OV312-002. SUMMARY: This applicant has requested approval of a Master Sign Program for Rooney Ranch Area B (Attachment 2). The Rooney Ranch Planned Area Development (also referred to as Oro Valley Center) includes specific Sign Guidelines which currently apply to Area B (Attachment 3). The proposed Master Sign Program (MSP) and a PAD Sign Exemption are being concurrently reviewed; however, approval of the MSP is contingent upon approval of the PAD Exemption. Under Zoning Code Chapter 28.2.B.2, a MSP is defined as, "an alternative to the sign regulations...which provides latitude in order to achieve variety and good design...MSP requires review by the Conceptual Design Review Board and approval by the Town Council." Per the Zoning Code, MSP review shall be guided by Master Sign Program Criteria, which also reference the Design Standards and Purpose statements for Chapter 28, Signs. The applicant's submittal notes that the objective of the MSP is to move away from the copper patina treatment currently in use at the Center, and to utilize new methods and materials. The Zoning Code Sign standards were revised in 2011. The MSP incorporates some of these revised standards. Site Conditions • Rooney Ranch Area B is a 20.6 acre commercial center with eight lots • The Center has three vehicular access points: two from Oracle Road and one from First Avenue • The Center is comprised of major shops, in-line tenants, and freestanding building pads • Of the eight parcels in Rooney Ranch Area B, five are owned by the applicant • Cross access and common area at the center is controlled by Barclay Group • Two existing monument signs Proposed Improvements • Standards for wall, monument, traffic & pedestrian directional, and directional signs • Revised color palette for wall sign text, including copper patina • Updated "topper" design to refurbish existing, double-faced monument signs: design for new monument signs: and design for traffic & pedestrian and directional signs • Proposed brushed aluminum material for freestanding sign panels • Sign construction is pan channel or reverse channel for letters, and cabinets for logos. • Illumination is interior, backlit, or combination of both. This Master Sign Program request applies to all businesses in Rooney Ranch Area B except for the Big O Tire Center and McDonald's Restaurant (Attachment 4, Map). A Sign Criteria for Big 0 Tire was approved in 2009. McDonald's Restaurant was granted a PAD Exemption and Master Sign Program approval in 2009. TOWN OF ORO VALLEY CONCEPTUAL DESIGN REVIEW BOARD Page 2 of 6 BACKGROUND: Approvals to Date • 2010: Town Council approved Final Plat for Rooney Ranch Area B, Lots 1-6 • 2009: Town Council approved a Master Sign Program and PAD Exemption for McDonald's Restaurant. • 2005: Town Council approved Sign Criteria for Big 0 Tire Center. • 1998: Town Council approved Rooney Ranch Parcel B Sign Guidelines. • 1990: Town Council approved Rooney Ranch Oro Valley Center PAD. Previous Sign Approvals in Rooney Ranch Area B Big 0 Tire Center: • Separate Sign Criteria for this commercial center was approved in 2005. • Signage includes monument sign, wall signs, and double-faced freestanding signs. • Design incorporates copper patina. • Development is not part of the Rooney Ranch plat McDonald's Restaurant: • Business has a previously approved PAD Exemption and Master Sign Program. • Signage includes wall, directional, and menu signs. • Wall signs are white halo-illuminated and non-illuminated. • Design does not incorporate copper patina. Bank of America: • This business was the first to be developed at the site • Bank has two monument signs approved through a sign package. • Design incorporates copper patina. DISCUSSION: Staff prepared a table that compares existing Rooney Ranch Area B Sign Guidelines, proposed Master Sign Program standards, and Zoning Code standards (Attachment 5.) Zoning Code Section 28.2.B.4. notes that review of Sign Criteria/Master Sign Programs shall be guided by the following: • a. Overall character of the entire development, including landscaping, architecture, topography, uses and design. The Rooney Ranch Area B center is comprised of a mix of restaurant, shopping, and service uses. The current Sign Guidelines utilize copper patina for sign letters. Staff concur that the copper patina style is outdated. A more vibrant text style would enhance signage effectiveness by more clearly identifying the Center's individual businesses. In addition, the proposal to add a second monument sign on Oracle Road would communicate the identity of the Center's businesses to vehicular passengers traveling at higher speeds. TOWN OF ORO VALLEY CONCEPTUAL DESIGN REVIEW BOARD Page 3 of 6 • b. Compliance with the criteria specified in Addendum A Design Guidelines and the purpose statements of Chapter 28 of the OVZCR Signs. The proposed MSP incorporates only those sign types allowed by the Zoning Code. The Zoning Code does not permit iridescent colors: the color "Light Lemon Yellow" is iridescent and should be removed from the approved color palette. A condition is added to Attachment 1. • c. Any other applicable information that may be useful in the overall presentation of the proposed criteria for the development. The proposed MSP expands the range of allowed sign area, and significantly expands color choices for signs and illumination beyond what is permitted by the Rooney Ranch Area B Sign Guidelines. The MSP document should clarify which lots are included in this request. A condition has been added to Attachment 1. In the map on page B-5 of the MSP, the Sports Authority is depicted as a "Major" Tenant; however, the table of proposed Sign Guidelines on page B-6 does not include a category for Major. A condition to address this has been added to Attachment 1. On page 7, the phrase that begins "Tenants with trademarked copy. . ." does not reference the maximum logo allowance. The phrase "within the permitted size logo allowances" should be added to the end of the sentence. A condition is added to Attachment 1. The existing Sign Guidelines and proposed MSP describe allowed sign area as: "sf per building façade." The Zoning Code uses the verbage: "square foot of sign for each linear foot of building frontage." The descriptions of all proposed sign area allowances in the MSP should be revised to be consistent with the OVZCR. A condition is added to Attachment 1. Section 28 Purpose Statements b. Provide for an effective form of communication while preserving the scenic beauty of the desert environment. Ensure that the signage is clear; compatible with the adjacent architecture and neighborhoods; and provides the essential identity of, and direction to, facilities in the community. Currently there is no signage on the rear of the anchor tenant and minor tenant buildings. There is no provision in the MSP to limit such signage on the rear of the buildings. A statement noting that signage will not be allowed on the rear of the anchor and minor tenant buildings should be incorporated into the MSP. A condition is added to Attachment 1. d. Promote the effectiveness of signs by preventing sign over-concentration, improper placement, excessive clutter size and number. Attachment 5 notes that in the MSP, wall signs are permitted on three elevations of pad buildings. This may result in excessive number of signs on pad buildings. The Zoning Code requires that no more than two elevations of a pad building may contain wall signs; if a single tenant occupies a pad, three are permitted. A condition to incorporate the Zoning Code provisions for number of wall signs on pad buildings has been added to Attachment 1. Similarly, the MSP does not address the quantity of wall signs for Anchor or Minor Tenants. The requirements for number of signs should be consistent with the Zoning Code. TOWN OF ORO VALLEY CONCEPTUAL DESIGN REVIEW BOARD Page 4 of 6 Conceptual Site Design Principles • Signs: sign colors, design and placement shall be complementary and integral to the project's architectural and site design themes. The Rooney Ranch Area B is an existing commercial Center. The Center's architecture incorporates some general mission style elements, but does not have a well-defined theme. The color palette is light earth tones with subtle green details. The applicant notes that the building color may be updated sometime in the near future. The proposed MSP introduces a wide range of new colors that may be used for sign text, whereas previously copper patina was required for sign text for all businesses except major tenants. This proposed color range is nearly consistent with the color palette that was approved for the Oro Valley Marketplace. However, this proposed palette includes also includes nine colors that were prohibited from the Oro Valley Marketplace palette: Vivid Rose, Rose Mauve, Cardinal Red, Red, Tangerine, Kumquat Orange, Light Lemon Yellow, Intense Magenta, and Pink. These nine colors include multiple shades of red and orange, and pink tones. By eliminating these colors, the color palette will be toned down and more complementary to the Center's design. These nine colors should be removed from the final palette; however, if the orange shade used for Home Depot's trademark sign text is included in the group of nine colors, that shade should be retained in the color palette for use by Home Depot only. The A condition is added to Attachment 1. The proposed MSP is reviewed in detail in Attachment 5. In some instances, sign area and maximum logo area is increased from the current PAD Sign Guidelines. The request to increase sign and logo area for minor tenants and pad buildings does not seem justified unless such businesses are more than 300 feet from the road; a modest increase to 12-14 square feet is more complementary to the project design. A substantial increase in sign and logo area should not be necessary to attract attention to the Center's businesses because the new, vibrant, sign colors will help to identify the businesses. The MSP introduces a wide new array of sign colors which may also be illuminated, whereas the existing illumination is white only. In the PAD Sign Guidelines, only white halo-illuminated text and internally illuminated logos are allowed. In the recent sign code update, illumination in all colors is permitted, and the MSP incorporates that provision. In addition, two illumination methods are permitted in the MSP: interior, backlit, or a combination of the two. The effect of the two combined lighting methods will result in more intense illumination. Oro Valley Marketplace is the only commercial area in the Town where the combination is currently allowed, and The Keg is the only business at the Marketplace that utilizes this method. Addendum A Design Standards • Section 2.1.F.1. Project identification and sign elements shall incorporate architectural treatment and project unifying elements which are integrated with the overall design of the project in terms of style materials, color and theme. The MSP introduces a new design style for monument and directional signs. The design incorporates a dark brown color and Rooney Ranch logo, is compatible with the architecture and project design, and will enhance the Center's existing monument signs. • Section 2.1.F.14. Location and placement of building mounted signs shall be integrated into building architecture. Building signs shall be consistent in terms of materials and construction. TOWN OF ORO VALLEY CONCEPTUAL DESIGN REVIEW BOARD Page 5 of 6 The MSP notes that sign construction will be pan channel or reverse channel for letters, with maximum 8 inch deep cabinets for logos. New monuments and directional signs will use brushed aluminum face for sign copy. These materials and construction methods are consistent across sign types, so the above standard is met. PUBLIC NOTIFICATION AND COMMENT: All property owners were provided with notice of the meeting, and notice was posted at Town Hall and on the Town website. To date, no comments have been received. CONCLUSION/RECOMMENDATION: This request for a Master Sign Program will provide an opportunity for Rooney Ranch Area B businesses to utilize the updated provisions of the Zoning Code sign standards, and to propose modified standards in a Master Sign Program. The Town's new Design Standards will be utilized to review the Master Sign Program. If a new Master Sign Program for Area B is submitted and approved, businesses in the Center may choose to continue using their approved signs, but any new signs would need to comply with the Master Sign Program standards. Certain requested colors and increases in sign size and logo area are not consistent with Town Zoning Code standards. Staff recommends approval of this application with the conditions in Attachment 1. SUGGESTED MOTION: The CDRB may wish to consider one of the following suggested motions: I move to approve the Master Sign Program for Rooney Ranch Area B with the Conditions in Attachment 1, finding that: • The Master Sign Program meets the applicable Conceptual Site Design Principles. • The Master Sign Program meets the Chapter 29 Master Sign Program criteria. OR I move to deny the Conceptual Site Plan for LA Fitness, finding that: • The proposal does not meet the Conceptual Site Design Principles or Master Sign Program criteria, specifically . This Master Sign Program shall not become effective until the proposed PAD Exemption for Rooney Ranch Area B is approved. 2. The MSP document shall be revised to include the following: a. Include parcel numbers for all lots that are included in the MSP. b. In the Building Color Legend on page B-5, the Minor and Tenant categories should be combined. c. A statement noting that signage will not be allowed on the rear of the anchor and minor tenant buildings. d. The map on page B-4 shall be revised to correctly indicate all business included in the MSP. 3. The color"Light Lemon Yellow" must be removed from the color palette. 4. The allowed sign area for Minor Tenants and pad buildings shall be revised to 1 square foot per linear foot of building frontage. If the building is more than 300 feet from the road, sign area is 1.5 square foot per linear foot of building frontage. 5. The MSP shall be revised to note: If a single tenant occupies a pad (freestanding building), there may be signs on 3 elevations; only 2 may be illuminated. If multiple tenants occupy a pad, no more than 2 elevations may contain a wall sign. 6. The MSP shall be revised to note for Anchor and Minor Tenants: only two elevations may have wall signs; if a single tenant occupies an end unit, there may be signs on three elevations, but not the rear. 7. The following nine colors must be removed from the color palette: Vivid Rose, Rose Mauve, Cardinal Red, Red, Tangerine, Kumquat Orange, Light Lemon Yellow, Intense Magenta, and Pink. If the orange shade used for Home Depot's trademark sign text is included in the group of colors above, that shade should be retained in the color palette for use by Home Depot only. 8. Sign standards for "Major" designation as noted on page B-4 must be included in the Sign Guidelines. 9. The reference in the MSP to temporary signs should be revised to state that prohibited sign types are defined by the Oro Valley Zoning Code Revised. 10. On page 7, the phrase "within the permitted logo size allowances" shall be added to follow the phrase: "Tenants with trademarked copy and/or logos shall be permitted to utilize any vinyl or acrylic color(s) necessary to duplicate the trademark and are not subject to limitations or restrictions to the color palette." 11. Based on the Oro Valley Zoning Code (OVZC), Chapter 28 and the Town's Design Standards Addendum A, for signage, the Master Sign Program will provide for signage that will vary throughout the development and will permit national and specialty retailers to identify their business utilizing recognized trademarks, logos, and color palettes. The Master Sign program will establish design guidelines for all tenants to follow. It will also establish a hierarchy of freestanding signs that will be used as an effective wayfinding system. All freestanding signs will follow a thematic design integrating the current elements of existing freestanding architectural elements into future freestanding signs as the center is brought up to date. The objective of the Master Sign Program is to create guidelines that will enable Rooney Ranch to update the current signage away from the Copper Patina that was required in the past and to be able to utilize some of the more modern methods and materials that are available. This will enable the signage to become a unique and integrated component of the development, to maintain an attractive and appealing environment consistent with the Oro Valley community. To continue to provide the services to the residents of the Town of Oro Valley in a way that is harmonious with other retail centers in the surrounding area. We would also like to make note of the fact that plans are being made for a re-paint of Rooney Ranch property some time in the near future. The designs and the colors that have been used in the Master Sign program for the freestanding signs will be incorporated into the building architecture in order to keep a consistent theme throughout Rooney Ranch. Based on the Oro Valley Zoning Code (OVZC), Chapter 28 and the Town's Design Standards Addendum A, for signage, the Master Sign Program will provide for signage that will vary throughout the development and will permit national and specialty retailers to identify their business utilizing recognized trademarks, logos, and color palettes. The Master Sign program will establish design guidelines for all tenants to follow. It will also establish a hierarchy of freestanding signs that will be used as an effective wayfinding system. All freestanding signs will follow a thematic design integrating the current elements of existing freestanding architectural elements into future freestanding signs as the center is brought up to date. The objective of the Master Sign Program is to create guidelines that will enable Rooney Ranch to update the current signage away from the Copper Patina that was required in the past and to be able to utilize some of the more modern methods and materials that are available. This will enable the signage to become a unique and integrated component of the development, to maintain an attractive and appealing environment consistent with the Oro Valley community. To continue to provide the services to the residents of the Town of Oro Valley in a way that is harmonious with other retail centers in the surrounding area. We would also like to make note of the fact that plans are being made for a re-paint of Rooney Ranch property some time in the near future. The designs and the colors that have been used in the Master Sign program for the freestanding signs will be incorporated into the building architecture in order to keep a consistent theme throughout Rooney Ranch.
