Artists'philosophy
The artist has a very specific role in the creation of public spaces. While architects and landscape
architects create pleasing and functional designs for buildings and the surrounding terrain, and
engineers figure out how to construct their designs safely, often it falls to the artist to express the
community's ideas about the new structure-their perspectives, values, or sense of place.
Traditionally, this has been accomplished by adding a monument or a discrete piece of
commemorative artwork somewhere within a site.
At the turn of the 20th century, modern artists altered tradition by contributing to public
spaces monumentally sized works expressing their own values, rather than the community's.
Today,as we move into the 21st century, public art is again being redefined, notably by
contemporary artists who specialize in public art as a genre. It is the role of the public artist to
discern what is meaningful to a specific community and to express that meaning,in conjunction
with the artist's own ideas, through materials and in a format that admires the adjacent
architecture and contributes to the overall design and use of a public space.

RE: OV#12-97-014A,Parcel#224-31-002E, Public Art for Uno Pizzeria located within the San
Jose Plaza
Dear Susan and Ned ,
Thank you for taking the time to meet with the Public Art Review Committee(PARC)yesterday.
The main purpose of this letter is to reiterate the primary agreements and issues identified at the
meeting. The following is a synopsis:
• The primary reason for the PARC's initial negative recommendation was due to a lack of
information.
• The concept is a positive one and the design team is on the right track.
• Elevations depicting the design on each side of each piece of furniture must be submitted. The
design elevations should provide sufficient information to determine the general layout. On the
other hand, they do not to be so specific that every tile is fixed.
• An elevation of the building that includes building colors must be submitted.
• A schematic of the outdoor courtyard indicating the placement and context of the furniture must
also be submitted.
• PARC also recommend incorporating vegetation into the patio that would accentuate the
furniture design.
The PARC will be meeting again on May 17, 2001, 9:30am, in the Development Services Building
to review the proposed art and provide a recommendation to Town Council. If you can submit the
aforementioned materials in advance of the meeting, it would be greatly appreciated. I do
understand;however, that the time frame is tight. It would be acceptable to bring the packets
directly to the meeting. At a minimum, please provide four(4) information packets.
As you are aware, I need to assemble the Town Council communication very quickly after the
PARC meeting. By 5:00pm Friday the 18th,I will need 12 copies of the elevations(color) and the
placement diagram (black and white). The copies may be 8.5"X 11"or 11"X 17". The copies will
be distributed to each of the Town Council members and associated staff. The Town Council will
actually consider this project on June 6th,2001. If a design consensus is reached between your team
and the PARC, it is likely that this item will be placed on the consent agenda.
I look forward to the successful completion of this process and actually viewing the final product. If
you have any questions, please contact me at 229-4810.

SUBJECT: OV5-01-02, UNO PIZZERIA CHICAGO BAR & GRILL REQUEST FOR PUBLIC
ART APPROVAL, SITE LOCATED ON LOT 6 WITHIN THE SAN JOSE PLAZA
WHICH IS 500 FEET NORTH OF THE ORACLE ROAD AND EL
CONQUISTADOR WAY INTERSECTION.
SUMMARY
Santa Theresa Tile Works, representing Uno Pizzeria, has presented a public art proposal entailing the use of
decorative and functional furniture pieces. Thousands of pieces of decorative tile will be applied to a concrete
sofa, chair, and ottoman. Each piece will contain a desert theme mosaic (see attached furniture elevations).
The public art, if approved, will be located near the front entry of the restaurant. The furniture will be utilized
as a seating area for customers waiting for a table.
STAFF REVIEW
aig Civalier, P.E., has reviewed the structural-safety aspects of the proposal and finds that it is acceptable.
The proposal also meets the 1% of construction cost criterion and will be visible to the public for more than 40
hours per week.
PUBLIC ART REVIEW COMMITTEE (PARC) ACTION
The PARC met with the artist and applicant on two occasions to review the proposal. In the end, PARC voted
unanimously (3-0) to recommend conditional approval. The following conditions were specified:
1. Landscaping shall be added along the interior wall of the public art area. Planters must be incorporated
immediately around the furniture.
2. Emphasize interrelation of colors to insure that pieces are coordinated
3. Prior to setting the chairs into concrete—the placement of the furniture shall be approved by PARC.
At the last PARC meeting (5/17/01), the applicant stated that they were amenable to each.
RECOMMENDATION

C. EMPLOYMENT AGREEMENT AMENDMENT FOR BILL JANSEN
Town Manager Chuck Sweet, stated that the change in the employment agreement
pertained to the conversion of vacation benefits. He explained that the language has been
changed to convert the Town Engineer to accrue three weeks annual leave per year,
versus two weeks. He said that the amended language would bring the incumbent more
in line with other department head level positions.
MOTION: Council Member Johnson moved to approve the attached Amended
Employment Agreement for the Town Engineer, which incorporates the Town Attorney
recommendations. Motion SECONDED by Vice Mayor LaSala. Motion carried, 5-0.
H. RESOLUTION NO. (R)01-43 AUTHORIZING THE ACCEPTANCE OF
THE TOWN OF ORO VALLEY IMPLEMENTATION OF THE
PEDESTRIAN AND BICYCLE PLAN ANNUAL REPORT AND THE
ACCOMPANYING BIKEWAYS AND MAP PLAN REVISION
Town Engineer Bill Jansen, explained that the Woodshade Linear Park shared use path
was inadvertently omitted as a part of the plan but revisions had been made to re-
