Craycroft Tucson, AZ 85711 Re: First Review: DC Oracle, LLC (Dome Building) Sign Criteria, located at 8444 N. Oracle Road, OV311-008. Dear Sir or Madam, Thank you for submitting the sign criteria for the "Dome Building". Based on a formal review, staff offers the following comments which are intended to assist you in preparing a resubmittal for Conceptual Design Review Board (CDRB) review: 1. The location map submitted is too specific for a sign criteria. The submitted map labels signs A, B and C. That is the type of site plan submitted for a sign permit. A sign criteria map should only show the location of the development and location of future or existing wall and freestanding signs. 2. Provide name of the development and the address. 3. Fill in the blank lines on the sign criteria document. 4. Please add examples of permitted materials (e.g. metal (aluminum), plastic, wood, etc.) for signs. The term, "all signs shall be made of durable..." is not specific enough. 5. Provide additional detail regarding the type of signs, colors and illumination that can be used on the site. The graphics submitted are something that would be submitted for a specific permit but are only useful as supplementary graphics to the text of the sign criteria. A sign criteria and its graphics should be written to accommodate tenants today and in the future. The submitted graphics have some discrepancies in the colors. Purple is shown under "color specifications" but other colors are shown under "color palette". 6. Please include the following details in the sign criteria: Wall Signs a. Quantity: How many wall signs can a tenant have? b. Address each building group of the development. Will the building in the back ever have a tenant with signs? For example, a tenant in the rear portions of the main building may want signage on the front of the building. Define whether that would be allowed and, if so, how. Page 1 of 3 c. Type of sign: Use this section to specifically address the allowed or prohibit types of signs (e.g. reverse pan channel, pan channel, cabinet, etc.) d. Area of Sign: List the size allowances. This section should define the maximum sizes of the overall sign, letter heights, number of lines or other size restrictions specific to your development. e. Address the use of logos and size allowances. Define if a logo allowance will be a percentage of the proposed sign or of the allowed sign area. f. Location: Define where you want tenants to place signs. This site may what to consider prohibiting signs on the south elevations facing the residential neighbors. g. Illumination: Define the type and colors allowed. Will day/night plex be allowed? What is the intended color of the sign at night? h. Time of illumination turn off should be per current Zoning Code. i. List the colors of the signs. List each component of the sign i.e. faces, returns, trim cap, etc. Indentify colors with name and number of the color. j. Will raceways be allowed? 7. The code allows many types of freestanding signs such as monument, directional, directory, entry way and pedestrian tenant directory. You may wish to address these specific types of signs in this submittal. You may wish to consider wall plaques as a permitted sign type. 8. Please review each type of allowed permanent sign and provide the following details for each type of sign: a. Quantity b. Area c. Height d. Location e. Illumination f. Colors and materials g. List any sign types that you wish to be excluded a certain sign type. Omitting a sign type without specifically prohibiting the sign could be viewed as allowing the sign under the Town's Zoning Code allowances. 9. Window Signs: All window signs shall conform to the standards set forth in Chapter 28 of the Zoning Code. 10. Temporary signs shall be per the Oro Valley Zoning Code. 11. Provide a color sample, including name of color and color ID numbers, for all allowed colors and materials. Please resubmit three (3) copies of the revised sign criteria with the above and attached corrections. The sign criteria will be place on the next available Conceptual Design Review Board (CDRB) agenda if the aforementioned issues have been substantially addressed. Please feel free to contact me if I can be of assistance. Attachments: 8444 N Oracle Sign Criteria.doc Doug, I reviewed the submitted sign criteria and had some corrections and suggestions. As we spoke about last week I reformatted the document for easier reading. I grouped sign type into one section, illumination into another and so on. The areas where I corrected or added text are highlighted in red. Most of the changes in red are to bring the criteria to code such as: • Removed cabinet wall signs. • Removed wood wall signs. • Changed white panels on monument to light beige. White panels aren't allowed by code. • Added some details about the monument. All code standards. • You will need to review the revised criteria with your owner and make sure it is okay. • Change the monument panels from white to light beige (if that's the color you want to use) • Submit a color palette matching the colors you defined. • Define"text boxes". You used that term in the wall sign type. Is that the common term? Do you have an example of text boxes? I will need this sign criteria returned along with the items/changes listed above no later than Tuesday October 23rd in order to place this on the November 13th meeting. OV311~008 SUMMARY: The applicant has submitted the proposed Sign Criteria to establish sign standards for permanent vvaU, monument and directional signs for this multi-tenant property, The Conceptual Design Review Board (CDRB) reviews Sign Criteria for final approval, unless a decision is appealed to Town Council. A Sign Criteria is a set of proposed sign standards for a development that complies with the provisions of the Zoning Code and Addendum A. Design Standards. The intent of o Sign Criteria is to ensure that all oignmge within a multi-tenant development is consistent in terms of deaign, color and Illumination. BACKGROUND: Site Conditions The subject property is a single parcel- oornrnon|y know as the Dome Bui|d\ng, with two (2) buildings zoned R- 8 Multi-Family Residential District. The R'G zoning oUovva business and professional office uses. * The property is e 17 aona site with a single entrance from [)rmde Road shared with the northern parcel. * Both buildings were built in 1971 and were annexed into the Town in 1990. Land Use West R4 Townhouse Residential Casitas Del Oro Norte Townhouses (across Oracle Road-) North R6 Multi-Family Residential Rancho Catalina Offices (home of the Teen Challencie offices East Rl-36 Single Family Rancho Catalina subdivision Residential South /uw'xponeu Proposal w Provides for one (1) monument sign and one (1) directional sign . * Establishes seven (7) colors for use on vvaU signs and the monument sign. Process | Section 21.5.13 of the Zoning Code provides that e Sign Criteria shall be reviewed and must be approved by the COF<B prior to the issuance of o permit. The abandonja proposed in the revised sign criteria will regulate all allowable signs for this site. r TOWN OF ORO VALLEY CONCEPTUAL DESIGN REVIEW BOARD Paqe 2 of 3 Previous Project Approvals • The Orthodontic wall sign as shown on Attachment 3 was temporarily allowed to be installed in 2011 with the agreement that the sign may permanently remain only after a Sign Criteria allowing the installed colors was approved. • The Sign Criteria indicates that the landlord has the authority to make modifications to the criteria at any time. This is not a permissible statement as the CDRB has to approve any changes to Sign Criteria. A condition has been included on Attachment 1 which requires removal of this statement from the Sign Criteria. ZONING CODE COMPLIANCE • Zoning Code Section 28.3.C.1, Various sign colors are permitted, except for fluorescent or iridescent colors. The proposed Sign Criteria consists of seven (7) colors and does not contain fluorescent or iridescent colors. The Criteria also allows tenants to use their corporate or trademarked colors. The proposed Sign Criteria is consistent with this standard. • Zoning Code 28.2.8.4.a, Review of a Sign Criteria shall be guided by the overall character of the entire development, including landscaping. architecture, topography, uses, and design. The building has an historic appearance with the Spanish style aged slump block, red tile window awnings and antique bronze metallic colored dome. This property, which is an office use, abuts residential neighborhoods on two sides of the property and an office building on the north side with frontage on Oracle Road. Monument and directory sign design is consistent with design character of the project. ANALYSIS OF CONCEPTUAL DESIGN REVIEW PRINCIPLES AND DESIGN STANDARDS Conceptual Site Design Principles The following Design Principles are notable for this application: • Zoning Code 22.9.D.5.b.iv, Sign colors, design and placement shall be complementary and integral to the project's architectural and site design themes. The proposed bronze (duranodic) and black colors will compliment the dark bronze features of the building. The other five proposed colors will allow for contrasting colors to help clearly identify the tenants. Addendum A Design Standards The following Design Standards are notable for this application: • Section 2.1.F.2, Project identification and sign elements shall incorporate architectural treatment and project unifying elements which are integrated with the overall design of the project in terms of style, materials, color and theme. ' . x ` ` TOWN OF ORO VALLEY CONCEPTUAL DESIGN-REVIEW BOARD Page 3 of 3 The proposed rnonunnerd sign will use the existing red o|urnp block base which blends with both buildings and has designed o cabinet to blend with the building colors and mimic the donne feature. The Sign Criteria submitted by the applicant establishes an integrated design theme for bui|ding, monument and directional signs. w Section 2.1.F. 4. Location and placement of building mounted signs shall be /n/eQoeAed into building architecture. Building signs shall be consistent i/ terms of materials and construction The front (west) elevation of the main building has m beige stucco sign bond at the top of the parapet wall. This banding provides an ideal location for building signs The applicant has limited the location of vvoU signs to the north and west elevations of both buildings. Signs facing the east and south residential neighborhoods will be prohibited. * Section 2./.F.5. As feasible, sign colors shall utilize the project color palette approved as part of the Conceptual Design for the project. The red o|urnp block and heavy timber lintels and window shade elements are part of the building's original construction from 1971. The beige stucco and dark hirn window and door thrn was pad of an exterior remodel approved by [)RB in 2008. Some of the proposed oo|mro blend with the colors on the building and others provide contrast. CONCLUSION/RECOMMENDATION: The CORB should closely consider the design mtandarda, highlighted herein, /n evaluating the proposed sign criteria, The criteria should be approved if the board finds compliance with these standards. SUGGESTED MOTION: The CDRB may wish to consider one of the following suggested rnctiono- | move to approve [}V31 1-OO8. e Sign Criteria for Hacienda BeUa, based on the finding that the proposed Sign Chterio, as oonditioned, is in conformance with the applicable Zoning Code and Design Standards and Princip|es, subject to the conditions in Attachment 1 (with the following modifications ) DR I move to deny the sign criteria for Hacienda Be|}e` based on the finding that the proposal does not meet the Design Principles and Standards. specifically Attachments: 1. Attachments: Hacienda Bella aka Dome Building Nov 2012.doc Doug, I added the conditions to the sign criteria and stamped it approved this morning. See attached. You don't need to do anything else. Timers: Well timers are preferred. That's usually the only way a sign is going to turn off at 11:00pm because most businesses are not open. If you have a client that thinks they can remember to turn it off when they leave then they should give you something in writing so you can give it to us. We actually enforce the off time for signs. Businesses do get violation letters and eventually fines if they don't take care of it. Hi Patty! Thanks again for all you help! I really appreciate it! So I'm assuming that I am now to make the changes that were outlined and re-submit for approval? Also, quick question... are timers mandatory? or not required as long as the lights are on/off as defined under code? Let me know! Thanks! -Doug Douglas J.
