CALL TO ORDER

Attendees: Councilmember Mary Murphy, Town Council Liaison
CALL TO AUDIENCE - at this time, any member of the public is allowed to address the Commission on
any issue not listed on today’s agenda. Pursuant to the Arizona open meeting law, individual
Commission members may ask Town staff to review the matter, ask that the matter be placed on a future
agenda, or respond to criticism made by speakers. However, the Commission may not discuss or take
legal action on matters raised during "Call to Audience." In order to speak during "Call to Audience",
please specify what you wish to discuss when completing the blue speaker card.
There were no speaker requests.

1.REVIEW AND APPROVAL OF THE SEPTEMBER 8, 2025 REGULAR SESSION MEETING MINUTES
Motion by Commissioner Alan Forrest, seconded by Commissioner Joe Hornat to approve the meeting
minutes
Vote: 6 - 0 Carried
2.TOWN COUNCIL MEETINGS/COMMUNICATIONS (COUNCILMEMBER MURPHY)
Councilmember Murphy provided an update on the following:
Past Council meeting updates
Potential Stormwater and Parks & Recreation fee increases
Upcoming Oro Valley Tourism Advisory Committee (4 PM on 10/20 at the Council Chambers)
3.PRESENTATION AND FEEDBACK ON THE COMMUNITY COMMENT (60%) DRAFT OF THE
COMMUNITY'S NEXT 10-YEAR ACTION PLAN, KNOWN AS OV'S PATH FORWARD
Senior Planner Rene Olvera provided an update on the following OV Path Forward:
Community comment draft is 60% through and will be available through October 31
Review of OV Path Forward
Update from 30% to 60% progress
Community can access and comment the plan online through ovpathforward.com
Reviewed the Community Comment Draft Plan
4.UPDATE AND DISCUSSION ON CAPITAL IMPROVEMENT PROJECTS (L. JACOBS)
Water Engineering Division Manager Lee Jacobs provided the following updates on the CIP Project:
Reservoir Rehabilitation (Water Plant 14)
El Conquistador PRV (pressure reducing valve)
Well D-9 Rehabilitation
La Canada Two-Zone Booster Construction
NWRRDS Partnered CMAR Project Reservoir & Booster
NWRRDS Independent Twin Peaks Booster Station
Discussion ensued between the Commissioners and Staff regarding the CIP projects and materials.
5.UPDATE AND DISCUSSION ON WATER UTILITY FINANCIALS (M. RALLIS)
Water Utility Administrator Mary Rallis provided the following financial updates:
Revenues
Expenses
Debt Service
Customer Service updates:
new meter installations
customer base
customer portal
Discussion ensued among the Commissioner and Water Utility Administrator Mary Rallis and Water
Utility Director Peter Abraham regarding the Water Utility Financials.
6.UPDATE AND DISCUSSION ON WATER OPERATIONS (D. ALLRED)
Water Operations Manager David Allred provided the following Operation updates:
Overview of Water Operations and additional core functions
Water Operations Administration
Reclaimed facility booster rehabilitation
America's Water Infrastructure Act- Risk and Resilience Assessment renewal is due
Water Production Activities
Well C5
Well D9
Update on ADC Inmate program
Water Control Systems Activities
Water Distribution Activities
In partnership with GRFD, installing new fire hydrants

Discussion ensued among the Commissioners and Water Operations Manager David Allred regarding
Water Operations activities.
7.UPDATE AND DISCUSSION ON WATER RESOURCE USAGE (P. ABRAHAM)
Water Utility Director Peter Abraham provided the following water resource updates:
Water use by type for Oro Valley Main Service Area
Water use by type for Countryside Service Area
Discussion ensued among the Commissioners and Water Utility Director Peter Abraham regarding
water resources and water usage.

SAWUA Forum updates (held on 10/10/25)
Discussion ensued between the Commissioners and Water Utility Director Peter Abraham.
Commissioners Joe Hornat, Michael Smejkel and David Atler provided feedback on the SAWUA Forum.

Motion by Commissioner David Atler, seconded by Commissioner Greg Hitt to adjourn the meeting at
6:16 p.m.
Vote: 6 - 0 Carried
