Signs for businesses located within a Commercial and/or Industrial District, Complex or
buildings designed for multiple occupancy shall be coordinated so that a consistent design theme
is established and maintained. A Sign Criteria shall be written to reflect the general sign
regulations as written in the Oro Valley Zoning Code Revised, Chapter 28, Signs. Application
for a Sign Criteria shall require the approval of the Conceptual Design Review Board prior to
the issuance of any sign permits. A checklist of requirements for submittal is attached along with
the required fees.

sign criteria and shall be consistent with the Sign Code of Pima County.
C. Sign permits must be obtained,by tenant or its agent,prior to installation of signage.
D. No labels shall be permitted on the exposed surface of signs except those required by local
ordinances.Those required must be installed in an inconspicuous location.
E. Each tenant shall,at its own expense,provide and maintain its own identification in
accordance with specifications noted herein.
III. SIGN TYPES PERMITTED:
A. WALL SIGNS:
1. A sign fascialias been provided for each tenant above the storefront lease line.Each ---{Deleted:will be

sign area per every one(1)foot of linear building frontage.
6. Raceways will be required for the building at the North end of the development for

color of the building and/or façade to which it is attached.No raceway shall exceed more
than 8"in depth.
7. All construction of signage within this development shall utilize aluminum.
8. Logos and/or logo cabinets are limited to ten(10)square feet on the North,multi-tenant
building only.

signage policies of the Landlord Center,the Town of Oro Valley and Pima County.Further,the
purpose is to assure a standard conformance for the design, size,fabrication techniques and
materials for signage of the projeet Center and for tenant identification.
II. GENERAL REQUIREMENTS
A. Each tenant/Landlord/Owner will be supplied a copy of the sign criteria pfier-te-lease
agreement.
B. Each tenant sign shall be designed fabricated and installed in accordance with this criteria and
shall be consistent with the Sign Code of Pima County.
C. Sign permits must be obtained,by tenant or its agent,prior to installation of signage.
D. No labels shall be permitted on the exposed surface of signs except those required by local
ordinances. Those required must be installed in an inconspicuous location.
E. Each tenant shall,at its own expense,provide and maintain its own identification in
accordance with specifications noted herein.

attachment.

match the architecture on site.
4. The middle freestanding car wash sign shall be pan acrylic face,back painted with
custom match pantone True Red,Pantone 2880C Blue and 123 Yellow. The cabinet
for the monument sign will match Matthews Black Anodic 41-335.
5. All logos shall utilize any color available within the approved color palette.

Zoning review for the above referenced project has been completed. This letter reflects
comments to be addressed. Please make the following corrections:
• Expand the title of the sign criteria to better identify the area. The full legal name of the development is Capin Car
Care Center and affected addresses are 8125,8175 and 8195 N.Oracle Road.
• Provide a smaller map of the affected areas including the buildings on either side of the car wash. An 8 I/2"x 11"
or 11"x 17"fits better into the documents. Staff can locate a copy of the development plan if you like.
• Provide a letter or other documentation stating you have contacted the other building owners or landlords about
these proposed changes. The letter from National Retail Properties refers to the car wash property only and not the
other buildings.
• The submitted sign criteria is a revised copy of the original. It is difficult to determine what are new changes
without doing a word for word comparison of the old and new document. Submitting the document with strike
outs of old text and italicizes or bolded new text would present a clearer document.
• Section III.A.2: the word fluorescent should be removed. This was probably an error and wasn't caught on the
original document. Fluorescent illumination is an odd statement.
• Section III.A.3: Add and`s'to letter.
• Section III.B.:
• Sections 1 and 2 should be removed. This section is referring to wall sign colors. A simple statement
about all wall signs shall use colors in the attached color palette is more affective and doesn't restrict
colors to a brand name. The other buildings have other tenants that will want to use colors from the
palette. Ensure Mobile's colors are on the color palette.
• Section 3: This sections needs to call out specifics about the colors and materials you will want for the
freestanding signs. Keeping the old text and adding a statement referring to another document isn't clear.
Please detail each component of the sign.
• Section 4: Allows logos to use only the color palette. Businesses will want to use their corporate logos.
• Section III.C.1:
• The ten foot setback is no longer required.
• This sections currently requires each freestanding sign to have the name of the plaza. Is this something
you want to continue?
• The freestanding sign illustration still shows the Capin references. Is this something you want to continue?
• Please add a revision date to the new color palette. Indicate which colors are new and which were previously
approved.
• The specific sign details are not needed for a criteria. Those are for building permits only.
• The red canopy changes are an architectural change to the development. The architectural changes are reviewed as
a separate case. Although the same CDRB reviews the architecture, a separate submittal is required. See attached
information.
Unfortunately this case cannot go to the June 2012 CDRB meeting. The deadlines for submitting to that meeting cannot be
met. The next meeting is July 10, 2012. Please resubmit the corrected sign criteria no later than noon June 22, 2012 in
order to stay on track for the July 10th meeting.

• Using strike troughs and bold letters make a clearer document to read. The markup tracking format submitted isn't easy
to follow and includes a lot of unnecessary formatting and grammar notes that make the document look messy.
An example of a preferred format is:
The wall signs must have bFight--pifik pale blue letters with blue red illumination.
This paragraph now reads this way with the newtext in bold.
• After the board meeting and if the document is approved as revised,we will need a final clean copy of just the approved
text without strike through and bolded letters.
• Thank you for submitting a letter stating you have contacted the tenants of the adjacent buildings but have you contacted
the owners or landlords?
Corrections:
Section I: Change the word criterion back to criteria.
Section III,A,5: change 4.5 sq ft back to 1.5.
• Section III,B:
o Renumber this area. You have two number is and two number 2s.
o The first number 1: Remove the word"Mister"and just refer to the car wash. This sign criteria isn't business
specific. This creates problems later if you change your name or sell to someone else.
o The first number 2: This area doesn't clearly identify the middle freestanding sign and is too business specific.
Start the paragraph with something that reads;The middle freestanding car wash sign..Etc. Also I am not
familiar with the terms"pan acrylic face"and"back painted". Please explain those terms or check if they are
correct.
o Second number 1: This is a full description of the actual sign to be installed on the wall for Mister Car Wash.
Again,too business specific. This section is titled color palette requirements and should keep to that subject.
Previously in section I a pan channel,internally illuminated wall sign with 5"returns is allowed. This
description of the main Mister Car Wash sign with internally illuminated letters with 4.5"returns is already
allowed in section I. The only difference I see is the"swoosh and wall mount". Check with you sign company
about adding that type of description to section III.A wall sign details. Maybe allow a deeper about of returns
when layered up to 8". The colors listed will already be allowed in the proposed color palette. No need to
repeat.
Section III.C.Freestanding signs:
o Line 2: remove"Mister"and leave only reference to the car wash.
o What about the fuel sign. Is shell okay with eliminated their sign space. Do they legally have to post their gas
prices on a sign? Please check.
Sections III.D,E&F:
o Reinsert the references to Pima County. Those must be left in.

Wow, the new criteria is wonderful. Thank you, the format is great!
I did make a few changes mostly things like removing the 4.5 number all together because
that wasn't a change from old to new it was a correction from recent versions.
I did make one change that I want your approval on. Section III.B.4, I removed the colors
and just referred the colors to the color palette. It makes it more flexible for you
instead of locking into red, blue and yellow. You can choose some of the other colors in
case your company does a logo or sign change in the future. Let me know if you're okay
with that.
I reviewed your first sign permit submittal with the new revised criteria. Basically
pretending like I was trying to issue a permit based on the criteria vs. the submitted
sign permit. Everything worked well except for one set of signs. The cabinet signs over
the northern car wash entry area (full service, express,etc. ) . The criteria allows
cabinet signs for logos only. Those aren't logos. Our code doesn't allow for cabinet
signs like those and I couldn't find anything in Pima County's code that allowed them
either.
Nothing can be done at this point unless Bob with Sign Magic knows of a Pima Country trick
for those signs! Bob?
Individual pan channel letters would be allowed.
So there really aren't any more changes needed on the criteria but I wanted to let you
know about those cabinet signs and you may have to rework those when it comes time to get
a permit for those.
Thanks and I'll be working on my staff report and presentation. I'll email you a copy of
everything so you know what the board members received.

SUBJECT: Sign Criteria revision for the Capin Car Care Center, located at the northwest corner of Oracle
Road and Cool Drive, OV312-004.
SUMMARY:
The Conceptual Design Review Board (CDRB) is required to review Sign Criteria Amendments for final
approval. The intent of a Sign Criteria is to ensure that all signage within a multi-tenant development is
consistent in terms of design, color, illumination and other elements.
The subject property is a commercial property zoned C-2 and consists of three (3) parcels.
• The first parcel contains the Discount Tire store.
• The second or middle parcel is the location of the former Capin Car wash recently changed to Mister
Car Wash.
• The third parcel contains a multi-tenant building which includes J. Marinara's Restaurant, Enterprise
Car Rental and Sandalwood Spa.
This sign criteria revision is requested by Mister Car Wash, the new occupant and owner of the car wash. The
applicant proposes to introduce ten new colors into the previously approved color palate which would be
available to all wall signs and the center freestanding sign. Also the revision includes an increase in wall sign
depth. The applicant has spoken to the tenants of adjacent buildings and the Town mailed public notices to the
owners of each parcel.
BACKGROUND:
Site Conditions
• The center is a 4.42 acre site with shared entrances and parking for all three parcels.
• There are currently no vacancies in this development.
• Surrounding land uses include: Saddle Ridge apartments, Sundown Village apartments, Quick
Cash/Just Brakes and across Oracle Road, Verde Catalina Townhomes and Chevron Gas station.
Proposed changes
• Revising the color palette to include nine new colors in addition to the approved sixteen colors.
• This revision would allow all the colors in the proposed color palette to be available for walls signs. The
building wall signs are currently limited to red.
• The existing center or middle freestanding sign will be allowed to use all colors from the proposed
palette.
• Changing the depth of the sign components from 5" to 8". The Zoning Code allows an 8" depth.
Process
Section 21.5.B of the Zoning Codes provides that a Sign Criteria shall be reviewed and must be approved by
the CDRB prior to the issuance of a permit. The standards proposed in the revised sign criteria will regulate all
allowable signs for this site.

Previous Project Approvals
• 2002 Development plan approved by Pima County
• 2003 Property was annexed into the Town by Ordinance 03-09
• 2003 Zoning translated from the County's CB2 to Oro Valley's C-2
• 2004 Sign criteria approved with conditions by the Town's Development Review Board (DRB)
• 2004 Sign criteria appealed by the applicant and approved by the Town Council
In 2004, the DRB reviewed and conditionally approved a sign criteria with conditions that eliminated red from
the color palate along with internally illuminated signs. The applicant filed an appeal of that decision to the
Town Council asking for the use of red and to allow internally illuminated signs. The Council approved the use
of red and internally illuminated signs as shown in the approved and current sign criteria (Attachment 2).
Zoning Code Compliance
Section 28.3.C of the Zoning Code provides that various sign colors are permitted, except for fluorescent or
iridescent colors.
The requested Sign Criteria does not contain any fluorescent or iridescent colors. It does contain yellow as
one of the proposed colors as well as two shades of red.
ANALYSIS OF CONCEPTUAL DESIGN REVIEW PRINCIPLES AND DESIGN STANDARDS
Conceptual Site Design Principles
The following Design Principle is notable for this application:
• Signs: sign colors, design and placement shall be complementary and integral to the project's
architectural and site design themes.
The Capin Car Care Plaza uses a combination of split face block and stuccoed walls with cornice details along
with pilasters and red clay tiled roofs. The colors are primarily beige earth tones with grey accents. The car wash
building itself has a domed roof painted in a soft green. The existing wall sign letters are red with a cabinet sign in
holly green and ivory for their logo. The proposed sign criteria revision would allow all of the proposed colors to be
used for the all wall signs and the center(middle)freestanding sign.
Addendum A Design Standards
The following Design Standard is notable for this application:
• Section 2.1.F.2, Project identification and sign elements shall incorporate architectural treatment and
project unifying elements which are integrated with the overall design of the project in terms of style,
materials, color and theme.

Sign criteria for the Capin Car Care Plaza
1. All existing permitted signs that do not comply to this Sign Criteria shall be permitted to remain.
Any change or modification to an existing sign shall require conformance to this Sign Criteria.
2. Only one color from the approved color palette can be used for all letters of a word for a business.
Different colored or multiple colored letters cannot be used for one word.

SIGN CRITERIA
INTRODUCTION:
The intent of this sign criteria is to establish and maintain guidelines consistent
with the signage policies of the Landlord, the Town of Oro Valley and Pima
County. Further, the purpose is to assure a standard conformance for the design,
size, fabrication techniques and materials for signage of the project and for tenant
identification.
II. GENERAL REQUIREMENTS: •
A. Each tenant will be supplied a copy of the sign criteria prior to lease
agreement.
B. Each tenant sign shall be designed, fabricated and installed in accordance
with this criteria and shall be consistent with the Sign Code of Pima
County.
C. Sign permits must be obtained, by tenant or its agent, prior to installation
of signage.
D. No labels shall be permitted on the exposed surface of signs except those
required by local ordinances. Those required must be installed in an
inconspicuous location.
E. Each tenant shall, at its own expense, provide and maintain its own
identification in accordance with specifications noted herein.
III. SIGN TYPES PERMITTED:
A. WALL SIGNS:
1. A sign fascia will be provided for each tenant above the storefront
lease line. Each tenant sign, including logo, shall be centered and
• mounted on this fascia. Signs may only be displayed over the
tenants lease space to which the sign identifies.
2. All letters shall be pan-channel with internal neon
illumination with 5" returns. Cabinets can be utilized for logo
identification only and may contain fluorescent illumination.

3. Letters will be attached to the wall per building code requirements
4. All proposed signs must meet all local, state and national electrical
codes and be constructed by a licensed and insured sign
manufacture/installer.
5. Total allowable signage pertaining to any one (1) business shall be
1.5 square foot of sign area per every one (1) foot of linear
building frontage.
6. Raceways will be required for the building at the North end of the
development for multiple tenants. The raceways, for electrical
purposes, shall be painted to match the color of the building and/or
facade to which it is attached. No raceway shall exceed more than
8" in depth.
7. All construction of signage within this development shall utilize
aluminum.
8. Logos and/or logo cabinets are limited to ten(10) square fet on the
North, multi-tenant building only.
B. COLOR PALETTE RQUIREMENTS:
The following color palette has been established for this development.
Please see attached palette for color numbers:
1. The Mobile station shall utilize colors set forth in the attached.
2. All pan channel letters (wall signs) shall be 278 red plex, black
returns, with choice of trim cap colors per color palette.
3. With the exception of the freestanding gasoline sign, all
freestanding signs shall consist of eggshell cabinets with white
opaque plex faces. Copy shall consist of red vinyl 3630-33. Header
panel shall be red background (opaque) with white copy and tenant
panels shall be opaque white background with red copy. Sign base
shall match the architecture on site.
4. All logos shall utilize any color available within the approved color
• palette.
C. FREESTANDING SIGNS:
1. Freestanding signs shall be limited to one (1) per entryway to the
development, (2 on Oracle Road) (1 on Cool Drive) with a
minimum 10' setback from property line. Each freestanding sign

shall be no more than fifty (50) square feet in size and no more
than eight (8) feet in overall height from grade to top of sign. Each
freestanding sign will consist of the name of the plaza and a
maximum of three (3) tenants with opaque backgrounds."Copy
shall only be allowed to illuminate. All tenant panels must be
uniform in size and color. The header panel on all freestanding
signs must be uniform in color and letter style with the exception
of the gasoline sign, which shall not require a header panel.
2. An entryway wall sign may be substituted in place of a
freestanding sign which shall only identify the name of the center.
3. Location and installation of all freestanding signs shall be
reviewed by the Town of Oro Valley prior to any approvals or
issuance of any permits.
D. WINDOW SIGNS:

Arizona Administrative Code section R20-2-704 seems to make it optional with the retailer whether to
display the price on an external sign. That section does require certain items to be posted on external
signs. However, that provision is not up to the Town to enforce.

Patty,
I'm not sure what law requires the display of gas prices be it Federal or State so I would ask next
time it comes up. A brief review of Arizona Statutes came up with nothing but I do know that in
New Jersey the price signs are clearly required. Consequently, if we allow the option and they
choose not to post their prices on the sign I would first ask them where they intend to post prices
(for information only)and then move forward. Put another way, it is their responsibility to
comply with all codes and laws,the only down side may be if such a law does exist somewhere I
am unaware of then Mr. Car Wash will need to come back to us to modify their sign package at a
later date.

Joe,
We have a customer that owns a car wash and a gas station on the same lot. They propose to install a new sign
that eliminates the fuel price sign. In the past gas stations have said they must post their fuel prices on their
signs. They said it's the law. We don't really know if they are required to post their gas prices on their signs or
not, but our code allows them to post the signs if they want. Is the Town okay If we approve a new sign that
eliminates the fuel prices at the owners request. It is the gas station owners responsibility to comply with State
laws for fuel price posting. Right?

SIGN CRITERIA
I. INTRODUCTION
The intent of this sign criteria is to establish and maintain guidelines consistent with the signage
policies of the Center,the Town of Oro Valley and Pima County.Further,the purpose is to assure
a standard conformance for the design, size,fabrication techniques and materials for signage of
the Center and for tenant identification.
II. GENERAL REQUIREMENTS
A. Each tenant/Landlord/Owner will be supplied a copy of the sign criteria.
B. Each tenant sign shall be designed,fabricated and installed in accordance with this criteria
and shall be consistent with the Sign Code of Pima County.
C. Sign permits must be obtained,by tenant or its agent,prior to installation of signage.
D. No labels shall be permitted on the exposed surface of signs except those required by local
ordinances.Those required must be installed in an inconspicuous location.
E. Each tenant shall,at its own expense,provide and maintain it's own identification in
accordance with specifications noted herein.
III. SIGN TYPES PERMITTED:
A. WALL SIGNS:
I. A sign fascia has been provided for each tenant above the storefront lease line.Each
tenant sign, including logo, shall be centered and mounted on this fascia. Signs may only
be displayed over the tenants lease space to which the sign identifies.
2. All letters shall be pan-channel with internal illumination with no more than 8"returns.
Cabinets can be utilized for logo identification only and may contain illumination.
3. Letters will be attached to the wall per building code requirements.
4. All proposed signs must meet all local, state and national electrical codes and be
constructed by a licensed and insured sign manufacturer/installer.

5. Total allowance signage pertaining to any one(1)business shall be 1.5 square foot of
sign area per every one(1)foot of linear building frontage.
6. Raceways will be required for the building at the North end of the development for
multiple tenants.The raceways, for electrical purposes,shall be painted to match the
color of the building and/or facade to which it is attached.No raceway shall exceed more
than 8"in depth.
7. All construction of signage within this development shall utilize aluminum.
8. Logos and/or logo cabinets are limited to ten(10)square feet on the North,multi-tenant
building only.
B. COLOR PALETTE REQUIREMENTS:
The following color palette has been established for this development.
Please see attached palette for color number.
1. The Car Wash and all other tenants shall utilize colors set forth in the attachment.
2. All pan channel letters(wall signs)shall consist of colors per color palette.
3. With the exception of the freestanding car wash sign,all freestanding signs shall consist
of eggshell cabinets with the white opaque plex faces.Copy shall consist of red vinyl
3630-33.Header panel shall be red background(opaque)with white copy and tenant
panels shall be opaque white background with red copy. Sign base shall match the
architecture on site.
4. The middle freestanding car wash sign shall be pan acrylic face,back painted with colors
from the attached color palette. The cabinet for the monument sign will match Matthews
Black Anodic 41-335.
5. All logos shall utilize any color available within the approved color palette.
C. FREESTANDING SIGNS:
1. Freestanding signs shall be limited to one(1)per entryway to the development,(2 on
Oracle Road)(1 on Cool Drive). Each freestanding sign shall be no more than fifty(50)
square feet in size and no more than eight(8)feet in overall height from grade to top of
sign.Each freestanding sign will consist of the name of the plaza and a maximum of
three(3)tenants with opaque backgrounds.Copy only shall be allowed to illuminate.All
tenant panels must be uniform in size and color.The header panel on all freestanding
signs must be uniform in color consistent with the color palette and letter style with the
exception of the car wash sign,which shall not require a header panel.
2. An entryway wall sign may be substituted in place of a freestanding sign which shall only
identify the name of the center.
3. Location and installation of all freestanding signs shall be reviewed by the Town of Oro
Valley prior to any approvals or issuance of any permits.
D. WINDOW SIGNS:
Window signs shall follow the regulations set forth per Pima County Sign Codes.
E. OTHER ADDITIONAL SIGN TYPES ALLOWED:
All other sign types, including permanent and/or temporary signs shall follow the rules and
regulations set forth in the Pima County Sign Code.
F. SIGNS PROHIBITED:
Prohibited signs shall follow those regulations set forth under the Pima County Sign Code.
NOTE: Tenants shall refer to supplemental attachment for further descriptions of the color
palette and mock-ups of center.

Sign criteria for the Capin Car Care Plaza
1. All existing permitted signs that do not comply to this Sign Criteria shall
be permitted to remain. Any change or modification to an existing sign shall
require conformance to this Sign Criteria. 2. Only one color from the
approved color palette can be used for THE SIGN FACE FOR all letters ON
ONE LINE FOR A SIGN OF of a word for a business. Different colored or
multiple colored letters cannot be used for one word.

A third Zoning review for the above referenced project has been completed- This letter reflects
comments to be addressed. Please make the following corrections:
• The Capita Car Care Center was developed as a whole center. Therefore this Center is
considered a Development Complex under the Pima County Sign Code.
• The Pima County Development Complex sign requirements shall apply to this site.
• A comprehensive sign package will need to be created for the entire Capin Center. The
package shall include wall signs as well as monument signage. Development Review Board
application and submittal calendars arc attached.
• Pima County Code 18.77.040.B.2 Scenic Routes will also apply to the Capin site. Signage
shall be a monument type freestanding identification sign
