Oracle Road. EXECUTIVE SUMMARY OF APPLICATION: Nature of Application: The applicant is requesting to implement a sign criteria for the site that will govern all future signage for the site. The development site includes the recently constructed Pulte office and a vacant commercial pad. The proposal includes the addition of a freestanding sign and wall signs for both sites. Summary of Applicant's Proposal • One freestanding sign along Oracle Road o 50 square feet o 8 feet in height o Internally illuminated • Wall Signs o Pan channel design on a hidden raceway o Internally illuminated with white LED's • Colors o White (230-20) o Tan(220-39) o Saddle Brown o Sunflower(230-25) o Yellow(230-15) o Black(220-22) o Eucalyptus (220-296) o Silver(230-121) o Cobalt Blue (230-157) o Teal (230-246) o Holly Green (230-76) BACKGROUND Process Under Oro Valley Zoning Code Revised(OVZCR) chapter 28.2.B, a sign criteria is an official document that regulates all signage within a development. Per section 28.2.B.1, "Sign Criteria shall be written in compliance with the provisions of Chapter 28 and Addendum A design guidelines...Sign Criteria require the approval of the Development Review Board(DRB)." Surrounding Land Uses Direction Zoning Land Use North R-S, Residential Service District Existing Office Buildings South C-1, Commercial District Vacant Parcel East R1-36, Single Family Residential Shadow Mountain Estates Subdivision West R-6, Multi Family District Suntree Village Apartments (across Oracle Road) DRB SUB-COMMITTEE ON SIGNS: The DRB Sub-Committee on signs met on March 11, 2008,to discuss the applicant's proposal. The following comments were submitted to the applicant: • The freestanding sign appears attractive. No requests for design changes were made. • Please strongly consider the use of halo illumination. If halo illumination is not possible, provide a detailed explanation explaining the need for internal pan channel illuminated letters. o Applicant's Response: The applicant has added an explanation within the cover letter to the criteria. o Staff s Response: Please see internal compatibility analysis section of staff report. • Please provide complete acrylic numbers for all colors. o Applicant's Response: The color numbers have been added to the criteria. o Staffs Response: The color number will be used to match the color during the permit process. • Two members asked that the brushed aluminum color be eliminated from the color palette. o Applicant's Response: The brushed aluminum color has been eliminated. o Staffs Response: None ANALYSIS OF OVZCR 22.6.B DEVELOPMENT REVIEW CRITERIA "In considering any application for development review, the Development Review Board shall be guided" by a specific list of criteria when deliberating. The following is a list of noteworthy criteria(in italics) followed by staff commentary: 1. The Development Review Board shall examine the application to insure that all provisions of this Code and all other Codes, master plans, general plans and standards of the Town shall be complied with where applicable. A. OVZCR Compliance The following table is a summary of compliance with OVZCR 28.6.B. ale TOWN OF ORO VALLEY STAFF REPORT TO THE DEVELOPMENT REVIEW BOARD, OV3-08-003 Page 3 of 4 .' 'F' .., ,..`,. ., ,ks. i' 1464/44 i.4x' 3>, Freestanding Height 8 Feet 8 Feet Area 50 Square Feet 50 Square Feet Illumination Internal Internal or Halo Quantity One Three Wall Signs Size 1:1.5 Sign Allowance 1:1.5 Sign Allowance Illumination Internal Internal or Halo In sum, the applicant's proposal meets the standards set forth in the OVZCR Chapter 28 Signs. 2. The proposed development shall promote a desirable relationship of structures to one another, to open spaces and topography both on the site and in the surrounding neighborhood. Compatibility within the Development The design of the freestanding sign incorporates arches and block that is similar to the building's architecture. Additionally, the proposal includes the use of internally illuminated wall signs, utilizing a raceway. A raceway is an electrical enclosure that can also serve as a mounting structure for the sign. The applicant's proposal shows the raceway being mounted under an architectural pop-out. All electrical hookup for the sign would be concealed by the raceway. In previous submittals staff has encouraged applicants to utilize halo illumination. Halo illumination provides a softer form of illumination and is generally more acceptable. Under normal circumstances wall mounted signs are mounted to a stucco background which provides an even reflective surface. However, the material used on the office building consists of masonry and copper colored metal panels. The panels would present an unique set of circumstance in mounting a halo illuminated wall sign. The light would be reflected unevenly over the entire length of the sign due to the paneled background. • 3. The character of the proposed design shall be in harmony with, and compatible to, those structures and signs in the neighboring environment and the design character adopted for any given area avoiding excessive variety or monotonous repetition. Surrounding Areas The design of the signs is different from other signs in the surrounding area. The developments to the north and west use a double face brown freestanding sign. The applicant's proposal would enhance the area with the addition of stacked rock on the side of the signs. Though the design is unique from others, staff finds the design is in harmony and is compatible with the surrounding buildings and environment. The applicant is using muted earth tone colors that compliment the surrounding areas and structures. In summary, the applicant's proposal meets this design guideline. 4. In order to protect the visual serenity of the Town, design of signage should be based on trying to get the information across with the least signage possible. The applicant's proposal incorporates a single freestanding sign and wall signs. All components meet OVZCR standards. The proposal meets this design guideline due to the layout of the building and number of tenants. TOWN OF ORO VALLEY STAFF REPORT TO THE DEVELOPMENT REVIEW BOARD, OV3-08-003 Page 4 of 4 S. Signs, ingress, egress, internal traffic circulation, off-street parking facilities, loading and service areas and pedestrian ways shall be so designed as to promote safety and convenience. The Town's Public Works department has evaluated the freestanding sign's placement. The sign does not pose any potential safety conflicts 6. Sign designs shall be in compliance with the purpose statements established in Chapter 28. All components of a development shall be in compliance with Addendum A Design Guidelines. Addendum A, Design Guidelines are written to reflect the purpose statements in Chapter 28, Signs. Both areas of the code address uniqueness, character, compatibility and the use of materials and colors that appear natural to the environment and surrounding community. The applicant's proposal meets Chapter 28 purpose statements. SUMMARY OF FACTORS Findings in Favor 1. The size of the signage conforms to existing OVZCR standards. 2. The signs are internally and externally compatible. 3. The DRB Sub-committee on Signs expressed support for the proposed sign package. Findings Against 1. The proposal lacks the use of halo illuminated wall signs, which would provide a softer form of illumination. RECOMMENDATION: Staff recommends that DRB approve the applicant's proposal for a sign criteria and freestanding sign. Prior to the submittal of any permanent sign permits, the applicant shall make the following changes to the sign criteria. a. Section I.cC, Strike out the following wording, "...at least three (3) color copies of detailed drawings indicating the location, size, layout, design and color of its proposed sign(s), including all lettering and graphics." Replace with, "..a complete sign permit application." b. Move the following sentences and landlord agreements to section VII: i. Section III.C, "Landlord will designate exact location of sign in relation to tenant placement within the building, prior to installation." ii. IV.B, "...in a location designated by the landlord...Landlord Approval" iii. V.B, "Such sign panels shall be fabricated and installed at the sole cost of the occupant entitled to a sign." c. Add a note that Section VII is to be, "Enforced by the Landlord." e Sign Criteria o V3-- O - O 3 O ct Pulte Homes Commercial Offices 8950 North Oracle Road Oro Valley,Arizona Overall Presentation: The purpose of these sign criteria is to establish standards that have been approved by the Town of Oro Valley that will protect the interests of the owner and ensure an attractive business environment. In the Pulte Homes Commercial Offices, the owner has established criteria to facilitate implementation of a consistent architectural character within this project. Architectural Style: The signage will reflect the strong, effective and contemporary style of the architecture and will act as an extension of the building. The Monument sign will consist of a faux stacked rock base to tie in its contemporary, upscale feel with the surrounding environment and the Pulte Home Commercial Offices. This approach will present the < O building in a way that cohesively reflects the upscale, innovative feel with the traditional ew m w heritage of the southwest. cc - O o a n'7 '\ z Relationship to Other Signs: a < F- I— F- The monument sign will be fabricated from Aluminum, lit with high output fluorescent m_ '` w lighting and painted with stucco texture to match the color of the building, enhancing the o` O w .. cc look of the overall sign. The Pan Channel Letters will be similar to the monument in >, ,. ; o. relationship to the illumination. The Pan Channel Wall signs are preferred over Halo cc Q. Illumination due to the fact that the tile surface of the building is not conducive to halo illumination. Showing hotspots on the tile, it also produces less illumination because of the light absorbing quality of the tiling. In addition, with the raceway having to cover the entire area of the sign in Halo Illumination, it would visually appear to be large. The pan channel letters incorporate a raceway half the size and are less obtrusive, architecturally speaking. Furthermore, there is less chance for birds to nest in the sign for pan channel letters. With halo illuminated letters, the letters have to be 1"to 1.5" away from the surface creating an area for birds to nest and could potentially cause a fire hazard. Pan Channels possess a more even look during the day as well as at night. With the buildings being more than 320' back from the road, pan channels increase readability at night. The method of attachment is all concealed from sight to further integrate the signs with the building. The signs will be identical in materials and lighting while keeping with the upscale area and environment. To incorporate the letters on the building, letter height and length will be restricted. Sign colors are limited to choices in the Sign Criteria. Sign Criteria These Criteria have been established for the purpose of maintaining a continuity of quality and aesthetics throughout the Pulte Homes Commercial Offices for the mutual benefit of all tenants, and to comply with the regulations of the local municipal sign and electrical codes.
