More, Planning and Zoning Director SUBJECT: OV3-08-06, Golder Ranch Fire District, represented by Pearson Signs, requests approval for a sign criterion for a new fire station located at 10475 N. La Canada Drive, adjacent to the Northeast corner of La Canada Drive and Lambert Lane. EXECUTIVE SUMMARY OF APPLICATION: The applicant is requesting Development Review Board (DRB) approval of a sign criterion for the site that will govern all future signage for the site. The development site includes the recently constructed Golder Ranch Fire Station. The proposal includes the addition of a freestanding sign and two wall signs. The applicant's proposal includes the following: • Freestanding Signs o One freestanding sign along La Canada Drive o 24 square feet o 6 feet in height, includes a two foot stucco base o The submitted drawings show the sign as not being illuminated; however, the criteria is written in a way that would allow the sign to be internally illuminated at a later date. • Wall Signs o One square foot of signage per linear foot of building frontage o Dark Bronze or Green Patina in color • Colors o Green Patina o Duranodic Bronze (3130) o Black (2025) BACKGROUND Process Under Oro Valley Zoning Code Revised(OVZCR)chapter 28.2.B, a sign criteria is an official document that regulates all signage within a development. Per section 28.2.B.1, "Sign Criteria shall be written in compliance with the provisions of Chapter 28 and Addendum A design guidelines...Sign Criteria require the approval of the Development Review Board (DRB)." DRB SUB-COMMITTEE ON SIGNS: The DRB Sub-Committee on signs met on August 12, 2008,to discuss the applicant's proposal. The following comments were presented by the sub-committee members: Consider relocating the wall sign on the north elevation to the south elevation, or have the wall sign on the north elevation non-illuminated. • Applicant's Response: The wall sign on the north elevation has been identified as non-illuminated. • Staffs Response: Please see item number four on page 4 of the staff report. One member expressed a desire that the wall sign be a patina color to match other developments in the immediate area. • Applicant's Response: The applicant has identified the wall signs as dark bronze or green patina. • Staffs Response: The use of dark bronze, though not exactly the same as the immediate area, is compatible with the surrounding area. The members also requested that staff review the traffic circulation of the fire station. The main entrance of the fire station is from the south side, exiting through the building on the north elevation; however, additional traffic could come from the north elevation. This is evident by four parking spaces by the north elevation of the building. ANALYSIS OF OVZCR 22.6.B DEVELOPMENT REVIEW CRITERIA "In considering any application for development review, the Development Review Board shall be guided" by a specific list of criteria when deliberating. The following is a list of noteworthy criteria(in italics) followed by staff commentary: 1. The Development Review Board shall examine the application to insure that all provisions of this Code and all other Codes, master plans, general plans and standards of the Town shall be complied with where applicable. r TOWN OF ORO VALLEY STAFF REPORT TO THE DEVELOPMENT REVIEW BOARD, OV3-08-06 Page 3 of 5 A. El Conquistador PAD and OVZCR Compliance The applicant has obtained conceptual approval through the Canada Hills Community Association, Design Review Committee. The El Conquistador PAD references the OVZCR for standards with the community association approval. Please see the attached letter from the Canada Hills Community Association. The following table is a summary of compliance with OVZCR 28.6.B. Sign Type Standard OVZCR Standard = Proposed Freestanding Height 8 feet 6 feet Area 50 Square feet 24 square feet Illumination Internal or halo Internal Quantity Three One Wall Signs Size One square foot of One square foot of signage per signage per linear foot linear foot of building frontage of building frontage Illumination Internal or halo None Quantity On two elevations On two elevations In sum, the applicant's proposal meets the standards set forth in the El Conquistador PAD and the OVZCR Chapter 28 Signs. 2. The proposed development shall promote a desirable relationship of structures to one another, to open spaces and topography both on the site and in the surrounding neighborhood. Compatibility within the Development The Golder Ranch Fire Station is situated behind two existing structures, Walgreens and Kinder Care Learning Center. Both buildings currently use green patina wall signs. The applicant's proposed use of black letters for the wall signs is compatible to the green patina; however, it is not a matching color. Kinder Care Learning Center uses a freestanding sign along La Canada Drive that is a light stucco color with copper patina letters. The sign has a pointed top. The proposed freestanding sign utilizes an earth toned stucco base that is similar to the Kinder Care freestanding sign. In sum, the design, though different in shape from the Kinder Care freestanding sign, is compatible with each other. 3. The character of the proposed design shall be in harmony with, and compatible to, those structures and signs in the neighboring environment and the design character adopted for any given area avoiding excessive variety or monotonous repetition. Surrounding Areas The immediately area consists of four different shopping centers: Mercado at Canada Hills, Canada Crossroads, Shoppes at Oro Vista, and Canada Hills Shopping Center. The following table is a comparison of the various signs found within these centers: TOWN OF ORO VALLEY STAFF REPORT TO THE DEVELOPMENT REVIEW BOARD, OV3-08-06 Page 4 of 5 e . : iiii* 4 r 4 G k /j iieksW- tatoluttpl iccooki”- . a .3 R p r .. In order to protect the visual serenity of the Town, design of signage should be based on trying to get the information across with the least signage possible. The applicant's proposal includes the use of wall signs, the use of which is questionable. The OVZCR allows the use of the wall signs; however, their effectiveness is diminished because the building is hidden behind the existing Walgreens and Kinder Care. The presence of a wall sign on the north elevation does not meet this design guideline. Additionally, the north elevation faces a neighborhood that has voiced opposition to the fire station development. To mitigate the impact of wall signs on the existing neighborhood, the wall sign on the north elevation should be placed on the south side of the building. Staff has added a condition is Exhibit A. 5. Signs, ingress. egress, internal traffic circulation, off-street parking facilities, loading and service areas and pedestrian ways shall be so designed as to promote safety and convenience. The Town's Public Works department has evaluated the freestanding sign's placement. The sign does not pose any potential safety conflicts. 6. Sign designs shall be in compliance with the purpose statements established in Chapter 28. All components of a development shall be in compliance with Addendum A Design Guidelines. Addendum A, Design Guidelines are written to reflect the purpose statements in Chapter 28, Signs. Both areas of the code address uniqueness, character, compatibility and the use of materials and colors that appear natural to the environment and surrounding community. The applicant's proposal meets Chapter 28 purpose statements. TOWN OF ORO VALLEY STAFF REPORT TO THE DEVELOPMENT REVIEW BOARD, OV3-08-06 Page 5 of 5 SUMMARY OF FACTORS Findings in Favor 1. The sign criteria is compatible both internally and external to surrounding developments. 2. The Canada Hills Home Owners Association has approved the sign criteria, including the design of the freestanding sign. Findings Against 1. The presence of a wall sign on the north elevation does not meet the design guidelines. A condition has been added to Exhibit A. RECOMMENDATION: Staff recommends that DRB approve the applicant's proposal for a sign criteria for Golder Ranch Fire Station located at 10475 N. La Canada Drive, subject to the condition in Exhibit A.
