The development plan and conditional use permit for this project were approved by Town Council on October 20, 2004. The proposed property is the last to be developed within the Rooney Ranch Plaza, adjacent to the Oracle Road frontage. SUMMARY: Bollinger & Cardenas Architects, representing M & I Bank, requests DRB approval of architectural elevations for a bank facility to be constructed within Rooney Ranch. The bank will consist of a 5,010 square foot building with drive through tellers. The architecture has been designed in a manner to promote compatibility with the adjacent building structures within the existing shopping center. The site will be developed at approximately the same elevation as Oracle Road and the most visible elevations will be the north and east, which face the intersection of Oracle Road and First Avenue. Adequate treatment has been provided on these sides. The west elevation facing the parking area of the shopping center and the south elevation facing Burger King will also be visible from within the plaza. The south side of the building has been designed in a harmonious manner to minimize the dominance of the drive thru tellers. The views of these elevations are softened by landscaping treatments around the perimeter. Overall, all the elevations have incorporated adequate architectural treatments, which consist of a varied roofline, stone veneer accents and a range of exterior colors. The exterior colors consist of four shades and are incorporated throughout the building design. The color schemes are compatible with the adjacent buildings (Burger King, Fry's and Wells Fargo Bank); however, the number of colors and variation is a bit more intense than the other buildings, which only utilize two color schemes. Even though there is more distinction in the color range for this building, the lighter shades that are used in the center of the elevation are similar to the colors on the existing structures. The proposed structure meets the required setbacks and the maximum building height of 25'. Design Guidelines: The following Design Guidelines apply to this project: Section 16-103(B)(3)(a)Design buildings at the ground or pedestrian level that express human scale. F:\OV\OV 13\2004\13-04-28\DRB.RPT.doc TOWN OF ORO VALLEY DEVELOPMENT REVIEW BOARD STAFF REPORT Page 2 The building has been designed to a pedestrian level. The ceiling of the entry canopy is at 12-feet which creates a good pedestrian feel. Section 16-103(B)(4)(C) Vary roofline silhouettes The roofline provides a variation of heights, which breaks up the apparent size and mass of the building structure. Section 16-103(B)(4)(d)Encourage wall mass over glass area. Because of the nature of the building, there is a combination of wall mass and glazing, which conforms to the intent of the design guidelines. In areas where there is more wall mass than windows, these portions of the building are accented by stone veneer and softened by landscaping. Crime Prevention Through Environmental Design (CPTED) The bank design has employed the use of CPTED by the placement of glazing and doors. The ATM's will be positioned in accordance with CPTED principals of being free of landscaping, are well lit and promote safety for people. Also by their positioning, good surveillance is obtained from different angles of the front parking area of the bank and the entrance drives. Oracle Road Scenic Corridor Overlay District(ORSCOD) This project is located with the ORSCOD, which provides for design criteria to be applied to projects developing within the scenic corridor. The design criteria consist of architectural design, building materials and building colors. Overall, the proposed building meets the applicable criteria of these sections and the design is compatible within the ORSCOD. ZONING CODE COMPLIANCE: The project is in compliance with the OVZCR and the Rooney Ranch PAD. GENERAL PLAN COMPLIANCE: The proposed architecture for the bank building complies with the General Plan by promoting Policy 9.1A, which incorporates, "Architectural themes are intended to blend the built environment with natural surroundings." This project integrates into the Rooney Ranch Plaza theme by designing the buildings in a similar color and style. Also, all four sides of the building have been comprehensively designed and treated. PUBLIC PRESENTATION: Pursuant to Resolution (R) 98-31, "all presentations before Boards, Commissions and Council of rezonings, subdivision plats, development plans, and planned area developments must be formatted to be shown on the Town's projection system or overhead system. The Planning and Zoning Administrator; however, may exempt certain projects." F:\OV\OV13\2004\13-04-28\DRB.RPT.doc • TOWN OF ORO VALLEY DEVELOPMENT REVIEW BOARD STAFF REPORT Page 3 A presentation must designed to insure that the audience, staff and voting body can view the graphics. Examples of acceptable computer formats are Power Point, Arc View, a videotape presentation and/or overhead transparences. The applicant is responsible for the development, presentation and coordination of all presentation materials. If an applicant does not conform to the aforementioned resolution the item may be continued due to non- compliance. RECOMMENDATION: It is recommended that the DRB approve the architecture for M & I Bank, subject to the conditions listed in Exhibit A. SUGGESTED MOTIONS: The DRB may wish to consider one of the following suggested motions: I move to approve OV13-04-28, M & I Bank Architecture, subject to the conditions listed in Exhibit A, attached herewith. Mr. Vella responded that the colors were similar to the sign criteria previously viewed by the DRB. The applicant, Thomas Saylor-Brown, SBBA Architects, 1001 North Alvernon, discussed the difference between the previous elevations and the proposed changes. He indicated that it was a corporate decision to remove the plants from the Building Pad 5. Member Panas asked for the bank's reason for change in Building Pad 8. Mr. Saylor-Brown indicated that while the bank was developing the floor plan, building changes were necessary. Mr. Vella confirmed and added that some restaurants may have direct access to the walkway. The applicant, Paula Donley, 1980 East Palisades Road, indicated that the property was unique and will have individual owners. They did not want a cookie cutter look but rather a custom image. There would not be any "back of the building" look; each side of the buildings will be developed. Member Kunisch complimented the project. Chair Caswell agreed with Member Kunisch. Member Kunisch was concerned with individual owners and the upkeep of the buildings. Mr. Vella indicated there were two separate enforcements; the property association and the Town.
