LA CAÑADA DRIVE            REGULAR SESSION AT OR AFTER 6:00 PM   CALL TO ORDER Chair Clark called the meeting to order at 6:00 p.m.   ROLL CALL Present: Robert Kellar, Commissioner Joe Nichols, Commissioner Kimberly Outlaw Ryan, Vice Chair William Thomas, Commissioner Sandra Wilson, Commissioner Philip Zielinski, Commissioner Anna Clark, Chair Staff Present: Joe Andrews, Chief Civil Deputy Attorney PLEDGE OF ALLEGIANCE Chair Clark led the commission and audience in the Pledge of Allegiance.   CALL TO AUDIENCE Oro Valley resident Luke Kippert spoke regarding R1-300 zoning code changes related to garages on front yard ADUs.   COUNCIL LIAISON COMMENTS There was no council liaison present.   REGULAR SESSION AGENDA   1.REVIEW AND APPROVAL OF THE SEPTEMBER 10, 2025 SESSION MEETING MINUTES       Motion by Commissioner William Thomas, seconded by Commissioner Philip Zielinski to approve the September 10, 2025 meeting minutes as presented.  Vote: 7 - 0 Carried   2.DISCUSSION AND POSSIBLE INITIATION OF A ZONING CODE AMENDMENT TO REVISE THE    October 7, 2025 Minutes, Planning and Zoning Commission 1 2.DISCUSSION AND POSSIBLE INITIATION OF A ZONING CODE AMENDMENT TO REVISE THE MECHANICAL EQUIPMENT SCREENING STANDARDS (OVZC 23.6.A.6, CHAPTER 31) AND THE ALLOWED HEIGHTS OF YARD WALLS (OVZC 23.6.A.3) ON RESIDENTIAL PROPERTIES       Senior Planning Technician Patty Hayes provided a presentation that included the following: - Purpose - Item A: Mechanical equipment screening - Item B: Yard wall height - Item B: Wall height location sample - Summary Discussion ensued among the commission and staff.    Motion by Commissioner Joe Nichols, seconded by Commissioner Sandra Wilson to initiate a zoning code amendment for the following items: Item A: Update the current mechanical equipment screening standards for ground and roof-mounted units and Item B: Update the yard wall height allowances on side and rear property lines.  Vote: 7 - 0 Carried   PLANNING UPDATE (INFORMATIONAL ONLY) Senior Planning Technician Patty Hayes provided an update on the agenda items for the next commission meeting. She also reminded the commission about the big community review of the first draft for the next general plan.   ADJOURNMENT    Motion by Commissioner William Thomas, seconded by Commissioner Robert Kellar to adjourn the meeting.  Vote: 7 - 0 Carried    Chair Clark adjourned the meeting at 6:20 p.m.     I hereby certify that the foregoing minutes are a true and correct copy of the minutes of the regular session of the Town of Oro Valley Planning and Zoning Commission of Oro Valley, Arizona held on the 7th day of October 2025.
