The entire site consists of 118 acres with a total of 360 lots. The zoning is Rancho Vistoso PAD with a land use designation of Medium Density Residential. The minimum allowable lot size is 5,000 sf. and the average gross are per lot 14,290 square feet. The following is a brief history: • PAD Amendment for the area covered by both plats approved by Town Council in May 2002 There were two amendments (a) reducing setbacks for homes with side entry garages and (b) exchange of PAD designated open space in Parcel C (area in the southeast corner of this plat). The following conditions that impact architectural review were approved: 1. No more than two (2) reduced setback homes shall be built next to each other. 2. Two-story homes shall be restricted as follows: • No more than two shall be built adjacent to each other along major streets. • No more than three shall be built adjacent to each other along interior streets. • Shall not be built on all corner lots. • Shall not be built along the golf course 3. The front setback will vary for two (2) abutting houses. 4. The side entry garages shall have an articulation (e.g. windows) on the side facing the street. 5. The garages for three cars shall have the third portion offset from the other two. 6. The front garage(s)shall not consist of more than 50% of the total building frontage. 7. The garages shall not project more than 5-feet in front of a house (unless side-entry). 8. The second story must have less area than the first story in order to reduce the building mass. 9. Reduced setbacks only apply to homes with a side-entry garage. • Preliminary Plat for Parcels X, Y and V located north of Moore Road and south of the current plat. DRB hearing June 2002 and Town Council approval July 2002. • Final Plat for Somerset Canyon approved by Town Council September 2003 (see attached). F:\OV\OV 13\2004\13-04-26\DRBreport.doc • TOWN OF ORO VALLEY DEVELOPMENT REVIEW BOARD STAFF REPORT Page 2 • Final plat (0V12-03-29) for this subject subdivision was approved by Town Council on July 1, 2004 with all of the aforementioned PAD requirements as General Notes. The 360 lots have been divided and sold to various different builders. Pulte Homes is developing lots 107 through 299. SUMMARY: Pulte Homes, owner & applicant, requests DRB approval of architectural elevations for four model homes to be available for 109 out of the total 360 lots approved as part of the final plat (see attached diagram). The four model homes may be described as a mix of southwestern and mission contemporary style architecture. The proposed design is compatible with the existing area. Each of the models feature various architectural elements including;pitched roof design, variation of windows and a unique garage door design. The following is a summary of each model: Model 2100 • One story • Standard 2-car garage • Three elevations(A-C) Model 2160 • One story • Standard 2-car garage • Three elevations(A-C) Model 2623 • Two story • Standard 2-car garage • Three elevations(A-C) Model 3061 • Two story • Standard two car garage • Three elevations(A-C) In sum, all four model homes have been adequately designed and treated on all four elevations. Compliance with PAD Amendment Conditions: 1. No more than two (2) reduced setback homes shall be built next to each other. Will be applied upon building permit submittal F:\ov\ovi3\2004\13-04-26\DRBreport.doc r S • TOWN OF ORO VALLEY DEVELOPMENT REVIEW BOARD STAFF REPORT Page 3 2. Two-story homes shall be restricted as follows: • No more than two shall be built adjacent to each other along major streets. • No more than three shall be built adjacent to each other along interior streets. • Shall not be built on all corner lots. • Shall not be built along the golf course Will be applied upon building permit submittal 3. The front setback will vary for two (2) abutting houses. Will be applied upon building permit submittal 4. The side entry garages shall have an articulation (e.g. windows) on the side facing the street. None proposed. 5. The garages for three cars shall have the third portion offset from the other two. All models comply. 6. The front garage(s) shall not consist of more than 50%of the total building frontage. As proposed the garages on all four models consist of approximately 55 - 62% of the total building frontage. Because of the lot widths within this portion of the subdivision (approximately 45'), the required setbacks and the standard size of a two car garage render this criterion as unmanageable. The following is a breakdown of measurements: Area available per plat 45 wide foot lot Setbacks -10 feet of setbacks (5' feet to each side) Garage width -21 feet need for a two car garage =Remaining livable area 14 feet Without amending the plat or the PAD condition, this standard is not achievable. Staff has interpreted the condition in a manner to enable mitigation - if the overall intent of reduced garage dominance is achieved. The applicant has proposed providing additional architectural elements (premium garage doors, front patio area, etc.) and landscaping to offer a streetscape that minimizes the garage dominance (see attached letter from Pulte Homes). F:\OV\OV 13\2004\13-04-26\DRBreport.doc 1111 • TOWN OF ORO VALLEY DEVELOPMENT REVIEW BOARD STAFF REPORT Page 4 7. The garages shall not project more than 5-feet in front of a house (unless side-entry). Model homes 2100 & 2160 meet this requirement; however, model home 2623 & 3061 do not without the addition of a front courtyard area. Staff has consistently interpreted the addition of a front courtyard as an additional means to meet this standard. 8. The second story must have less area than the first story in order to reduce the building mass. The second story portion of model homes 2623 and 3061 is significantly less than the first. 9. Reduced setbacks only apply to homes with a side-entry garage. None proposed. Design Guidelines The following Design Guidelines are applicable: Section 16-103(E)(3), Diversity in the design of homes and neighborhoods is encouraged for residential subdivisions and planned communities. The four models will create a diverse neighborhood when built-out; however, the diversity will depend on the mixing of elevations within the subdivision. Staff has suggested Condition #4 to create a mix of elevations at build-out. Section 16-103(E)(3)(b)(1), The garage should consist of not more than 50%of the total building frontage. This issue addressed as part of PAD exemption analysis. Section 16-103(E)(3)(b)(3), Garages may project no more than five (5)feet in front of a house (unless side- entry) and must have an entry feature or porch to moderate the visual impact of the garage. This issue addressed as part of PAD exemption analysis. Sec16-103(E)(3)(g), The second story treatment should have less area than the first so as to provide some setbacks from the first to the second story in order to reduce building mass. This issue addressed as part of PAD exemption analysis. Setbacks/Maximum Building Height The setbacks are as follows: Front 20' or 10' for side entry garages, Side 5' and Rear 10' and a maximum building height of 30' (two stories) is permitted. Based on the lot fit analysis submitted, not all models will fit on all the lots. Consequently, the lot fit analysis (attached) has been made an element of the Exhibit A conditions. GENERAL PLAN COMPLIANCE: The proposed model homes comply with the General Plan's Community Design Elements. hi particular Policy 9.1F, "all sides of building may impact their surroundings and shall be coherently designed and treated". The elevations are consistently designed and treated on all four sides. PUBLIC PRESENTATION: Pursuant to Resolution (R) 98-31, "all presentations before Boards, Commissions and Council of rezonings, subdivision plats, development plans, and planned area developments must be formatted to be shown on the Town's project system or overhead system. The "Planning and Zoning Administrator"; however, may exempt certain projects." A presentation must be designed to insure that the audience, staff, and voting body can view the graphics. Examples of acceptable computer formats are Power Point, Arc View, a videotape presentation and/or overhead transparences. The applicant is responsible for the development, presentation, and coordination of all presentation materials. If an applicant does not conform to the aforementioned resolution, the item may be continued due to non-compliance. RECOMMENDATION: It is recommended that the Development Review Board approve Pulte Homes Models 2100, 2160, 2623, 3061, subject to the conditions listed in Exhibit"A". F:\OV\OV 13\2004\13-04-26\DRBreport.doc ft I-- ti1,TM vs. e Design Review Board Town of Oro Valley 11000 N. La Canada Drive Oro Valley, AZ 85737 November 10, 2004 Dear Board Member, I wanted to include a letter that outlines our efforts to overcome the PAD condition—the front garage(s) shall not consist of more than 50%of the total building frontage. I have worked closely with Bayer Vella, Senior Planner with The Town of Oro Valley, in an effort to provide architecture elements and landscaping that offer an appealing streetscape that allows us overcome the garage dominance concern. Pulte Homes contracted architect David Gibson from Gilbert to help us accomplish a goal that meets the Town's needs. We have elected to change many of our standards in an effort to meet this concern. Our efforts to reduce the impact of the garage dominance concern are outlined below. 1. We have elected to use a superior garage door that replicates a carriage door. The door is much more expensive than a typical door(about $1,800 versus $385), but offers a much stronger curb appeal. We will have 3 different garage door styles (based on elevation themes), available in 3 different colors. We will be using United Door Technologies (UDT) garage doors as demonstrated in the attached brochure. The entire garage door has a wood grain embossment as well as decorative hardware offering an authentic carriage door look. The paint scheme of each door will be completed in a manner consistent with the style of a carriage door(see UDT brochure). Each garage door on every home will be placed 8" behind the garage wall face in order to offer shading to the door. This will enhance the overall look of the garage surface and offer architectural relief. As I mentioned earlier, we chose David Gibson to assist us because he is a registered architect and DRB member for The Town of Gilbert. David indicated that Gilbert has a garage dominance rule that can be overcome by using an appealing garage door like the one we are planning to use at Parcel "B". David led us to UDT as a supplier of the door we intend to use. David Gibson can be reached at(480) 330-7192 to discuss the matter if anyone is interested in talking with him. I called The Town of Gilbert and spoke with Maria Cadavid, a senior planner, to validate David's statement. 2. We have elected to include a garage door opener, as a standard feature, on every home so that customers will be more compelled to close their garage doors. We believe that we can have a more appealing community if we enable customers to have ease in closing their garage doors. In communities where garage door openers are not a standard feature, doors tend to be left open fairly often—allowing passersby to see the clutter of occupants' garages. 6893 North Oracle Road,Suite 121 Tucson,Arizona 85704 Contractor License#064206-079383 520-229-6000 520-229-6001 (fax) l TM te ,{" " :: 3. We are offering front yard courtyard space that extends 9+ feet from the front of the home. This space will allow the customer to enjoy semi-private space. The area will be landscaped and will provide enough space for the occupants to place a table and chairs if they desire. The courtyard will also be gated with 2 different style gates available that match the architectural theme of each home—one style gate that is flat across the top and one style gate that is arched across the top. This courtyard element will better enable neighbors within the community to get to know one another and create a greater sense of neighborhood. 4. We chose more accent colors, for homes in this neighborhood, than we typically would and chose colors that are richer and offer more contrast. The greater contrast in color allows us to accentuate our architectural details and to draw onlookers' attention toward those elements. 5. We have added architectural elements that add charm to each home and the community in whole. Some of the elements, based on varied elevations, included in this community are as follows: • Varied colored pop outs around windows • Faux shutters on sides of windows • A spire or finial on the front corner of the home—based on selected elevation • Stone accents on the home and courtyard walls • Wood grain 4"X 6" rafter tails (under overhang)painted an accent color • Corbels under barge rafters • Decorative tile on gables for architectural enhancement • Architectural wrought iron details • Varied front setbacks (2'-0")throughout the community(alternating homes) 6. Landscaping that minimizes garage dominance. This effort will be achieved by placing a tree and/or large shrub, which is part of the landscaping plan, to appropriately interfere with the view of the garage. We have met with our landscaper to explain our goal of placing these plantings, in the front yard, from a perspective of driving down the street. We intentionally left the trees off of the attached rendering because we wanted to be able to allow you see the full elevation of the homes presented. I believe it's noteworthy to discuss a couple of points that offer a better understanding of our position and efforts. In discussions with Bayer, he indicated that we should consider side (or hook) garages as an option in this community. We understand the architectural appeal of this style and offer hook garages in a number of our communities including parcel AC in Village 10, but we also understand that our customers would suffer in the long run if this were attempted on a 45' wide lot. Although our competitors may be able to do this on a 45' wide lot, we can't because of what we know about garage depths and turning radii of vehicles. To start, most all our competitors build their homes with 19' deep garages; we build ours 21' 6893 North Oracle Road,Suite 121 Tucson,Arizona 85704 Contractor License#064206-079383 520-229-6000 520-229-6001 (fax) • • ' teTM l9 deep at a minimum. We started this practice in the mid-1990's because of complaints from customers that their SUV wouldn't fit into their 19' deep garage. Additionally, when side (or hook) garages are built, you must, at a minimum, provide 22' (preferably 25') of driving surface to make the 90-degree turning radius into and out of the garage. Even if we utilized a minimum 22' driving surface (concrete drive) and 19' deep garage we wouldn't have enough room on a 45' wide lot. With a 22' driving surface (3' from property line for yard drainage), and 5' side set back for the garage, the deepest garage we could provide would be 15 feet; far too shallow for what our customers would be willing to accept. The PAD note that the front garage(s) shall not consist of more than 50%of the total building frontage was one that unfortunately took us by surprise. The brief history behind our purchase of Village 10 is as follows: We entered into a Letter of Intent with Vistoso Partners sometime in 2001 planning on 50' minimum lot widths for 2 different product lines in Neighborhood 10. At some point during 2001 we elected to drop our purchase option in this neighborhood and cancelled our contract with Vistoso Partners. Vistoso Partners continued to process a plat for this neighborhood as the master developer. We re-entered into negotiations for purchase of the property in 2003. After entering into a contract, we learned that the plat was being developed with 45' wide lots, forcing us to utilize 35' wide product. We were unaware that this specific PAD condition still existed with the 45' wide lot, and unfortunately assumed that Vistoso Partners and their civil engineers solved the garage dominance concern. From my point of view, it is physically and mathematically impossible to produce a 35' wide home on a 45' wide lot that meets the 50% garage rule unless it is a single car garage. We make no excuses for our ignorance, but hope that you understand the dilemma that we are now faced with. Thank you for your consideration. We believe that this site; with the attractive carriage style garage door, architectural flair, front courtyards and strategically placed landscaping plan (please see attached colored streetscape rendering) will represent a site that Oro Valley can point to for other builders to follow. OV13-04-26, PULTE HOMES REQUESTS ARCHITECTURAL APPROVAL OF FOUR MODEL HOMES (2100, 2160, 2623, 3061) TO BE ESTABLISHED WITHIN RANCHO VISTOSO NEIGHBORHOOD 10, PARCEL B, LOCATED NORTH OF THE FUTURE LA CANADA AND MOORE ROAD INTERSECTION. Bayer Vella presented the staff report into the record. The applicant, Allan Kennedy from Pulte Homes, 6893 North Oracle Road, Suite 121, explained the items used to create the houses and disguise the 50% garage issue. Member Kunisch was concerned with the garage and the 50% Guideline. Chair Caswell wanted confirmation that the size of the lots have already been approved and could not be changed. Mr. Vella answered that the plat was approved with specific lot width; however, the zoning agreement required them to meet the 50% garage guideline. He indicated that the side entry garage was possible but extremely tight for larger vehicles. Member Kunisch stressed that the homes were part of a large community. It was too massive for all the homes to have majority garages; therefore, he wanted the applicant to bring the item back. Member Panas agreed with Member Kunisch. MOTION: Member Kunisch MOVED to deny OV13-04-26, Pulte Homes Models 2100, 2160, 2623, 3061, Monterey Homes Models 510, 520, 530, 540, 550, 560, 570, & 580, finding that it did not meet the 50% garage requirement. Member Panas SECONDED the motion. Motion carried 4-0. Recess: 7:42 p.m. Reconvene: 7:48 p.m. 2. OV13-04-27, RICK AND DIANE CAMPBELL REQUEST ARCHITECTURAL APPROVAL FOR A CUSTOM HOME ON LOT 175 WITHIN THE DESERT VISTA SUBDIVISION, LOCATED AT 11534 N. VERCH WAY, PARCEL 224-10- 2950. Discussion: Mr. Vella revealed his conversation with the applicant and they agreed to install glass block windows in the bathroom, which faces the front elevation, and the third garage door painted the same color as the house. Member Kunisch asked if they gave a side entry garage thought. Mr. Vella replied that it would be hard to do a side entry garage because of the elevation drop. Use of Porte Cache to technically meeting the 50% PAD requirement—Although we prefer the original design, staff will support the new one. Under Oro Valley Zoning Code - we would normally provide an interpretation that you meet the zoning requirement; however, the RV Pad specifies an alternate process. The Rancho Vistoso PAD specifies that DRB is the authority to interpret. All DRB actions are subject to TC appeal. 2. Move Porte Cache into front setback—Per Section 13.106A, ornamental features may encroach 2 feet into the setback. So, it can reach 2 feet into the setback. 3. Interpretation of 50% frontage: linear measurement vs frontage—Our read is that it should be measured on the basis of the linear frontage. Because this involves a PAD requirement, DRB would be the ultimate "interpretation" authority. Schedule: Appeal deadline ("within 20 days from the date of the Board's decisions): Due on January 3 —Fee = $400.00 DRB submittal deadline for January 11 meeting: 12/23 — Same fees as first submittal Staff memo to DRB due: 1/3 Staff memo to TC due; 1/25 TC Appeal Date: 2/16 Please let me know if you have any questions... The key date for a new DRB submittal is December 23, 2004 (TOMORROW! ! ) . I have a few follow up questions: 1. Please give me the RV PAD cite that authorized the DRB to make the 50% determination. 2 . Because the DRB is the proper authority to decide if the new port cochere design meets the 50% building frontage requirement, then can Pulte request an interpretation in advance from Bryant to submit with the new DRB application or not? If not, will staff recommend that interpretation to the DRB in the staff report? 3 . If Pulte proposes that the port cochere is an "ornamental feature" that may encroach 2 feet into the front yard setback per Section 13 .106A, do you think that will that undermine Pulte's position to the DRB that the port cochere changes the overall building frontage percentage such that Pulte meets the 50% requirement? You have two things going on here. . .appeal of a DRB architecture decision. . .and finalizing an interpretation on whether the porte cache meets the requirement - if needed. 2 . Yes, we will clearly state in the staff memo that it meets the 50% standard as required. DRB and TC have the authority to shoot us down. . .rather than appeal to the Board of Adjustment 3 .
