Please add the address of the center onto the freestanding signs per OVZCR 12.502F1 2. Please add a stipulation stating that no individual tenant may be displayed on more than one freestanding per street frontage. 3. Per OVZCR 12.502F2, "A property may utilize a combination of entryway signs and freestanding signs so long as the property does not exceed a maximum of three for any one project." A sign already exists on the corner, therefore one of the submitted freestanding signs must be removed. 4. Please state the color of illumination, OVZCR 12.502F7. 5. Show where the colors will be used. The colors Bunt Crimson SP 165 and Cast Concrete are not shown on the plans. Please state where these colors will be used. 6. State if logo colors will be permitted on the freestanding signs. The following corrections must be submitted to the Town of Oro Valley no later than August 27, 2004 in order meet the September 14, DRB Meeting. BACKGROUND: Canada Crossroads was originally developed in 1997. The center has maintained a consistent sign type and design through Landlord and Tenants agreements. The management is now seeking to fold the existing agreements and new items into a Town approved criteria. APPLICANT'S PROPOSAL: The applicant's proposed sign criteria are based upon the existing Landlord-Tenant Agreement. These criteria, with the exception of removing an existing monument sign, will not alter any existing wall signage within the development. Wall Signs (Existing) • Shall be limited to 1 square foot of signage per 1 linear foot of street frontage. • All letters shall be copper patina and halo illuminated with white neon, or white LED. • Signs will be limited to 24" for a single line of copy, and 32"for two lines of copy. • Logos will be prohibited Window Signs (Proposed) • Window signs shall follow the standards set forth in chapter 12 of the OVZCR. • Window signs shall utilize gold leaf lettering. Freestanding Signs (Proposed) • 3 Freestanding signs for the development • Maximum height is 8' from the grade of the street • Maximum area is 50 square feet • Internally illuminated with white fluorescent tubes • Sign background is painted with copper patina finish and white lettering • No logos will be permitted on the sign • No single tenant will be allowed on more than 1 freestanding sign per street frontage • The base the side column of the sign will be painted with colors to match the buildings TOWN OF ORO VALLEY STAFF REPORT TO THE DEVELOPMENT REVIEW BOARD Page 2 Color Palette: The following color palette has been proposed for the center. Color Usage 1. Copper Patina Wall signs/Background for Freestanding signs 2. Cast Concrete Base of the Freestanding signs 3. White Plex/Lexan Lettering for the Freestanding signs 4. Duranodic Bronze Tenant Panels 5. Gold Leaf Vinyl Window signs DRB SIGN SUB-COMMITTEE MEETING The Committee met with the applicant on October 27, 2004. Members provided the following comments: • The proposed free standing sign should be turned off at an appropriate time. o The OVZCR 12.502F states, "...illumination shall be turned off no later than 11:00pm." • The applicant was asked to consider the use of halo illumination for the plaza name or to see the level of intensity produced by internal illumination reduced. o The applicant stated that halo illumination would be impractical due to the small size of the sign. Mr. Stash felt the halo-light would bleed off of the edge of the sign and that the letters were too tightly spaced to create a true halo effect. The applicant agreed to research ways to reduce the level of light intensity. CHAPTER 3, SECTION 3-302, CRITERIA: In considering any application, the Development Review Board shall be guided by the following criteria: The proposed design shall promote a desirable relationship of structures to one another, to open spaces and topography both on the site and in the surrounding areas: Internal Compatibility The proposed sign criteria are consistent with the landlord tenant agreement in terms of color, illumination and size. The character of the proposed design shall be in harmony with, and compatible to, those structures and signs in the neighboring environment and the design character adopted for any given area avoiding excessive variety or monotonous repetition: TOWN OF ORO VALLEY STAFF REPORT TO THE DEVELOPMENT REVIEW BOARD Page 3 External Compatibility The surrounding area presently utilizes a criteria similar to the one proposed. Category Canada Fry's Shopping Osco/Bank One Walgreen's Crossroads Center Center Center Wall Signs Wall signs 1 Wall signs 1 Wall signs 1 Wall signs square foot of square foot of square foot of are Copper signage for 1 signage for 1 signage for 1 Patina linear feet of linear feet of linear feet of frontage frontage frontage Color/Lighting Copper Patina Copper Patina Halo Halo with white halo with white halo Illumination Illumination illumination illumination Freestanding Internal Halo None Halo Sign Illumination The proposed freestanding sign would deviate from the surrounding area because it is internally illuminated rather than halo illuminated due to technical constraints. The walls signs would not deviate from the surrounding area. Signs, ingress, egress, internal traffic circulation, off-street parking facilities, loading and service areas and pedestrian ways shall be so designed as to promote safety and convenience: Oro Valley Public Works staff has reviewed the location of the proposed freestanding sign, and determined that the signs are not located within any site visibility triangles. Location, colors and illumination has been restricted in a manner to provide safety, proper visibility and convenience in regards to flow of traffic. In order to protect the visual serenity of the Town, design of signage should be based on trying to get information across with the least signage possible: A criterion includes application of 3 new monument signs. As a result, it fails to meet this standard. The additional signage is mitigated by the fact that Canada Crossroads presently has 2 undeveloped pads within the middle of the center. Once these pads are developed, tenants on the outside of the plaza will have very limited visibility for their wall signs. Sign designs shall be in compliance with the purpose statements established in Section 12-101: All components shall be in compliance with Article 16, Design Guidelines: Chapter 16, Design Guidelines are written to reflect the purpose statements in Chapter 12, Signs. Both areas of the code address uniqueness, character, compatibility and the use of materials and colors that appear natural to the environment and surrounding community. The application meets most of the criterion—as previously discussed. TOWN OF ORO VALLEY STAFF REPORT TO THE DEVELOPMENT REVIEW BOARD Page 4 SUMMARY: The proposed sign criteria have been written according the Oro Valley Zoning Code Revised, Chapter 12, Signs, Chapter 3, Criteria and Chapter 16, Design Guidelines. The design incorporates the characteristics of the buildings, architecture, topography and the surrounding area. All signs will be compatible in style, material, color, and size. The illumination of the freestanding signs is not compatible with the illumination present on the center at this time. The addition of the three freestanding signs does not meet one of the review criterions; however, there are mitigating circumstances as previously described. RECOMMENDATION: Staff recommends approval for the sign criteria for Canada Crossroads with the conditions listed in Exhibit A. SUGGESTED MOTIONS: I move to approve OV3-04-09, Sign Criteria for Canada Crossroads, with the conditions in Exhibit A. OR I move to approve OV3-04-09, Sign Criteria for Canada Crossroads, with the conditions in Exhibit A and the following conditions OR I move to deny OV3-04-09, Sign Criteria for Canada Crossroads. Jonathan Lew presented staff report. Member Kunisch asked if they would get rid of the existing directional signs. Mr. Lew indicated that the old directional signs would be refaced. The applicant, Andy Stash representing Flouresco Lighting and Signs, 5505 South Nogales Highway, indicated that they submitted two options for the DRB to choose from. Chair Caswell wanted to thank him for his time with the Sign Committee. Member Sturmon stated that the Sign Committee was concerned with the stone base on the Oracle Road sign was too narrow. Member Reddin also thought the Oracle Road sign, Option B, looked awkward and not symmetric. The monument sign entrance was very nice and thought the two signs should look the same. Member Kunisch liked Option B for both signs. Jeff Shallenberger representing Flouresco Lighting and Signs, 5505 South Nogales Highway, stated that they could have a full sign base for both signs. Member Sturmon reinstated the Sign Committee's concern that the base of Option B on Oracle Road looked like a stick. The applicant increased the base's size, but it still was not wide enough. Mr. Stash recommended the use of Option B on Cool Drive and to also be the sign on Oracle Road. MOTION: Member Kunisch MOVED to approve OV3-04-10, Sign Criteria for Saddle Ridge Apartments with Options B for both the freestanding and monument signs with the following condition that the monument and freestanding sign would be like in appearance with a difference in height. Member Reddin wanted to know how the sign would fit in with the buildings and artwork on the current walls. The applicant, Andy Stash, Flouresco Lighting and Sign, 5505 South Nogales Highway, indicated that they would add three freestanding signs. He added that the sign was designed to be architecturally pleasing, financially viable, easily maintainable, and to incorporate copper patina with the other colors. Member Kunisch indicated that if the sign looked like the wall, then it would not be noticeable and would defeat the sign's purpose. Mr. Stash replied that Mr. Kunisch made a valid point and they would want the sign to set off from the wall. He thanked the Sign Committee for working with him. Chair Caswell thought that art and sign should not be mixed. Member Reddin reinstated that he did not have a problem with the way the sign looked; however, he did not have a visual of how the sign would look on the property. Member Sturmon stated his doubt for the number of signs to be placed on the property. He thought the item needed to be continued. Member Panas agreed with Members Reddin and Sturmon. Member Kunisch thought the sign was well done and should be approved. His issue was that there was no visualization of to the relationship between the sign and the property. Chair Caswell asked if a sign criteria has been approved without pictures of the sign and the center's compatibility. Mr. Vella explained that in the past, staff supplied pictures and apologized for not providing them at the meeting. He suggested a motion that would approve the sign with the condition that the Sign Committee does any tweaking, if necessary, to ensure the sign matches the art wall and to take their opinion as final. Member Panas was in agreement with Member Reddin that there was not enough information. He asked if the Sign Committee agreed with the project. Dear Andy, Staff has been monitoring the progress of the approved Freestanding Signs for Canada Crossroads. During the November 9, DRB meeting, the Board Members expressed concerns regarding the impact of signage on the public art for the center. As you may be aware, public art is a requirement for new developments within Oro Valley. The Canada Crossroads public art consists of the low lying wall in front of the development. On November 17, 2004, per the conditions of approval, the DRB sub-committee met with you on site to review the signs compatibility with the public art. During the meeting it was agreed that the decorative cap would be replaced with the flagstone currently found on top of the low lying wall. This modification would permit the signs to better blend in with the existing public art. Presently the flagstone has not been installed on 2 of the freestanding signs. Also, as shown in the attached pictures, the signs cover portions of the public art. The purpose of the public art provisions is to promote the natural beauty of the Town through the use of a public art program. Staff recommends moving the tile-work--or a portion thereof--to the base of the freestanding signs. This would help compensate for the art work currently hidden by the signs. Also the landscaping that has been disturbed through the installation of the signs will also need to be replaced. Please see the attached photos. As mentioned the Town wishes to promote not only the business within Canada Crossroads, but also the public art. Prior to the sign permit final inspections, please address the proposed mitigation and your plan to continue with the Town's plan to promote public art and the disturbed landscape. www.townotoroval ley.com .
