Meeting Date: 06/06/2012 Requested by: David Williams Submitted By: Matt Michels, Development Infrastructure Services Department: Development Infrastructure Services Information SUBJECT: REQUEST FOR APPROVAL OF A PAD EXEMPTION AND MASTER SIGN PROGRAM FOR ROONEY RANCH AREA D, LOCATED ON THE WEST SIDE OF ORACLE ROAD BETWEEN FIRST AVENUE AND PUSCH VIEW LANE RECOMMENDATION: The CDRB recommends approval of the PAD Exemption and Master Sign Program subject to the conditions in Attachment 1. EXECUTIVE SUMMARY: Applicant's Request Rooney Ranch Planned Area Development (PAD) Area D is currently regulated by a set of sign guidelines (see Attachment 3) that provide specific standards for sign size, color, character height, illumination, logo size, and sign construction. The applicant wishes to propose a more updated set of criteria to reflect current Town Sign Code and current industry practice, including updated standards for monument signs and a revised color palette. This change requires a PAD Sign Exemption and Master Sign Program (MSP), which are both described below. PAD Sign Exemption A PAD Exemption allows a project that is subject to PAD sign standards to operate under a portion or all of the Town sign standards. In this case, the PAD Exemption would exempt all businesses within Rooney Ranch Area D from the aforementioned sign guidelines and would allow the applicant to propose a MSP to regulate signs in Area D. Please note that the Zoning Code does not contain specific criteria to evaluate PAD Sign Exemptions. Master Sign Program (MSP) (see Attachment 2) A MSP is an alternative to the Town's sign regulations that provides latitude in order to achieve "variety and good design." A MSP functions much like a PAD for signs by providing sign standards that are "custom tailored" to the unique needs of the development, while still maintaining the intent of the Town's Sign Code. According to the applicant, the objective of the MSP is to utilize more modern standards, such as the movement away from copper patina treatments, and to integrate current Zoning Code sign http://lexicon.orovalleyaz.gov/print_ag_memo.cfm?seq=909&rev=0&mode=External&re... 12/20/2012 Print Council Communication Page 2 of 3 w ` standards, such as monument sign area and height. A more detailed discussion of the specific elements of the applicant's MSP proposal are contained in the MSP Zoning Code Conformance section, below. BACKGROUND OR DETAILED INFORMATION: Background Site Conditions • Rooney Ranch Area D is a 41 acre commercial center, anchored by Target and Fry's, with thirteen lots • The center is comprised of major shops, in-line tenants, and freestanding building pads • Three existing monument signs Proposed Standards • Standards for wall, monument, traffic & pedestrian directional, and directional signs • Revised color palette for wall sign text, including copper patina • Updated "topper" design to refurbish existing, double-faced monument signs, design for new monument signs, and design for traffic & pedestrian and directional signs • Proposed brushed aluminum material for freestanding sign panels • Sign construction is pan channel or reverse channel for letters, and cabinets for logos • Illumination is interior, backlit, or combination of both • Prohibition of temporary signs, including banners The proposed MSP proposes a number of standards that are greater than the existing Area D Sign Guidelines, including a revised color palette derived from the Oro Valley Marketplace and increased character height for anchor tenants (from 4'-8" to 6') and a number of standards that are consistent with Zoning Code standards, including the number of signs and the types of illumination allowed. A table comparing the proposed MSP standard with Zoning Code standards is attached for your reference (Attachment 5). MSP Zoning Code Conformance Evaluation of the MSP is guided by the following: • Sign Criteria/Master Sign Program standards in Section 28.2.B.4 of the Zoning Code • Sign Code Purpose Statements • Conceptual Site Design Principles • Addendum A Design Standards A detailed discussion of conformance with these standards in contained in the April 10 CDRB report (see Attachment 6). CDRB Action On April 10, 2012, the CDRB voted to recommend approval of the PAD Exemption and MSP, finding that the MSP meets applicable Conceptual Site Design Principles and the MSP Criteria contained in Chapter 28 of the Zoning Code. The recommendation for approval is subject to the conditions of Attachment 1. http://lexicon.orovalleyaz.gov/print_ag_memo.cfm?seq=909&rev=0&mode=External&re... 12/20/2012 Print Council Communication Page 3 of 3 • Summary The MSP provides an opportunity for Rooney Ranch Area D businesses to utilize current Zoning Code standards while maintaining a number of the existing PAD standards. If approved, existing businesses may continue to use their approved signs. Any new signs would be subject to the new MSP standards. As discussed, the CDRB recommends conditional approval of the PAD Sign Exemption and the MSP, subject to the conditions in Attachment 1. La Canada Dr. Oro Valley,AZ. 85737 Re: Questions answered for the proposed Master Sign Program San Dorado. To Whom it May Concern: The proposed Master Sign Program is unique in its design because it brings together the desert surroundings with the building and the sign design. There is numerous signs proposed to direct customers and home owners to all areas of this 27 acre site. All signage is in context of the Oro Valley Zoning Code; the quantity of signs are more than usual but this is because of the complexity of the mixed use for this project. This difference is needed because this development is not only retail and office space, but also pedestrian oriented. A-The main entry monumentation at 1st and Oro Valley Road represents the approved direction of gabion walls and rusticated steel towers. While the signage element identifies tenants of the retail for now, it will also represent the overall development, the public space area around the future office building, the multi-family component,as well as the link to the development immediately across the wash. The design and material use presents a more contemporary application of traditional and desert sustainable materials, rather than traditional southwestern style which was the design direction chosen by various review boards for the developments approval. D-Each of the freestanding signs proposed along Oro Valley Road and 1st utilize gabion bases, rusticated and brushed steel panels in various methods tying all the components back to the main monumentation. Identification areas and panels while allowing colors, logos and typestyles of individual tenants are all opaque background with push through acrylic copy areas, emulating the dimensioality of projects dimensional letters on steel background. All illumination of identity is also internal, with uplighting only special gabion wall areas with ground mounted accent lighting to accentuate walls and the lush, desert landscaping, Nfb +s SIGNS Sixee 1927 E.As a PUD,one of the zoning/development approval requirements is to provide a Master Sign Program-in particular because of the multi-use of the site, accessible through a main, and grand area. This access point, with its low-profile but grand monumentation serves more than the retail user and tenants. The development criteria for the retail center is also very different than the typical developments along Oro Valley Road as well. Half of the retail buildings are much closer to the road than usual, with a second set of shops with no street frontage for tenant identification. Multiple access points into the retail and future office area along 1st and Oro Valley were allowed to alleviate traffic back up into the residential, retail, office and development across the wash, unlike any other developments, creates the need to direct traffic to the most accessible point to the tenants. This need for good traffic directional information/wayfinding constitutes the need for latitude in the sign code for the quantity and location along Oro Valley Road. Meeting Date: 11/07/2012 Requested by: David Williams Submitted By: Matt Michels, Development Infrastructure Services Department: Development Infrastructure Services Information SUBJECT: REQUEST FOR APPROVAL OF CONCEPTUAL SITE PLAN AND CONCEPTUAL ARCHITECTURE FOR THE SAN DORADO AT ORO VALLEY TOWN CENTRE COMMERCIAL AND MULTI-FAMILY RESIDENTIAL DEVELOPMENT LOCATED ON THE EAST SIDE OF ORACLE ROAD AND FIRST AVENUE RECOMMENDATION: The Conceptual Design Review Board (CDRB) recommends approval of the Conceptual Site Plan and Conceptual Architecture for the San Dorado project subject to the conditions shown in Attachment 1. Staff recommends one additional condition as shown in Attachment 2 (Planning Condition 7). Additional discussion of the staff-recommended condition is contained in the Background or Detailed Information section of this report. EXECUTIVE SUMMARY: The applicant requests approval of a Conceptual Site Plan and Conceptual Architecture (Attachments 3 and 5). This project entails development of a 274 unit apartment complex consisting of nineteen apartment buildings with a clubhouse/office, eight carriage unit buildings, and associated amenities on 15.73 acres and a 12.09 acre commercial area with a total of nine in-line buildings and freestanding pads. The four commercial buildings with proposed drive-thrus (Pad "A", Shops "B", Pad "E" and Pad "I") will require a separate Conditional Use Permit (CUP). Any substantial redesign of the pads as a result of CUP conditions may entail future revision of the site plan. Access to the site is provided from a main entry drive at Oracle Road and First Ave. and three secondary drives along Oracle Road. The project includes pedestrian connectivity to and within the site, to the future Rooney Wash trail, and internally between the residential and commercial areas. The proposed development is adequately separated and screened from homes to the east and will be generally compatible with the existing area. The CDRB found the Conceptual Site Plan to be in substantial conformance with the Zoning Code, Oro Valley Town Centre at Rooney Ranch PAD, Design Principles and applicable Design Standards, and has recommended approval, subject to the conditions in Part I of Attachment 1. The October 9, 2012, CDRB staff report is attached for your reference (see Attachment 4). Staff-Recommended Additional Condition of Approval (Attachment 2) The intersection of Oracle Road and First Ave (where this project is located) is at or near the center of the Town's commercial areas. Because opportunities may exist to locate Town-owned public art or other appropriate public improvements near the main project entry in the future, staff recommends a condition (see Attachment 2, Condition 7 under Planning section) for the Town and applicant to work cooperatively to identify potential locations for the placement of future public artwork or other appropriate public improvements. The condition states that any proposed artwork or public improvements must be of a mutually-agreeable design, theme, and location. If an agreement is reached, an easement would be granted to the Town for the placement of artwork or other improvements on the applicant's property. Conceptual Architecture: The proposed architecture features traditional and contemporary Southwestern elements, shapes and materials, including sloped and flat roof planes, architecturally appropriate windows with pop-outs and lintels, and the use of traditional roof tile and stucco finish. Slump block accents are used on columns on the commercial buildings. Pedestrian walkways in front of the commercial area will be shaded with colonnades, trellises, and awnings. The residential and commercial architectural designs are appropriate for the area and are complimentary to each other. The CDRB found that the Conceptual Architecture to be in substantial conformance with the Zoning Code, Oro Valley Town Centre at Rooney Ranch PAD, Design Principles and applicable Design Standards, and has recommended approval, subject to the conditions in Part II of Attachment 1. The October 9, 2012, CDRB staff report is included as Attachment 6. The project will provide a two phase public art project for the commercial portions of the property with the theme of native wildlife indigenous to the Catalina Mountains. The first phase will be located in front of Shops C and D, near the breezeway between the two buildings, and will be composed of two life size bronze sculptures of a Chuckwalla and a Spotted Whiptail Lizard. The second phase will be located in the civic area between Pads G and H, and will feature a javalina or a pair of white-winged doves. The Conceptual http://lexicon.orovalleyaz.gov/print_ag_memo.cfm?seq=1029&rev=0&mode=External&r... 12/20/2012 Print Council Communication Page 4 of 5 public art will be reviewed by the CDRB on November 13. Land Use Map Amendment The Land Use Map Amendment requested by the applicant is depicted in Attachment 2 and summarized by the following comparative analysis with the existing Pima County zoning and current Oro Valley General Plan designations on the property: Existing Proposed Existing OV Pima General Plan General Plan County Amendment Zoning Neighborhood Rural Village Neighborhood Commercial Center Commercial Office (commercial) Office 31 Acres 18 Acres 24 Acres Resort / Golf Major Resort Medium Course 44 Acres Density (2.1 - 24 Acres 5.0 du/ac) 60 Acres Low Density Suburban Low Density (1.3 - 2.0 Ranch (.3 (1.3 - 2.0 du/ac) du/ac) du/ac) 54 Acres 47 Acres 13 Acres Open Space 13 Acres Total Units Total Units: Total Units: 108* 14 Maximum 250 Guest Units: units 154 per Special Area Policy * = Total units calculated using upper end of density range Summary Observations: • Reduction of low density residential uses in the Oro Valley General Plan; from 54 to 13 acres • Increase in overall number of single family residential units from current Oro Valley General Plan; 108 to 250 units • Moderate decrease in commercial and office uses from the current Oro Valley General Plan; from 31 to 24 acres • Elimination of the planned resort use designated by the current Oro Valley General Plan and Pima County zoning entitlements (including elimination of 154 guest units) on the property http://lexicon.orovalleyaz.gov/print_ag_memo.cfm?seq=1053&rev=0&mode=External&r... 12/21/2012 Print Council Communication Page 3 of 7 • Elimination of the golf course use designated by the Oro Valley General Plan • Preservation of 13 acres of ridgelines and steep hillsides as Open Space The reduction in commercial acreage and elimination of the resort / guest units and golf course is generally off-set by increases in overall density and decreased lot sizes from 3.3 acres to 5,000 sq. ft. As an overall comment; considering the reductions in non-residential intensity (resort and golf course) and increase in residential density, the request represents moderate increase in overall impact on the property. To lessen the impact of increased density, particularly on the immediate Talante Estates subdivision, the applicant has proposed a number of mitigation measures. These include establishment of landscaped buffers, maximum lot count limitation, and limitations on building heights / number of lots immediately adjacent to the existing subdivision. These mitigation measures are addressed in Attachment 3. Significant Resource Area The property contains a variety of sensitive environmental resources including archaeological resources, the historic Joesler House, native vegetation, hillsides and ridgelines, valleys and habitats. Based on preliminary assessments of these environmental resources, the entire property was designated Significant Resource Area (SRA) on the 2005 General Plan. The applicant originally proposed removal of the Significant Resource Area designation from the entire property. Based on review of a preliminary environmental analysis and field work, staff recommended and the applicant agreed to retain the SRA designation on portions of the property containing visible ridgelines and hillsides with 25% and greater slopes, the historic Joesler House and archaeological sites. The additional SRA areas are primarily around the Joesler House, which occupies the highest and most visible portion of the property from the public roadways and from Catalina State Park. The preliminary environmental analysis and other supplemental information can be accessed at the Planning Division website. It should be emphasized that the Significant Resource Area (SRA) designation serves as an alert that substantial environmental resources may be present and is not a "no-build" designation or open space preservation area. The SRA description in the General Plan indicates that these areas should be developed at the lowest density of the current land use designations. Retention of the SRA designation on the most sensitive portions of the property will serve as additional guidance during any subsequent zoning of the property relative to density and the need for sensitive design methods. To this end, the SRA areas in the vicinity of the Joesler House have been designated Low Density (1.3-2.0 du/ac). To clarify the intent to preserve a majority of the visible ridgelines and steeper sloped areas, the applicant also modified the proposed Land Use Plan to designate a majority of the previously designated SRA areas as Open Space. The Environmentally Sensitive Lands (ESL) Ordinance is fully applied during the subsequent rezoning of the property. As this area is outside Town limits, it was not included in the ESL Planning Map and conservation categories were not established specific to the property. Any subsequent rezoning will involve a detailed submittal and review for full compliance with the Town's adopted ESL regulations. http://lexicon.orovalleyaz.gov/print_ag_memo.cfm?seq=1053&rev=0&mode=External&r... 12/21/2012 Print Council Communication Page 4 of 7 Amended Special Area Policies The General Plan contains a Special Area Policy supporting acquisition of the property by the Town and other agencies. The applicant proposes to delete this existing policy. For the reasons outlined in Attachments 4 and 5, staff is not opposed to deletion of this policy. The applicant proposes a number of Special Area Policies to implement the proposed development and to address neighborhood and community concerns. The proposed Special Area Policies are provided in Attachment 3. Urban Services Boundary The General Plan includes the northern portion of the development within the Urban Services Boundary. Extension of water and sewer service across Oracle Road to this un- served site will entail substantial costs. Potentially, such utility service extensions could serve the Talante Estates development and Catalina State Park. As the property is across the street from utilities and transportation facilities appropriate to accommodate urban development, staff supports the inclusion of the entire property within the Urban Services Boundary. GENERAL PLAN AMENDMENT CRITERIA The Oro Valley Zoning Code states that "the disposition of the General Plan amendment proposed shall be based on consistency with the vision, goals, and policies of the General Plan, with special emphasis on the specific criteria. The applicant for the amendment has the burden of presenting facts and other materials to address these criteria. Attachment 6 contains the applicant's response to the criteria and staff commentary. The Planning & Zoning Commission and staff believe the proposed development generally meets the criteria for amendments and many of the applicable policies within the General Plan. PUBLIC NOTICE AND COMMENT Notice has been provided in accordance with Town procedures, which includes the following: • Notice to property owners within 1,000 feet of property (boundary expanded) • 60-Day notification and review opportunity for outside agencies • Homeowners Association mailing • Notice in The Daily Territorial and Arizona Daily Star newspaper six (6) times • Notice to interested parties • Post at Town Hall and on website • Posting on the property 60 Day Review Comments As required by State Law, the application was routed to outside agencies for review and comment. Comments from Pima County, Arizona State Parks, Pima Association of Governments, Arizona Department of Transportation and Tucson Electric Power were received. The outside agency review comments are provided on Attachment 7 and summarized as follows: • Concern over densities and intensities greater than what is currently entitled by Pima County. • Impact of the development on the environmental resources of the site. • Protection of the historic Joesler House and archaeological sites on the property. http://lexicon.orovalleyaz.gov/print_ag_memo.cfm?seq=1053&rev=0&mode=External&r... 12/21/2012 Print Council Communication Page 5 of 7 • Maximize open space areas on the north and northeastern portion of the site to preserve known wildlife corridors. • Negative impact of the development on recreational experience at Catalina State Park. • Prohibit access to Catalina State Park. • Lighting impacts on Catalina State Park • ADOT, TEP and PAG comments are informational in nature. Neighborhood Meeting Issues Neighborhood meetings were held on April 12th, September 20th and October 24th. The summary notes from the neighborhood meetings are provided as Attachment 8. A summary of issues discussed at the neighborhood meetings is as follows: • Deletion of the Significant Resources Area designation and implications to environmental resources, including wildlife movement corridors. • Density too high adjacent to existing homes and the Catalina State Park. • Impact of development to property values. • Buffering adjacent to existing homes. • Pima County should purchase the property for open space purposes. • Visual impact on the Catalina State Park and the need to buffer land uses. • Concern over cuts and fills into the hillside portions of the development. • Concern that there is not a current market for new home construction. Applicant Responses to Issues The applicant modified the proposed Land Use Map to retain the SRA designation on the most sensitive areas of the site including historic and archaeological resources, hillsides 25% or greater and ridgelines. Additionally, the applicant designated a majority of these sensitive areas as Open Space, which will ensure preservation of these areas. Regarding the overall project density, the applicant modified the request to delete the originally proposed high density area for apartments and the amount of Medium Density Residential has been reduced in the revised submittal. The applicant has developed and refined mitigation measures to lessen the impact on adjoining residential areas. Public acquisition of this property is a goal for Sonoran Coalition for Desert Protection. Currently, there is no bond money available or earmarked for acquisition of this property and no public commitment exists to acquire this private property. Several public hearing participants have erroneously stated the property is public open space. Comments from Interested Parties Comments from interested parties have been received and are provided as Attachment 9. Issues raised in these letters include impact to the environment (including habitat, slopes and wildlife movement) and Catalina State Park, increased density resulting in more traffic and burden on schools. Planning and Zoning Commission Public Hearings The Planning and Zoning Commission held two required public hearings on the application on October 16th and November 5th. The draft minutes from these hearings are provided as Attachment 10. In summary, issues raised at the public hearing included impact to the environment, impact to Catalina State Park, protection of the ridgelines and steep slope areas and impact to wildlife corridors adjacent to the property. http://lexicon.orovalleyaz.gov/print_ag_memo.cfm?seq=1053&rev=0&mode=External&r... 12/21/2012 Print Council Communication Page 6 of 7 SUMMARY/CONCLUSION Following is a summary of the factors for and against the proposal: Factors for: 1. The proposed amendment represents a moderate increase in overall project intensity when compared to the current General Plan. 2. The applicant has developed effective mitigation measures in consultation with immediate neighbors including buffer yards, lot size and number restrictions and building height limitations. 3. Changes in the area including the expansion of Oracle Road, growth of regional commercial and employment centers substantiate residential and employment development on the property. 4. Plans for public agency acquisition of the property have changed, substantiating a need to develop an updated plan for development that reflects current conditions. 5. Resource sensitive site planning is proposed and application of the Environmentally Sensitive Lands ordinance will yield conservation of environmental resources. Factors Against: 1. The proposed amendment represents a potential impact on the sensitive resources on the site and there remains a strong need for sensitive site planning to minimize environmental impact. 2. Concern from Pima County, Coalition for Sonoran Desert Protection, Friends of Catalina State Park and the public over the project impact on the environmental resources of the site. 3. Potential visual impact to significant slopes visible from Catalina State Park and Oracle Road. This project is significant and has generated concerns from Pima County, regional environmental groups, immediate neighbors and Arizona State Parks. The applicant and the immediate neighbors have worked diligently to develop mitigation measures to address project impacts on this existing residential area. The property contains significant environmental resources requiring sensitive site planning to conserve resources on the site. FISCAL IMPACT: N/A SUGGESTED MOTION: I MOVE to approve Resolution No. (R)12-66, amending the Oro Valley General Plan for the property known as Desert Springs, based on the findings included in this Council Communication. • The proposed amendment meets the criteria for a Major General Plan amendment and advances many applicable policies in the General Plan. • The proposed amendment represents a moderate increase in overall project intensity when compared to the current General Plan. http://lexicon.orovalleyaz.gov/print_ag_memo.cfm?sed=1053&rev=0&mode=External&r... 12/21/2012 Print Council Communication Page 7 of 7 • The applicant has developed effective mitigation measures in consultation with immediate neighbors including buffer yards, lot size and number restrictions and building height limitations. • Changes in the area including the expansion of Oracle Road, growth of regional commercial and employment centers substantiate residential and employment development on the property. • Plans for public agency acquisition of the property have changed, substantiating a need to develop an updated plan for development that reflects current conditions. • Resource sensitive site planning is proposed and application of the Environmentally Sensitive Lands ordinance will yield conservation of environmental resources. • Visible ridgelines and hillside areas of the site with slopes 25% and greater have been retained as Significant Resource Area. • A majority of the ridgelines and steeper sloped areas have been designated Open Space and preserved as natural area open space. • An appropriate urban level infrastructure exists in proximity to the site. SUMMARY: The applicant has submitted a proposed Master Sign Program (MSP) to establish sign standards for permanent signs in the San Dorado development. This property was previously referred to as the Oro Valley Town Centre and was zoned Planned Area Development (PAD) earlier this year. There are no specific sign standards established by the PAD, and therefore the provisions of the Zoning Code govern allowable signs within the development. As permitted by the Zoning Code, the applicant desires to establish a sign program specific to this development through the attached Master Sign Program. A Master Sign Program is a set of proposed sign standards for a development that proposes alternatives to the Zoning Code, and is intended to provide latitude in order to achieve variety and good design. An MSP requires review and recommendation by the Conceptual Design Review Board (CDRB) and approval by the Town Council. BACKGROUND: Site Conditions The subject property is an undeveloped 27.82 acre site with 12.09 acres of commercial uses and 15.73 acres of apartment use. The property has over '/2 mile of Oracle Road frontage with four vehicular entrances off of Oracle Road. The Conceptual Site Plan and Conceptual Architecture Plan were recently approved by Town Council. Process Section 21.5.B of the Zoning Code provides that a Master Sign Program shall be reviewed by the CDRB for recommendation and approved by the Town Council prior to the issuance of a sign permit. The standards proposed in the Master Sign Program will regulate all allowable signs for this site. TOWN OF ORO VALLEY CONCEPTUAL DESIGN REVIEW BOARD Page 2 of 3 Previous Project Approvals • The Oro Valley Town Centre PAD was approved in April 2012. • The San Dorado Conceptual Site Plan and Architecture Plan were approved by Town Council in November 2012. ZONING CODE COMPLIANCE • Zoning Code Section 28.3.C.1, Various sign colors are permitted, except for fluorescent or iridescent colors. The attached MSP submitted by the applicant proposes the use of five (5) sign colors as shown in the color palette, Attachment 3, but will not use fluorescent or iridescent colors. The MSP will allow the use of national logos and colors. After further consideration, the applicant is in the process of expanding the color palette to include more variety in possible sign colors. It is anticipated that the expanded color palette will be received shortly and a supplemental transmittal will be sent to the CDRB addressing the new colors upon receipt of the applicant's submittal. • Zoning Code 28.2.B.4.a, Review of the Master Sign Program shall be guided by the overall character of the entire development, including landscaping, architecture, topography, uses, and design. Since this MSP is being created during the projects development stage the applicant has taken this opportunity to integrate signs into the site with formal landscape areas and lighting features. The sign structures use similar and/or complementary style, colors, materials and textures of the proposed buildings in the development. • Zoning Code 28.2.B.3.b, Master Sign Programs shall be based on the provisions of Chapter 28 and shall conform to the purpose and intent of this Chapter and to the Addendum A, Design Guidelines The applicant proposes to expand the standards for Multi-Tenant Monument Signs to permit entry sign information. The applicant has also proposed expanding the wall sign standards to allow tenants to provide for a custom type of under canopy sign as shown on page 13 of Attachment 3. • Zoning Code 28.2.B.3.c, Master Sign Programs shall include only those sign types permitted herein and may allow adjustments to the standards of those types, provided they are justifiable. A table comparing the proposed signs with the signs provided in the Zoning Code has been provided as Attachment 2. ANALYSIS OF CONCEPTUAL DESIGN REVIEW PRINCIPLES AND DESIGN STANDARDS Conceptual Site Design Principles The following Design Principles are notable for this application: • Zoning Code 22.9.D.5.b.iv, Sign colors, design and placement shall be complementary and integral to the project's architectural and site design themes. • TOWN OF ORO VALLEY CONCEPTUAL DESIGN REVIEW BOARD Page 3 of 3 The proposed MSP establishes color, design and placement requirements which complement the project's architectural and design theme. Specifically, the MSP utilizes identical color and materials drawn from the approved color and material palette established within the Conceptual Architectural Plan. Addendum A Design Standards The following Design Standards are notable for this application: • Section 2.1.F.2, Project identification and sign elements shall incorporate architectural treatment and project unifying elements which are integrated with the overall design of the project in terms of style, materials, color and theme. The style, design, colors and materials utilized for the proposed project signs is consistent with the design theme, colors and materials to be used in the project architecture. The proposed signs will unify the design theme established by the building architecture. • Section 2.1.F. 4. Location and placement of building mounted signs shall be integrated into building architecture. Building signs shall be consistent in terms of materials and construction The buildings are planned with a designated area to allow adequate space for wall signs. These designated areas are positioned above and below architectural features of the buildings as shown in the applicants proposal, Attachment 3. The San Dorado Development is planned with buildings with more than one "frontage". The MSP proposes to allow tenants to provide building signage on multiple sides for identification for vehicular and pedestrian traffic from all angles. • Section 2.1.F.5. As feasible, sign colors shall utilize the project color palette approved as part of the Conceptual Design for the project. Colors selected for the monument signs are taken from the same color palette used for the buildings stucco, tiled roofs and stone elements. CONCLUSION/RECOMMENDATION: The CDRB should closely consider the design standards, highlighted herein, in evaluating the proposed Master Sign Program. The MSP should be recommended if the board finds compliance with these standards. SUGGESTED MOTION: The CDRB may wish to consider one of the following suggested motions: 1 move to approve OV312-009, a Master Sign Program for San Dorado, based on the finding that the proposed Master Sign Program, as conditioned, is in conformance with the applicable Zoning Code and Design Standards and Principles, subject to the conditions in Attachment 1 (with the following modifications .)
