More, Planning and Zoning Director SUBJECT: OV3-08-05, Royal Dutch Shell and Giant Industries, represented by Palo Verde Signs, requests approval to place 2 freestanding signs for an existing gas station located at 10505 N. Oracle Road. EXECUTIVE SUMMARY OF APPLICATION: The applicant is requesting Development Review Board (DRB) approval for two freestanding signs pursuant to the Rooney Ranch Planned Area Development sign standards as specified by Ordinance (0) 99-59. The Rooney Ranch PAD specifies the height and size requirements for monument signs and that the signs are to be reviewed by DRB; however, it does not mention specific standards for the logo and changeable faces of service/fuel station signs. Therefore. the standards that apply are under OVZCR 28.5.B.10. The applicant's proposal includes the following: • One Gas/Service Station Sign o Rectangular in shape o 32 square feet (16 square foot Shell logo, 16 square foot tenant panel/LED gas prices) o 5' 5" in height o 1' 6" base • Colors o Cream (SW 6113) o Opaque Grey (PMS 431) o Sunflower Yellow (3630-25) o Cardinal Red (3630-53) • Illumination o Red LED's for fuel prices o White fluorescent tubes for Shell logo BACKGROUND Process Under the Rooney Ranch Planned Area Development, all freestanding signs must be approved through the Development Review Board. The Rooney Ranch PAD does not have a specific standard for service/fuel station signs. Because the PAD is silent on this matter, the standard defaults back to the Oro Valley Zoning Code Revised. Approvals to Date • January 1999: Town Council approved a development plan for Giant at Oro Valley Retail Center. • December 1999: Town Council approved the Rooney Ranch PAD sign standards. The PAD standards exceed current OVZCR 28.5.B.6, freestanding sign standards in terms of height, quantity and area. TOWN OF ORO VALLEY STAFF REPORT TO THE DEVELOPMENT REVIEW BOARD, OV3-08-05 Page 2 of 4 Surrounding Land Uses Direction Zoning Land Use North Rooney Ranch PAD Commercial Retail/Restaurants South Rooney Ranch PAD Commercial Offices East Oro Valley Town Centre PAD Currently vacant land West Rooney Ranch PAD Commercial Retail/Restaurants DRB SUB-COMMITTEE ON SIGNS: The DRB Sub-Committee on signs met on June 10, 2008,to discuss the applicant's proposal. Only two members of the sub-committee were present. One member expressed that he liked the look of the new freestanding signs. No other comments were presented. ANALYSIS OF OVZCR 22.6.B DEVELOPMENT REVIEW CRITERIA "In considering any application for development review, the Development Review Board shall be guided" by a specific list of criteria when deliberating. The following is a list of noteworthy criteria (in italics) followed by staff commentary: 1. The Development Review Board shall examine the application to insure that all provisions of this Code and all other Codes, master plans, general plans and standards of the Town shall be complied with where applicable. A. Rooney Ranch PAD and OVZCR Compliance The Rooney Ranch PAD has specific regulations for monument signs; however, it does not have a specific standard for the use of a fuel/service station sign. Since the PAD is silent on the illumination methods for the fuel and logo section of the sign, staff has applied•OVZCR 28.5.B.10 standards. The following table is a summary of compliance with the Rooney Ranch PAD sign standards: Standard Proposed Rooney Ranch PAD Standard Height 5 feet 5 inches 8 feet Size 32 square feet 64 square feet The following table is a summary of compliance with OVZCR 28.6.B. Sign Type Standard Proposed OVZCR Standard Internally illuminated logo Service Station/Fuel Sign Illumination with fluorescent tubes and Internally illuminated logo with red LED illuminated fuel LED illuminated fuel prices prices In sum, the applicant's proposal meets the standards set forth in the Rooney Ranch PAD and the OVZCR Chapter 28 Signs. 1 • TOWN OF ORO VALLEY STAFF REPORT TO THE DEVELOPMENT REVIEW BOARD, OV3-08-05 Page 3 of 4 2. The proposed development shall promote a desirable relationship of structures to one another, to open spaces and topography both on the site and in the surrounding neighborhood. Compatibility within the Development The applicant's proposal is to replace two existing freestanding fuel signs. The fuel signs currently are internally illuminated with red background faces. The proposed new signs include the use of a solid beige colored base. The base color is similar to the color used on the existing building. In sum, the applicant's proposal is more compatible to the existing development than the previously approved signs. 3. The character of the proposed design shall be in harmony with, and compatible to, those structures and signs in the neighboring environment and the design character adopted for any given area avoiding excessive variety or monotonous repetition. Surrounding Areas The base color of beige is similar to other freestanding signs within the Rooney Ranch shopping center. The freestanding monument signs are internally illuminated with beige colored panel and various colored text. The color red is used on tenant panels for Target. In sum, the proposal is compatible with the other signs in the surrounding area. 4. In order to protect the visual serenity of the Town, design of signage should be based on trying to get the information across with the least signage possible. The use of the two freestanding signs for the site is justifiable because the fuel center has two points of access (one off Oracle Road and the other off Pusch View Lane). Both freestanding signs are six inches below the maximum height permitted under the OVZCR. In sum, the applicant's proposal meets the standards of the OVZCR and the Rooney Ranch PAD. 5. Signs, ingress, egress, internal traffic circulation, off-street parking facilities, loading and service areas and pedestrian ways shall be so designed as to promote safety and convenience. The Town's Public Works department has evaluated the freestanding sign's placement. The sign does not pose any potential safety conflicts. 6. Sign designs shall be in compliance with the purpose statements established in Chapter 28. All components of a development shall be in compliance with Addendum A Design Guidelines. Addendum A, Design Guidelines are written to reflect the purpose statements in Chapter 28, Signs. Both areas of the code address uniqueness, character, compatibility and the use of materials and colors that appear natural to the environment and surrounding community. The applicant's proposal meets Chapter 28 purpose statements. TOWN OF ORO VALLEY STAFF REPORT TO THE DEVELOPMENT REVIEW BOARD, OV3-08-05 Page 4 of 4 SUMMARY OF FACTORS Findings in Favor 1. The size of the signage conforms to existing OVZCR standards. 2. The signs are internally and externally compatible. 3. The DRB Sub-committee on Signs expressed support for the proposed sign package. Findings Against 1. None RECOMMENDATION: Staff recommends that DRB approve the applicant"s proposal for two freestanding signs.
