SUMMARY The Development Review Board (DRB) is required to review commercial architecture. The proposed building will incorporate architectural features, color schemes and materials compatible with the existing commercial center and surrounding areas. The building design incorporates a contemporary interpretation of traditional Southwest architecture, including varied rooflines, stucco and the use of split face block. This design will blend seamlessly with the recently approved building on Lot 2 (0V1310-13; Rubs Massage and two additional shop spaces), which is adjacent to this building. Site Conditions • Mercado at Canada Hills is 5.97 acres • Lot 1 is 9,453 square feet (approximately .22 acres) • Zoning is El Conquistador Planned Area Development (PAD) - Commercial • Three existing buildings on this site (on Lots 4 and 5) • 28 feet maximum building height • Surrounding uses include single-family residences and vacant commercial lots Proposed Improvements • Veterinary clinic use • Building size is 3,555 square feet • Building height: 26'-8" proposed • Building will utilize color and materials palette of existing buildings in the center Related Approvals • Mercado at Canada Hills Development Plan (0V1203-31) approved by Town Council on July 29, 2005 • Adjacent building on Lot 2 approved as OV1310-13. Rubs Massage will occupy Shop 3 and the other shops/tenant spaces will remain vacant. ANALYSIS OF DEVELOPMENT REVIEW CRITERIA AND GUIDELINES The following is a list of noteworthy criteria (in italics) followed by staff commentary. Review Criteria-Section 22.6.B • Section 22.6.B.8: "All components of a development shall take cognizance of the unique desert, climate and other environmental factors of this region and promote an indigenous architectural feeling." • TOWN OF ORO VALLEY DEVELOPMENT REVIEW BOARD Page 2 of 3 The architecture of this building is very similar to the existing buildings within Mercado at Canada Hills. The three existing buildings include similar design elements and features such as exposed block and low varied rooflines. • Section 22.6.B.10: "All exterior materials and colors including roofs, walls and fences shall be predominantly muted earth and plant tones and shall minimize contrast and glare." The proposed stucco colors, exposed block and steel metal deck provide variations of similar muted earth tone shades. The colors and material proposed were previously approved for the existing buildings, including Sherwin Williams Compatible Cream (SW6387) and Baguette (SW6123) on the stucco walls, and Canyon Clay (SW6054) on the exposed steel and metal deck. Design Guidelines (Addendum "A") • Design Guidelines, C.2.e (i), "Design buildings with consideration to all sides of building." The north elevation, which faces existing residences, offers some articulation but could benefit from additional design features and landscaping to break up and conceal the mostly blank wall mass. Staff recommends additional design features or treatments be provided on this elevation, such as pop outs/recesses, additional windows (real or faux) or trellises to provide consistency with the east and west elevations (see Condition #1 in Exhibit "A"). The west elevation facing La Canada Drive and the east elevation facing Ace Hardware provide adequate design treatments, including vertical columns. • Design Guidelines, C.2.e (iv), "Rooftop mechanical equipment, vents and ducts should be screened or installed in a manner that prevents obstruction or distraction of other views." The final plat for the commercial center included a condition that rooftop mechanical equipment be screened from view. A condition has been added to Exhibit "A" to require the applicant to demonstrate that the rooftop mechanicals will not be visible from adjacent residences (see Condition #3 in Exhibit "A"). • Design Guidelines, C.2.f (i), "Use exterior materials such as stucco, brick, adobe, natural stone, textured concrete or textured and split face concrete masonry units." The building includes a stucco finish and extensive use of comb-faced concrete masonry units on the columns. • Design Guidelines, C.2.g, "Variations in roof lines should be used to add interest and reduce the scale of larger buildings." The building design incorporates a small tower feature on the northwest corner which breaks up the horizontal plane of the roofline, adds visual interest, and clearly defines the building entrance. The low roofline reduces the scale of the building. CONCLUSION/RECOMMENDATION The architecture is in conformance with the Zoning Code development review criteria and Design Guidelines and requirements with noted exceptions that have been addressed in the conditions of approval. It is consistent with the architectural style and colors of the existing Mercado at Canada Hills development. TOWN OF ORO VALLEY DEVELOPMENT REVIEW BOARD Page 3 of 3 Staff recommends approval of this application subject to the conditions in Exhibit "A". SUGGESTED MOTION The DRB may wish to consider one of the following suggested motions: I move to [approve, approve with conditions, OR deny] architectural elevations for La Canada Animal Hospital on Lot 1, Mercado at Canada Hills, located in proximity to La Canada Drive and Lambert Road, requested by Eglin-Cohen Architects, OV1311-06, subject to the conditions in Exhibit "A". Williams, AICP, Planning Division Manager 4 EXHIBIT "A" CONDITIONS OF APPROVAL OVI 3I 1-06 LA CANADA HILLS ANIMAL HOSPITAL ARCHITECTURAL ELEVATIONS 1. The north building elevation must provide acceptable design features and landscaping to break up the blank wall mass on the eastern portion of the north facade. Design features may include pop outs/recesses, additional windows (real or faux) or trellises as well as enhanced landscaping along the elevation. 2. The exterior paint colors must match the colors of the existing buildings. 3. All rooftop mechanicals must be entirely screened from all surrounding properties. Tanque Verde Road Tucson, AZ 85715 Via e-mail: evane(ceglincohen.com RE: Architectural elevations for La Canada Hills Animal Hospital on Lot 1, Mercado at Canada Hills, located in proximity to La Canada Drive and Lambert Road, requested by Eglin- Cohen Architects, OV1311-06. Dear Evan, At their regular meeting of April 12, 2011, the Development Review Board (DRB) voted unanimously to approve the request for the architectural elevations for the above captioned building, subject to the following conditions: 1. The north building elevation must provide acceptable design features and landscaping to break up the blank wall mass on the eastern portion of the north façade. Design features may include pop outs/recesses, additional windows (real or faux) or trellises as well as enhanced landscaping along the elevation. 2. The exterior paint colors must match the colors of the existing buildings. 3. All rooftop mechanicals must be entirely screened from all surrounding properties. Provide the design details or necessary photo simulations to ensure that the mechanicals will not be visible from the adjacent homes. Please provide evidence of conformance with the aforementioned conditions for certification of the architecture. Please feel free to contact me with any questions.
