BACKGROUND: Rancho Vistoso Neighborhood 3 is located on the northern side of Tangerine Road and Innovation Park Drive. The area has been designated by the Rancho Vistoso Planned Area Development (PAD) as Commercial Park Industrial (CPI). Under this designation, various commercial and office uses are permitted. Ventana Medical Corporation, Southwest Parks and Monuments, Integrated Biomedical Corp., and Northwest Hospital presently occupy various parcels within Neighborhood 3. The Rancho Vistoso PAD has a set of regulations that direct the signage within the entire PAD. These were approved by Town Council along with the PAD. The applicant has applied for a PAD Exemption (0V3-04- 11). This proposal entails review of 4 specific signs. It is entirely dependent on Town Council approval of the aforementioned PAD Exemption. Consequently, review of this proposal must be conditioned appropriately. SUMMARY The applicant is requesting to place a total of 4 freestanding signs within Rancho Vistoso Neighborhood 3. The proposed signs would deviate from the Rancho Vistoso PAD requirements: Category PAD Regulations ' OVZCR Chapter 12 Applicants Proposal' Shape Concave (Bowed in) Emphasis on Convex(Bowed out) compatibility Color Copper Patina, Brushed Colors, except Brushed Aluminum Brass, and Brushed iridescent, Emphasis Copper on compatibility Panel Color - Rancho Vistoso Stone Emphasis on Rusted Steel compatibility Maximum Size 40 Square Feet 50 Square Feet 47 Square Feet (For Specified Signs Only) For a detailed analysis of the issues, please refer to Staff Report for OV3-04-11. $ • TOWN OF ORO VALLEY STAFF REPORT TO THE DEVELOPMENT REVIEW BOARD Page 2 RECOMMENDATION: Staff recommends approval of the four freestanding signs with the conditions that Town Council approve the PAD Exemption(0V3-04-11), the size of the monument signs is subject to the Rancho Vistoso PAD requirements, and that Rancho Vistoso stone be utilized in lieu of the proposed rust-colored panel. I would like to work it out but I am not sure how. I agree the language in the packet was clearly generic enough, but the presentation implied it was only for the Four entry-way signs. The mayor specifically asked if it was just for the four signs and the applicant said yes, only for the four signs.lt would seem to me that the Council passed it under false pretenses and false promises. It might be better to wait and run it through again when necessary and just go with the four signs for now. Original Message From: Nodine,Bryant Sent: Thursday,January 20, 2005 2:12 PM To: Sidles,Tobin Cc: Vella,Bayer; Lew,Johnathan Subject: PAD Exemption for Neighborhood 3 Tobin, Brent told me there was some question on what area the PAD exemption applied to. The way it was worded was to have it apply to all of Neighborhood 3 so we didn't need to bring each sign that used the brushed aluminum back for another exemption—and we are trying to get all of the signs to be consistent. When you have a moment, let's talk to see if there is a way to work this out. *************************************************************** Bryant Nodine, AICP Planning and Zoning Administrator Town of Oro Valley 11,000 North La Canada Oro Valley, Arizona 85704 bnodine<«-orovalley.net 1
