I'd like to thank you all for your support for the VTNP pond at last night's council meeting. I'm still in the
PNW enjoying the last of the summer but I was able to join the Zoom call lest night. It was a productive
discussion and we're happy to see the focus returned to the motion that you approved in April, and for
the Mayor and Vice -Mayor to call on Kimley-Horn to do whatever they can to accelerate the process of
getting to the next round of design review. Your support is greatly appreciated. The feedback I've gotten
so far from our members has been very positive and they're feeling cautiously optimistic that we're going
to see real progress going forward.
My best to Vice Mayor Barrett, Councilman Nicholson, and Councilwoman Jones -Ivy. I hope you're
feeling better!

Dear Oro Valley Town Council: as I am unable to attend tonight's Council meeting, I want to enter some
comments via email.
I strongly support the decision taken by the council last spring to refurbish and refill the pond on Vistoso
Highlands Road. This amenityis greatlydesired by the wider Oro Valley community..
I am dismayed, though, that the process is dragging on longer than anticipated and that funds allocated for
the pond and nearby restoration are being diverted to refurbish the old driving range. We need to get focused
on the matter at hand and get the pond restored pronto.
On a related matter- in my comments at the spring Council meeting, I had asked that consultants give
consideration to adding a "swamp" feature to one end (presumably the north end) of the pond. This would
have enormously beneficial impact on local wildlife and migrating birdlife. Council need look no further than
Canoe Ranch in Green Valley, where the same Kimley-Horn consultants (as I have been told) designed just
such a feature in the great pond restoration there. PLEASE consider adding this to the Vistoso Trails Park
project.

It's come to our attention that tomorrow's Council meeting will
address delays on work on the pond feature in Vistoso Trails.
The $2M that was allocated was intended to be used in the 2024/2025
fiscal year (July 1, 2024 to June 30, 2025). We're now almost halfway
through fiscal year 2025/2026 with no results, and based on this
newly proposed delayed timeline it's unlikelythat any work will begin
untilfiscal year 2026/2027. That's two full years beyond the original
intent.
This is unacceptable. We citizens living near Vistoso Trails stepped
up several years ago with our own money to preserve this area for us
and the Town. Our reward for being responsible members of our
community is to be continually pushed to the back of the line. What
grudge does the Council have against us and the rest of Town citizens
who live north of Tangerine Avenue?
Whatever it is, it needs to stop. This project must be put back on the
original time schedule approved by the Council.
Thankyou for your attention to this matter. We and many of our
neighbors will be attending tomorrow's meeting and expect to have
this problem fixed.

We're very disappointed to see that the consultant Kimley- Horn Is not focused on the pond area as directed by the
council on April 16, 2025.
Why Is there a new focus on the driving range area when the April 16th council meeting spoke of a future phased In
approach for areas other than the pond?
Who is responsible for the new focus on the driving range?
This misdirection seems to be a delaying tactic on completing the pond area and maybe It's an expenditure on design
that has not been town council authorized. At this rate of progress, when can the citizens expect to see the pond area
completed In the nature preserve? Now it appears actual movement on the pond area will not happen until mid 2026.
Last April 16, the final proposal was due in February 2026 but now It's showing as April 2026.
Yes, revegatation needs doing in numerous areas but especially around the cart paths and in the old sand traps. And It's
wonderful that the town received a grant for some of the needed work on the preserve.
BUT Can we get the pond area done- please

At notime in the past has revegetation of the driving range been part of the scope of work requested. In
November, 2024 the Council unanimously approved a motion to set aside $211 for revegetation and pond
restoration work on the property. That revegetation was to be focused once rta in well-defined areas
around the cart path and pond area.
We strongly object to any discussion regardingthe driving range, which is not in scope and should be
handled separately or in tandem with other maintenance discussions that will not impact the pond
progress.
We're tired of the delays and lack of support for restoration of the pond and the revegetation of the
property. It's way past time for something tangible to happen!

done in a timely fashion. Please do your duty and follow up on your own majorityvote sooner

My wife and I have been residents of the_neighborhood since 2003 and knowthe
intrinsic value of the lake. Ducks would fly in each year, nesting bats nearby would eat the
mosquitos, deer and other wildlife would magically appear, weddings often took place there,
children would occasionally fly kites to the west of the lake, and quite simply it was the crown
jewelthat introduced people to our neighborhood.

As a resident of Oro VaLay l am completely disgusted with the she it pace of the pond restoration. We have tolerated this
eye sore for years with no visible improvement or progress. Although there has been minimal repairs to the cart path, sit
other needed pet projects of the Parks and Rec dept, the City Council and the Mayor take priority apparently. We've
fought for funding which was finally approved and it gets used on design consultants. How many have we gone thru
now? Two? Three? There's always excuses -change of staff, change of consultants. If you had listened to your
constituents in the first place that wanted the pond restored we would have been well into the project. So what do we
have to do to get your attention? We've been patient. We need to seefirm action and not just talc. The calendar you
have proposed is NOT acceptable. This project needs to be a front burner item NOW! Maybe we need to calla press
conference right in front of the old waterfall or get a media campaign started. It's definitely a poor reflection on Oro
Valley and the City Council specifically. GETGOINGNOW! Enough!

Good morning,
I am writing in opposition to the proposed commercial rental tax that the Budget and Finance Commission
voted to approve on 9/16.
As a stakeholder in the commercial real estate industry in the Tucson MSA, including the Town of Oro Valley, I
strongly advise against the commercial rental tax. As a national real estate manager overseeing a portfolio
across the US and Canada, we are always looking for ways to cut unnecessary costs and commercial rental
taxes impact business decisions to stay or vacate a market more than I believe you're understanding.
Tenants regularly pursue cost savings when deciding where to lease space and rental tax is a significant
consideration. Respectfully, this will have the effect of steering commercial renters out of Oro Valley more than
they already are by the perception of the Town being unfriendly to businesses. In response to the sentiment
of following suit with fees implemented by neighboring municipalities, until such time as Oro Valley adopts
similar pro -business regulatory practices as its adjacent municipalities, i.e., Marana and Pima County, this will
be a detriment to the TOV.
The cost of doing business in Oro Valley is already higher than just down the road on Oracle Road due to the
higher property tax valuations. This could push businesses out of Oro Valley. Thank you for your
consideration.

As we prepare to head on down to Oro Valley for the winter, I reflect on the scene before me in our back yard,
the refurbishment of the 411 hole of the Hayden Lake, ID country club. More work has been accomplished
there in the last two months than in the past three years on Oro Valley's Nature Preserve. It pains me that we
will not arrive in time for next week's Council meeting which we would prefer be tabled until more of us
snowbirds arrive to sit before the Council.
So, here's the word. When the good fight seemed won way back when, the future held promise. Yet, that
promise was hallow. Little has been accomplished while the voices of naysayers, many from outside our
community, have thrown a monkey wrench into the wheels of progress. Solutions have been offered for
preserving the pond but those are ignored. Help has been offered but likewise ignored. l hope that our voices
and those on the Council who support us will be heard at this meeting so that Oro Valley might move forward
with this project immediately with vision and vigor.

How did revegetation of the driving range come up, while the remainder of the golf course is not
mentioned for revegetation?
It's time for you the elected officials to stop the procrastination of approving the pond refurbishment, this
is after all what we the people have put forward. There are more critical needs for you to focus on and let

We Wanted to let all of you, Council, & all relevant city officials, know that the slippage & delays in
the timeline for the revamping of the eyesore called the POND is totally unacceptable & unjustified in
light of the 4-2 vote to approve this revamp & for a final design to be ready in THIS YEAR'S budget.
How can you justify sitting on your hands wasting time & a budget approval with nothing to show for it
by September 17? The proposed revised timeline of Dec 2025 thru to April 2026 suggests you are
deliberately delaying actions which the residents of Vistoso are paying for through their taxes. And
why has a brand new item..revegetating the old golf driving range - suddenly popped up on the
Agenda with no prior resident survey re ranking priorities nor related approval?
This is high handed to say the least. You, the OV Council, work for us residents, not the other way
around.
Get cracking on doing what we Vistoso residents want, have voted for & are already funding.
And kindly include this input in your meeting
Minutes on 9117, as we are unable to be present in person to protest this unwarranted change in an
agreed -upon plan.
