LA CAÑADA DRIVE            REGULAR SESSION AT OR AFTER 3:00 PM   CALL TO ORDER Chair Barcelo called the meeting to order at 3:00 p.m.   ROLL CALL Present: Joseph Brandhuber, Member Thomas Gribb, Member Daniel Sturmon, Vice Chair Octavio Barcelo, Chair Absent: Joseph Affinati, Member Staff Present: Kyle Packer, Senior Planner Joe Andrews, Chief Civil Deputy Attorney Attendees: Josh Nicholson, Town Council Liaison PLEDGE OF ALLEGIANCE Chair Barcelo led the Board and audience in the Pledge of Allegiance.   CALL TO AUDIENCE There were no speaker requests.   COUNCIL LIAISON COMMENTS Council Liaison Josh Nicholson spoke about the recent state planning conference he attended and what he learned.   REGULAR SESSION AGENDA   1.REVIEW AND APPROVAL OF THE JANUARY 28, 2025 REGULAR SESSION MEETING MINUTES       Motion by Member Joseph Brandhuber, seconded by Vice Chair Daniel Sturmon to approve the meeting minutes as written.  Vote: 4 - 0 Carried   September 23, 2025 Minutes, Board of Adjustment 1 2.PUBLIC HEARING: DISCUSSION AND POSSIBLE ACTION REGARDING ZONING VARIANCE REQUESTS TO REDUCE FRONT, SIDE AND REAR BUILDING SETBACKS AND ACCESS SEPARATION REQUIREMENTS FOR THE VACANT PROPERTY LOCATED AT THE NW CORNER OF TANGERINE ROAD AND INNOVATION PARK DRIVE       Senior Planner Kyle Packer provided a presentation that included the following: - Purpose - Location - Rancho Vistoso Planned Area Delvelopment - Hospital Zoning - Current setbacks - Current separation requirements - Applicant request - Five findings - Findings - Summary and recommendation Hillary Grigel with Seaver Franks Architects, representing property owner Chris Phillips, spoke and presented the following: - Secondary acces is only for emergency egress and gate controlled - Size of lot - Zoning setbacks - Proposed variances - Site location and surrounding zoning - Proposed site plan Discussion ensued among the board, applicant and staff. Chair Barcelo opened the public hearing. There were no speaker requests. Chair Barcelo closed the public hearing.    Motion by Vice Chair Daniel Sturmon, seconded by Member Thomas Gribb to approve the proposed variances reducing front, side and rear setbacks and access separation requirements per the requests in Attachment 1 for the property at the Northwest corner of Innovation Park Drive and Tangerine Road, based on the finding that the five criteria have been met, with an expressed concern by the board members to look at ingress/egress for emergency access, at least to the existing hospital drive.  Vote: 4 - 0 Carried   3.DISCUSSION AND FEEDBACK ON THE COMMUNITY COMMENT (60%) DRAFT OF THE COMMUNITY'S NEXT 10-YEAR ACTION PLAN, KNOWN AS OV'S PATH FORWARD       Senior Planner Rene Olvera provided a presentation that included the following: - Introduction - OV's Path Forward - Going from 30% to 60% draft - Community Comment (60%) draft plan - Draft policies and actions - The BIG community review - Next steps September 23, 2025 Minutes, Board of Adjustment 2 Discussion ensued among the board and staff.   ADJOURNMENT    Motion by Member Joseph Brandhuber, seconded by Vice Chair Daniel Sturmon to adjourn the meeting.  Vote: 4 - 0 Carried    Chair Barcelo adjourned the meeting at 3:49 p.m.     I hereby certify that the foregoing minutes are a true and correct copy of the minutes of the regular session of the Town of Oro Valley Board of Adjustment of Oro Valley, Arizona held on the 23rd day of September 2025.
