Resident Working Group Meetings January 2025 Feb ruary – May May - August Here Phase 2: “Let’s Think”•Update to the Planning and Zoning Commission and Town Council •Orientation with Resident Working Group members 25 meetings with roughly 116 residents Used the 9,000+ comments from Phase 1 to craft goals, policies, and actions Reconciliation of all resident groups’ work – first complete list of the goals, policies & actions Reviewed by resident working groups, stakeholders, boards, commissions, and Town Council 30% draft review September - October •Revisions from 30% incorporated into the first comprehensive draft •Update to the Planning and Zoning Commission and Town Council •Publish and promote to the broader community for review and comments 60% Draft Review Creating the Draft Plan October 2023 – December 2024 Phase 1: “Let’s Talk”•93 events, interactive website, and surveys resulting in 9,000+ community comments •Draft Vision and Guiding Principles accepted by Town Council Going from a 30% to a 60% draft •Received 300+ comments - Themes that aligned with resident guidance were incorporated into the 60% draft 1.Clarify and broaden 2.Updated Land Use Map 3.NCO Land Use Designation and Amendment Process 4.Height guiding principle •First comprehensive draft for community review and comment: •Introductions, maps and resources •Revised guiding principles, goals, policies and actions •Prioritizes actions •Web -based plan: •Photos and graphics •PDF supplement for those who prefer a document 1. Clarify and Broaden •Clarifications: •Defining words and jargon •Ensuring resident intent will be met •Broadening items: •Removing specific types of communication tools •Removing lists of intersections for safety or mixed use Examples of broadening items: Action 218. Evaluate and identify improvements to address traffic flow and safety at key intersections with heavy traffic flow. This includes but is not limited to: Rancho Vistoso/1st and Tangerine, 1st Avenue and Oracle, Push View Lane and Oracle, Oracle and Magee. Policy CC.1. Support appropriate mixed-use developments on major intersections, such as 1st and Tangerine, Linda Vista and Oracle, Tangerine and La Cholla, Oracle and El Conquistador, Oracle and Push View Lane. Consider mixed-use to revitalize long-term, vacant commercial centers or support future commercial developments. 2. NCO Designation and Amendment Process •Neighborhood Commercial Office renamed to Local Commercial Activity Center •Aligns with four zoning districts: •Neighborhood-Commercial (C -N) •Residential Service (R-S) •Multifamily (R-6) •Commercial (C-1) •Renamed for accuracy: Most areas along Oracle Road or major intersections •Description and Amendment Process updated to ensure new commercial development •Description updated to allow residential when it directly results in new commercial. •More rigorous process for proposals with more residential than commercial 61% of residents want more restaurants, retail, and things to do 40% of residents want more restaurants, retail, even if low-rise residential is needed to support it. 45 4. Building Height Guiding Principle Option 3: Alternative Language to Balance Both: Protect mountain views: •Honor the community’s preference for 1-2 story buildings and acceptance of 3-story buildings on appropriate sites •Limit building height to no more than 3-stories for residential uses and facilities, like senior care •Creating effective transitions between varying building heights •Mitigate the appearance of building scale and bulk through design 82% of residents prioritized maintaining views of the mountains. 46%-49% find 1-2 story rental homes acceptable. 35% find 2-3 story rental apartments acceptable. 14% find 4-5 story rental apartments acceptable. Associated Goals and Policies: Goal: Ensure mountain views are protected through the development process. Policies: •Limit 2-3 story apartment communities to targeted sites along major roads that are near commercial areas and significantly distant from single-family residential. •Restrict rezoning requests for residential (e.g., apartments) and common commercial service uses, like senior care or self-storage, to a maximum of 3 stories. •Consider additional height requests for highly significant and unique non-residential employment, or revenue-generating uses (like the hospital, primary employers, or hotels) in areas where topography mitigates view impacts. •Create transitions between varying building heights by positioning taller buildings away from existing homes and on lower areas of a site.
