Meeting Date: 07/06/2011 Requested by: Karen Berchtold Submitted By: Karen Berchtold, Development Infrastructure Services Department: Development Infrastructure Services ,— ...._ W ..._..._ .... .. Information SUBJECT: Vistoso Community Association (VCA) request for exemption from Rancho Vistoso Planned Area Development (PAD) Sign System Guidelines for entryway signs to permit the use of Oro Valley Zoning Code revised sign standards in order to update the appearance of certain community signs RECOMMENDATION: Staff recommends approval, with the unanimous concurrence of the Development Review Board. EXECUTIVE SUMMARY: The Vistoso Community Association has requested an exemption from the Rancho Vistoso PAD Sign System Guidelines (see Attachment 1). Specifically, VCA has requested that Rancho Vistoso neighborhood and park entryway signs be exempt from the PAD sign standards, and instead be required to meet Zoning Code sign standards. This exemption would enable VCA to change typeface copy and some materials for this specific sign type. The DRB has reviewed the request and recommended approval to Town Council (see Attachment 2). BACKGROUND OR DETAILED INFORMATION: A PAD that includes specific sign requirements may request an exemption to operate under the requirements of Zoning Code Chapter 28, Signs. This exemption would apply to approximately fourteen entry signs for neighborhoods off Rancho Vistoso Boulevard, and park sites in the Rancho Vistoso PAD, and any future entryway signs in the Rancho Vistoso PAD. The applicant requests approval to use signage options and standards defined in Zoning Code Chapter 28. As noted in the applicant's submittal, the Association wants to replace missing letters, and change the copy and some materials for some signs. The Rancho Vistoso PAD Sign System standards require use of a specific typeface and material. The exemption will allow new copy and materials to be used for the replacement signs. The proposed sign consists of a metal panel with cutout letters, which will be more effective in preventing vandalism. By utilizing the PAD exemption, the maintenance and replacement of these specific signs may be expedited. If the PAD exemption is granted, the existing neighborhood and park entryway signs may be maintained and replaced using Town standards, and the way-finding function defined for these signs may continue. The request for a PAD exemption is consistent with the Zoning Code entryway sign standards and Rancho Vistoso PAD Sign System Guidelines. FISCAL IMPACT: N/A SUGGESTED MOTION: I MOVE to (approve, approve with conditions, or deny) the Vistoso Community Association (VCA) request for exemption from Rancho Vistoso Planned Area Development (PAD) Sign System Guidelines. Magee Road, #134 Oro Valley, AZ 85737 RE: Request for approval of PAD Exemption from Rancho Vistoso Planned Area Development Sign System Guidelines for entryway signs to permit the Vistoso Community Association to utilize the Oro Valley Zoning Code Revised sign standards in order to update the appearance of certain community signs, OV311-003. Dear Jena: The above-referenced item was included on the July 6, 2011 Town Council Consent Agenda. By a 7-0 vote, the Town Council approved the Consent Agenda. Therefore, this request is approved. Currently, Rancho Vistoso signs are subject to approval under the Rancho Vistoso Planned Area Development (PAD) Sign System Guidelines. This approval permits the Vistoso Community Association to exempt entryway signs for neighborhoods of 200 or more units and park sites under the P-3 category from the PAD Guidelines, and instead use the Town's standards for entryway signs for approval of signs under this category. OV311-003. SUMMARY: The applicant is requesting a specific exemption from the Rancho Vistoso Planned Area Development (PAD) Sign System Guidelines (Attachment 2). A PAD that has its own sign requirements may request to operate under the requirements of Zoning Code Chapter 28, Signs. The Development Review Board (DRB) must review the request and provide a recommendation, which is forwarded to Town Council for a decision. The Vistoso Community Association (VCA) has requested that Rancho Vistoso neighborhood entryway and park entryway signs be exempt from the PAD sign standards, and instead be required to meet Zoning Code sign standards. The VCA is requesting this in order to change typeface copy and some sign materials. Site Conditions The exemption would apply to approximately fourteen neighborhood entry and park sites of the Rancho Vistoso PAD (Attachment 3: Map), and any future entryway signs in the Rancho Vistoso PAD. Proposed Improvements • Replace existing neighborhood entryway signs, two at each entryway. • Replace existing four park entryway signs. BACKGROUND: Approvals to Date • 2006: Rancho Vistoso Neighborhood 4 PAD exemption from a portion of Rancho Vistoso Sign Guidelines and regulation under Zoning Code Chapter 28 approved. • 2005: Mountain View Plaza PAD exemption from a portion of Rancho Vistoso Sign Guidelines and regulation under Zoning Code Chapter 12 approved. • 2004: PAD exemption for four monument signs from Rancho Vistoso Sign Guidelines approved. • 1996: Rancho Vistoso Sign System Guidelines amended. • 1987: Rancho Vistoso Sign System Guidelines adopted. • 1987: Rancho Vistoso PAD approved. TOWN OF ORO VALLEY DEVELOPMENT REVIEW BOARD Page 2 of 4 ANALYSIS OF OVZCR and RANCHO VISTOSO PLANNED AREA DEVELOPMENT Zoning Code Chapter 28, Signs The applicant requests approval to use signage options and standards defined in Zoning Code Chapter 28. As noted in the applicant's submittal, some Rancho Vistoso neighborhood signs are missing letters and in need of maintenance. The Association wants to change the copy and some materials for some signs. Rather than replace these signs under the Rancho Vistoso PAD Sign System standards, new copy and materials are proposed for the replacement signs. The proposed sign consists of a metal panel with cutout letters, which will be more effective in preventing vandalism. To achieve this purpose, the VCA is requesting that entryway signs be regulated under the Zoning Code Sign requirements. The Rancho Vistoso standards and Zoning Code standards are presented below: Standards Rancho Vistoso PAD Sign System Oro Valley Zoning Code Sign type P-3: Residential Subdivision entrance Entryway Sign Identification Definition/Function Display residential name of 200 or A permanent sign identifying the more family units and identify the entrance to a subdivision, complex, entrance for the safe flow of traffic facility, or commercial development. into the area off of Rancho Vistoso Boulevard. Quantity Monument walls on each side of Maximum two per entryway. If project entrance street. exceeds six hundred feet and there is more than one entryway on that frontage, two additional signs may be permitted at the second entryway. Height Six feet Not to exceed six feet or height of entryway wall. Area of sign Forty square feet Thirty-two square feet Setback None provided. None Other requirements No part of logo may be closer to the NA top of the wall than 1'-0" and no closer than 1'-6" to top of grade. Illumination Halo neon or ground lighting. Halo illuminated letters or ground lighting that shall not project above the sign. The above comparison shows that the type, function, and quantity of the Rancho Vistoso entryway signs is similar to the Town's standards for entryway signs. The height of the signs is the same. The area of sign standards is different, so the VCA would be limited to replacement sign area of thirty-two square feet. Zoning Code, Addendum A Design Guidelines • Addendum A.C.4.e., Signage, "Signage should help to enhance the potential economic value and encourage quality development within the community. . . It should also help to safeguard and preserve the unique character of the Town in creating an attractive and appealing community environment in which to live, work, and play." If the PAD exemption is granted, the existing neighborhood and park entryway signs may be maintained and replaced using Town standards, so that the way-finding function defined above may be continued. TOWN OF ORO VALLEY DEVELOPMENT REVIEW BOARD Page 3 of 4 Rancho Vistoso PAD Sign System Guidelines The guidelines for the Rancho Vistoso PAD for"Residential Subdivision Entrance Identification" signs identify the entrance for the safe flow of traffic into neighborhoods of 200 or more units off Rancho Vistoso Boulevard. The Zoning Code permanent entryway signs promote a similar purpose: to identify the entrance to a subdivision. The function of the two sign types is consistent. CONCLUSION/RECOMMENDATION: The request for a PAD exemption is consistent with the OVZCR and Rancho Vistoso PAD Sign System Guidelines. Staff recommends approval of this application. SUGGESTED MOTION: The DRB may wish to consider one of the following suggested motions: I move to [approve, approve with conditions, OR deny] OV311-001, request for approval of PAD Exemption from Rancho Vistoso Planned Area Development Sign System Guidelines for deleting the P-3 sign type and apply OVZCR entryway sign standards.
