I. APPROVAL OF MINUTES OF APRIL 18,2005 MEETING MOTION: Vice Chair Baughman MOVED to approve the minutes with the correction to show the motions were carried as 7-0,commissioner Christiansen SECONDED the motion.Motion carried(7-0). 11. RECOGNITION OF THE MONTH OF MAY AS NATIONAL HISTORIC PRESERVATION MONTH MOTION: Commissioner Kriegh MOVED to approve the Proclamation as is and proclaim the month of May as Historic Preservation Month in the Town of Oro Valley,Commissioner Needham SECONDED the motion.Motion carried(7-0) MOTION: Vice Chair Baughman MOVED to amend the motion and remove the words"managing growth"from the proclamation.Motion FAILED due to lack of second. May 9,2005 DRAFT MINUTES,HISTORIC PRESERVATION COMMISSION 2 III. DISCUSSION AND POSSIBLE APPROVAL OF A MISSION AND OBJECTIVES STATEMENT Vice Chair Baughman stated that he retyped the Mission and Objectives Statement that was handed out by Chair Sarpalius at the last meeting,and made one change under objectives number 2. Mr. Baughman stated that he added the language "designation of historic landmarks and districts." Commissioner Kriegh stated that he does not know how this Mission and Objectives Statement represent the cultural heritage of the people of Oro Valley. Mr. Kriegh acknowledged that it may represent the cultural heritage of the people that have lived in Oro Valley for a long time,but felt it was not the proper terminology to use. Mr.Kriegh suggested changing the wording"the people of Oro Valley"to read"the people of the greater Oro Valley area." Commissioner Kunisch stated that he agreed with Mr.Kriegh and stated that in addition to Mr.Kriegh's suggestion,he suggests revising number 5 under objectives to include educating school children. Chair Sarpalius asked if the basis of the change is"the people of greater Oro Valley"and"to inform and educate citizens of greater Oro Valley." Vice Chair Baughman expressed his feeling that the language should be left as the Town of Oro Valley. MOTION: Vice Chair Baughman MOVED to table the Item until the next meeting. Commissioner Kriegh SECONDED the motion. Motion carried(7-0). IV DEVELOPMENT OF A HISTORIC PRESERVATION ORDINANCE Chair Sarpalius stated that the key thing for the Commission is to develop an ordinance. Ms. Sarpalius suggested that the Commission review and become familiar with the various handouts of other jurisdiction ordinances and come together to collectively start an ordinance. V. CONSIDER THE APPOINTMENT OF A HISTORIC PRESERVATION ORDINANCE TASK FORCE MOTION: Vice Chair Baughman MOVED to appoint a Historic Preservation Ordinance Task Force to consist of the following Commissioners Kriegh, Kunisch and Baughman.Commissioner Kunisch SECONDED the motion.Motion carried(7-0). May 9,2005 DRAFT MINUTES,HISTORIC PRESERVATION COMMISSION 3 VI. DEVELOPMENT OF A HISTORIC PRESERVATION PLAN Brent Sinclair reminded the Commission that there are three main directives from the Town Council,and they are to establish a Preservation Plan,Preservation Ordinance and Rules and Procedures for the Historic Preservation Commission. Mr.Sinclair stated that this item is on the agenda to keep these directives in front of the Commission. Mr.Sinclair also stated that there will be plans generated from this Commission or from other bodies to this Commission. These plans may actually be established under the ordinance or referred to a future time. Mr.Sinclair stated that he could think of two or three plans that the Commission would be interested in,the first being the Document Preservation Plan,which has already been initiated and has undergone considerable work. Another would be the Honey Bee Village Acquisition and Steam Pump Ranch Acquisition. Mr.Sinclair stated that at the next meeting,he would like to present a presentation that he used for the Citizen Planning Institute that highlights the projects that the Historic Preservation Commission is going to be working with. Chair Sarpalius stated that it would be advantageous for the Commission to have Mr.Sinclair make his presentation at next months meeting. VII. CONSIDER THE APPOINTMENT OF A DOCUMENT PRESERVATION PLAN TASK FORCE Commissioner Kriegh stated that there is already a group that has been working on a Document Preservation Plan. Brent Sinclair confirmed that there is a Focus Group that has been working for months, possibly a year now. Mr.Sinclair stated that the Focus Group will continue to finish the draft of the plan,but the plan needs validity. Mr.Sinclair explained that in city government,a plan has to be adopted by the Town Council and if there is any recommending Boards or Commissions the plan goes to that body first. Mr.Sinclair stated that this Historic Preservation Commission is the ideal candidate to review the Document Preservation Plan. The Focus Group will present the draft plan to this Commission or a task force of this Commission and then the Commission considers it and forwards it to the Town Council. It is up to this Commission if a task force is needed. Chair Sarpalius stated that it might be better to have the Focus Group address the Commission as a whole. Mr.Sinclair cautioned the Commission and asked them to keep in mind that as long as the Focus Group goes on,if there are any members of the Commission that want to attend the Focus Group meetings,that is fine,but if there are more than three Commissioners,they need to be careful and decide among themselves who is going to attend. May 9,2005 DRAFT MINUTES,HISTORIC PRESERVATION COMMISSION 4 Mary Hartz-Musgrave,Library Administrator,stated that there were six Commissioners at the last meeting and it was made perfectly clear at that meeting that the Focus Group was getting input to the team staff assigned to write the plan as an option for the Town to consider. Chair Sarpalius stated that it might be better if the Focus Group presented the Documentation Preservation Plan to the entire Commission and at that time if the Commission felt there needed to be any corrections or additions,the Commission could form a task force. Commissioner Mager clarified that the grant was limited and it was not going to be something on going. Mary Hartz-Musgrave stated that the funding was through the Library Services Technologies Act Grant and they are under a strict guideline. Ms.Musgrave stated that they have to have some kind of acceptance/approval by a legitimate body by August or they have to turn their money in. Ms.Musgrave stated that the Focus Group could make a presentation to the Commission at next months meeting. Chair Sarpalius asked Mr.Sinclair if the Focus Group could by pass the Commission. Mr.Sinclair pointed out that since the Town now has a Historic Preservation Commission,he thinks it would be appropriate to send the Documentation Preservation Plan to the Commission and if they were ready to send it on to Town Council they could do that. Chair Sarpalius stated that on the next agenda there will be a presentation to accept the Documentation Preservation Plan. VIII. DEVELOPMENT OF POLICIES AND PROCEDURES MOTION: Commissioner Baughman MOVED to authorize the Chair to call special meetings of the Commission when she or a majority of the Commission feels it is necessary so long as notice is not less then five calendar days. Commissioner Kunisch SECONDED the motion. Motion carried(7-0). IX. DISCUSSION AND DEVELOPMENT OF A HISTORIC PRESERVATION COMMISSION TRAINING PACKAGE Chair Sarpalius asked the Commissioners that are attending the June 8th CAMP to network at the meeting to find out if there are other sources of training and the Commission will discuss it at the next meeting. Brent Sinclair also stated that the if there were three to four members of the Commission that would like to attend the entire Arizona Statewide Historic Preservation Conference to please contact him or Jennifer. *nay 9,2005 DRAFT MINUTES,HISTORIC PRESERVATION COMMISSION 5 X. DISCUSSION AND DEVELOPMENT OF A WORK PLAN FOR THE HISTORIC PRESERVATION COMMISSION Brent Sinclair stated that this something that the Commission may want to pursue. Mr.Sinclair informed the Commission that the Planning and Zoning Commission uses the work plan as a tool and during the course of the year all of their ideas,problems and issues that come up and need to be addressed are put on their work plan. Mr.Sinclair stated that twice a year the Planning and Zoning Commission prioritize their work plan and send it to the Town Council and the Council adopts it as a plan. Mr.Sinclair stated that during the course of a meeting,if the Commission thought of things they want staff to take a look at or research they could put it on their work plan. XI. ADJOURN MOTION: Vice Chair Baughman MOVED to adjourn the Historic Preservation Commission at 6:58 p.m. Commissioner Kriegh seconded the motion. Motion carried 7 yes,0 no.
