Subject: OV3-08-002, Vistoso Memorial Chapel Sign Criterion
Tom,
I have reviewed your submitall for code compliance. The design of the entryway sign does not meet the design
standards specified in the Rancho Vistoso PAD. The design will need to changed to conform with the RV PAD for
the Sign Criterion to proceed. If you wish to proceed with the current design of the entryway sign, a PAD
exemption is required.
I recognize that the placement of the wall signs meets the requirements of the RV PAD and Oro Valley Zoning
Code Revised; however, to mitigate the impact of this development on the neighbors, please consider lowering
the placement of the wall signs.
Sincerely,

Re: Vistoso Memorial Chapel Funeral Home, Vistoso Commerce Loop — Revised Signage
Submittal
Mr. Wagner:
The Vistoso Community Association's Architectural and Landscape Review Committee has
reviewed the revised signage submittal provided by Territorial Signs on your behalf. The submittal
included the following:
Type P-5—Commercial / Retail Area Entrance Identification
• The monolith is to be 5'-7" L. X 3'-4" H. The stone veneer on the 1'-2" H. pedestal is to be
"Vistoso Stone."
• The typography is upper case Goudy Bold.
• The originally approved letters were to be of 1/2" rusted, flame-cut steel mounted with studs.
The revised submittal substituted the metal letters with 3/" "Sentra" (pvc) with a faux rusted
finish.
• The size of the letters is 7 inches.
• The face of the monolith is to be stuccoed and painted "Vistoso Tan" to match the Community
theme walls.
• The monument is to be illuminated by ground lighting.
• The location of the monument was revised as shown on the submitted Site Plan. The new
location is inside the property line on the northwest side of the project southwest of the Project
entry from Vistoso Commerce Loop.
The Committee has partially approved the P-5 Sign subject to the following specific conditions of
approval:
• The function of the sign per the Rancho Vistoso Sign System Guidelines is to"display building
or business name to identify entrance for the safe flow of traffic into individual areas."
• The "sign should be located 5'-0" behind the right-of-way line and 20'-0" from the entrance
driveway." The Committee takes no exception to the relocation of the sign to the frontage on
Vistoso Commerce Loop.
• Secondly, the function is to "display building or business name." The Committee
acknowledges the change of business name from "Vistoso Memorial Chapel" to "Vistoso
Memorial Chapel Funeral Home" and has approved the latter for placement on the
monument. No additional verbiage is allowed,
• In order to make a determination of the appropriateness of the illumination of the monument,
cut-sheets for the lighting fixtures must be provided for the Committee's consideration. The
revised submittal did not include the cut sheets as was previously requested; therefore, the
Committee reserves judgment on the illumination until the cut sheets are provided for review.

PLEASE NOTE: The use of the %" Sentra for the letters on the monument is not approved.
The Committee requires that the letters be either the rusted, flame-cut steel as originally
approved or of another none ferrous architectural metal, i.e., brushed brass, brushed
copper, painted copper, etc. Resubmittal of an alternate material for the letters is required.
In addition, the following specific stipulations shall apply:
• One (1) double-faced monument per entrance is allowed.
• Letter color should be complimentary to the background color of the monolith; white is not
allowed.
• All plant material should be in scale with the monument. Flowering ground cover should be
used around the base. If plant material used around the monument is not chosen from the
Rancho Vistoso Boulevard Approved Plant List, a plant palette for that area must be
submitted for the Committee's consideration.
• All applicable provisions of the Design Guidelines for Rancho Vistoso All Non-Residential and
Multi-Family and Commercial Development and the Rancho Vistoso Sign System Guidelines
shall apply.
Type P-7—Commercial Top-of-Building Signs
• The top-of-building signage area is approximately 15'-0.4" L. X 3'-3.6" H.
• The typography is to be upper case Goudy Bold.
• The letters are to be 1' tall and fabricated from 3/4" "Sentra" (a PVC material) with a faux rust
finish.
• Signage is to affixed on the parapet wall on the south elevation and on the west elevation as
shown on submitted plan.
• Top of building signage is not illuminated.
The Committee has partially approved the P-7 signage subject to the following specific conditions
of approval:
• The function of the sign per the Rancho Vistoso Sign System Guidelines is to "display the
office tenant(business) name on building fascia to confirm business location."
• The Committee acknowledges the change of business name from "Vistoso Memorial Chapel"
to"Vistoso Memorial Chapel Funeral Home" and has approved the latter for placement on the
monument. No additional verbiage is allowed.
• The Sign System Guidelines specify that the "letters are to be fabricated from non-ferrous
architectural metals." Due to the top-of-building location of the signage, the Committee has
approved the use of the 3/4""Sentra" material with the following conditions:
® Should the finish on this material fade, chip, peel, or present other
maintenance problems affecting the appearance to the public, the Committee
will require that it be replaced with metal letters as specified in the Guidelines.
■ All signage must be maintained to provide an aesthetically acceptable
condition.
In addition, the following specific stipulations shall apply:
• Top of building signage will be limited to 60 square feet.
• The finish of the letters must match a color used in the architecture or be
complimentary and subdued.
• All letters shall be of one (1) typestyle. No symbols are permitted.
• All names should appear at the same level or occupy a single section of the wall with

a common reference point(i.e., centerline; left margin).
• No more than two (2) top-of-building signage locations on the building are allowed.
• To prevent stains letters should be mounted to allow rain to drain from behind.
• All applicable provisions of the Design Guidelines for Rancho Vistoso All Non-Residential and
Multi-Family and Commercial Development and the Rancho Vistoso Sign System Guidelines
shall apply.

Dear Tom,
At their regularly scheduled meeting on April 9, 2008,the Development Review Board
Sub-Committee on Signs met to discuss your submittal. The members asked that you
consider the use of halo illumination on the freestanding sign, rather than the ground
illumination.
At this time, please resubmit 28 copies of your submittal by Monday, April 14, 2008. I
will then schedule you for the May 13, 2008 Development Review Board meeting.

SUBJECT: OV3-08-02, Vistoso Memorial Chapel Funeral Home, represented by Territorial
Sign Company, requests approval of a sign criterion. The site is located at 2285 E.
Rancho Vistoso Boulevard.
EXECUTIVE SUMMARY OF APPLICATION:
Overview:
The applicant is requesting to implement a sign criterion for the site that will govern all future signage for the
site. The development site includes the recently constructed Vistoso Memorial Chapel Funeral Home. The
proposal includes the addition of a freestanding sign and two wall signs.
Summary of Applicant's Proposal

o 19 square feet
o 4 feet 6 inches in height
o Ground illuminated
• Wall Signs
o 2- 32 square feet, non-illuminated
• Colors
o Rusted steel letters
BACKGROUND •
Process
Under Oro Valley Zoning Code Revised (OVZCR)chapter 28.2.B, a sign criterion is an official document that
regulates all signage within a development. Per section 28.2.B.1, "Sign Criteria shall be written in compliance
with the provisions of Chapter 28 and Addendum A design guidelines...Sign Criteria require the approval of the
Development Review Board(DRB)."
In addition to the OVZCR requirements, the sign criterion will need to comply with the sign standards specified
under the Rancho Vistoso Planned Area Development(PAD).
Approvals to Date
• September 2006, DRB recommended that Town Council approve the Development Plan for Vistoso
Memorial Chapel.
• September 2006, DRB conditionally approved the architecture for the site.
• November 2006, Town Council approved the Development Plan.

PAD. Additionally, the Homeowners Association approval is conditional
that ground illumination be used.
• Staff's Response: None
ANALYSIS OF OVZCR 22.6.B DEVELOPMENT REVIEW CRITERIA
"In considering any application for development review, the Development Review Board shall be guided" by a
specific list of criteria when deliberating. The following is a list of noteworthy criteria(in italics) followed by
staff commentary:
1. The Development Review Board shall examine the application to insure that all provisions of this Code and
all other Codes, master plans, general plans and standards of the Town shall be complied with where
applicable.
A. OVZCR Compliance
The table on the following page indicates compliance with OVZCR 28.6.B.

In sum, the applicant's proposal meets the standards set forth in the OVZCR Chapter 28 Signs and the Rancho
Vistoso P.A.D standards.
2. The proposed development shall promote a desirable relationship of structures to one another, to open
spaces and topography both on the site and in the surrounding neighborhood.
Compatibility within the Development
The design of the freestanding sign is a square monolith structure painted"Vistoso Tan". The freestanding sign
incorporates a"Vistoso Stone"base, which is used on the building. Both the freestanding sign and wall sign
use rusted steel letters with Goudy Bold typeface. The use of ground illumination is permitted under the
Rancho Vistoso PAD. The addition of ground-mounted lighting would also comply with OVZCR 27.5
standards for outdoor lighting.
In sum, the proposal is compatible with the existing structure. The proposal also meets the standards set forth
by the Rancho Vistoso PAD and the Homeowners Association.
3. The character of the proposed design shall be in harmony with, and compatible to, those structures and signs
in the neighboring environment and the design character adopted for any given area avoiding excessive
variety or monotonous repetition.
Surrounding Areas
• Rancho Vistoso Diagnostic Imaging is located approximately a third of a mile to the northeast along
Vistoso Commerce Loop. The development uses one non-illuminated freestanding sign with a Vistoso
Stone base and dark bronze text. Wall signs are dark bronze.
• Rancho Vistoso Center(Ike's Farmers Market Shopping Center) is located approximately a quarter mile
to the southeast along Rancho Vistoso Boulevard. The development utilizes multiple freestanding signs
that incorporate a Vistoso Stone base and stucco background with turquoise letters.
TOWN OF ORO VALLEY 11,11
STAFF REPORT TO THE DEVELOPMENT REVIEW BOARD, OV3-08-02 Page 4 of 5
In sum, the applicant has proposed a freestanding sign that is similar to ones used by developments in the
surrounding area. The color of wall signs is similar to the Rancho Vistoso Diagnostic Imaging wall sign. The
proposal meets the criteria for being compatible with its surroundings.
4. In order to protect the visual serenity of the Town, design of signage should be based on trying to get the
information across with the least signage possible.
The applicant's proposal incorporates a single freestanding sign and a total of two wall signs. All components
meet OVZCR and Rancho Vistoso standards. Under the OVZCR standard, the amount of wall signs would be
about 120 square feet of wall signs on two elevations. The applicant's proposal is for 2-32 square feet wall
signs. This is well below the amount permitted under the OVZCR. The proposal meets this design guideline.
5. Signs, ingress, egress, internal traffic circulation, off-street parking facilities, loading and service areas and
pedestrian ways shall be so designed as to promote safety and convenience.
The Town's Public Works department has evaluated the freestanding sign's placement. The sign does not pose
any potential safety conflicts, and is not within a sight visibility triangle.
6. Sign designs shall be in compliance with the purpose statements established in Chapter 28. All components
of a development shall be in compliance with Addendum A Design Guidelines.
Addendum A, Design Guidelines are written to reflect the purpose statements in Chapter 28, Signs. Both areas
of the code address uniqueness, character, compatibility and the use of materials and colors that appear natural
to the environment and surrounding community. The applicant's proposal meets the intent of Chapter 28
purpose statements.
SUMMARY OF FACTORS
Findings in Favor
1. The size of the signage conforms to existing OVZCR and Rancho Vistoso P.A.D. standards.
2. The signs are internally and externally compatible.
3. The DRB Sub-committee on Signs expressed support for the proposed sign package.
4. Rancho Vistoso Homeowners Association has approved the sign criterion.
Findings Against
1. DRB sub-committee on signs expressed a preference for halo illumination on the freestanding sign.
RECOMMENDATION:
Staff recommends that DRB approve the applicant's proposal for the wall signs and freestanding sign.

Re: Vistoso Memorial Chapel Funeral Home, Vistoso Commerce Loop — Revised Signage
Submittal .A
Mr. Wagner:
The Vistoso Community Association's Architectural and Landscape Review Committee has
reviewed the revised signage submittal provided by Territorial Signs on your behalf. The submittal
included the following:
Type P-5—Commercial/Retail Area Entrance Identification
The new
' location is inside the property line on the northwest side of the project southwest of the Project
entry from Vistoso Commerce Loop.
Memorial Chapel Funeral Home" and has approved the latter for placement on the
monument. No additional verbiage is allowed.
•

PLEASE NOTE: The use of the %"Sentra for the letters on the monument is not approved.
• One (1)double-faced monument per entrance is allowed.
• Letter color should be complimentary to the background color of the monolith; white is not
allowed.
• All plant material should be in scale with the monument. Flowering ground cover should be
used around the base. If plant material used around the monument is not chosen from the
Rancho Vistoso Boulevard Approved Plant List, a plant palette for that area must be
submitted for the Committee's consideration.
l-Ail applicable provisions of the Design Guidelines for Rancho Vistoso Att Non-Residential and
Multi-Family and Commercial Development and the Rancho Vistoso Sign System Guidelines
shall apply.
• The Committee acknowledges the change of business name from "Vistoso Memorial Chapel"
to "Vistoso Memorial Chapel Funeral Home" and has approved the latter for placement on the
monument. No additional verbiage is allowed.
• The Sign System Guidelines specify that the "letters are to be fabricated from non-ferrous
architectural metals." Due to the top-of-building location of the signage, the Committee has
approved the use of the 3/4" "Sentra" material with the following conditions:
• Should the finish on this material fade, chip, peel, or present other
maintenance problems affecting the appearance to the public, the Committee
will require that it be replaced with metal letters as specified in the Guidelines.
• All signage must be maintained to provide an aesthetically acceptable
condition.
In addition, the following specific stipulations shall apply:
• Top of building signage will be limited to 60 square feet.
• The finish of the letters must match a color used in the architecture or be
complimentary and subdued.
• All letters shall be of one (1)typestyle.
