LA CAÑADA DRIVE            REGULAR SESSION AT OR AFTER 4:00 PM   CALL TO ORDER by Chair Garland at 4:04 PM   ROLL CALL Present: Joyce Garland, Chair    Dan Karlsberg, Vice Chair    Eloho Okeze, Commissioner    Michael Mason, Commissioner    Absent:Matthew Miller, Commissioner Staff Present: Joe Winfield, Mayor David Gephart, Chief Financial Officer Wendy Gomez, Deputy Finance Director Chris Hutchison, Senior Budget Analyst Rene Olvera, Senior Planner Philip Contrell, Senior Office Specialist PLEDGE OF ALLEGIANCE led by Chair Garland   CALL TO AUDIENCE - No comments were received.   STAFF LIAISON REPORT Chief Financial Officer, David Gephart reported on the following:  New Accounting Specialist that starts on October 27, 2025. Our current Accounting Specialist, Suzy Molinar, is retiring at the end of January 2026. Auditors were here at the end of September and beginning of October. They have since moved on and Staff is drafting the Annual Comprehensive Financial Report. Some highlights from the last Town Council meeting:  Approved new Parks and Recreation Fees Storm Water Fee increases will also be considered at the January 14, 2026 Town Council meeting Are considering the Use Tax, Commercial Lease Tax and Telecommunication Tax on January 14, 2026 and will hold separate public hearings and agendized items at that meeting Study Session was held on a potential state land annexation Also an item on the hiring process and job description of the position of Town Attorney Items to note for the next Town Council meeting:  Presentation will be given on RTA Next Request to utilize budgeted contingency for the new Police Facility Update on OV Tourism Strategies Seeking authorization by Council to proceed on taxes and fees item on January 14, 2026   10/21/25                                                           Minutes, Budget and Finance Commission Regular Session                                                           1   REGULAR SESSION AGENDA   1.REVIEW AND APPROVAL OF THE SEPTEMBER 16, 2025 REGULAR SESSION MEETING MINUTES       Motion by Commissioner Michael Mason, seconded by Commissioner Eloho Okeze to approve the October 21, 2025 regular session meeting minutes.   Vote: 4 - 0 Carried    2.DISCUSSION AND FEEDBACK ON THE COMMUNITY COMMENT  (60%)  DRAFT OF THE COMMUNITY'S NEXT 10-YEAR ACTION PLAN, KNOWN AS OV'S PATH FORWARD Presentation by Rene Olvera, Senior Planner. Discussion ensued amongst staff and commissioners.      3.PRESENTATION AND POSSIBLE DISCUSSION OF THE TOWN'S FY25/26 FINANCIAL UPDATE THROUGH JULY 2025 (PLEASE REFERENCE ATTACHMENTS) Chair states that Agenda Item 3 is to be skipped as it is included in Agenda Item 4      4.PRESENTATION AND POSSIBLE DISCUSSION OF THE TOWN'S FY25/26 FINANCIAL UPDATE THROUGH AUGUST 2025 (PLEASE REFERENCE ATTACHMENTS) Presentation by Wendy Gomez, Deputy Finance Director. Discussion ensued amongst staff and commissioners.      COUNCIL LIAISON COMMENTS Mayor Winfield provided the following comments:  Extends an open invitation for commissioners to attend Town Council Meetings, and recognized Chair Garland for her attendance at the last meeting and spoke on a Study Session item Referred to Rene's presentation and encouraged that the Commissioners be involved in the discussions of the General Plan  Highlighted that of the 2016 General Plan, 97% of the actions, of which there are approximately 300, have either been implemented or are in the process of being implemented Reviewed how Town Council addresses these Action Items in the General Plan There is an October 31st deadline to provide comments   ADJOURNMENT    Motion by Vice Chair Dan Karlsberg, seconded by Commissioner Michael Mason to adjourn the meeting at 4:52 PM   Vote: 4 - 0 Carried      I hereby certify that the foregoing minutes are a true and correct copy of the minutes of the regular session of the 10/21/25                                                           Minutes, Budget and Finance Commission Regular Session                                                           2 I hereby certify that the foregoing minutes are a true and correct copy of the minutes of the regular session of the Town of Oro Valley Budget and Finance Commission of Oro Valley, Arizona held on the 21st day of October, 2025.  I further certify that the meeting was duly called and held and that a quorum was present.
