Per section 28.2.B.1,"Sign Criteria shall be written in compliance with the provisions of Chapter 28 and Addendum A design guidelines...Sign Criteria require the approval of the Development Review Board (DRB)." Approvals to Date • October 1990, Pima County approved a Subdivision Plat for Ridge View Plaza, that includes 13 commercial lots. • November 1994, Pima County approved the Development Plan for a restaurant on the Arby's site on lot 13 of Ridge View Plaza. • September 1996, Pima County approved the Development Plan for Famous Sam's on lot 9, 10, and 11 of Ridge View Plaza. • April 2003, Oro Valley annexes the building and surrounding areas. Only one member of the sub-committee was present at the meeting. His comments were that the applicant's proposal looks good and should proceed to the full DRB. ANALYSIS OF OVZCR 22.6.B DEVELOPMENT REVIEW CRITERIA: "In considering any application for development review, the Development Review Board shall be guided" by a specific list of criteria when deliberating. The following is a list of noteworthy criteria(in italics) followed by staff commentary: 1. The Development Review Board shall examine the application to insure that all provisions of this Code and all other Codes, master plans, general plans and standards of the Town shall be complied with where applicable. The proposed development shall promote a desirable relationship of structures to one another, to open spaces and topography both on the site and in the surrounding neighborhood. Compatibility within the Development The outside frame of the monument sign is to be painted the same color as the building. The directional, monument and menu signs have the common rectangular theme that matches the flat roof segments of the building. In sum,the proposed freestanding and directional signs are compatible with the Arby's building. 3. The character of the proposed design shall be in harmony with, and compatible to, those structures and signs in the neighboring environment and the design character adopted for any given area avoiding excessive variety or monotonous repetition. When considering compatibility for this center, staff took into account the use of the two buildings compared to their surroundings. The Linaker office to the north, uses a non-illuminated black wall sign, which is consistent with Ridge View Plaza to the east. McDonald's, Econolube, Catalina Mart/Chevron, and Purcell's Western States Tire, all use a variety of colors and types of signs, so compatibility is difficult to achieve. The applicant's proposal attempts to mimic the color pallet used for Just Brakes/Payday Loan building and the Entrada De Oro Plaza which are similar in use. This is a step in achieving eventual consistency of design for the area. 4. In order to protect the visual serenity of the Town, design of signage should be based on trying to get the information across with the least signage possible. The applicant's proposal includes the use of an existing monument sign and the addition of directional and menu signs, which are associated with a drive-thru restaurant. The wall sign criteria meets the standards set forth within OVZCR standards. The criteria includes an allowance for the Famous Sam's building to the east. In sum,the proposal meets this design guideline by limiting the number of freestanding signs for two buildings to a single freestanding sign. Directional and menu signs necessary for safe functioning of the drive-thru has also been limited. 5. Signs, ingress, egress, internal traffic circulation, off-street parking facilities, loading and service areas and pedestrian ways shall be so designed as to promote safety and convenience. The proposed freestanding sign is existing and was previously approved by Pima County. The sign does not pose any potential safety conflicts. In sum,the applicant's proposal meets this design guideline. 6. Sign designs shall be in compliance with the purpose statements established in Chapter 28. All components of a development shall be in compliance with Addendum A Design Guidelines. Addendum A, Design Guidelines are written to reflect the purpose statements in Chapter 28, Signs. Both areas of the code address uniqueness, character, compatibility and the use of materials and colors that appear natural to the environment and surrounding community. The applicant's proposal is in an area with a great deal of diversity, which makes compatibility more of a lengthy process as tenants move in and out of this commercial corner. Nonetheless, there is a concern that the broad range of colors does not create a"theme". SUMMARY OF FACTORS Findings in Favor 1. The sign criteria is compatible with surrounding developments. 2. The proposal meets all zoning requirements. Findings Against 1. The proposal lacks a consistent and cohesive design with other surrounding centers. 2. The broad range of color proposed fails to create a theme. Oracle Rd. Oro Valley, AZ 85704 REVISED PER DRB REVIEW 2/10/09 � V3c*13 All signs must be legible and comply with the standards outlined in this section. The primary purpose of these sign standards is to ensure all signage is consistent and integrated with this plaza's architectural character and designed in a manner that will not create a nuisance or diminish the visibility and/or value of other parcels. General Requirements All signage is to be manufactured by a UL approved company and installed by a licensed Arizona contractor. No signs shall be permitted which is structurally unsafe or constitutes a hazard to safety or health. All Town of Oro Valley OVZCR requirements apply in addition to the criteria specified herein. Wall Signs Description: Any sign, which is fastened, attached or connected in whole or part to a building wall. An approved sign shall consist of individual pan channel letters & logos and internally illuminated. Trade mark logos are restricted to 50% of total wall sign. Letters/logos are to be mounted flush to the wall. Area of allowable signage: A sign may be twenty four square feet by right, with no more than one square foot of sign for each linear foot of building not to exceed a maximum of 150 square feet. No more than two building elevations may contain a wall sign. Signs may not extend above the roofline of a building. Channel letters are to be fabricated from either aluminum or sheet metal with translucent acrylic faces internally illuminated with LED or neon tubing. Color Palette-With the exception of trade mark logos (as previously mentioned- restricted to 50%of total sign), all signs shall utilize only the colors specified within the color palette. Monument Sign —Must follow the design specified within this sign criteria One double faced, internally illuminated monument sign is existing. Change of copy only is allowed. No changes to the structure other than paint colors are allowed. The monument is designed for two tenants but can be modified to accommodate one additional tenant panels for total of three tenants if approved by landlord. Faces are pan formed with painted and vinyl graphics and internally illuminated by fluorescent lamps. Per code OVZCR 28.5.B.6.g the tenant panels must be opaque with only the tenant text emitting light. Illumination is to be turned off at 10pm nightly unless the business is still in operation and then it must then be turned off at close of business. Directional Signs-Must follow the design specified within this sign criteria A permanent freestanding onsite sign that is placed solely to define location and streamline the flow of vehicular/pedestrian traffic so as to minimize congestion and promote safety. The menu board may be freestanding or wall mounted but may not interfere with traffic flow and must be placed on private property. Menu boards are not to be intended to be readable from the street. No more than one menu board sign will only be allowed Not to exceed 32 square feet in area and 6' in height per OVZCR 28.5.B.8.c. Internal illumination is allowed. Approvals Each tenant is responsible for acquiring all approvals from the landlord prior to submitting for permits with the Town of Oro Valley. All signage will be designed and constructed in accordance with the established criteria and compliant with the Town of Oro Valley zoning ordinances, sign standards and all codes applicable at the time of permit application. Should the owner's criteria be more restrictive than applicable codes and ordinances, owners criteria shall prevail. Nothing in this criteria shall imply a waiver of requirements by the local authorities. • No flashing, moving or audible signs will be permitted. • No exposed conduit, tubing, conductors, transformers or other electrical components shall be visible. All fasteners shall be of a non corrosive material. • Only UL labels shall be permitted on the exposed surface of the signs, except those required by Town of Oro Valley ordinance. Dear John, At their regularly scheduled meeting on February 10, 2009, the Development Review Board (DRB) voted by majority vote (6-0) to approve your request with the following conditions: Exhibit A Famous Sam's and Arby's Sign Criteria OV3-08-13 Conditions of Approval 1. During permitting of the directional signs, the applicant shall show all sight visibility triangles, and ensure that signage does not hinder visibility to traffic. 2. Add a note on page 1, next to color pallet, "With the exception of trademark logos (as previously mentioned—restricted to 50% of the total sign), all signs shall utilize only the colors specified within the following color Palette." 3. Remove the following sentence from page 1, "Registered Trade Mark symbols are to be non illuminated flat cut out white acrylic with 230-33 red vinyl die cut symbol and mounted on wall with silicone adhesive and positioned per Arby's corporate standards." 4. Add a note next to Monument Signs, Directional Signs, and Menu Board Signs on Page 2, that they must follow the design specified within this sign criteria. 5. Add a statement on Page 1 that, "All Town of Oro Valley OVZCR requirements apply in addition to the criteria specified herein." 6. Consolidate all landlord/tenant requirements into one section and provide a disclaimer that all such requirements are to be enforced by the landlord and NOT the Town of Oro Valley. 7. Remove all the colors from the color pallet with the exception of(added by the DRB): a. A: Red 230-33 vinyl/278 acrylite/PMS485c2x b. C. Green 230-26 vinyl/507-0 acrylite/PMS349c c. F: Black 230-22 vinyl/199-0 acrylite d. G: Ivory 230-005 vinyl/047-acrylite Please resubmit at least three copies of the revised criterion that incorporates the aforementioned changes. Staff will evaluate the submittal and ensure compliance with the conditions. The resubmitted criterion must be approved prior to the issuance of any permanent sign permits for this site.
