HomeMy WebLinkAboutOV130411A November 1, 2004 Mr. Dennis St. John Bourn Partners 3915 E. Broadway, 4th Floor Tucson, AZ 85711 FAX: 520. 323-5630 RE: Revisions to the May 11, 2004 approval of the architecture for Building Pad Numbers 2 and 5 of the Oracle Crossings Shopping Center, Case Number OV13-04-11. Dear Mr. St. John: On May 11, 2004, the Development Review Board considered and approved the architectural submittals for 16 of the 19 buildings of the Oracle Crossings shopping center, with the exception of the west elevation of Building Module 11 through 18. On August 10, 2004,the Board approved the architecture and color scheme for the west elevation of Buildings 11 through 18 and the west elevation of the Northern Avenue sound wall for the Oracle Crossings Project. On November 9, 2004, the Board will consider the architecture for the Brake Max building on Pad Number 10. If that building architecture is approved, only Buildings 6, 7 and 19 will not have been reviewed by the Board. Regarding your September 16, 2004 submittal for revisions to Buildings 2 and 5, the following decisions have been made by staff. Building Number 2 Revision As described in your letter of October 29, 2004,the Pad 2 building revision is due to a change in the user, or occupant, of the building. The May 11, 2004 building appeared to be a generic retail building with the main entry located on the south elevation which faces the parking area for the building. The north elevation faces the northernmost entry roadway to the shopping center. The October 2004 revision is to accommodate a restaurant. The main entry of the restaurant is now the east elevation, facing Oracle Road. The west elevation would face the center's parking area peripheral roadway and the south elevation would face the building's parking lot. Both the west and south elevations feature a large expanse of unadorned, or blank, walls. It is suggested that the west elevation incorporate another projecting column located between the lower building form and the central trellis feature. This column should be the same as the others on the building. The south elevation should incorporate another column about where the tree is shown on the exhibit. The tree, at 22 feet, is not expected to reach this height for quite some time and, until then, the building needs some articulation at this spot. With the incorporation of these two additional features, staff could November 1,2004 Dennis St.John OV13-04-11,Buildings 2 and 5 revisions Page 2 of 2 administratively approve the change in elevations and the four additional colors to the center's color palette. Building 5, the Carrabba's Restaurant. As noted in your letter of October 29, 2004, the only change to Building 5 is the elimination of the rooftop garden which, in the May 11, 2004 version, was visible from Oracle Road. Staff finds that the elimination of the garden is consistent with the architectural style of the center and does not detract from the Territorial style of Building 5 and, hereby, administratively approves this revision. If you would make the suggested changes to Building 2 and provide us with two color copies of the revisions, we can approve that building's revised architecture administratively. However, if you desire to keep the building design as proposed in your October 29, 2004 revision, we can schedule the submittal for the Design Review Board's consideration at their December 14, 2004 meeting. Please advise us of your choice by November 12, 2004. If you have any questions, please feel free to call Bayer Vella at 520-229-4810. Dear Mr. St. John: On May 11, 2004, the Development Review Board considered and approved the architectural submittals for 16 of the 19 buildings of the Oracle Crossings shopping center, with the exception of the west elevation of Building Module 11 through 18. On August 10, 2004, the Board approved the architecture and color scheme for the west elevation of Buildings 11 through 18 and the west elevation of the Northern Avenue sound wall for the Oracle Crossings Project. As of that date, Buildings 6, 7, 10 and 19 had not been reviewed by the Board. The submittals, however, show the following differences from the elevations approved by the Board on May 11 the • The north elevation which faces the first entry roadway to the center is smaller than the approved version; • The south elevation, which was the main entry to the building and facing the parking area, is smaller than the approved version. It is no longer the "main" entry to the building and it features a large expanse of unadorned or"blank" wall space. The elevation shows a mature tree masking this blank wall. Rather, this elevation should be provided fenestration and/or other architectural treatments to avoid the blank wall. Our Chapter 16 Design Guidelines call for"5-sided architecture"which would not permit these types of blank walls. November 8, 2004 Dennis St.John OV13-04-11,Buildings 2 and 5 revisions Page 2 of 3 • The east elevation, facing Oracle Road, is not the main entry to the building and appears to be about the same size as was approved and it is provided fenestration, columns, trelliswork, a varied roofline and low-lying landscaping which should be extended to the other elevations of the building. Submittal of a floor plan would assist staff in determining which areas of the building are "public" and which are kitchen, storage and other "back of house" activities, which may affect the building's exterior design; • The west elevation is larger than the approved version and has a large expanse of unadorned or"blank"wall space. Again, a floor plan could help explain the lower building form(is it a screen wall for outdoor storage?) and the absence of windows in the middle and left portions of this elevation; and • For Building 2, you proposed the addition of four colors to the center's approved color palette. The change in building footprint and orientation, the addition of the four colors, and the concern with the west and south elevations' "blank walls"cause staff to determine that the revisions to Pad 2 should be reviewed by the Board. Building 5, the Carrabba's Restaurant. As noted in your letter of October 29, 2004, the only change to Building 5 is the elimination of the rooftop garden which, in the May 11, 2004 version, was visible from Oracle Road. Unfortunately, the May 11 to submittal provided a computer simulation of Pad 5 as viewed from "Oracle looking southwest" and the September 16th submittal shows Pad 5 with a northeast view. The two treatments vary significantly, in the following ways: • The approved version shows substantial brick work on the columns and stone treatment on planters and portions of the wall on the west side. Most of the brick work and coloring is seen from Oracle Road. • The September version shows the stone work and stucco from the Oracle Road view. This is substantially different from the version approved by the Board on May 11 tn. Staff finds that the revisions to Building 5 should be reviewed by the Board. In order to prepare a staff report for the Board's consideration, please provide 25 copies of the following materials: 1. Color copies of the May 11, 2004 computer simulation of the Pad 5 building of the "view from Oracle looking southwest"; 2. Color copies of the proposed revision to the Pad 5 building showing the same view perspective; 3. Color copies of the May 11, 2004 "PAD building elevations" which were approved by the Board and include the elevations for Pad 2; 4. Color copies of the proposed revisions to the Pad 2, along with the proposed 4 new colors. Please include a letter stating whether you would like to include these four colors into the center's approved color palette or if you would like to limit those colors to only Building 2; and 5. Color copies of the approved color samples for the exterior walls and the stone and brick veneer. BACKGROUND: On May 11, 2004, the Board reviewed the Oracle Crossing Development Plan (DP) and Preliminary Plat (PP), the Landscape Plan (LP) and some of the Architecture for the shopping center project. The Development Plan and Preliminary Plat were subsequently approved by Town Council. They enable 24 office, retail and restaurant commercial spaces in 19 Building Pads. On May 11, 2004, the Development Review Board considered the following Architecture submittals for the Oracle Crossing Shopping Center: • Elevations for Buildings 1 through 4 and 8 and 9 of the 19 building Project; • the east elevation of the attached Buildings 11 through 18; • detailed architecture plans and elevations for a 6,340 gross square feet (gsf) restaurant, with 1,097 gsf of patio space proposed for Building Pad 5 (a restaurant); and • computer simulation perspective drawings of the Center and Building Pad Numbers 1, 2, 3, 4, 5, 8 and 9 and a partial view of a"major retail"building within the Center. The Board voted to approve those Architectural elements (please see the attached staff report for additional background information). APPLICANT'S REQUEST: The applicant wishes to revise the architecture that was originally approved for Pads 5 and 8 (see attached building plan for locations). PAD 5 (Restaurant): As specified in the attached May 11, 2004 DRB report, pad 5 was — and still is — the site of a Carrabba's Restaurant. Requested change includes the following: • elimination of the rooftop garden • TOWN OF ORO VALLEY DEVELOPMENT REVIEW BOARD STAFF REPORT, OV13-04-11 Page 2 • replacement of exposed brick elements with stone work that helps achieve the objective of view preservation via appropriate colors • addition of awnings over select windows • removal of wall courtyard planters • reshaping of the roofline Previously approved and proposed elevations are attached. PAD 8 (Bank with drive-through): Requested changes to this pad are less dramatic than proposed in pad 5. They include the following: • rotation of elevations to match the final development plan • rearrangement of windows and roofline • introduction of considerably more stonework on the building sides. Previously approved and proposed elevations are attached. COMPLIACE ANALYSIS Please see attached May 11 2004 DRB report for a list of policies and guidelines used for evaluation. The proposal meets all applicable criteria. PRESENTATION REQUIREMENTS As established in Resolution No. (R) 98-31, "all presentations before Boards, Commissions, and Council" must be formatted to be shown on the Town's projection system or overhead system. A presentation must be designed to insure that the audience, staff, and the voting body can view the graphics. Examples of acceptable computer formats are PowerPoint, ArcView, videotape of presentation boards, and/or overhead transparences. The Applicant is responsible for the development, presentation, and coordination of all presentation materials. If an applicant does not conform to the aforementioned resolution, the item may be continued due to non- compliance. STAFF RECOMMENDATION: Approval is recommended. BACKGROUND: Please refer to the companion OV12-03-14 Development Plan staff report for background information and analysis germane to this Architecture submittal. Project-related PADA Development Assumptions, Regulations and Standards The Oracle Crossing Architectural submittal is to be measured by criteria, development assumptions, standards and/or regulations defined by the Town Council's Pre-Annexation Development Agreement (PADA) and Project Site Translational Zoning Conditions of Approval (OV9-03-05). This set of measures varies from the standards set forth in the Oro Valley Zoning Code Revised (OVZCR) as is described in the companion OV12-03-14 Development Plan staff report. The PADA contains a set of "conceptual east building elevations" for Blocks 1 through 3 (Exhibit D to the PADA--Architectural Elevations) which consist of the larger building pads at the western end of the Site and does not include the Oracle Road building pads. The Concept Plan Architectural Elevations for the western-most buildings show: • The massing of the buildings; • a maximum building height of thirty(30) feet, with some building height variation; • a consistent building base of"painted CMU"material; and • what appears to be a"Territorial" architectural style with flat roof of varying heights, a parapet coping line, and columns separating individual building modules along the long commercial strip. PROJECT SUMMARY: The Development Plan(DP)proposes 24 office, retail and restaurant commercial spaces in 19 Building Pads. The May 3, 2004 revision of the Architecture submittal for the Project contains the following elements: • Elevations for Buildings 1 through 4 and 8 and 9 (Attachment 2); • the east elevations of Buildings 11 through 18 (Attachment 3); • detailed architecture plans and elevations for a 6,340 gross square feet (gsf) restaurant, with 1,097 gsf of patio space proposed for Building Pad 5 (Attachment 4); and TOWN OF ORO VALLEY DEVELOPMENT REVIEW BOARD STAFF REPORT, OV13-04-11 Page 2 • computer simulation perspective drawings of the Center and building pad numbers 1, 2, 3, 4, 5, 8 and 9 and a partial view of a"major retail"building within the Center(Attachment 5). Architecture for Building Pads 6, 7, 10 and 19 are not proposed at this time. The Applicant will present the west elevation(s) of Buildings 11 through 18 to the Board in a multi-media format at the Board meeting. TOV Translational Zoning Action On April 7, 2003 the Town annexed the Project site and in September 2003 the Town "translated" the Pima County zoning to the most comparable Town zoning. With the PADA conditions in mind, the most similar Oro Valley zoning district to the County's zoning for those properties is the Town's C-2 (Commercial) District, with the PADA"Town Conditions" included as conditions of the translational zoning. The Project's Architecture will be measured by the standards and requirements of that rezoning (case number OV9-03-05); which are, in summary: 1. Building heights cannot exceed 30 feet, as measured from finished floor/grade. 2. The southernmost five parcels (Parcel Nos. 225-51-3880, 3890, 3900, 3910 and 3940) will be measured by the Pima County Zoning Code (October 2002 version) TR(Transitional Zone) land use standards. 3. The other parcels will be measured by the October 2002 Pima County Zoning Code (PCZC) regulations for a CB-1 (Local Business Zone)use. 4. The 40 acre annexed area is exempt from the Pima County Scenic Route street frontage setback requirement as well as the OVZCR Oracle Road Scenic Corridor Overlay District provisions. 5. Where the Pima County Zoning Code is silent, the provisions of the Oro Valley Zoning Code Revised (OVZCR) would apply; those would include the Chapter 16 Design Guidelines related to site planning and architecture. In the Compliance analysis of this report, staff will describe the elements that meet applicable PCZC Code provisions, the PADA agreements, the Translational Zoning conditions of approval, and the applicable OVZCR Chapter 16 standards and guidelines. OVERVIEW OF PROPOSED ARCHITECTURE SUBMITTAL The Oracle Crossing Development Plan (DP) proposes a shopping center that is similar in scale and design as the existing Entrada De Oro shopping center to the north and the Plaza Escondido shopping center across Oracle Road to the east. The Oracle Crossing Project features: • Eight medium and small-sized commercial buildings are attached, with continuous frontage facing Oracle Road, and are located along the Site's western edge; • A cluster of 5 office buildings occupy the southern portion of the Site; 3 of those building pads have frontage along Oracle Road; • Five additional retail building pads front on Oracle Road; • 12 small to medium-size retail buildings, the largest being 30,000 sf; 7 small office buildings, the largest being 13,200 sf; and 1 building pad with a drive-through facility(Building Pad 4); • Building elevations ranging from 22 to 30 feet in height and land fill is limited to 5 feet above existing elevation; and • Public seating areas at 3 locations in the center. TOWN OF ORO VALLEY DEVELOPMENT REVIEW BOARD STAFF REPORT:OV 13-04-11 Page 3 COMPLIANCE ANALYSIS The Architectural submittals which are the subject of this staff report meet the applicable provisions of the PADA, and the OV9-03-05 Translational Zoning conditions of approval with the following exceptions: 1. The submittals do not meet all of the provisions and guidelines of the PCZC referenced Commercial Design Manual ("Manual") which are guidelines for the Applicant to seek to achieve. The Manual is referenced in, but was not adopted by the County Board of Supervisors, as part of the October 2002 PCZC which is the PADA- and translational zoning-required set of controls to be used to measure the Project. Nonetheless, the Applicant has voluntarily incorporated many of the Manual guidelines and, generally, does meet those standards; and 2. The Elevation submittals for Buildings 11 through 18 show only the Oracle Road-facing east elevation. Furthermore, the submittal does not include any elevations for Building Pads 6, 7, 10 and 19. The submittal includes a fully-developed set of plans for Building Pad Number 5, a full-service restaurant. The Building 5 architectural plans meet Chapter 16 Design Guidelines as is discussed below. PCZC Section 18.39.040.C. refers to the Development Standards of Section 18.39.030C which state: 8. Design Manual. The Commercial Design Manual shall provide guidelines and procedures for implementation of the standards of Chapter 18.39. 1. Facades and Exterior Walls. The Project shall have façade articulation to "break up" the mass of long horizontal facades. This articulation includes color change, texture change, module change, offsets, recesses or"pop outs". Project Elevations: The western-most buildings 11 through 18 are "attached" structures and appear to be a continuous frontage. There is some height variation along the long (1,000 + linear feet) frontage in which a series of "tower" features extend the building height by 7 feet. Additionally, in order to "break up" the appearance of one, long continuous building, the Applicant provides "off-sets" in the front and rear facades of this set of building pads. However, neither the front nor the rear elevations provide the Manual's minimum wall plane projections or recessing guideline; that of"having a depth of at least 3 percent of the length of the façade and extending at least 20 percent of the length of the continuous façade. No uninterrupted length of any façade facing a public street shall exceed 100 horizontal feet." Although provided offsets, both elevations exceed 100 feet without recesses or projections. This "shallow" off-set treatment is compensated by the incorporation of varied building materials, textures and colors (see Attachments 2 and 3). Building 5: Building 5 is proposed for construction of a 6,340 gross square feet (gsf) restaurant, with 1,097 gsf of patio space. Building Pad 5 is located along Oracle Road as a free-standing building although it is located west of("behind") a landscaped drainage facility fronting Oracle Road and, therefore, is not eminently visible from Oracle Road. The building orientation of Building Pad 5 is sited to provide the greatest quiet and isolation from busy Oracle Road and the center's main entry roadway. The entrance to the restaurant is oriented toward its own parking area and is separated from Oracle Road by a landscaped drainage feature. The building provides an arcade at the western and northern façade which provides greater separation from vehicles and traffic, but does not take advantage of the distant views of the Catalina Mountains. The main views from patron seating within the TOWN OF ORO VALLEY DEVELOPMENT REVIEW BOARD STAFF REPORT, OV13-04-11 Page 4 building are of the parking area (view north) and the landscaped drainage facility (mountain view). There is a rooftop feature that appears to be a roof deck. 2. Roofs. Rooflines must be varied with a change in height every 100 feet in building length. Project Elevations: At the scale provided in Attachment 2, it appears that this guideline is met. Building 5: The Building 5 plans show a dynamic roof top elment: A roof top garden along the eastern and northern façade. It is hoped that the design will incorporate water harvesting and careful placing and maintenance of the vegetation such that the signage thereon will not be obscured over time by maturing plants. Building 5 plans meet this guideline. 3. Material and Colors. Exterior building materials shall be aesthetically pleasing and compatible with adjoining neighborhoods. Project Elevations: The neighboring shopping center structures present an eclectic mix of architectural styles, not one sufficiently "dominating" to establish a neighborhood architectural "character". The selected building materials, as can be viewed in Attachment 1, would be compatible with the commercial portions of the neighborhood. The surrounding residential neighborhood can be characterized as low-scale, earth tone Pueblo style architecture. The proposed "Territorial" style, with earth tone colors and natural materials (stone veneer) accents on concrete masonry unit (CMU) buildings can be viewed as compatible with both the residential and commercial neighborhoods. Building 5: The architectural style, color and materials (see Attachment 4) are aesthetically pleasing and compatible with the neighborhood and the center's Territorial architectural theme. 4. Customer Entrances. Entryway design elements and variations should be oriented to the pedestrian. Project Elevations: The proposed entryway design provides windows and some archways. The design provides sufficient fenestration to (1) achieve a positive "void to mass" ratio at pedestrian scale, while (2) providing tower projections, architectural embellishments on the tops of the towers and window scale that, as seen from Oracle Road and other distant points within the center, provides building orientation and "announces" the entryways of each tenant space. This positively addresses this guideline. Building 5: The entryway provides archways and windows. The windows are recessed to provide differentiation through changing light and shadow patterns combined with changing light patterns of the stone columns of the arcade at the east and north elevations. These "main" facades are treated with planters at pedestrian level as well as a roof garden with overhanging plantings. These features positively address this guideline. 5. Back and Side Facades. There should not be blank walls or unattractive views of loading areas, storage areas or mechanical equipment. Project Elevations: The front (east) elevation of Building Pads 11 through 18 are shown in Attachment 3. However, the rear (west) and side (north and south) elevations of those building pads are not provided with this submittal and, as such, staff cannot measure how they meet this guideline. All four facades and the roof top treatments must be submitted for their review and consideration as a whole package. • TOWN OF ORO VALLEY DEVELOPMENT REVIEW BOARD STAFF REPORT, OV13-04-11 Page 5 Building 5: The south elevation is treated architecturally to provide variety and visual interest. The western elevation abuts the loading area and is treated similarly as the southern façade with the exception that there are no windows with plantation shutters provided. The design positively addresses this guideline. 6. Central Features and Public Spaces. Each retail establishment shall provide public amenities. Project Elevations: The DP and Landscape Plan (LP) show the location and details of benches,planter/seats and screen walls within the landscaping. Other public amenities such as the proposed arcades, public art, and architectural embellishments on the submitted building elevations are not provided and, therefore, cannot be measured by this guideline. Building 5: This is not a retail establishment, however it does provide an arcade, planter boxes at pedestrian level and a rooftop garden. These features positively address this guideline. OVZCR Section 3-302,Development Review Board Criteria Applicable to Architecture Review A. The Board shall examine the application to insure that all provisions of this ordinance and all other ordinances, master plans, general plans and standards of the Town of Oro Valley shall be complied with where applicable. This is addressed in this Compliance Analysis and General Plan Compliance sections of the staff report to the DP. B. The proposed development shall not have a detrimental effect upon the general health, welfare, safety and convenience of persons residing or working in the neighborhood, nor shall it be detrimental or injurious to the neighborhood. C. The proposed development shall promote a desirable relationship of structures to one another, to open spaces and topography both on the site and in the surrounding neighborhood. D. The height, area, setbacks and overall mass as well as parts of any structure (buildings, walls, signs, lighting, etc.) and landscaping shall be appropriate to the development, the neighborhood and the community. The building heights of Building Pads 11 through 18, and the placement of these buildings on the western edge of the Site will result in some blockage of existing views of the Catalina Mountains by residents and passers-by of Northern Avenue. However, any development of the Site to the allowable 30 foot maximum building height would have such an effect. Condition Number 4 of Exhibit A to the companion OV12-03-14 Development Plan report would require a visual analysis of the back of buildings 11 through 18. It is suggested that approval of the Architectural submittals for Buildings 11 through 18 be postponed until the results of that analysis are known and the DP is revised as necessary. Building 5 would be occupied by one establishment. It is a stand-along building within a center with 8 other single-occupancy, stand-along buildings and up to 12 multi-tenant buildings. Because the building is sited close to Oracle Road which is a heavily traveled arterial/highway, the restaurant activities are oriented toward the more isolated and quiet parking area to the north and to the landscaped buffer area and drainage facility to the east. This positively addresses this guideline, although, looking at the center as a whole rather than the livability of the restaurant, it would be better to orient the building entrance toward the center's entry roadway as a way of presenting a pedestrian-oriented "face" and more dynamic streetscape to the center. The building height of TOWN OF ORO VALLEY DEVELOPMENT REVIEW BOARD STAFF REPORT,OV13-04-11 Page 6 Building 5 varies from 23 feet at its western end to 20 feet at its eastern end. This is consistent with the center's building height limit of 30 feet. E. Ingress, egress, internal traffic circulation, off-street parking facilities, loading and service areas and pedestrian ways shall be so designed as to promote safety and convenience. Not Applicable. F. The architectural character of the proposed structure shall be in harmony with, and compatible to, those structures in the neighboring environment and the architectural character adopted for any given area avoiding excessive variety or monotonous repetition. Please see Criterion D above. The architectural style of Building 5 would be deemed "Territorial"; this is consistent with the Territorial style architectural"theme"of the center as described earlier. G. Mechanical equipment, appurtenances and utilities shall be concealed from view and integral to the building design. Details of the treatment of these features were not submitted with this application and are, therefore, not known at this time. It is suggested that, if the Board wishes to approve the Attachment 2 elevations, they are deemed an Architectural Concept Plan, rather than building pad architecture approval. The roof top mechanical equipment of Building 5 is not visible above the parapet and rooftop garden elements of the design. H. The architectural character of a development shall take cognizance of the unique desert, climate and other environmental factors of this region and promote an indigenous architectural feeling. As described earlier, the adjacent commercial structures present an eclectic mix of architectural styles, not one sufficiently"dominating"to establish a neighborhood architectural"character". The selected building materials, as can be viewed in Attachments 1 and 2, would be compatible with the commercial portions of the neighborhood. The surrounding residential neighborhood can be characterized as low-scale, earth tone Pueblo style architecture. The proposed architectural style can be characterized as a modern version of a "Territorial" style, with earth tone colors and stone veneer accents on concrete masonry unit (CMU) buildings. One of the building modules shown on the "Major Retail Elevations" which shows the Building 11 through 18 modules depicts a building with two "slanted" tower features. Those slanting towers appear cartoonish and do not reflect a Territorial style consistent with the center's chosen theme. Staff recommends that the"slanted"tower feature be eliminated. The Territorial style of Building 5 would be consistent with the proposed "Territorial"-styled architectural theme for the center. Building 5 proposes a mixture of earth-tone stone veneer exterior cladding with earth tone accent colors for window treatments and other architectural details; this design meets this guideline. I. All buildings and structures and parts of any buildings such as walls and fences shall be designed to be compatible with the surrounding desert and mountains in the background. Please see Criterion D above. TOWN OF ORO VALLEY DEVELOPMENT REVIEW BOARD STAFF REPORT, OV13-04-11 Page 7 J. All exterior materials and colors including roofs, walls and fences shall be predominantly muted earth and plant tones and shall minimize contrast and glare. It appears that this criterion is met. GENERAL PLAN CONFORMANCE: The subject properties lie within an area designated on the current 1996 TOV General Plan a "Neighborhood Commercial" land use which would permit uses, such as grocery stores and drug stores, that tend to serve the surrounding neighborhoods. A neighborhood shopping center would be compatible with this Neighborhood Commercial land use designation. Shopping Center Elevations Submittal: Applicable General Plan Policies Policy 1.1E.: "View protection shall be an essential aspect of Oro Valleys community design review and project approval." Policy 1.2.H.: "Strip developments are discouraged and clustering of commercial developments at specific nodes or villages that are planned with strict aesthetic and design guidelines are encouraged. Free-standing pads are discouraged, except when expressly permitted in relation to overall gross leasable area and center design." Policy 9.1.D: "All development proposals should attempt to arrange buildings, massing of buildings, and/or arrangements of lots to preserve views from adjacent properties and streets while providing privacy for residents." Policy 9.1.G.: "In order to maximize integration of the built environment with the natural environment, and minimize distractions of the built environment, all new development proposals should incorporate means of reducing the apparent size and bulk of buildings." The means to comply with the above policies are addressed elsewhere in this report or in the OV12-03-14 Development Plan report. STAFF RECOMMENDATION: Staff does not believe the Building Pad Numbers 11 through 18 Elevation submittals are complete as all four sides and roof top treatments are needed to be reviewed to determine Code and General Plan compliance. Staff recommends continuation of the Architectural elevations of Buildings 11 through 18 until the Applicant can provide this additional information. • TOWN OF ORO VALLEY DEVELOPMENT REVIEW BOARD STAFF REPORT, OV13-04-11 Page 8 The Architectural elevations for Buildings 1 through 4 and 8 and 9 are adequate as are the plans for Building Pad number 5, for the Carrabba's Restaurant. Staff deems those submittals as applicable Code-, guideline- and General Plan policy-complying and recommends their approval. SUGGESTED MOTIONS: I move to recommend approval of OV13-04-11, solely for the Building Pad Numbers 1 through 5, 8 and 9 Architecture Plans submittal and recommend a continuation of consideration of the Building Pad Numbers 11 through 18 to accomplish the following: (1.) All elevations for all building shall be provided; and (2) the revised elevations shall incorporate the necessary measures to mitigate any substantial adverse visual impact to public vista points associated with development of Building Pads 11 through 18. OR I move to continue OV13-04-11, Oracle Crossing Elevation Architecture and Building Pad Number 5 Architecture submittals to accomplish the following: (1.)
