider one of the following motions: I move to approve OV13-04-12, A.F. Sterling model 2675 and models 2300, 2787, 2842, 3333 and 3541 (previously approved by DRB) subject to the conditions listed in Exhibit A attached, herewith. OR I move to approve OV13-04-12, A.F. BACKGROUND: The Vistoso Gateway subdivision consists of 53.48 acres with a total of 50 lots. The zoning is R1-36, one residence per 36,000 square feet. The final plat was approved, with conditions, by Town Council on January 15, 2003. One of the conditions of the subdivision final plat (General Note No. 34) states: "The same elevation and floor plan shall not be repeated without at least a three lot separation." On January 14, 2003 the Design Review Board reviewed and approved three model homes for this subdivision (0V13-02-32). Two of those models (numbers 2842 and 2787) reflected a Spanish Colonial-style architecture and one (number 2300) provided a choice of either a Spanish Colonial-style or a Pueblo-style facade. On February 11, 2003, the Board reviewed and approved model number 2300 which featured a choice of either a Spanish Colonial- or Pueblo-style façade. There are grading limits for this subdivision. Lots 1-31 have a maximum grading limit of 18,000 square feet and lots 32- 50 have a maximum grading limit of 12,000 square feet. The plat also designates a conservation easement within various lots along the west side of the subdivision, which further limits the buildable area of the lots. In addition, Ordinance No. (0) 01-19 which rezoned parcels 291-510-040, 050 and 060 from R1-144 to R1-36 stipulated that 15 acres of land west of the wash within the property be donated to the Town for the sole purpose of right-of-way for the La Canada extension and that Reflection Ridge Drive be modified as necessary to provide separate southbound right and left turn lanes at its intersection with Tangerine Road (0V9-00-04). As a result of these limitations, the individual lots within the subdivision are smaller and more severely-constrained. SUMMARY: The proposed model (No. 3333)reflects a Spanish Colonial style and features the following elements: • 3,333 sf. house; • 3-car, 691 sf. garage; • 122 sf covered entry and 163 sf rear patio; • Floor Plan A with a 5th bedroom and a front elevation with full window bay and a Floor Plan B with 4 bedrooms and a front elevation with clerestory windows for the front facing master bath; and • Building height at 17 feet. This model is similar to the Spanish Colonial model No. 2842 which was approved by the Development Review Board on January 15,2003. TOWN OF ORO VALLEY STAFF REPORT TO DEVELOPMENT REVIEW BOARD Page 2 of 4 Town of Oro Valley Zoning Code, Revised Design Guidelines The following Design Guidelines are applicable: • OVZCR Section 16-103E.1.c.— "A variety of garage placements is encouraged" When the final plat was approved, the following condition was specified(General Note No. 33),"The setbacks for the houses shall vary so that no two units are equally aligned." The architectural submittals do not show how this condition will be met and, therefore, Condition No. 1 of Exhibit A is recommended to ensure this requirement is met. • OVZCR Section 16-103 E.3.b.4.— "Garages for three cars should have the third portion offset from the other two." The model features a two-feet offset differentiating the single-car entry from the two-car entry of the garage. • OVZCR Section 16-103E.3.b.— "De-emphasize garages on street frontages". 1. The garage should consist of not more than 50%of the total building frontage. The garage is 30 linear feet, representing 40%of the 75 feet wide frontage. 2. Garages may project no more than five (5)feet in front of a house (unless side entry) and must have an entry feature or porch to moderate the visual impact of the garage. The garage extends approximately 24 feet from the building plane of the house. On May 5, 2003 the Applicant submitted a revised plan that would provide a covered entryway and walled courtyard that would provide additional building plane dimension to the front elevation, thereby diminishing the visual dominance of the garage. Tangerine Road Corridor Overlay District(TRCOD), OVZCR Section 10-001 The Vistoso Gateway subdivision is located within the TRCOD; therefore, all architectural submittals to the Development Review Board shall comply with OVZCR Section 10-006. Architectural Design:Buildings constructed in the Tangerine Road Corridor should be low and of colors, materials and textures, which blend with natural desert vegetation. The architectural style of the single-story model home provides a low profile, earth tone colors, and stucco facades which blends in with the natural desert vegetation. Building Materials: Building materials that respond to community desires for southwestern and ranch-type design themes...should predominate the Tangerine Road Corridor. The model home will consist of a masonry stucco finish providing a Spanish Colonial southwestern design theme. Building Colors:Building colors should relate to one another and the natural environment on the basis of pigment, color value and/or intensity. In the Tangerine Corridor, earth tones and pastels are encouraged. The proposed body color, trim color&roof tile comply with the standards set forth in the TRCOD. Preliminary Plat General Notes The following general notes are applicable: • "Garages shall not constitute more than 50% of the front façade of the house and that the garages will not TOWN OF ORO VALLEY STAFF REPORT TO DEVELOPMENT REVIEW BOARD Page 3 of 4 project more than 5 feet in front of the house". The model meets this requirement. • "The setbacks for the houses shall vary so that no two units are equally aligned". Condition No. 1 reiterates this requirement. • "The same elevation and floor plan shall not be repeated without at least a three lot separation". Condition No. 2 reiterates this requirement. • All roof mounted mechanical equipment shall be screened from view and the color of roofing materials will blend in with the landscape". Condition No. 3 reiterates this requirement. GENERAL PLAN COMPLIANCE: The proposed model complies with the General Plan Community Design Elements. In particular, Policy 9.1F, which states: "All sides of buildings may impact their surroundings and should be coherently designed and treated". In addition, to promote fire safety, Condition number 4 would require fire prevention treatment of the chimney. PUBLIC PRESENTATION: Pursuant to Resolution (R) 98-31, "all presentations before Boards, Commissions and Council of rezonings, subdivision plats, development plans, and planned area developments must be formatted to be shown on the Town's projection system or overhead system. The Planning and Zoning Administrator; however, may exempt certain projects." A presentation must be designed to insure that the audience, staff, and voting body can view the graphics. Examples of acceptable computer formats are Power Point, Arc View, a videotape presentation, presentation boards and/or overhead transparences. The applicant is responsible for the development, presentation, and coordination of all presentation materials. Roxannne Fields, Evergreen Devco, 2920 East Camelback, Number 100, Phoenix, Arizona 85016, stated that Wells Fargo gave her their ideas for the signage from the First Avenue and Oracle location. The use of red and yellow looks good and they do not think it will take away from the development; therefore, they do not want to limit its use. Mr. Nodine replied to Member Weatherford that staff negotiated with Wells Fargo and they were to comply with the Rooney Ranch sign criteria; however, there was a threat of a lawsuit and it went to Council. Ultimately, the sizes of the logo were pulled down and they were allowed to have the ATM signs. The signs were smaller then originally proposed, but they were allowed the red, yellow, white and black colors. They do not have the yellow Wells Fargo across the front. F:\Minutes\DRB\2004\5-20-04 Minutes.doc Approved on 7/13/04 2 • 5/20/2004 Development Review Board Minutes Page 3 David Thorn, representing Wells Fargo, 100 West Washington, Suite 1430, Phoenix, Arizona, affirmed that all of the signs were registered corporate logos. Mr. Nodine replied to Member Weatherford that Wells Fargo is able to use the ATM wall logo or the yellow Wells Fargo, if it is a registered trademark, as long as it is held to the eight square foot size. Steve Markovich, 3162 East 47th Street, with Pearson Signs, built the signs at the First Avenue and Oracle Road Wells Fargo location. He asked the staff when does business identification become a logo and is limited to eight square feet. The ordinance does not state that. The logo they are asking for is on the direction or on the cabinet wall signs. Mr. Nodine stated that staff considers something the business uses for identification as a logo. Also, when a business uses the sign criteria and copper patina it is treated like text or wall sign, not a logo; therefore, they can go to the full text size. MOTION: Member Weatherford MOVED to conditionally approve OV3-04- 03, Sign Criteria for Placita De Oro, subject to the condition in Exhibit "A". Member Kunisch SECONDED the motion. Motion carried 5-0. 3. OV12-03-26, BAKER ENGINEERING, REPRESENTING NEW WORLD DEVELOPMENT, REQUESTS APPROVAL OF A PRELIMINARY PLAT FOR 105 SINGLE-FAMILY LOTS, LOCATED ON THE SOUTH SIDE OF TANGERINE ROAD JUST NORTH OF THE NARANJA TOWN SITE, PARCEL 224-018-270 Robert Conant presented the staff report. Member Weatherford inquired about the future road planning of Tangerine Road. He noted that there are a lot of access roads connecting to Tangerine because of the subdivisions. He understood that east of First Avenue is state highway and the remaining portion is a state route. At one point he knew there was talk about eight lane control access on Tangerine Road. Mr. Civalier responded by stating that he thought it could become six lanes. There is enough room on the sides for a four lane divided highway for 20 years. Mr. Andrews was unaware the land was part of a bond package and would look into it for Member Kunisch. Mr. Nodine affirmed that the bonds have been approved; they are being set up with the County, and would enter into negotiations with this property owner. Until then, they look at it as moving forward if it meets code. If this does not meet code or information is missing, it can be continued. F:\Minutes\DRB\2004\5-20-04 Minutes.doc Approved on 7/13/04 3 5/20/2004 Development Review Board Minutes Page 4 Member Kunisch was concerned that the lots of these houses are small and it will look cluttered as you come into the Naranja Town Park. He would also like the subdivision park moved so it is more secure for the children that will play in the park. Mr. Civalier stated that the Applicant is dedicating the property along the west side lots. It is a four lane road with a sidewalk on the east side. The west side drops to the wash toward the eastside to create a slope. Mr. Conant informed that staff came up with the park's location because it can be seen on the way to the Naranja Town site. After discussions with the developer, this was considered the best site. Martin Magelli, Applicant, 1636 North Swan Road, Suite 200, answered Member Culver that they looked into coving for meandering streets; unfortunately, there was not enough room. Member Culver said the homes will be for families with children and the straight streets are invitations for fast driving. It would also be a more attractive layout with the curves. With coving, you will not lose lots but it would be more work. Member Weatherford asked why they chose to push Street `B" through to intersect with Street "A" instead of intersecting with Streets "E" or "F"? The subdivisions main intersection would be too close to Tangerine Road. Mr. Magelli responded that initially there were too many lots per street and the setback requirements forced them to use Street `B"to intersect with Street "A". Bill Adler, 10720 North Eagle Eye Place, acknowledged the piece of land is sloped with rolling contours. It is important to split up the cookie cutter look, and flow with the rolling contour and enhance the views. Maybe in time, the Town will quit doing Pre-Annexation agreements where it exempts people from applying the Town's rules and requirements. To enhance views, the lots can be rotated to face the mountains. You want a project that can endure people to become long- term residents. MOTION: Member Culver MOVED to recommend to Town Council to approve OV 12-03-26, with the following conditions: 1) Applicant to work with the staff to implement at least some of the coving techniques and improve the streetscape (be respectful of the existing contours and realize that you are permitted masquerading; and 2) Orientation of the homes on the plat, the direction it will be facing and are aisles on the park will be made available for review before presenting the item to the Council (with homes facing the park so children can be observed in the recreation area.) Member Weatherford SECONDED the motion. Discussion: Member Weatherford was apprehensive about the motion because the conditions completely change the plat; therefore, DRB would be approving something and the Applicant would take something completely different to Council. It should be continued or denied. F:\Minutes\DRB\2004\5-20-04 Minutes.doc Approved on 7/13/04 4 5/20/2004 Development Review Board Minutes Page 5 Mr. Andrews confirmed to Member Kunisch that if they deny this Item, it can go to Council for appeal. AMENDMENT TO MOTION: Member Culver MOVED TO AMEND THE MOTION to continue OV 12-03-26, with the following conditions to implement coving techniques, improve the streetscape, use the existing contours, and have some houses facing the recreational area. Member Weatherford SECONDED the motion with an additional amendment that the intersection of Street "A" and Street "B"be moved further south. Member Culver accepted the additional condition. Mr. Conant confirmed to Member Culver that the changes could be accomplished by the July meeting. Motion as amended carried 5-0. 4. OV12-03-26, ACUNA COFFIN LANDSCAPE ARCHITECTS, REPRESENTING NEW WORLD DEVELOPMENT, REQUESTS APPROVAL OF THE LANDSCAPE PLAN FOR 105 SINGLE-FAMILY LOTS, LOCATED ON THE SOUTH SIDE OF TANGERINE ROAD JUST NORTH OF THE NARANJA TOWN SITE, PARCEL 224-018-270 Robert Conant presented the staff report. Mr. Adler recalled that eight years ago it was passed that an acre of recreational space needed to be established per 85 houses. Instead of this park being 10,000 square feet, it should be an acre and a half. If DRB reconsidered the plat it would be responsible that they look at the park's location and size. MOTION: Member Kunisch MOVED to continue OV12-03-26 to the July meeting with the recommendation that they move the park to a different location where everyone can use it, and it can be enlarged. Member Reddin SECONDED the motion. Motion carried 5-0. 5. OV12-04-04, MITTELSTAEDT COOPER ASSOCIATES, REPRESENTING THE BANK OF AMERICA, REQUESTS APPROVAL OF A DEVELOPMENT PLAN FOR A BANK BUILDING AT THE SAFEWAY VISTOSO PLAZA, LOCATED ON THE NORTHEAST CORNER OF TANGERINE ROAD AND RANCHO VISTOSO BOULEVARD, PARCEL 220-020-340 F:\Minutes\DRB\2004\5-20-04 Minutes.doc Approved on 7/13/04 5 5/20/2004 Development Review Board Minutes Page 6 Robert Conant gave the staff report. Member Culver was concerned about the fuel truck's entrance and exit while making deliveries to the gas station, and for the safety of persons using the blind intersection. Mr. Civalier showed on the map the route the fuel truck makes around the bank. He continued that they have discussed different routes for the truck; however, they will not go in front of the grocery store. Tenants in the shopping center want stop signs. When future property opens they will need to move paths and loading zones. Bruce Patton, 1745 East River Road, Suite 11, thanked staff and approved of their conditions. Bill Adler, 10720 North Eagle Eye, was also concerned about the circulation issues and danger. The fuel truck could go behind the store to increase circulation. He thought the bank should be moved to another Pad. The congestion of the gas, bank and retail would not be resolved by putting a mirror at the intersection nor will someone be able to predict speed or accuracy. It would not be advisable to increase traffic to an unsafe area. David Newbaker, 4130 East Van Buren, Phoenix, Arizona 85008, appreciated Mr. Adler's comments. The safety concerns did motivate an alternate site for the drive thru by lengthening the corridor and putting it into the interior. The modified plan would dramatically reduce the traffic because the banks entire traffic would be contained. It would provide 18 feet per parking space and 24 feet of drive aisle with plenty of room for vehicles to back up. Mr. Andrews replied to Member Culver that DRB can give the owner information on traffic problems, but we cannot put the burden on the bank. He was unsure if something needs to be recommended by staff or the DRB. Even though Mr. Civalier said there was a danger; however, there was not a study or an expert stating so. This was not on the agenda this evening; therefore, no action can be taken. Mr.Nodine stated that it could be made part of the record and staff can convey that record. Mr. Conant added that he had conversations with the owner of the center and they have insured they will install two stop signs. Staff took all the action they could and this was why the condition listed in Exhibit A is repeated. Mr. Civalier suggested giving the stop signs a chance and restricting loading and unloading zones. Member Kunisch asserted if there was a restriction on the loading zone, it would put a burden on the businesses. An alternative would be for the property owner of Safeway to buy a chunk of the northern boundary land to expand the driveway. Member Reddin indicated the issues they were discussing do not relate to the bank's site and needed to be addressed in a different forum. Mr. Newbaker asserted that normally the back of a bank is flat with no dimension. In Elevation B, the trees and greenery were added. The faux windows in the other Elevation are more expensive to replace if broken and the drywall immediately behind it would also need replacing. As for energy codes the faux windows would not be efficient.
