All signage, both interior and exterior facade, shall confirm completely to the Oro Valley Zoning Code Revised (OVZCR). Tenant shall submit to W.V,L.C., an Arizona limited liability company ("Landlord") or Landlord's designated representative, prior to the permitting and construction, tenant's proposed signage for the leased premises. Landlord will respond within five (5) working days of Landlord's authorization to proceed or requested modifications to the proposed signage. Landlord retains the right to request modifications to tenant's signage submittal to maintain the architectural integrity of the project. 2. In accordance with the Town of Oro Valley's criteria, all signage must not exceed one (1) square foot of signage for every linear foot of frontage of the leased premises. All proposed signs must be individual, acrylic or metal formed letters (LED illumination) not to exceed 24 inches in height. All letters shall be pained color's that have been approved by Landlord, which approval will not be unreasonably withheld, similar to the surrounding commercial projects. Corporate tenant logs may be considered by Landlord subject to architectural integrity and the Town of Oro Valley approval. 3. All proposed signs must meet all local, state and national electrical codes and be constructed by a licensed and insured sign manufacturer/installer. 4. All maintenance and repairs of the approved signage will be solely at tenant's expense during the term of the lease and any future extensions or expansions. 5. Any illuminated signs shall be illuminated daily during hours to be set by Landlord to promote visibility of the project. Such policies, however, shall be in compliance at all times with the Town of Oro Valley. 6. Tenant agrees that it shall conform at all times with the requirements of the Town of Oro Valley and in the event that a citation or request for alteration is required, to comply within thirty(30) days of issuance by the Town of Oro Valley. 7. Tenant acknowledges that A-Frame signs will be prohibited. If this policy is violated, Landlord shall remove said unapproved signage immediately and at tenant's expense. 1 4 8. Window signage must be previously approved by Landlord and must be in accordance with the Town of Oro Valley's criteria. EXISTING SIGNS: American Family Insurance (bldg 200), Farmers Insurance, Rembrant Photography&Ridge View Plaza (bldg 190) are existing and Grandfathered until changed. 2. GENERAL REQUIREMENTS: A.All signs shall be constructed according this criteria. B.All signs require landlords approval prior to submitting to Town of Oro Valley (TOV) for permits. C. Tenant shall obtain approved sign permits from TOV before fabrication. At least three color copies showing details of location, size, layout, design and color of all proposed sign are required with sign application. D. Fonts are open upon approval of Landlord. E. Tenants without frontage on west elevation shall be allowed to have a sign in a position as close as possible to their leased frontage and be approved by the Landlord. 3. SPECIFIC DESIGN AND CONSTRUCTION CRITERIA: A. No illuminated sign allowed. B.All sign letters/logos shall be constructed of"Formed Plastic" or "Flat Cut Out" acrylic or aluminum and use approved color palette. C. LETTER/SIGN HEIGHT: Building 200 & south half of building 190 - either one or two lines shall not exceed 24" (height of sign band). Building 180 and north half of building 190 - maximum height of either one or two line not to exceed 36". D.Approved logos not to exceed 40% of sign. E. Signs allowed only on west and south elevations. F. Entry Tenant Directories: Black vinyl lettering to match existing. 4. Monument/Free standing signs. There are four free standing signs currently in development. Sign for building 190 is only sign that allows changing of Tenant Panels. Tenant panels to be white acrylic and vinyl lettering to meet color pallet. 5. MISCELLANEOUS REQUIREMENTS: 1. Front door lettering shall be not exceed 2" in height. Tenant name, hours and emergency phone number. Employee entrance doors may have name of tenant and state "EMPLOYEE ENTRANCE ONLY" 2. SUMMARY: The Conceptual Design Review Board (CDRB) is required to review Sign Criterias for final approval. A sign criteria is a set of proposed sign standards for a development that complies with the provisions of the Zoning Code and Addendum A, Design Standards. The intent of a Sign Criteria is to ensure that all signage within a multi-tenant development is consistent in terms of design, color and illumination. The subject property is commercially zoned C-2 and consists of three (3) parcels. • Each parcel has one building with shared parking and access. • Business office is the primary use of each of the three buildings. The proposed sign criteria is requested by the sole property owner of all three parcels. This property does not have an existing sign criteria and one is required for a multi tenant development prior to issuance of a sign permit. The applicant proposes a sign criteria with a choice of eight (8) colors and to allow future changes to their existing monument signs. BACKGROUND: Site Conditions • The entire plaza is a combined 2.8 acre site with shared entrances and parking for each parcel. • Surrounding land uses include: o West: Goodyear Tire Store, Famous Sam's Restaurant and Bar, Linaker Dental o North: Verde Catalina Townhomes o East: Property belonging to Sister's of the Immaculate Heart o South: Magee Road and Plaza Escondido Proposal • Providing a selection of (8) colors for use on wall sign letters and the letters on the existing monument signs. • Allowing tenant panels to be added to existing monument signs. Process Section 21.5.B of the Zoning Code provides that a Sign Criteria shall be reviewed and must be approved by the CDRB prior to the issuance of a permit. The standards proposed in the revised sign criteria will regulate all allowable signs for this site. Previous Project Approvals • Development plans approved by Pima County in the mid to late 1990's • 2003 Property was annexed into the Town 1 1 TOWN OF ORO VALLEY CONCEPTUAL DESIGN REVIEW BOARD Page 2 of 3 ZONING CODE COMPLIANCE • Zoning Code Section 28.3.C.1, Various sign colors are permitted, except for fluorescent or iridescent colors. The proposed Sign Criteria does not contain fluorescent or iridescent colors. • Zoning Code 28.2.8.4.a, Review of a Sign Criteria shall be guided by the overall character of the entire development, including landscaping, architecture, topography, uses, and design. The property is zoned C-2 and the primary use of this development has been general office use. The applicant has limited the location of wall signs to the west and south elevations only. This would not allow signs to face the adjacent residentially zoned property on the north and east. No illumination is proposed for all wall and monument signs. ANALYSIS OF CONCEPTUAL DESIGN REVIEW PRINCIPLES AND DESIGN STANDARDS Conceptual Site Design Principles The following Design Principles are notable for this application: • Zoning Code 22.9.D.5.b.iv, Sign colors, design and placement shall be complementary and integral to the project's architectural and site design themes. The buidlings are finished in stucco painted beige earthtones with gray and soft green accents and a combination of red/orange clay tile roofs and parapet walls. Two of the buildings have tower features with matching clay roofs and the third building has Spanish style bell towers painted in a darker accent color. See photos attachment 4. Each building in the Ridge View Plaza appears to have been designed to provide a sutiable area for wall signs. Occupants of the east side tenant spaces may not have frontage on the west and/or south elevations. Where businesses do not possess individual frontages, each may maintain an individual sign; however, the maximum wall sign square footage shall not be exceeded. Addendum A Design Standards The following Design Standards are notable for this application: • Section 2.1.F.2, Project identification and sign elements shall incorporate architectural treatment and project unifying elements which are integrated with the overall design of the project in terms of style, materials, color and theme. The existing monuments signs have been designed to match the buildings design with stucco, painted to match the buidlings, the popout effect around the text and faux bell tower elements. The applicant does not propose to change the design of the monument signs but to have the option to add tenant panels with colored text onto the exsiting signs if needed. Current text on the signs is black except for one panel which is a faded maroon color. • Section 2.1.F. 4. Location and placement of building mounted signs shall be integrated into building architecture. Building signs shall be consistent in terms of materials and construction Among all three buildings only four wall signs are being used. Three of the signs are a black/dark bronze in color with a reverse pan channel letter style in acrylic or plastic. The fourth wall sign uses flat cut out red letters and a multi colored logo. Small non-illuminated pedestrian tenant directory signs mounted on the • TOWN OF ORO VALLEY CONCEPTUAL DESIGN REVIEW BOARD Page 3 of 3 wall of each building near the main entrance have been the primary source of wall signage for this development. • Section 2.1.F.5. As feasible, sign colors shall utilize the project color palette approved as part of the Conceptual Design for the project. This project was not reviewed or approved by Oro Valley but developed while under Pima County's jurisdiction. Colors of the buildings range from soft green to terra cotta and shades of beige earth tones. The proposed sign color palette includes red, yellow, orange and royal blue along with contrasting black, dark blue, green and white. CONCLUSION/RECOMMENDATION: The CDRB should closely consider the design standards, highlighted herein, in evaluating the proposed sign criteria. The criteria should not be approved unless the board finds compliance of these standards. SUGGESTED MOTION: The CDRB may wish to consider one of the following suggested motions: I move to approve OV311-007, a sign criteria for the three parcels included in the Ridge View Plaza, based on the following findings that the proposed Sign Criteria is in conformance with the applicable Zoning Code and Design Standards and Principles Subject to the conditions in Attachment 1 (with the following modifications .)
