IT IS BORDERED BY TANGERINE ROAD, ORACLE ROAD,RANCHO VISTOSO BOULEVARD,AND BIG WASH. BACKGROUND: Rancho Vistoso Neighborhood 3 is located on the northern side of Tangerine Road and Innovation Park Drive. The area has been designated by the Rancho Vistoso Planned Area Development (PAD) as Commercial Park Industrial (CPI). Under this designation, various commercial and office uses are permitted. Ventana Medical Corporation, Southwest Parks and Monuments, Integrated Biomedical Corp., and Northwest Hospital presently occupy various parcels within Neighborhood 3. The Rancho Vistoso PAD has a set of regulations that direct the signage within the entire PAD. These were approved by Town Council along with the PAD. PROCESS The applicant is requesting that Neighborhood 3 be exempted from certain sections of the Rancho Vistoso PAD sign regulations. OVZCR Section 12-203 allows an applicant within a Planned Area Development(PAD)to request exemption from a specific PAD Sign Regulation(s)and operate under all or portions of Chapter 12 of the OVZCR. The Development Review Board is charged with review of all proposed PAD Exemptions. The DRB's recommendation is forwarded to the Town Council. Town Council will render the final decision. APPLICANT'S PROPOSAL The applicant would like to be exempted from the lettering color requirements, background color requirements, and a shape requirement for all developments within Neighborhood 3. An exemption to increase the monument sign size from 40 square feet to 50 square feet would only apply to the proposed Innovation Park entry signs(see OV3-04-12). The table on the following page illustrates how the applicant wishes to deviate from the Rancho Vistoso Sign Requirements: TOWN OF ORO VALLEY STAFF REPORT TO THE DEVELOPMENT REVIEW BOARD Page 2 44;,. wp5,s M;s .,,,.. ,. ., .e a__ ?,r ',_ 'ref- 1''s. The following is a list of issues brought up by the members: • Why the use of the convex shape rather than the concave shape?: o Applicant's response: The convex shape was selected because it was best suited for the location by Northwest Hospital. Presently, a drainage area exists that would hinder placing a concave shaped sign. Further, the convex shape would provide Innovation Park with a unique form of identification from the rest of Rancho Vistoso. o Staff's response: Presently a large drainage area exists in the location of the proposed sign. The convex shape represents a minor shift in design that has little impact. The convex shape would create a specific identity of Neighborhood 3 (Innovation Park). • The length(80 feet)of the wall appears very large. o Applicant's response: The wall could be shortened. o Staff's response: The wall on the northeast corner of Rancho Vistoso Boulevard and Tangerine Road is 90 feet long(concave shape). The applicant's proposed wall is shorter than all the Rancho Vistoso entryway monument signs. This issue is best addressed as part of the sign application (0V3-04-11A). It is not a component of the PAD Exemption. • Design the sign within the PAD regulations. o Applicant's response: His client would like to keep the overall design with the convex shaped wall and the brushed aluminum letters to distinguish Neighborhood 3 (Innovation Park)from the residential areas within Rancho Vistoso. o Staffs response: Ventana Medical and Integrated Biomedical have both obtained a PAD Exemption to use the brushed aluminum letters. Otherwise, both have remained consistent with the Rancho Vistoso PAD requirements. Currently,no other developments within Neighborhood 3 (Innovation Park)utilize a convex(bowed out)monument sign with a rust colored panel. The addition of a rust-colored panel does create a lack of compatibility with the existing developments. • Connect the proposed monumentation signs with the existing developments. o Applicant's response: The signs already connect to the Ventana Medical and Integrated Biomedical signage by utilizing the brushed aluminum and the Rancho Vistoso stone around the proposed rust- colored panel. o Staffs response: The applicant's proposal partially connects with the existing signage of Neighborhood 3,however,it fails to connect with the developments outside of Neighborhood 3, because none of the surrounding developments use brushed aluminum, a convex shaped wall, or a rusted steel panel. The applicant could further connect the proposed signage with the existing developments by removing the rust-colored panel and utilizing the Rancho Vistoso stone as the background. • TOWN OF ORO VALLEY STAFF REPORT TO THE DEVELOPMENT REVIEW BOARD Page 3 • Remove the rust colored panel and use the Rancho Vistoso Stone for a background o Applicant's response: He would speak with his client about whether they want to pursue the use of the rust colored panel. o Staff's response: Presently,no other development uses the rust colored panel within the surrounding area. The inclusion of the rust-colored panel is not similar to designs used by with Northwest Hospital,Ventana Medical, Southwest Parks and Monuments, and Integrated Biomedical signage. CHAPTER 3 SECTION 3-302, CRITERIA The proposed design shall promote a desirable relationship of structures to one another, to open spaces, and topography both on the site and in the surrounding areas: Internal Compatibility The applicant's request for a PAD Exemption is partially compatible with the existing signage within the Rancho Vistoso Innovation Park. Both Ventana Medical and Integrated Biomedical have PAD Exemptions allowing them to place signage with brushed aluminum; however, none of the present developments use a rusted steel panel for a background or a convex shape. In particular, staff is concerned that the rusted steel background would not be compatible with these developments which consistently use Rancho Vistoso Stone. The character of the proposed design shall be in harmony with, and compatible to, those structures and signs in the neighboring environment and the design character adopted for any given area avoiding excessive variety or monotonous repetition: External Compatibility Presently, no other developments outside of Neighborhood 3 utilize the rust colored panel for a background, aluminum letters, or a convex shape. The applicant's proposal would have the effect of disconnecting Innovation Park (Neighborhood 3) from the rest of the PAD. However, the need to create a specific identity for Neighborhood 3 has merit. The use of the convex shape and brushed aluminum would create such an effect without creating too much contrast. Furthermore, the continued use of the Vistoso stone will create a degree of harmony. In order to protect the visual serenity of the Town, design of signage should be based on trying to get information across with the least signage possible: The applicants proposed amount of signage meets the minimum standards set forth in Chapter 12 of the OVZCR, however,it does not meet the minimum standards set forth by the Rancho Vistoso PAD. The Rancho Vistoso PAD requires a sign of no larger than 40 square feet. As a result, this proposal fails to meet this criteria. A condition of approval has been added to Exhibit A that would maintain the 40 square foot standard. SUMMARY If approved the applicant's proposal would allow any future developments with Rancho Vistoso Innovation Park (Neighborhood 3)to purse a convex shape, brushed aluminum letters, and rust-colored background monument sign. This would set apart the entire area from the rest of Rancho Vistoso. Per the criteria specified in this report, the convex shape and brushed aluminum would create a specific identity for Neighborhood 3 without too great of a contrast. The rust colored panel and increase of size;however, would deviate too greatly from the rest of the Rancho Vistoso PAD, and the rust-colored panel is not consistent with existing signs in Neighborhood 3. TOWN OF ORO VALLEY STAFF REPORT TO THE DEVELOPMENT REVIEW BOARD Page 4 RECOMMENDATION: Approval is recommended for a limited PAD Exemption to include allowances for a convex shaped monument signs, and the option to use brushed aluminum letters. The rust-colored panel and increase of size are not recommended. Conditions have been added to Exhibit A to reflect this recommendation. SUGGESTED MOTIONS: I move to recommend Town Council approval of OV3-04-11, PAD Exemption for Rancho Vistoso Innovation Park with the conditions listed in Exhibit A. OR I move to recommend Town Council approval of OV3-04-11,PAD Exemption for Rancho Vistoso Innovation Park with the conditions listed in Exhibit A,and the following conditions OR I move to recommend Town Council denial of OV3-04-11,PAD Exemption for Rancho Vistoso Innovation Park. REVIEW AND APPROVAL OF NOVEMBER 9, 2004 DEVELOPMENT REVIEW BOARD MINUTES MOTION: Member Panas MOVED to approve the minutes as submitted. Member Sturmon SECONDED the motion. REGULAR AGENDA 1. CONTINUED ITEM, OV12-04-20, MMLA, REPRESENTING OVERLAND VISTOSO LLP, REQUESTS APPROVAL OF A DEVELOPMENT PLAN FOR THE VISTOSO COMMERCE PLAZA - CONSISTING OF 57,825 SQUARE FEET OF OFFICE/COMMERCIAL SPACE, LOCATED ON THE WEST SIDE OF ORACLE ROAD - IMMEDIATELY NORTH OF THE NORTHWEST MEDICAL CENTER URGENT CARE FACILITY AND EAST OF THE VISTOSO COMMERCE LOOP, PARCEL 223-02-016F Robert Conant presented the staff report into the record. Member Sturmon asked which building would be a restaurant. Mr. Conant was unsure as to which building would be a restaurant but replied it would probably face Oracle Road. Member Kunisch asked if angled parking could be implemented. Mr. Conant responded that angled parking was considered but not applied for two reasons. First, Rancho Vistoso PAD has its own parking standards. Secondly, the main street was straight with two-way directions, so angled parking would create traffic conflicts. The applicant, Bill Hallinan from Overland Vistoso, L.L.C., 3567 East Sunrise Drive, stated that the Urgent Care has straight parking; therefore, to keep similarity, they used the straight parking. He stated they hope to get two restaurants into buildings facing Oracle Road. Each restaurant could produce $30,000 to $80,000 for Oro Valley. Chair Caswell asked if between buildings 12 and 13 a pedestrian walkway could be installed. Mr. Hallinan confirmed that they could add a pedestrian walkway. Member Kunisch wondered what came out of the neighborhood meetings. F:\Minutes\DRB\2004\12-14-04 Minutes Approved on January 11,2005 12/14/2004 Development Review Board Minutes Page 3 of 9 Mr. Hallinan replied that they did not meet with the neighbors. He did not understand how the neighbors did not know the area was allocated for commercial property. Member Kunisch asked if he would be willing to meet with the neighbors and satisfy their concerns. Mr. Hallinan responded that he would listen to the neighbors' comments at the DRB meeting. The development complies with code and he did not want a negotiation with the neighborhood. Member Sturmon noted that one of the buildings would be higher than the Urgent Care and asked for its reason. Mr. Hallinan replied that it was strictly because of the design. CALL TO AUDIENCE Opened at 6:27 p.m. Jackie Thompson, 2577 East Chisel Court, stated her opposition to the Vistoso Commerce Plaza. When she bought her house, she was under the impression that the site was zoned for medical and light industrial and then was told it was being changed to retail commercial. She spoke with other neighbors and they shared the same concerns. They were aware the area was zoned for medical and light industrial. A change in the zoning would not be beneficial to the community. It would create more traffic and reduce the safety for the children. She drafted a petition and 96 neighbors signed it (see attachment to staff report). She felt it would also take down property values. If there were a restaurant that was open late, it would create more traffic and crime. With the higher buildings, it will reduce the views of the neighbors. Bill Adler, 10720 North Eagle Eye Place, disputed the word "ancillary" since its first mention and thought it was unenforceable. Ancillary means that it supports the primary use. No restaurant could prosper based upon the employees of these offices. The word ancillary should be removed from the code. He was sympathetic to the neighbors concerning retail use. He understood that a bank and a restaurant were the only retail uses proposed. The retail use could be expanded without a condition limiting those uses in the development plan's approval. In order for a restaurant to be ancillary to the Plaza, it could only be open during the office hours, meaning it would only be open for lunch and no restaurant could survive. Max Quitazol, 13299 North Wide View Drive, stated that she made an informed purchase of her home. She went through the plats and it did not show retail zoning, but zoning for an industrial park. She wanted to know when that zoning changed. They wanted good neighbors in their community. She understood that one cannot buy a view, but with a building higher than the Urgent Care, she would not have any view. Alex Pastuhov, 13323 North Wide View Drive, wondered what would happen to the Urgent Care building once the Northwest Medical Center opened. He was concerned with the empty parking lot that was lighted all night. He also was worried about the traffic and difficulty between Oracle Road and the center. F:\Minutes\DRB\2004\12-14-04 Minutes Approved on January 11,2005 12/14/2004 Development Review Board Minutes Page 4 of 9 Joe Andrews, 13307 North Wide View Drive, challenged the Board to find the word "commercial retail" in the Campus Park Industrial (CPI) because it was not there. Office park uses included ancillary uses to serve the population of the office park. Ancillary uses may include a restaurant or a bank, but a restaurant would have to be ancillary to an industrial facility. On the development plan, General Note 3, it stated commercial, with no restrictions. Future property owners could look at the plat and think that any type of commercial was allowed. CPI did not provide for unrestricted commercial. The primary use needs to be provided before a determination of how the secondary uses could the serve the park. He suggested that the Board add a condition to state what ancillary use meant. What the applicant has provided does not meet code. Mike Omiecinski, 13315 North Wide View Drive, thought it would have been nice for the developer to notify the residents of their intentions. He thought a bank would be okay, but a restaurant would not serve the park. The use of medical offices would be reasonable. CALL TO AUDIENCE Closed at 6:45 p.m. Mr. Conant indicated that staff agreed with the wording Mr. Andrews suggested. He informed that the Urgent Care facility would remain open. Mr. Vella indicated there were two issues that needed to be addressed. First, there should not be a discussion of uses. The second issue was the Rancho Vistoso PAD allowed the DRB and Town Council to interpret for ancillary uses. Neither issue was on the Agenda. On the Agenda was to review the design of the development plan. If the DRB would like to discuss the uses, it could be on an agenda for the following meeting. Member Feinberg suggested a continuance so the development plan and ancillary uses could be discussed at the same meeting. Member Reddin indicated that the development plan identified uses on the plan and would lead to open interpretation. Mr. Vella suggested a condition to strike General Note Number 3 to eliminate any open interpretation. Member Panas indicated the plan was for medical and related issues and asked if a bank was considered a related issue. Mr. Vella replied that the PAD listed secondary uses and clearly stated a bank. The use of a restaurant would have to be an accessory use to an industrial facility. Member Feinberg noted that the loss of real estate revenue compared to the possible restaurant revenue for the Town and it did not compare. F:\Minutes\DRB\2004\12-14-04 Minutes Approved on January 11, 2005 12/14/2004 Development Review Board Minutes Page 5 of 9 Mr. Hallinan indicated the zoning would remain as an office development. If the Board were willing to recommend approval of this item, they would be amenable to a condition that restaurants address the Board and its ancillary use to the park. MOTION: Member Panas MOVED to continue OV 12-04-20, Development Plan for Vistoso Commerce Plaza to find out the interpretation of ancillary uses. Member Sturmon SECONDED the motion. Member Feinberg added a friendly amendment to combine the ancillary uses and development plan on the same agenda. Member Panas accepted the friendly amendment. Discussion: Chair Caswell was disappointed that there was not a neighborhood meeting. In the past, the Rancho Vistoso community had meetings with the developers and they built a relationship. Member Kunisch agreed with Chair Caswell and also thought the plan needed work. He suggested angled parking and that the traffic safety at Vistoso Commerce Loop needed to be reviewed. Bayer Vella introduced the staff report into the record. The applicant Mike Addis, 3808 East 38th Street, overviewed the attachments on the overhead. Member Feinberg asked the height of the monument sign that was across the street. Mr. Addis estimated the height at 10 to 12 feet for the monument sign across the street. Member Kunisch asked about Sigh B directional signs and the traffic safety. Mr. Addis indicated that Sign B would be perpendicular to the traffic. It would be possible to move it and/or adjust to accommodate the area. Mr. Vella pointed out that Exhibit A, Condition 4 addressed the visibility issue and requires further Public Works review. Member Panas asked the applicant the reason for the variance on height. Mr. Addis responded that the multi-façade design was to match the buildings. Chair Caswell did not understand with the need for a large sign on Magee since it entered into residential area. F:\Minutes\DRB\2004\12-14-04 Minutes Approved on January 11, 2005 12/14/2004 Development Review Board Minutes Page 7 of 9 Mr. Addis replied that he did not think it was excessive but tasteful. He would be open to reducing the sign. CALL TO AUDIENCE Opened at 7:44 p.m. Bill Adler, 10720 North Eagle Eye Place, indicated the intent of the master sign program was to allow an applicant to propose a quality alternative to what the code would allow. The sign was not about quality or upgrades, but bigger with no justification. The General Plan stated that signs were for identification not advertising. The applicant needed to confine within the code. CALL TO AUDIENCE Closed at 7:47 p.m. MOTION: Member Kunisch MOVED to recommend that the Town Council deny OV3-04-07, Master Sign Program for Plaza Escondida. Member Feinberg SECONDED the motion. Discussion: Member Kunisch indicated that his reason for the denial was that the current signs were readable. He thought it was strictly for advertising and that the code should be followed. Member Panas concurred with Member Kunisch's comments. Member Feinberg noted that the sign would be a gateway into Oro Valley and should be pleasing to those who enter. A 13-foot monument screaming on a street would not be pleasant. Member Reddin acknowledged the architecture of the sign was beautiful but the massing of the sign was large. Member Sturmon pointed out that he was a member of the Sign Committee and had many discussions on this plan. The intent of the sign was to compromise and support the businesses Oro Valley annexed. Because of the large size of the sign, there would only be one on Oracle Road. In Exhibit A there was a condition that the sign on Magee must meet code; therefore, it would be smaller than proposed. Also, Exhibit A provides that the directional signs must be changed from listing 20 businesses to just 10. Motion carried 5-1 (Sturmon). Dick Maes, representing Vistoso Partners, 945 West Vistoso Highlands Drive, gave a history of the property. He indicated the sign was a similar product to other Rancho Vistoso signs, but had a different look. The applicant, Bill Fields with Territorial Sign Company, 3400 East Alvord, presented photos on the overhead. He wanted to separate the sign from the residential community signs. CALL TO AUDIENCE Opened at 8:21 p.m. Greg Forszt, 1910 East Innovation Park, indicated that he has been in the park for over three years and has waited for this very distinctive, acceptable sign that connects the businesses in the park. He asked the Board to consider approval. CALL TO AUDIENCE Closed at 8:22 p.m. Member Feinberg noted that he was on the initial committee for the sign and hospital and he suggested that it should match others in Rancho Vistoso. He changed his mind and felt the sign was appropriate. Member Kunisch complimented the applicant and noted that Rancho Vistoso has done a great job with signs. Member Panas felt it will make a great fit and differentiates itself. Member Sturmon noted that the rust-colored panels were of issue to the Sign Committee and they felt the sign needed color. Member Reddin clarified that Exhibit A,Number 2 eliminated the use of the rust-colored panels. Member Kunisch wanted to exclude Exhibit A, Condition 2 in the motion. Member Feinberg asked if the rust-color was protected from weather conditions. (0)05-°?OV3-04-11, TERRITORIAL SIGN COMPANY, REPRESENTING VISTOSO PARTNERS, REQUESTS APPROVAL FOR A PAD EXEMPTION FROM PORTIONS OF THE RANCHO VISTOSO SIGN GUIDELINES FOR THE RANCHO VISTOSO NEIGHBORHOOD 3 INNOVATION PARK TO BE REGULATED UNDER THE ORO VALLEY ZONING CODE REVISED (OVZCR), CHAPTER 12, SIGNS, LOCATED WITHIN AN AREA IDENTIFIED AS NEIGHBORHOOD 3 WITHIN THE RANCHO VISTOSO PAD. IT IS BORDERED BY TANGERINE ROAD, ORACLE ROAD, RANCHO VISTOSO BOULEVARD, AND BIG WASH. BACKGROUND: Rancho Vistoso Neighborhood 3 is located between Tangerine Road and Rancho Vistoso Boulevard as depicted on the attached map. The area has been designated by the Rancho Vistoso Planned Area Development (PAD) as Commercial Park Industrial (CPI). Under this designation, various commercial and Dffice uses are permitted. Ventana Medical Corporation, Southwest Parks and Monuments, Integrated Biomolecule Corp., and Northwest Hospital presently occupy various parcels within Neighborhood 3. OVZCR Section 12-203 allows an applicant within a Planned Area Development (PAD) to request exemption from a specific PAD Sign Regulation(s) and operate under all or portions of Chapter 12 of the OVZCR. The Development Review Board is charged with review of all proposed PAD Exemptions. The DRB's recommendation is forwarded to the Town Council. Town Council will render the final decision. APPLICANT'S PROPOSAL The applicant requested to be exempted from the lettering color requirements, background color requirements, and a shape requirement for all developments within Neighborhood 3. An exemption to increase the monument sign size from 40 square feet to 50 square feet would only apply to four proposed Innovation Park entry signs (see attached application). The following is a list of issues brought up by the members: • Why the use of the convex shape rather than the concave shape? o Applicant's response: The convex shape was selected because it was best suited for the location by Northwest Hospital. Presently, a drainage area exists that would hinder placing a concave shaped sign. Further, the convex shape would provide Innovation Park with a unique form of identification from the rest of Rancho Vistoso. o Staff's response: Presently, a large drainage area exists in the location of the proposed sign. The convex shape represents a minor shift in design that has little impact. The convex shape would create a specific identity of Neighborhood 3 (Innovation Park). • The length (80 feet) of the wall appears very large. o Applicant's response: The wall could be shortened. o Staff's response: The wall on the northeast corner of Rancho Vistoso Boulevard and Tangerine Road is 90 feet long(concave shape). The applicant's proposed wall is shorter than all the Rancho Vistoso entryway monument signs. This issue is best addressed as part of the sign application(OV3-04-11A). It is not a component of the PAD Exemption. • Design the sign within the PAD regulations. o Applicant's response: His client would like to keep the overall design with the convex shaped wall and the brushed aluminum letters to distinguish Neighborhood 3 (Innovation Park) from the residential areas within Rancho Vistoso. o Staffs response: Ventana Medical and Integrated Biomedical have both obtained a PAD Exemption to use the brushed aluminum letters. Otherwise, both have remained consistent with the Rancho Vistoso PAD requirements. Currently,no other developments within Neighborhood 3 (Innovation Park) utilize a convex (bowed out) monument sign with a rust colored panel. The addition of a rust-colored panel does create a lack of compatibility with the existing developments. • . , ... • . , • • TOWN OF ORO VALLEY •TAFF REPORT TO TOWN COUNCIL Page 3 • Connect the proposed monument signs with the existing developments. o Applicant's response: The signs already connect to the Ventana Medical and Integrated Biomedical signage by utilizing the brushed aluminum and the Rancho Vistoso stone around the proposed rust-colored panel. o Staff's response: The applicant's proposal partially connects with the existing signage of Neighborhood 3; however, it fails to connect with the developments outside of Neighborhood 3,because none of the surrounding developments use brushed aluminum, a convex shaped wall, or a rusted steel panel. The applicant could further connect the j proposed signage with the existing developments by removing the rust-colored panel and { utilizing the Rancho Vistoso stone as the background. • Remove the rust colored panel and use the Rancho Vistoso Stone for a background o Applicant's response: He would speak with his client about whether they want to pursue the use of the rust colored panel. o Staffs response: Presently,no other development uses the rust colored panel within the surrounding area. The inclusion of the rust-colored panel is a different design relative to ones used by Northwest Hospital, Ventana Medical, Southwest Parks and Monuments, and Integrated Biomolecule signage. CHAPTER 3 SECTION 3-302, CRITERIA he proposed design shall promote a desirable relationship of structures to one another, to open spaces, and topography both on the site and in the surrounding areas: Internal Compatibility The applicant's request for a PAD Exemption is partially compatible with the existing signage within the Rancho Vistoso Innovation Park. Both Ventana Medical and Integrated Biomolecule have PAD Exemptions allowing them to place signage with brushed aluminum; however, none of the present developments use a rusted steel panel for a background or a convex shape. The applicant's proposal may have the effect of disconnecting Innovation Park (Neighborhood 3) from the rest of the PAD. However, the need to create a specific identity for Neighborhood 3 has merit. The use of the convex shape, brushed aluminum and rust-colored background with the Vistoso stone would create such an effect without creating too much contrast. n order to protect the visual serenity of the Town, design of signage should be based on trying to get information across with the least signage possible: The applicants proposed amount of signage meets the minimum standards set forth in Chapter 12 of the OVZCR; however, it does not meet the minimum standards set forth by the Rancho Vistoso PAD. The • • TOWN OF ORO VALLEY •TAFF REPORT TO TOWN COUNCIL Page 4 Rancho Vistoso PAD requires a sign of no larger than 40 square feet. As a result, this proposal fails to meet this criterion. A condition of approval has been added to Exhibit A that would maintain the 40 square foot standard. The applicant has agreed to this condition. PUBLIC COMMENT At the December 14 DRB meeting, Dick Maes, of Vistoso Partners, submitted letters from Ventana Medical, Northwest Medical Center, and Integrated Biomolecule. The letters submitted expressed support for the PAD Exemption, and the need to for unique signage within Neighborhood 3. Also at the December 14, DRB meeting, Greg Forszt, Senior Facilities Manager for Ventana Medical, expressed Ventana Medical support for the PAD Exemption DRB RECOMMENDATION At their regularly scheduled meeting on December 15, 2004, the DRB voted unanimously(6-0)to recommend approval to the Town Council for the PAD Exemption with the condition that the size of future monument signs will be subject to the Rancho Vistoso PAD requirements. SUMMARY f approved the applicant's proposal would allow any future developments with Rancho Vistoso Innovation Park(Neighborhood 3) to pursue a convex shape, brushed aluminum letters, and rust-colored background monument sign. This would set apart the entire area from the rest of Rancho Vistoso. Per the criteria specified in this report, the convex shape, brushed aluminum, and rust-colored panel would create a specific identity for Neighborhood 3 without too great of a contrast. However, the increase of size would deviate too greatly from the rest of the Rancho Vistoso PAD, and is not consistent with existing signs in Neighborhood 3. SUMMARY OF FACTORS: Factor For: 1. The convex shape, brushed aluminum letters and rust-colored panel would provide a unique form of signage for Rancho Vistoso Innovation Park. 2. The brushed aluminum would match Ventana Medical and Integrated Biomolecule signage. 3. The applicant would continue to use the Rancho Vistoso stone, thus creating a degree of harmony with the rest of the Rancho Vistoso PAD. 4. Existing business within Neighborhood 3 support the amendment. 5. The Development Review Board recommends approval. Factors Against 1. The increased size presents a lack of compatibility with signage in the surrounding areas and signage within Innovation Park. ♦ ♦ v • TOWN OF ORO VALLEY TAFF REPORT TO TOWN COUNCIL Page 5 ! La Canada Drive Oro Valley, AZ 85737 Dear Board Members: I submit this letter in support of the request of Vistoso Partners for approval of entry monument signage for the north and south ends of Innovation Park Drive which differs from the usual look of signage in Oro Valley. We believe this difference is not only appropriate, but essential. As you know, we are the third building to locate on Innovation Park Drive. We are a biotechnology company; just the type of organization Oro Valley seeks to attract. In our industry "appearances are everything." A high tech look is essential for our success, and you know the great lengths we went to to achieve this with our facility. While many factors attracted us to Oro Valley, a location on "Innovation Park Drive" in a development targeted for high tech businesses was important. The continuation of this theme is important to us and, we have no doubt, to prospective occupants. If you claim to be a development hosting high technology you need to look like one. As a home for high tech businesses Innovation Park Drive should not look like the Town's residential and commercial areas. To the contrary; it must set itself apart. We believe the proposed signage with its rusted steel background is the perfect solution. It has a distinct high tech look while fitting in perfectly with its surroundings. As an owner and businessman on Innovation Park Drive I urge you to approve the proposed signage. z Re pect ully sub itted, Robe/ S. I have reviewed the design of the entry monument signs and find it consistent with the "high-tech" nature of the Industrial Park. All three of the current facilities within the Industrial Park have chosen metal sculptures as their pieces of public art as required by the Town of Oro Valley. Two of tf.e facilities have weathered steel pieces which corresponds to the steel as designed into the entry signs. I believe that this exemption if granted woull provide signage that would serve to identify and reflect the nature of the tenants within this commercial area as "high-tech. Thank you for considering my comments. Sincerely, 74A1))2)* Gregg Fo zt Senior Facilities Manager Ventana Medical Systems, Inc. In consideration of the PAD Exemption on January 5, 2005 and the approval of the signs by the Development Review Board on December 14, 2004, I have approved a set of revised plans for the 4 monument signs for the Rancho Vistoso Innovation Park. As of this date, the permits have been approved by the Town's Building Safety Department and are ready to be issued. The permit numbers are S0400144, S0400145, S0400146 and S0400147. I would like to work it out but I am not sure how. I agree the language in the packet was clearly generic enough, but the presentation implied it was only for the Four entry-way signs. The mayor specifically asked if it was just for the four signs and the applicant said yes, only for the four signs.lt would seem to me that the Council passed it under false pretenses and false promises. It might be better to wait and run it through again when necessary and just go with the four signs for now. The way it was worded was to have it apply to all of Neighborhood 3 so we didn't need to bring each sign that used the brushed aluminum back for another exemption—and we are trying to get all of the signs to be consistent. When you have a moment, let's talk to see if there is a way to work this out.
